Research Emphasis: In 1980, <strong>the</strong> P.V. Lebedev Institute had almost 900 scientists<br />

assigned <strong>to</strong> it; <strong>the</strong> A. F. I<strong>of</strong>fe Institute less than 300; and <strong>the</strong> Solid State Physics<br />

Institute fewer than 25. The General Physics and Astronomy Department was <strong>the</strong><br />

most heavily supported <strong>of</strong> <strong>the</strong> present 18 subject-matter Departments <strong>of</strong> <strong>the</strong><br />

academy. In 1987, <strong>the</strong> distribution <strong>of</strong> SRIs among <strong>the</strong> (<strong>the</strong>n) 17 subject-matter<br />

Departments is shown in Figure 6. Measured by <strong>the</strong>se numbers, <strong>the</strong> weight given<br />

this kind <strong>of</strong> research by <strong>the</strong> CC CPSU, <strong>the</strong> Council <strong>of</strong> Ministers, GKNT,<br />

GOSPLAN, and <strong>the</strong> Presidium <strong>of</strong> <strong>the</strong> academy is clear.<br />
