Solar Programs a Great Member Benefit<br />

Everyone who <strong>is</strong> able should take advantage of<br />

KIUC’s solar loan or solar rebate program because<br />

the process <strong>is</strong> so simple.<br />

The solar loan program <strong>is</strong> a zero­interest loan<br />

available to member/customers who want to<br />

change their ex<strong>is</strong>ting electric water heater to a<br />

solar water heating system. The loan also <strong>is</strong><br />

available for members who want to replace an<br />

ex<strong>is</strong>ting nonfunctional solar water heater that <strong>is</strong> at<br />

least 15 years old.<br />

KIUC pays the interest for the participant. The<br />

participant repays the principal over five years. No<br />

down payment <strong>is</strong> required. KIUC has partnered<br />

with Kaua‘i Community Federal Credit Union and<br />

the County of Kaua‘i Housing Agency to provide<br />

funding for the loans.<br />

The solar rebate program provides an $800<br />

incentive for members who want to replace their<br />

ex<strong>is</strong>ting electric water heater with a solar water<br />

heater. The rebate also <strong>is</strong> available for members<br />

who want to replace an ex<strong>is</strong>ting nonfunctional<br />

solar water heater that <strong>is</strong> at least 15 years old.<br />

New construction no longer qualifies.<br />

For the $800 rebate, the member must contact<br />

a contractor on KIUC’s Participating Solar<br />

Contractors l<strong>is</strong>t. A price <strong>is</strong> agreed upon, and the<br />

contractor pulls all the permits. The contractor<br />

also completes and submits all documentation to<br />

KIUC so customers don’t have to do anything.


Installation <strong>is</strong> scheduled with the contractor,<br />

who can d<strong>is</strong>count $800 off the final invoice for the<br />

rebate so the member does not have to wait for<br />

KIUC to <strong>is</strong>sue the rebate. After the installation <strong>is</strong><br />

complete, KIUC <strong>is</strong> contacted for final verification.<br />

Residential Energy Services Special<strong>is</strong>t Claurino<br />

Bueno verifies the system <strong>is</strong> operational and in<br />

compliance with KIUC’s solar water heating<br />

standards and specifications.<br />

With the KIUC rebate—combined with a state<br />

tax incentive of 35 percent and a federal tax<br />

incentive of 30 percent—Claurino said many of<br />

the new solar water systems will pay for<br />

themselves in less than three years.<br />

The process <strong>is</strong> simple. I was having problems<br />

with my 21­plus year old solar system. The unit<br />

was installed when I built the home in 1988. With<br />

the tax incentives offered at that time, th<strong>is</strong> old<br />

solar unit probably cost me about $3,000.<br />

It started to malfunction and leak. I thought<br />

about repairing the unit, so I called Triple T<br />

Plumbing—which <strong>is</strong> KIUC certified—for a cost quote<br />

of some specific repairs. I also asked Triple T for a<br />

quote on a more efficient unit with larger panels.<br />

The repair was to cost me about $1,200 just to<br />

get the unit working properly. I also did a cost<br />

analys<strong>is</strong> of a new unit. With the $800 KIUC rebate<br />

and the 35­percent state and 30­percent federal<br />

tax incentives, my out­of­pocket expense would<br />

be about $1,800.<br />

There <strong>is</strong> nothing like a new unit. Triple T filed all<br />

of the necessary permits with the county and<br />

went so far as doing the KIUC rebate. Two weeks<br />

later, I was hooked up.<br />

My solar water heater saves me an average of<br />

$90 a month. If you multiply my monthly savings<br />

by the 21 years of service and subtract my<br />

original investment, I probably saved about<br />

$15,000 to $20,000.<br />

The estimated payback <strong>is</strong> less than two years.<br />

In my view, spending $1,800 to save $18,000 <strong>is</strong><br />

a good deal. The process was easy. I encourage<br />

our members to take advantage of KIUC’S<br />

solar programs.<br />

KIUC no longer allows new construction to<br />

participate in its solar programs. Only<br />

retrofits qualify.<br />

Requirements to be eligible for the KIUC<br />

solar program:<br />

◼ Water heater needs to be a conventional<br />

electric water heater or a malfunctioning<br />

solar water heater 15 years or older<br />

◼ Active residential accounts only<br />

◼ Installer must be on the KIUC Participating<br />

Solar Contractors l<strong>is</strong>t (contractor l<strong>is</strong>t <strong>is</strong><br />

available online at www.kiuc.coop or by<br />

calling 246.8280)<br />

No gas water heating retrofits are allowed.<br />

Replace, Recycle, Save Update<br />

In late May through June, co­op members had<br />

an opportunity to replace their old refrigerator<br />

with a new, more energy­efficient unit and receive<br />

a $250 rebate. The federally funded program—<br />

called “Replace, Recycle, Save”— was very<br />

successful. Within a week, KIUC had <strong>is</strong>sued all 385<br />

applications for the rebate. KIUC continued to<br />

offer a $50 appliance rebate for refrigerators once<br />

the $250 federal rebate funds were exhausted.<br />

The program not only offered the $250 rebate,<br />

but gave a boost to retailers. It also will help<br />

members through energy savings and lower<br />

electric bills.<br />

It <strong>is</strong> estimated that by replacing 385<br />

refrigerators, KIUC’s members will save 40,425<br />

kilowatt­hours (kWh) annually and 485,100 kWh<br />

during the 12­year expected life of the new<br />

refrigerators. In addition, CO 2 em<strong>is</strong>sions will be<br />

reduced by 873,540 pounds during that time<br />

period. Th<strong>is</strong> means members will save an<br />

aggregate of $169,785 during the course<br />

of 12 years.<br />

REMINDER: All 385 rebate applications were d<strong>is</strong>tributed and handed out in the first week of the<br />

program. The deadline to submit rebate applications to KIUC was July 31, 2010. However, not all 385<br />

applications were returned. For those who did not submit their rebate applications, please send your<br />

completed applications as soon as possible to KIUC’s Energy Services, 4463 Pahe‘e St. Suite 1, Līhu‘e,<br />

I have heard it said that “first impressions are<br />

lasting impressions.” In the case of th<strong>is</strong> month’s<br />

“A Picture’s Worth,” I found th<strong>is</strong> saying to be<br />

pleasantly true.<br />

In the summer of 2006, I had my first<br />

opportunity to v<strong>is</strong>it the Regency at Puakea,<br />

located just across the street from Chiefess<br />

Kamakahelei Middle School, near Puhi.<br />

Th<strong>is</strong> tastefully designed community for retired<br />

and ass<strong>is</strong>ted living residents made a lasting<br />

impression on me.<br />

I had been asked to survey the community to<br />

try to identify energy savings opportunities. I was<br />

impressed by the friendly and capable staff,<br />

pleasant surroundings, amenities, interior décor<br />

and the Regency’s spacious landscaped grounds.<br />

The lobby and other areas were bustling with<br />

planned activities for the residents.<br />

Due to the newness and the quality of the<br />

community—which opened its doors in April of<br />

2004—it was difficult to find energy­saving<br />

opportunities. However, when we did, there was<br />

no hesitation by management in proceeding.<br />

A Picture’s Worth...<br />

One recommendation at the Regency involved<br />

converting elevator lighting from incandescent<br />

lighting to energy­efficient light­emitting diodes<br />

(LEDs), making the Regency one of the first<br />

communities to use LEDs. Another project<br />

involved adding window tinting to reduce air<br />

conditioning costs. The most recent was the<br />

conversion of the Regency’s parking lot lighting<br />

from less efficient metal halide to high­efficiency<br />

induction lighting.<br />

Induction lighting <strong>is</strong> not new, but has evolved<br />

into diverse applications. With its high luminous<br />

output at a fraction of the energy consumption,<br />

th<strong>is</strong> long­lasting (100,000 hours) and reasonably<br />

priced technology makes it a definite<br />

consideration when evaluating efficient<br />

lighting needs.<br />

I am happy to share that all of these projects<br />

qualified for ass<strong>is</strong>tance from KIUC’s Energy<br />

W<strong>is</strong>e Program.<br />

Have a Happy<br />

Energy-Efficient<br />

Holiday Season<br />

The holidays are a time for family, friends, and<br />

celebrations. Thanksgiving, Hanukkah, and<br />

Chr<strong>is</strong>tmas may be times of happiness and joy, but<br />

they often are followed by large utility bills. Don’t<br />

let an expensive January electric bill be the last<br />

gift of the season. With a few simple energyefficient<br />

tricks you can celebrate and save money<br />

at the same time.<br />

The Brightest House on the Block<br />

Energy­efficient lighting <strong>is</strong> a good place to start.<br />

Everyone knows the house with the large light<br />

d<strong>is</strong>play: It <strong>is</strong> the one you take the kids to, the one<br />

you talk to neighbors about and the one<br />

producing enough light to draw small airplanes<br />

attempting to land. It also <strong>is</strong> the house with the<br />

very large January electric bill.<br />

Energy­saving light­emitting diode (LED) lights<br />

could curb that bill. Whereas a string of traditional<br />

mini lights uses 36 watts of power, a string of LED<br />

lights uses only 5 watts and lasts up to 10 times<br />

longer. The lights typically are made of plastic and<br />

will not break, and many are brighter than<br />

traditional mini lights.<br />

The drawbacks? A string of LED lights can cost<br />

two to three times more than traditional string<br />

lights, and many homeowners have reported<br />

mixed results with LED holiday lights. Unlike<br />

traditional incandescent lights, LEDs use computer<br />

chips to create the light. Depending on the quality<br />

of the manufacturing process, the brightness and<br />

life may not be what <strong>is</strong> expected.<br />

A good rule of thumb: Cheaper <strong>is</strong> not always<br />

better. Cheap LED lamps may appear dim<br />

compared to more expensive LEDs or traditional<br />

lighting. When looking for LEDs, it <strong>is</strong> a good idea<br />

view the lights plugged in at the store, or make<br />

sure you can return the lights if they do not meet<br />

your expectations.


