Geographic Expansion: These scientific affiliates, centers, and Departments are<br />
independent with <strong>the</strong>ir own management, budgets, and research personnel. This<br />
process <strong>of</strong> scientific expansion began in 1957 with <strong>the</strong> creation <strong>of</strong> <strong>the</strong> Siberian<br />
Department from a branch <strong>of</strong> <strong>the</strong> Moscow academy located in Novosibirsk. The<br />
Urals and Far Eastern Departments gained independence, <strong>to</strong>o, with <strong>the</strong>ir elevation <strong>to</strong><br />
full Department status in <strong>the</strong> mid-1980s. In <strong>the</strong> future, o<strong>the</strong>r centers will become<br />
Departments. The <strong>Russian</strong> <strong>Academy</strong> <strong>of</strong> <strong>Sciences</strong> system is flexible providing a<br />
means for promoting scientists <strong>to</strong> larger administrative and research responsibilities<br />
as well as for developing regional scientific potential.<br />

created 28 percent <strong>of</strong> <strong>the</strong>ir 124 institutes before 1946; and 72 percent after. The Earth <strong>Sciences</strong> sec<strong>to</strong>r established 18 percent <strong>of</strong> <strong>the</strong>ir 85 institutes before <strong>the</strong> end <strong>of</strong> W.W.II; and 82 percent afterwards. It managed and manages <strong>the</strong>se o<strong>the</strong>r SRIs through <strong>the</strong> Siberian Department and <strong>the</strong> Urals and Far Eastern Departments, and <strong>the</strong> o<strong>the</strong>r geographic affiliates <strong>of</strong> <strong>the</strong> academy. Because <strong>of</strong> <strong>the</strong> great geographic distances in Russia, duplication <strong>of</strong> scientific institutions, personnel assignments, research, and equipment occurs. Much <strong>of</strong> this apparent duplication is necessary. Leadership Role <strong>of</strong> <strong>the</strong> <strong>Academy</strong>: The AN SSSR led in <strong>the</strong> scientific and technical development <strong>of</strong> <strong>the</strong> former Soviet Union.