All holiday lights, whether LED or incandescent,<br />

should be placed on a timer. Simple timers cost<br />

$20 and can be set to turn on at sunset and off<br />

after a set number of hours. It <strong>is</strong> usually best to<br />

have lights on from sunset until bedtime. Any<br />

later and no one will be awake to enjoy the show.<br />

Of course, exceptions can and should be made.<br />

For example, lights left on all night on Chr<strong>is</strong>tmas<br />

Eve will help Santa find the homes of good<br />

boys and girls.<br />

The Gift of Energy Efficiency<br />

The holiday season generally conjures up<br />

images of elves, a jolly toy maker from the North<br />

Pole, and mounds of beautifully wrapped<br />

packages. But many do not realize that among<br />

those gifts could lurk a vampire. Many electronic<br />

gifts are “energy vampires” that use electricity<br />

24 hours a day.<br />

Cell phone chargers, computers, video game<br />

consoles and any electronic device that comes<br />

with a large square plug are energy vampires,<br />

using electricity even when supposedly switched<br />

off. On average, home entertainment products<br />

such as TVs, stereos, and video game consoles<br />

account for 7 percent of a home’s annual electric<br />

bill. Computers and their related equipment<br />

account for another 5 percent of the yearly<br />

electric bill. These devices are typically always on<br />

and always consuming electricity.<br />

Don’t let these vampires ruin your holiday and<br />

drive up your energy bill year round. When possible,<br />

unplug devices that are not being used, or plug them<br />

into a smart power strip. A smart power strip <strong>is</strong><br />

designed to control the flow of electricity to specific<br />

devices plugged into it. For example, it may cut the<br />

flow of electricity to unused devices such as DVD<br />

players, video game consoles and stereo systems,<br />

while allowing TVs and satellite or cable boxes to<br />

remain plugged in and operational. To keep the<br />

entire entertainment center running lean, look for<br />

Energy Star­rated telev<strong>is</strong>ions and ask satellite or<br />

cable providers for energy­efficient boxes.<br />

Spreading Holiday Cheer<br />

With the house decorated and the presents<br />

wrapped, it <strong>is</strong> time for the party to begin. Most<br />

holiday celebrations involve family and friends<br />

v<strong>is</strong>iting and having a large meal.<br />

When cooking for the masses, the first direction of<br />

most recipes (“preheat oven to”) can be ignored:<br />

Large pieces of meat such as ham, turkey or a roast<br />

do not require a preheated oven. Any food that<br />

requires several hours of cooking can go into a cold<br />

oven, saving energy in the process. The exceptions to<br />

th<strong>is</strong> rule are baked goods: Breads, cakes and pies<br />

should enter an oven that has been preheated.<br />

Being energy efficient <strong>is</strong> not at the top of most<br />

people’s minds when celebrating a holiday. But<br />

what was a very happy holiday can turn sour with<br />

the arrival of January bills. Prevent the postholiday<br />

shock by thinking creatively and shopping<br />

carefully. The money saved can be used for the<br />

other dreaded January bill: the credit card.<br />

Safety Tips<br />

Decorating your home for the holidays <strong>is</strong> always<br />

a fun and exciting time, but it <strong>is</strong> no time to get<br />

lazy. Hundreds of homes each year are damaged<br />

by faulty electrical wiring during the holidays.<br />

Whether the cause <strong>is</strong> overloaded circuits or a bad<br />

extension cord, you have to make sure you are as<br />

safe as possible and using the best quality<br />

equipment you can find.<br />

Here are a few simple ways you can ensure<br />

that your outdoor Chr<strong>is</strong>tmas lighting <strong>is</strong> as<br />

safe as possible.<br />

◼ Make your Chr<strong>is</strong>tmas green using lightemitting<br />

diode (LED) lights that use less<br />

energy than standard mini bulbs.<br />

◼ Make sure the strings of lights you are using<br />

outside have built­in fuses on the lines.<br />

Sometimes, these fuses are located in the<br />

actual plug.<br />

◼ Use Chr<strong>is</strong>tmas lights designated for outdoor<br />

use only. If you use indoor­rated lights, they<br />

may not be able to withstand the weather<br />

conditions in Hawai‘i, which will cause them<br />

to break down much faster.<br />

◼ Use only Chr<strong>is</strong>tmas lights and electric<br />

equipment that has been tested and verified<br />

by a reliable testing laboratory. Two reputable<br />

laboratories are UL and ETL. Any equipment<br />

or lights that have been tested safe will have<br />

one of their logos on the packaging. If it<br />

doesn’t have it, don’t use it!<br />

◼ If you have a string of lights with a blown<br />

bulb, replace it with a bulb of the exact<br />

same wattage.<br />

◼ Never tap into your home’s service line to<br />

power your outdoor Chr<strong>is</strong>tmas lights or hang<br />

decorations on the line.<br />

◼ Avoid using nails, tacks or metal staples to<br />

secure your outdoor Chr<strong>is</strong>tmas lights. Use<br />

insulated hooks instead, and be sure your<br />

lights are strung tightly to avoid damage<br />

from the wind.<br />

◼ Use only outdoor­rated extension cords.<br />

Avoid connecting more than three strings<br />

of lights to a single extension cord.<br />

◼ All lights should be plugged into a<br />

GFCI­protected outlet when used outside.<br />

◼ When it comes time to take down your<br />

Chr<strong>is</strong>tmas decorations and lights, never<br />

remove the strings of lights by pulling on the<br />

wires. Th<strong>is</strong> causes the wires to break free<br />

from the sockets and the bulbs to break.<br />

Decorating for Chr<strong>is</strong>tmas doesn’t seem so easy<br />

anymore, does it? These tips don’t take long to<br />

perform—and imagine having to deal with a fire on<br />

Chr<strong>is</strong>tmas Eve. Take the time to teach your kids<br />

these lifelong lessons, and your Chr<strong>is</strong>tmas<br />

decorations and lighting will be tops on the block.


Although a KIUC vehicle may be a common sight<br />

around the <strong>is</strong>land, co­op employees have a full<br />

plate when they are out in the field. With work to<br />

be done inspecting and maintaining lines, meters,<br />

substations and remote equipment, any help they<br />

can get increasing the efficiency of their workload<br />

will benefit KIUC and its members.<br />

That <strong>is</strong> why most utilities today rely on an<br />

advanced system monitoring tool. Superv<strong>is</strong>ory<br />

control and data acqu<strong>is</strong>ition (SCADA) <strong>is</strong> a set of<br />

monitoring and automation technologies that can<br />

feed information from remote equipment back to<br />

a central control station location—in th<strong>is</strong> case,<br />

your electric co­op’s computer network.<br />

SCADA casts a net to keep track of everything<br />

from substations to control breakers and switches,<br />

continuously monitoring power d<strong>is</strong>tribution<br />

equipment status and performance. Th<strong>is</strong><br />

information typically gets d<strong>is</strong>played for review by<br />

a d<strong>is</strong>patcher in the office and <strong>is</strong> stored in a<br />

database for future analys<strong>is</strong>. If any abnormal<br />

situation ar<strong>is</strong>es in the system, an alarm sounds so<br />

co­op staff can respond quickly and accordingly.<br />

Keeping an Eye on<br />

the Grid with SCADA<br />

The setup allows automatic generation control<br />

of our units and at least partial control over other<br />

electrically operable remote devices. For example,<br />

on a d<strong>is</strong>tribution system without SCADA in place, a<br />

lineworker might have to drive a long way to close<br />

a particular substation breaker or a plant operator<br />

might have to manually regulate a generation<br />

unit. With remote control as an option, the same<br />

action rests just a mouse­click away.<br />

Although SCADA dates to the 1960s, when<br />

paired with other grid monitoring devices such as<br />

advanced meter infrastructure technology, it<br />

forms the backbone of what <strong>is</strong> now called the<br />

“smart grid.”<br />

Balancing Supply and Demand<br />

Maintaining Balance<br />

Ensuring the daily demand of Kaua‘i’s electrical<br />

grid <strong>is</strong> met requires constant attention, and <strong>is</strong> an<br />

exerc<strong>is</strong>e in balancing competing requirements.<br />

The businesses and people of Kaua‘i require<br />

power; the generators that provide that power<br />

require maintenance. Ensuring these competing<br />

requirements remain in balance <strong>is</strong> the core<br />

m<strong>is</strong>sion of KIUC’s Production Department.<br />

Most of the time, th<strong>is</strong> process happens quietly<br />

and without any impact on KIUC’s members. On<br />

rare occasions, however, the balance can be<br />

thrown off due to unplanned equipment<br />

problems that occur at the same time as planned<br />

maintenance outages. When that happens, a call<br />

to customers to cut back on their electricity usage<br />

<strong>is</strong> <strong>is</strong>sued to prevent rolling blackouts from being<br />

implemented.<br />

Demand<br />

KIUC’s production staff starts every day with the<br />

knowledge that demand will r<strong>is</strong>e steeply<br />

beginning around 4 a.m. Generators have to be<br />

started to meet th<strong>is</strong> demand, making each<br />

morning critical. Once the morning peak demand<br />

occurs, around 10 a.m., some breathing room <strong>is</strong><br />

provided until the evening climb to the day’s peak<br />

demand point, which usually occurs between 6<br />

p.m. and 8 p.m. Once that <strong>is</strong> achieved, demand<br />

drops rapidly and generators are shut down to<br />

save fuel, until 4 a.m. the following day, when the<br />

process begins again.

KIUC’s electrical system has relatively low<br />

industrial customer loading. The highest peaks<br />

tend to be set by a combination of high tour<strong>is</strong>m<br />

and cloudy, light wind days, which cause loss of<br />

solar output for water heating and photovoltaic<br />

energy, while driving higher air conditioning use.<br />

Lately, daily peak demand has been between<br />

65,000 and 72,000 kilowatts (kW) due to mild<br />

conditions in both the local climate and economy.<br />

A recent day’s demand profile <strong>is</strong> shown in<br />

Figure 1, with kW demand along the vertical y­ax<strong>is</strong><br />

and time of day along the horizontal x­ax<strong>is</strong>.<br />

The last two highest all­time peaks were set<br />

during the week between Chr<strong>is</strong>tmas and New<br />

Year’s Day, 2004 and 2007. The December 27,<br />

2007, peak, shown in Figure 2, remains Kaua‘i’s<br />

all­time highest peak demand, at 77,750 kW.<br />

Theoretically, the entire load that resulted in<br />

the all­time high peak <strong>is</strong> still connected to the<br />

system—and perhaps even more has been<br />

connected—so KIUC could be required to serve<br />

that same demand, or more, once economic<br />

conditions improve.<br />

We know what causes the highest peak during a<br />

given year. If you look at the demand profiles in<br />

Figures 2 and 3, you will notice some similarities.<br />

When does daily peak occur? Unlike the<br />

mainland, which typically experiences its peak<br />

demand in the afternoon, Kaua‘i’s peak occurs<br />

within an hour after sunset.<br />

Think about it: What are you doing at that<br />

time? It <strong>is</strong> getting dark, and most people are<br />

heading inside, turning on lights, cooking dinner,<br />

bathing and watching TV. All the streetlights come<br />

on. The demand solar systems have been handling<br />

throughout the day <strong>is</strong> now placed back on<br />

conventional generators, with most of the burden<br />

being met by Port Allen. To ensure that burden <strong>is</strong><br />

met, every day the Port Allen crew attempts to<br />

maintain the balance of forecasted demand and<br />

required maintenance.<br />

Supply<br />

KIUC maintains a mix of conventional and<br />

hydroelectric generating units that have various<br />

pros and cons. Some units are very old, and some<br />

are new. Some are more efficient, and some less.<br />

Some are large, and some are small. Figure 3 l<strong>is</strong>ts<br />

each of the units and shows that KIUC has<br />

a total net generating capacity of about<br />

117,000 kW, which <strong>is</strong> enough to power roughly<br />

117,000 homes.<br />

As we learned previously, Kaua‘i’s demand<br />

does not come close to approaching 117,000 kW,<br />

so why do we have seemingly so much generation?<br />

The simple answer <strong>is</strong> we must have enough<br />

generating units to meet demand, while juggling<br />

required maintenance and unexpected equipment<br />

problems. The fact KIUC <strong>is</strong> an <strong>is</strong>olated, <strong>is</strong>landed<br />

system not tied to another system that we can buy<br />

power from when we are short on capacity means<br />

we must maintain significant reserve capacity<br />

compared to systems on the mainland, which are<br />

for the most part connected to each other.<br />

One way of determining how much reserve<br />

capacity we have to maintain <strong>is</strong> through our<br />

Adequacy of Supply (AOS) measure. As a<br />

regulated utility, KIUC annually evaluates its AOS<br />

and files it with the Hawai‘i Public Utilities<br />

Comm<strong>is</strong>sion. The AOS criteria state that KIUC<br />

must be able to (1) meet Kaua‘i’s evening, or<br />

highest, peak demand with the largest unit out of<br />

service, and (2) meet the morning peak demand<br />

with the largest unit out of service and the third<br />

largest unit scheduled out for maintenance.<br />

We learned that our highest peak was 77,750<br />

kW. As Figure 3 shows, Kapaia Power Station CT1<br />

<strong>is</strong> the largest unit, with a net output of 26,600 kW.<br />

That means we must maintain 104,350 kW to<br />

meet AOS criteria one. AOS criteria two requires<br />

additional pieces of information: the morning<br />

peak demand and the size of our third­largest<br />

unit. Morning peak demands during the last year<br />

have been in the 65,000 to 70,000 kW range.<br />

Figure 3 shows the third­largest unit <strong>is</strong> Port Allen<br />

GT1, with a net output of 17,500 kW. That means<br />

we must maintain 114,100 kW to meet AOS<br />

criteria two.<br />

As you can see, performing maintenance on our<br />

larger units creates a challenging situation when<br />

trying to ensure sufficient units are available to<br />

meet all possible demand scenarios. Thankfully,<br />

our second­ and third­largest units (Port Allen GT2<br />

and GT1, respectively) are not d<strong>is</strong>patched often<br />

and, therefore, do not require much maintenance,<br />

so it <strong>is</strong> rare they are unavailable.

A major overhaul on GT1 was completed in the<br />

summer of 2009, which was the first time it had<br />

been overhauled since 1989. As th<strong>is</strong> article <strong>is</strong><br />

being written, GT2 <strong>is</strong> being overhauled for the first<br />

time since 2000. Aside from the challenging<br />

technical aspects of planning and executing a<br />

successful overhaul on one of these gas turbines,<br />

having 22,600 kW of capacity unavailable for<br />

months creates a challenge to our daily task of<br />

keeping supply and demand in balance.<br />

GT2 Major Overhaul<br />

Heading into the late July 2010 GT2 overhaul<br />

start date, KIUC performed preventive<br />

maintenance on all other generating units so they<br />

would not need any scheduled maintenance until<br />

after the GT2 work was complete, estimated to be<br />

in November. In addition to the overhaul of the GT2<br />

turbine and generator, the enclosure walls and<br />

roofs are being replaced due to age and the effects<br />

of corrosion. Th<strong>is</strong> means all of the wiring and piping<br />

attached to the walls and roofs have to be removed<br />

prior to demolition of the panels.<br />

The overhaul can be broken up into three main<br />

phases: demolition (three weeks), turbine and<br />

generator overhaul (nine weeks), and new<br />

enclosures installation (five weeks). Different skills<br />

are required for each phase, so a mix of<br />

contractors have been hired to work alongside<br />

KIUC’s crews.<br />

In the first phase, the air inlet filter house, inlet<br />

ducting, exhaust stack and turbine enclosures<br />

were removed. Next, the control cab enclosure<br />

was removed and immediately replaced with the<br />

new one to keep the electronics protected from<br />

the weather.<br />

In the second phase, the turbine and generator<br />

will be d<strong>is</strong>assembled, inspected, repaired and reassembled.<br />

A refurb<strong>is</strong>hed turbine rotor will be<br />

installed, and the generator rotor will be cleaned,<br />

inspected and tested.<br />

In the third phase, a new inlet air filter house,<br />

inlet ducting, exhaust stack and turbine<br />

enclosures will be installed. Electrical conduit and<br />

wiring will be run throughout the new enclosures<br />

to monitor and control critical functions of the<br />

turbine generator. Piping will be modified to fit<br />

the new enclosures. While all of th<strong>is</strong> work <strong>is</strong><br />

occurring, KIUC personnel will repair the GT2<br />

transformer. When all work <strong>is</strong> complete in<br />

November of th<strong>is</strong> year, GT2 will not require<br />

another overhaul for an estimated 10 years. Until<br />

the overhaul <strong>is</strong> complete, KIUC will do its best to<br />

ensure all other generating units remain available<br />

to maintain the balance of supply and demand.<br />

We are in the middle of a green revolution in<br />

America, with bright solar arrays, towering wind<br />

turbines, hydro and biomass dominating<br />

headlines as the future of electric generation. No<br />

doubt, those technologies will certainly take on a<br />

bigger role in “keeping the lights on.” But despite<br />

media hype, they won’t totally replace<br />

“conventional” sources for producing electricity in<br />

the near future.<br />

So states KIUC’s 2009 annual report. The theme<br />

referred to the co­op’s effort to help members<br />

understand that both board and management are<br />

working proactively to balance environmental<br />

concerns with a continuing need to deliver<br />

reliable power by working toward a mix of<br />

generation resources.<br />

KIUC’s Eighth Annual<br />

Membership Meeting<br />

Navigating a Challenging Environment<br />

About 350 members attended the annual<br />

meeting on Sunday, September 12, with several<br />

arriving early to claim 5­pound bags of rice—the<br />

door prize for the first 300 attendees. In addition<br />

to the rice, all members received a 99­percent<br />

recycled ChicoBag and a copy of the annual report.<br />

A dinner of chili and rice, green salad, pear<br />

cheesecake and manju from Contemporary Flavors<br />

was served before the meeting. Entertainment<br />

was provided by Kalaheo School’s Sunshine<br />

Express—the group that has been entertaining at<br />

KIUC’s annual meetings since its first meeting of<br />

the membership in November of 2002!<br />

The business portion of the meeting began at<br />

4:30 and included a report from Board Chairman<br />

Phil Tacbian and a president’s report and financial<br />

report from acting President and CEO and CFO<br />

David B<strong>is</strong>sell. Finally, the membership heard<br />

committee reports from each of the board<br />

committees: executive, finance and audit,<br />

leg<strong>is</strong>lative, member relations, policy and strategic<br />

planning. John Cox introduced the members to<br />

the new KIUC Charitable Foundation.<br />

Chairman Tacbian welcomed members and<br />

reported on board congressional v<strong>is</strong>its and past<br />

v<strong>is</strong>its from Ilocos Sur Electric <strong>Cooperative</strong>, Ilocos<br />

Norte Electric <strong>Cooperative</strong> and American Samoa<br />

Power D<strong>is</strong>trict officials.<br />

The president’s report included 2009 items of<br />

note, including a decline in residential rates and<br />

completion of the rate case, which began in June<br />

of 2009 and was finalized th<strong>is</strong> week by a Dec<strong>is</strong>ion<br />

& Order (D&O) <strong>is</strong>sued by the PUC. KIUC was<br />

granted a 2­percent rate increase, which remained<br />

unchanged from the interim rate that has been<br />

charged since May of 2010. Highlights included<br />

completion of a strategic plan, $5.5 million in<br />

stimulus matching funds awarded for automated<br />

metering and $16 million in stimulus money<br />

secured with help from Sen. Inouye for<br />

undergrounding the Wailua corridor. Lydgate<br />

Substation was placed in service, and the co­op<br />

retired $2.4 million in 2008 patronage margins,<br />

bringing the total returned to members since<br />

formation of the co­op to $23.1 million. Acting<br />

CEO B<strong>is</strong>sell also presented a brief overview of the<br />

new 15­year strategic plan, and explained that the<br />

plan and a complete financial overview could be<br />

seen in detail in the annual report passed out at<br />

the event and on­line at www.kiuc.coop.<br />

Committee chairs d<strong>is</strong>cussed the duties and<br />

responsibilities of each committee, and the floor<br />

was open for questions.<br />

When rural electric utilities were first formed in<br />

the 1930s, there often were many miles between<br />

homes and electrical lines. When annual meetings<br />

were held, some members traveled long d<strong>is</strong>tances<br />

to take part. It was often the first time in months<br />

they had seen some of their d<strong>is</strong>tant neighbors. In<br />

the co­op tradition of the past 70­plus years,<br />

neighbors joined neighbors and KIUC board,<br />

management and staff to enjoy a late afternoon<br />

of food, fun and information—and all helped to<br />

create an annual meeting that was more than just<br />

a presentation of numbers and forecasts.

A Message From the Chairman<br />

At the present time, our president and CEO <strong>is</strong> on extended sick leave<br />

and will be away for a few months. Our cooperative <strong>is</strong> being led by Financial<br />

Vice President and Chief Financial Officer David B<strong>is</strong>sell. He has assumed<br />

the title of acting president and CEO. With h<strong>is</strong> capable ass<strong>is</strong>tants on<br />

the leadership team, the co­op <strong>is</strong> operating as it normally does,<br />

reliably and efficiently.<br />

On July 19, we were v<strong>is</strong>ited by the leaders of the American Samoa Power<br />

Authority. Its board of directors, led by Chairman Asaua Fiumaono, Vice<br />

Chairman Morr<strong>is</strong> Scanlan, Directors Norman Okamura, Steve Felte and Va‘a<br />

Fala, and their CE0 Andra Samoa, came to Kaua‘i to meet with officials from<br />

the Federal Emergency Management Agency regarding the tsunami that<br />

devastated American Samoa earlier th<strong>is</strong> year. They also met with KIUC’s<br />

board and management to thank KIUC for ass<strong>is</strong>tance in manpower and equipment during the recovery.<br />

At the time of the v<strong>is</strong>it, recovery was about 60­percent complete.<br />

Our leg<strong>is</strong>lative team led by David Iha and Allan Smith, with staff Carey Koide and Mike Yamane, met<br />

with Laura Thielen, chairwoman and director of the Department of Land and Natural Resources, and<br />

Paul Conry, admin<strong>is</strong>trator of the Div<strong>is</strong>ion of Forestry and Wildlife, to complete our habitat conservation<br />

plan (HCP). They also met with Ron Agor, a Kaua‘i member on the Board of Land and Natural Resources,<br />

on the same subject. KIUC <strong>is</strong> determined to do all it can to have our HCP approved.<br />

Safety <strong>is</strong> our focus for th<strong>is</strong> month’s magazine. Be sure also to look for “we are looking for you”<br />

Drug prices are different from pharmacy to pharmacy. Even<br />

chains have different prices in their stores depending on the<br />

population they are servicing. Additionally, manufacturers’<br />

To ensure members always save money on their prescription<br />

drugs, a unique mail order program was created to<br />

complement the network pharmacy benefit. Since most<br />

Halloween Safety<br />

Halloween <strong>is</strong> a cher<strong>is</strong>hed tradition, but the excitement<br />

of the night can cause children to forget to be careful.<br />

There <strong>is</strong> no real “trick” to making Halloween a “treat”<br />

for the entire family. Following some common sense<br />

practices can help children and adults keep<br />

th<strong>is</strong> annual day of make­believe safe and fun.<br />

Selecting Safe Costumes<br />

and Decorations<br />

Costumes should be bright, reflective and made<br />

of flame­retardant material. They should be short<br />

enough to prevent tripping. For good v<strong>is</strong>ibility,<br />

add reflective tape to the costume or the<br />

trick­or­treat bag.<br />

Think twice before using simulated knives, guns<br />

or swords. If such props must be used, be certain<br />

they do not appear authentic and are soft and<br />

flexible to prevent injury.<br />

Masks should fit securely and not hinder<br />

v<strong>is</strong>ibility. They should have nose and mouth<br />

openings and large eyeholes.<br />

Because masks can limit or block eyesight,<br />

consider non­toxic and hypoallergenic face paint<br />

or a decorative hat as an alternative.<br />

When shopping for costumes, wigs and<br />

accessories, purchase only those with a label<br />

indicating they are flame res<strong>is</strong>tant.<br />

Consider fire safety when decorating. Use<br />

battery­powered lanterns or chemical lightsticks<br />

instead of candles in decorations and costumes.<br />

Do not overload electrical outlets with holiday<br />

lighting or special effects, and do not block<br />

exit doors.<br />

Keep jack­o‘­lanterns away from drapes,<br />

decorations, flammable materials, or areas where<br />

children and pets will be standing or walking.


Trick­or­Treating Tips<br />

A parent or responsible adult should always<br />

accompany young children on their neighborhood<br />

rounds. Older children should trick­or­treat in<br />

large groups, and only in familiar areas at homes<br />

with porch lights on. Parents should know where<br />

they are going.<br />

Accept treats at the door and never go into<br />

a stranger’s house.<br />

Carry a flashlight to light your way and make<br />

you more v<strong>is</strong>ible, and stay away from open<br />

fires and candles. Costumes can be<br />

extremely flammable.<br />

Walk on sidewalks, not in the street. Follow<br />

traffic signals and rules of the road, and avoid<br />

taking shortcuts across backyards or alleys. Look<br />

both ways before crossing the street, and cross<br />

only at corners.<br />

Homeowners should prepare for trick­ortreaters<br />

by removing obstacles from the front<br />

yard, restraining dogs and other animals, and<br />

lighting the house well. Check around your<br />

property for flowerpots, low tree limbs, support<br />

wires or garden hoses that may prove hazardous<br />

to young children rushing from house to house.<br />

Confine, segregate or otherw<strong>is</strong>e prepare<br />

household pets for an evening of frightful sights<br />

and sounds. Be sure all dogs and cats are wearing<br />

collars and proper identification tags. Consult your<br />

veterinarian for further advice.<br />

Provide individually wrapped treats or offer kids<br />

nonfood treats, such as stickers and erasers.<br />

Instruct children to bring all candy home before<br />

eating it so you can carefully inspect it. Though<br />

tampering <strong>is</strong> rare, an adult should closely examine<br />

all treats and throw away any spoiled, unwrapped<br />

or suspicious items.<br />

Children should not snack while out trick­ortreating.<br />

To help them res<strong>is</strong>t the temptation to<br />

munch, give them a snack or light meal before<br />

they head out.<br />

Parents of young children should remove any<br />

choking hazards, such as gum, peanuts, hard<br />

candies or small toys.<br />

Remind all household drivers to remain<br />

cautious and drive slowly throughout<br />

the community.<br />

If going to an adult Halloween party, don’t drink<br />

and drive. Establ<strong>is</strong>h a designated driver.<br />

5 pounds pork ribs<br />

1 bottle Kilauea Fire Hawaiian Style Barbecue<br />

Sauce<br />

Cut and trim ribs and place in a large pot; cover<br />

with water. Boil for 45 minutes, until meat <strong>is</strong><br />

tender. Drain water from pot and place ribs in a<br />

container. Pour barbecue sauce over ribs so ribs<br />

are evenly coated. Marinate overnight in the<br />

refrigerator, stirring occasionally. Broil on a foillined<br />

pan, until ribs are browned.<br />

2. Easy Salt and Pepper<br />

Shrimp<br />

1 pound shrimp, peeled and deveined<br />

2 tablespoons cornstarch<br />

1 teaspoon five spice<br />

1 teaspoon pepper<br />

1 teaspoon salt<br />

2 dried chili<br />

2 cloves garlic, minced<br />

3 tablespoons oil<br />

Clean and rinse the shrimp, then pat dry.<br />

Combine the cornstarch, five spice, pepper and<br />

salt. In a bowl, sprinkle the cornstarch mixture<br />

over the shrimp. Place oil, dried chili and minced<br />

garlic in a large skillet that has been preheated on<br />

medium high heat. When the garlic starts to<br />

brown, put shrimp in skillet and saute until it<br />

turns pink and starts to curl. Remove from heat<br />

and serve.


3. Papaya Seed<br />

Dressing Ahi<br />

1 bottle Papaya Seed Dressing<br />

4­6 Ahi fillets<br />

Salt and pepper<br />

Oil<br />

Lightly salt and pepper, ahi fillets. Brown ahi<br />

over low heat. Add one bottle papaya seed<br />

dressing and simmer for a about 10 minutes.<br />

5. Korean Chicken<br />

5 pounds frozen chicken wings<br />

½ cup all­purpose flour<br />

1 cup cornstarch<br />

1 cup mochiko flour<br />

¼ cup salt<br />

¾ cup granulated sugar<br />

8 eggs, beaten<br />

½ cup green onions, chopped<br />

¼ cup sesame seeds (optional)<br />

2 ½ tablespoons garlic, minced<br />

Combine all ingredients except for the chicken<br />

and mix well to make a thick batter. Pour batter<br />

over frozen chicken wings and refrigerate. Once<br />

the chicken has defrosted, the batter will liquefy.<br />

Soak overnight and stir batter occasionally. Deep<br />

fry until golden brown.<br />

4. Teriyaki Meat<br />

2 pounds thinly sliced teriyaki beef (or your<br />

preferred cut, thinly sliced)<br />

½ cup sugar*<br />

½ cup shoyu<br />

3 cloves garlic, crushed<br />

3 fingers ginger, crushed<br />

Stir together the sugar and shoyu until the<br />

sugar <strong>is</strong> d<strong>is</strong>solved. Add crushed garlic and ginger.<br />

Pour sauce over beef; marinate overnight. Broil<br />

meat on a foil­lined pan until browned.<br />

*if you want it less sweet, reduce the sugar.<br />

KIUC Submits Rev<strong>is</strong>ed Short Term<br />

Seabird Habitat Conservation Plan<br />

KIUC submitted a rev<strong>is</strong>ed Short Term Seabird<br />

Habitat Conservation Plan (HCP) to the United<br />

States F<strong>is</strong>h and Wildlife Service (USFWS) and the<br />

Hawai‘i Department of Land and Natural<br />

Resources (DLNR) on Wednesday, August 18, in<br />

support of its long­standing application for an<br />

incidental take permit and incidental take license<br />

from the respective agencies. Under the terms of<br />

the Short Term Seabird HCP, KIUC has agreed to<br />

spend more than $11 million on measures<br />

designed to minimize and mitigate potential<br />

impacts of KIUC’s facilities on the species.<br />

KIUC first submitted the HCP to the agencies in<br />

the summer of 2009. DLNR conducted a public<br />

review and comment process last fall. KIUC<br />

rev<strong>is</strong>ed the HCP based on public comments and<br />

feedback from numerous meetings with both<br />

agencies. In September, DLNR will present the<br />

rev<strong>is</strong>ed Short Term Seabird HCP to the state’s<br />

Endangered Species Recovery Committee, and<br />

USFWS will open a federal public review and<br />

comment period.<br />

The incidental take authorizations would be<br />

effective for up to five years, but would be<br />

replaced by the Long Term Kaua‘i Seabird HCP<br />

(KSHCP), which would include other Kaua‘i<br />

participants in addition to KIUC. The wildlife<br />

agencies expect the KSHCP to be finalized and<br />

approved in late 2011 or early 2012.<br />

Take authorization <strong>is</strong> needed because some of<br />

KIUC’s facilities have the potential to result in the<br />

incidental take of three federal and state l<strong>is</strong>ted<br />

threatened and endangered species: the Hawaiian<br />

petrel, the Newell’s shearwater and the Bandrumped<br />

storm­petrel. The HCP supports the<br />

<strong>is</strong>suance of these permits, and describes how<br />

KIUC will avoid, minimize, mitigate and monitor<br />

the incidental take of the threatened and<br />

endangered species that may occur as a result of<br />

ex<strong>is</strong>ting or future facilities and activities.<br />

KIUC already has implemented many measures to<br />

avoid, minimize and mitigate the potential impacts<br />

on the seabirds. These include shielding all KIUCowned<br />

streetlights to eliminate upward­projecting<br />

light that could d<strong>is</strong>orient seabirds; pursuing<br />

opportunities to underground ex<strong>is</strong>ting and<br />

proposed power lines; supporting and funding the<br />

Save Our Shearwaters (SOS) program;<br />

experimenting with methods to increase the<br />

v<strong>is</strong>ibility of power lines; supporting seabird predator<br />

control on Lehua <strong>Island</strong>; and carrying out extensive<br />

research designed to identify seabird breeding<br />

colonies, where measures can be taken to enhance<br />

the successful reproduction of the species.<br />

In the application, KIUC agrees to provide<br />

$6 million for new minimization measures at<br />

locations that state and federal agencies have<br />

identified as constituting the greatest r<strong>is</strong>k to<br />

the endangered or threatened species. These<br />

measures include undergrounding lines<br />

(the Wailua area, to be funded by federal stimulus<br />

money), reconfiguring lines at and near Keālia<br />

Beach (including undergrounding), and<br />

reconfiguring numerous other d<strong>is</strong>tribution line<br />

segments to reduce the number of wire layers<br />

with which birds could potentially collide<br />

and lowering the height sufficiently to bring<br />

them beneath shielding terrain, vegetation<br />

or structures.<br />

KIUC also will provide an average of $955,000<br />

a year toward general and species­specific<br />

mitigation measures, which include:<br />

◼ Continued funding for the SOS program.<br />

◼ Carrying out seabird colony management<br />

and predator control in Limahuli Valley and<br />

Hono O Na Pali Natural Area Reserve.<br />

◼ Updating prior studies of estimates of at­sea<br />

seabird populations.<br />

◼ Conducting a two­year auditory survey to<br />

locate additional seabird breeding colonies.<br />

◼ Funding development and implementation of<br />

an underline monitoring program aimed at<br />

better understanding take by overhead<br />

utility structures.<br />

◼ For each of the years the Short Term Seabird<br />

HCP remains in effect beyond year three,<br />

undertaking habitat management within<br />

Wainiha Valley or another suitable location<br />

and possibly providing financial support for<br />

the continuation of DLNR’s ex<strong>is</strong>ting radar<br />

survey program, should other funding sources<br />

become unavailable.<br />

“Th<strong>is</strong> <strong>is</strong> an important step in obtaining a clear<br />

direction from the state and federal agencies on<br />

where KIUC should be investing its members’<br />

money in order to minimize and mitigate potential<br />

impacts of our facilities on the endangered and<br />

threatened seabirds that ex<strong>is</strong>t on Kaua‘i,” said<br />

KIUC Support Services Manager Carey Koide, who<br />

<strong>is</strong> in charge of KIUC seabird mitigation efforts.<br />

“We have filed two HCP applications over the past<br />

three years, which have not resulted in a finalized<br />

HCP and incidental take permit/license. KIUC<br />

remains committed to completing th<strong>is</strong> process,<br />

and with support from the governmental<br />

agencies, we are optim<strong>is</strong>tic that the HCP can be<br />

approved by the end of 2010.”

must be 30 years of age and meet all<br />

requirements as a reg<strong>is</strong>tered voter on Kaua‘i for<br />

at least three years prior to assuming the job.<br />

Explanation: Th<strong>is</strong> proposed Charter amendment<br />

changes the Admin<strong>is</strong>trative Ass<strong>is</strong>tant title to<br />

Managing Director and would add the following<br />

minimum qualifications: (1) Bachelor’s degree<br />

Avoid tree and utility conflicts<br />

to keep your family safe<br />

and ensure reliable electric<br />

service to your home.<br />

The same trees that beautify your landscape and<br />

provide shade for your home can be responsible for<br />

serious danger to your family, and a potential<br />

problem with your family’s electrical service. Trees<br />

growing too close to electric lines are the primary<br />

cause of momentary short circuits and flickering<br />

lights. In the case of a storm, the limbs on those<br />

trees are likely to knock power lines out completely<br />

and create a threat to your safety.<br />

Overhead Lines<br />

Create a plan before you plant<br />

Overhead utility lines are the easiest to see and<br />

probably the ones we take most for granted.<br />

Although these lines look harmless enough, they<br />

can be extremely dangerous.<br />

Planting tall­growing trees under and near these<br />

lines eventually requires KIUC to prune them to<br />

maintain safe clearance from the wires. Th<strong>is</strong> pruning<br />

may result in the tree having an unnatural<br />

appearance. Periodic pruning also can lead to a<br />

shortened life span for the tree.<br />

Trees that must be pruned away from power<br />

lines are under greater stress and are more<br />

susceptible to insects and d<strong>is</strong>ease. Small,<br />

immature trees planted today can become<br />

problem trees in the future. Tall­growing trees<br />

near overhead lines can cause service<br />

interruptions when trees contact wires. Children<br />

or adults climbing in these trees can be severely<br />

injured or even killed if they come in contact with<br />

the wires.<br />

Proper selection and placement of trees in and<br />

around overhead utilities can eliminate potential<br />

public safety hazards, reduce expenses for utilities<br />

and their members, and improve the appearance<br />

of landscapes.<br />

Trees are much more than just what you see<br />

overhead. Many times, the root area <strong>is</strong> larger than<br />

the branch spread above ground.<br />

Much of the utility service provided today runs<br />

below ground. Tree roots and underground lines<br />

often coex<strong>is</strong>t without problems. However, trees<br />

planted near underground lines could have their<br />

roots damaged if the lines need to be dug up for<br />

repairs.<br />

The biggest danger to underground lines occurs<br />

during planting. Before you plant, make sure you<br />

are aware of the location of any underground<br />

utilities. To be certain you do not accidentally dig<br />

into any lines and r<strong>is</strong>k serious injury or a costly<br />

service interruption, call Hawai‘i One Call Center<br />

tollfree at 1.866.423.7287 at least five days before<br />

you dig.<br />

Never assume these utility lines are buried<br />

deeper than you plan to dig. In some cases, utility<br />

lines are very close to the surface.<br />

Trees can be a power line’s worst enemy. Strong<br />

winds and storms can topple trees or shatter<br />

branches, pulling down power lines and causing<br />

outages. Sometimes, even heavily damaged lines<br />

remain energized and can electrify trees and<br />

nearby objects.<br />

Stray voltage and arcs are capable of serious<br />

injury, or death to personnel who come into<br />

contact with or possibly even close to such events.<br />

Last year, nearly 20 percent of KIUC’s outages<br />

were due to trees on lines. That <strong>is</strong> why KIUC<br />

maintains an aggressive vegetation management<br />

program using four full­time contract crews to<br />

control the tree­line contact problem.<br />

KIUC’s right­of­way vegetation management<br />

program <strong>is</strong> designed to minimize service<br />

interruptions from overgrown or fallen trees along<br />

rights of way for transm<strong>is</strong>sion and d<strong>is</strong>tribution<br />

circuits. Each year, every foot of every line—more<br />

than 1,165 miles of overhead line—<strong>is</strong> inspected to<br />

identify d<strong>is</strong>tribution and transm<strong>is</strong>sion problems,<br />

including hazardous vegetation.<br />

How much to trim <strong>is</strong> prescribed by a utility<br />

forester based on tree growth rate and structure,<br />

limb configurations, wind sway and line sag. The<br />

species, environmental factors, irrigation and<br />

proximity of the tree to the line are considered.<br />

A margin of safety <strong>is</strong> added above minimum<br />

clearance requirements.<br />

After these determinations are made, KIUC<br />

implements a planned and cons<strong>is</strong>tent trimming<br />

cycle to ensure dollars are well spent and power<br />

lines stay clear. Faster growing areas require<br />

greater clearances at the time of trim to reduce<br />

stress to the tree and and costs associated with<br />

the trimming.<br />

State law requires that KIUC maintains all lines,<br />

keeping them safe and hazard­free. If KIUC’s<br />

inspection staff or contractor determines that<br />

some trimming must be done within an easement<br />

on private property, no prior notification <strong>is</strong><br />

required. <strong>Utility</strong> easements and rights of way<br />

often are conveyed in the deed to a property.<br />

As a condition of electric service to your home,<br />

you also must provide the utility with reasonable<br />

access to your property for maintenance<br />

at all times.<br />

KIUC does not trim service drops on private<br />

property, so th<strong>is</strong> responsibility remains with the<br />

property owner. A qualified trimmer should be<br />

contacted for such work. Always take<br />

extreme caution when working near overhead<br />

power lines, as any electrical contact could result<br />

in serious injury.<br />

TARIFF RULE NO. 16<br />

INTERRUPTION OF SERVICE<br />

A. The Company will exerc<strong>is</strong>e reasonable diligence<br />

and care to furn<strong>is</strong>h and deliver a continuous and<br />

sufficient supply of electric energy to the<br />

customer, and to avoid any interruption of<br />

delivery of same. The Company will not be liable<br />

for interruption or insufficiency of supply or any<br />

loss, cost, damage or expense of any nature<br />

whatsoever, occasioned thereby if caused by<br />

accident, storm, fire, strikes, riots, war or any<br />

cause not within the Company's control through<br />

the exerc<strong>is</strong>e of reasonable diligence and care.<br />

B. The Company, whenever it shall find it necessary<br />

for the purpose of making repairs, changes or<br />

improvements to its system, will have the right<br />

to suspend temporarily the delivery of electric<br />

energy, but in all such cases, as reasonable<br />

notice thereof as circumstances will permit, will<br />

be given to the customer, and the making of<br />

such repairs, changes or improvements will be<br />

prosecuted as rapidly as may be practicable, and<br />

if practicable, at such time as will cause the least<br />

inconvenience to the affected customer.<br />

C. Should a shortage of supply ever occur, the<br />

Company will apportion its available supply of<br />

electricity among its customers as authorized or<br />

directed by the Public Utilities Comm<strong>is</strong>sion. In<br />

the absence of a Comm<strong>is</strong>sion order, the<br />

Company will apportion the supply in the<br />

manner that appears to it most equitable under<br />

conditions then prevailing. Any rules,<br />

regulations, rates or contracts of the Company<br />

which are incons<strong>is</strong>tent with such order or plan<br />

shall be deemed suspended while such order or<br />

plan <strong>is</strong> in effect and the Company shall not be<br />

liable when it acts in substantial compliance with<br />

such order or plan.<br />

D. On a semiannual bas<strong>is</strong>, the Company shall<br />

provide to the customer notification of the<br />

customer's right to file compensation claims<br />

with the Company for any loss, cost, damage or<br />

expense caused by an interruption of service.<br />

The notification shall be on a separate<br />

information sheet enclosed with the billing.<br />

E. For a customer's compensation claim to be valid,<br />

it must be filed with the Company within thirty<br />

(30) days of the interruption of service. The<br />

Company shall review every claim and shall<br />

compensate the customer for any loss, cost,<br />

damage or expense as determined by the<br />

Company to be within the Company's control.<br />

October <strong>is</strong> National Co­op Month for the<br />

nation’s 40,000­plus cooperatives. KIUC <strong>is</strong> part of<br />

the network of nearly 1,000 consumer­owned<br />

electric cooperatives that provides electricity to<br />

37 million people in 47 states.<br />

Owned and governed by the members in<br />

hundreds of small communities, electric co­ops<br />

have been demonstrating strong commitment to<br />

their local communities since they turned on the<br />

lights in rural America in the 1930s.<br />

Today, they generate jobs and income, support<br />

local causes through charitable contributions<br />

and volunteer<strong>is</strong>m, improve the environment,<br />

support education and invest in new<br />

community businesses.<br />

And that <strong>is</strong> just the electric cooperatives!<br />

<strong>Cooperative</strong>s operate in virtually every<br />

industry—utilities, housing, agriculture, health<br />

care, banking, insurance, food and childcare—<br />

and range in size from small storefronts to<br />

Fortune 500 companies. But they have much in<br />

common. <strong>Cooperative</strong>s are member­controlled<br />

enterpr<strong>is</strong>es, run by the people who live and work<br />

in the communities they serve. That gives them a<br />

different perspective from businesses owned by<br />

d<strong>is</strong>tant investors. It <strong>is</strong> the “people” part—the<br />

personal service, involvement, the grassroots<br />

activities, the commitment to community—that<br />

characterizes what electric co­ops are all about.<br />

<strong>Cooperative</strong>s are motivated to serve their<br />

members, not outside investors. Doing that<br />

means we also must serve the communities in<br />

which our members live, work and play.<br />

Community <strong>is</strong> not just where we work;<br />

it <strong>is</strong> why we work.<br />

KIUC’s service goes a long way beyond keeping<br />

the lights on. It <strong>is</strong> neighbors helping neighbors.<br />

That <strong>is</strong> what it <strong>is</strong> all about. That <strong>is</strong> the electric<br />

co­op tradition.

Between KIUC’s generation plant and the<br />

members who use the plant's electricity are<br />

substations. They transform voltage from high to<br />

low to feed the correct voltage to the receiver.<br />

Substations often are located near homes and<br />

businesses. Safety precautions should be followed<br />

when living near them.<br />

Substations are surrounded by tall fences marked<br />

with warning signs. KIUC has one indoor substation<br />

at Lydgate in Wailua. Access to substations <strong>is</strong><br />

forbidden to unauthorized personnel. If an item <strong>is</strong><br />

accidentally dropped into a substation, do not try to<br />

retrieve it yourself. Instead, call KIUC and ask for<br />

help retrieving the item. Do not touch or climb<br />

fences near substations, and never attempt to<br />

retrieve an object using a pole or net. If the pole <strong>is</strong><br />

made of metal or <strong>is</strong> even slightly damp, it can<br />

conduct electricity. To avoid encounters with<br />

substations altogether, encourage children to play<br />

away from substations.<br />

While you may not live near an electric<br />

substation, around our neighborhoods there often<br />

are power lines that soar above our homes. These<br />

lines are directly connected to the substations and<br />

bring electricity to our homes. They also can be<br />

dangerous. No one should climb utility poles or<br />

trees close to utility lines. Kites and balloons<br />

should not be flown around power lines. If a<br />

power line has fallen, please use extreme caution<br />

and stay clear of the line.<br />

Electrical Safety in Your Neighborhood<br />

Downed power lines should never be touched<br />

or approached. If one lands on your vehicle,<br />

remain in the car until help arrives. If the<br />

emergency requires you to leave the vehicle, jump<br />

clear so that no part of your body <strong>is</strong> touching the<br />

car when you land. Keep both feet together, and<br />

shuffle or hop at least 30 feet away with your feet<br />

close together, and stay away from any object that<br />

may have touched the power line, including<br />

fences and walls.<br />

Treat every line as though it were energized. If<br />

you play with high­power water squirters, keep<br />

them away from power lines. If you shoot water at<br />

a power line, electricity can travel down the<br />

stream of water, right back to you!<br />

Some neighborhoods have underground power<br />

lines. The dangers in these areas are in the padmount<br />

transformers known as “green boxes.”<br />

These boxes contain transformers similar to those<br />

on the line that change voltage to be used in<br />

member homes. Pad­mount transformers usually<br />

are located on cement slabs fronting homes.<br />

While these transformers are locked, children<br />

should not be allowed to play on or near them.<br />

KIUC Crews Be Safe<br />

At first, utility poles may seem like ideal places<br />

for posters, signs or even clotheslines. However,<br />

these items and the staples and nails left behind<br />

when they are removed create serious safety<br />

hazards for KIUC workers.<br />

Protruding staples can cut into workers’ rubber<br />

gloves, exposing them to extreme danger when<br />

working on power lines. Nails can hamper<br />

workers’ climbing spikes from properly digging in,<br />

again subjecting workers to injury. Signs can<br />

cause auto accidents by d<strong>is</strong>tracting drivers and<br />

blocking pole reflectors. Also, fallen signs litter<br />

the roadway and take away from the beauty<br />

of our <strong>is</strong>land.<br />

The Public Utilities Comm<strong>is</strong>sion’s General Order<br />

#6, Rule #34 regarding “Foreign Attachments”<br />

strictly prohibits affixing any non­utility items to<br />

utility poles.<br />

It <strong>is</strong> KIUC’s responsibility to assure our workers<br />

are safe. Please help us by not attaching anything<br />

to utility poles. And, when you see KIUC crews<br />

removing foreign attachments from poles, please<br />

understand it <strong>is</strong> their job to do so, and it <strong>is</strong> for<br />

their own safety.<br />

We l<strong>is</strong>tened to our members during the last rate<br />

case and re­designed our bill. Members said they<br />

would prefer a simpler and clearer bill format, so<br />

KIUC <strong>is</strong> introducing a new bill format that<br />

members will find more informative. Our new bill<br />

illustrated on the next two pages was designed to<br />

be easier to read and to provide members with<br />

more information about their electric charges.<br />

The bill still will include a 13­month energy use<br />

graph, and comparative information on last period<br />

and the same period from the previous year. It<br />

also will include a more detailed breakdown of<br />

current charges including separate line items<br />

for base fuel charge and Energy Rate<br />

Adjustment Clause.<br />

The new bill does not change how the bill <strong>is</strong><br />

created, from where the bill <strong>is</strong> mailed, due dates<br />

or payment options. Members are still divided<br />

into 20 geographical areas, which are referred to<br />

as “cycles.” Meter readers continue to go to each<br />

of these areas once a month to read the meters,<br />

and usage still <strong>is</strong> determined by subtracting the<br />

last reading from the current reading and coming<br />

up with the kilowatt­hour (kWh) difference.<br />

Monthly billing periods vary between 27 and 33<br />

days. The bills for your cycle will be <strong>is</strong>sued around<br />

the same time each month, but not necessarily on<br />

the same day. The following business day, the data<br />

<strong>is</strong> processed by KIUC’s billing department, and an<br />

electronic file <strong>is</strong> sent to KIUC’s bill print and mail<br />

service provider.<br />

Your bill <strong>is</strong> still due 25 days after the <strong>is</strong>sue date.<br />

For example, if your bill <strong>is</strong> dated the 2nd of the<br />

month, your bill <strong>is</strong> due no later than the 27th of<br />

that same month.<br />

KIUC continues to provide various ways for you<br />

to pay your bill, including via mail, automatic bill<br />

payment, phone or online using Western Union<br />

Speedpay, in person at our office or at any Kaua‘i<br />

branch of First Hawaiian Bank.<br />

Account Information<br />

Includes your name, service address, service<br />

period (the period between meter readings,<br />

ranging from 27 to 33 days), billing date, your rate<br />

schedule (residential, commercial, etc.), cycle (the<br />

meter reading area <strong>is</strong> divided into 20 cycles <strong>is</strong>land<br />

wide), and finally, the multiplier, which <strong>is</strong> always 1<br />

for residential accounts.<br />

Your Energy Use<br />

Includes information to monitor your monthly<br />

kilowatt­hour (kWh) usage the past 13 months.<br />

Additional Commercial Items<br />

Power Factor – Expressed as a percent (%), the<br />

power factor measures how effectively delivered<br />

current <strong>is</strong> converted into useful energy. A “power<br />

factor adjustment” adjusts the amount of billed<br />

energy in the large­power rate schedules, known<br />

as schedules L and P. The power factor <strong>is</strong><br />

computed using the customer’s metered energy<br />

use (kWh) and metered active power use, also<br />

known as kilo­volt­amps reactive (kVAR).<br />

Adjusted kilowatt­hours (kWh) – Power factor<br />

adjustment that applies only to customers on<br />

Schedules P and L. Th<strong>is</strong> kWh charge <strong>is</strong> based on<br />

adjusted kWh rather than metered kWh. See<br />

Power Factor, above. For each 1 poercent increase<br />

in power factor above 85 percent, energy <strong>is</strong><br />

reduced by ½ percent. No adjustment exceeds +/­5<br />

percent. Th<strong>is</strong> charge <strong>is</strong> included in the kWh charge<br />

on the bill for Schedule P and L customers only.<br />

KVAR – KVAR <strong>is</strong> a measure of inductive load that<br />

<strong>is</strong> generated by motors and transformers, which <strong>is</strong><br />

measured in kilo­volt­amps reactive (kVAR) units.<br />

Equipment that requires more reactive power to<br />

operate and has a lower power factor, and<br />

conversely loads that use less reactive power, have<br />

a high power factor. Reactive power used over<br />

time <strong>is</strong> measured by a meter and expressed in<br />

kVARh as part of the kWh charge on your bill.<br />

Demand – Demand <strong>is</strong> the rate at which electric<br />

energy <strong>is</strong> delivered, expressed in kilowatts or kW.<br />

Schedules J, P and L have a demand (kW) charge<br />

that partially covers KIUC’s fixed costs of power<br />

generation, transm<strong>is</strong>sion and d<strong>is</strong>tribution needed<br />

to meet the higher demands of these customers.<br />

Meter Information<br />

Specifies meter readings taken at the beginning<br />

and end of the billing period and measures the<br />

number of kilowatt­hours (kWh) used. The<br />

amount of electricity used will vary depending<br />

on a number of factors, including length of<br />

billing period, changes in household size and<br />

appliance usage.<br />

Current Electric Charges<br />

Non­Fuel Energy Charge – Energy charge based<br />

on the amount of customer energy usage, not<br />

including fuel and purchased power energy costs,<br />

separately shown as the Fuel and Purchased<br />

Power Energy Charge described below.<br />

Fuel and Purchased Power Energy Charge –<br />

Energy charge based on the amount of customer<br />

energy usage, including only the costs of fuel and<br />

purchased power. Th<strong>is</strong> amount <strong>is</strong> shown as a<br />

separate line item to present the amount of a<br />

customer’s bill related to the fuel and purchased<br />

power costs incurred by KIUC to provide the<br />

energy supplied. Th<strong>is</strong> cons<strong>is</strong>ts of both a base fuel<br />

charge of $0.19143 per kWh and an Energy Rate<br />

Adjustment Clause, as described in KIUC’s tariff.<br />

Customer Charge – The purpose of th<strong>is</strong> charge <strong>is</strong><br />

to recover fixed costs not related to the amount of<br />

energy used by the customer.<br />

Resource Cost Charge – Charge to recover costs<br />

associated with Integrated Resource Planning (IRP)<br />

efforts undertaken by KIUC, as approved by the<br />

Hawai‘i Public Utilities Comm<strong>is</strong>sion. The IRP <strong>is</strong> a<br />

process electric utilities use for identifying and<br />

planning for future energy requirements. The<br />

purpose of the IRP <strong>is</strong> to ensure that an energy<br />

company evaluates all of its available options to<br />

meet the expected customer demand.<br />

Other Line Items<br />

Minimum Charge – All customers have a<br />

minimum charge that applies when little or no<br />

energy <strong>is</strong> used during the month. Th<strong>is</strong> charge, when<br />

applicable brings the total monthly charge up to the<br />

minimum level respective to the rate schedule.<br />

Fixture Charge – Th<strong>is</strong> charge, if shown on the bill,<br />

applies to KIUC’s streetlight Schedule SL and covers<br />

the fixed costs of the light fixture plus supplying,<br />

installing, powering and maintaining the streetlight.<br />

What are Patronage Capital<br />

Refunds?<br />

Patronage capital, also known as capital credits,<br />

comes from the money a cooperative has left after<br />

paying all of its expenses in a given year. At the<br />

end of the year, that money <strong>is</strong> credited to each<br />

member’s patronage capital account according to<br />

the amount paid for energy used.<br />

You Must Apply for Your Refund!<br />

If your name appears on the l<strong>is</strong>t, you must apply<br />

for your refund. Please complete a Request for<br />

Patronage Capital Refund form, and provide a<br />

picture ID as proof the person requesting the<br />

refund <strong>is</strong> the same person as the person named in<br />

our assignment. There are many ways to apply for<br />

your patronage capital refund:<br />

We report that KIUC’s results of operations<br />

through July 31, 2010, are improving as the<br />

weak economy begins to show signs of recovery.<br />

Electricity use on the <strong>is</strong>land has increased<br />

slightly compared with the prior year. However,<br />

it <strong>is</strong> still at a significantly decreased level,<br />

primarily due to the reduction in v<strong>is</strong>itors to the<br />

<strong>is</strong>land. KIUC <strong>is</strong> doing everything it can, while<br />

maintaining safety and reliability, to reduce<br />

costs in various areas to continue to meet its<br />

loan covenants. Revenues, expenses and net<br />

margins totaled $88.6 million, $83.7 million and<br />

$4.9 million, respectively, for the seven­month<br />

period ending July 31, 2010.<br />

As <strong>is</strong> the case for all electric utilities, the cost<br />

of power generation <strong>is</strong> the largest expense,<br />

totaling $50.1 million or 56.5% of revenues. Fuel<br />

costs are the largest component of power<br />

generation, totaling $42.0 million or 47.4% of<br />

revenues, and representing 83.8% of the cost of<br />

power generation. The remaining $8.1 million or<br />

9.1% of revenues and 16.2% of the cost of<br />

power generation represents the cost of<br />

operating and maintaining the generating units.<br />

The cost of operating and maintaining the<br />

electric lines totaled $3.1 million or 3.5% of<br />

total revenues. The cost of servicing our<br />

members totaled $2.2 million or 2.4% of<br />

revenues. The cost of keeping our members<br />

informed totaled $0.5 million or 0.5% of<br />

revenues. Admin<strong>is</strong>trative and general costs—<br />

which include leg<strong>is</strong>lative and regulatory<br />

expenses, engineering, executive, human<br />

resources, safety and facilities, information<br />

services, financial and corporate services, and<br />

board of director expenses—totaled $6.4<br />

million or 7.3% of revenues.<br />

Being very capital intensive, depreciation and<br />

amortization of the utility plant costs $9.0<br />

million or 10.2% of revenues. Although not<br />

subject to federal income taxes, state and local<br />

taxes amounted to $7.4 million or 8.4% of<br />

revenues. Interest on long­term debt, at a very<br />

favorable sub­5% interest rate, totals $5.3<br />

million or 6.0% of revenues. Non­operating net<br />

margins added $0.3 million to overall net<br />

margins. Revenues less total expenses equal<br />

margins of $4.9 million or 5.5% of revenues.<br />

Margins are allocated to consumer members<br />

and paid when appropriate.

Aloha Members,<br />

October <strong>is</strong> National <strong>Cooperative</strong> Month. All cooperatives operate<br />

under seven core principles: voluntary and open membership (no<br />

d<strong>is</strong>crimination); democratic member control (one member, one<br />

vote); member economic participation (patronage capital);<br />

autonomy and independence (controlled by members); education,<br />

training and information (inform the public); cooperation among<br />

cooperatives (work with others); and concern for community<br />

(committed to making a difference).<br />

KIUC <strong>is</strong> committed to living out these principles each and every day. On September 12, we held<br />

our Annual Membership Meeting. We shared co­op updates with the members who attended, and<br />

have posted a copy of the presentation on the KIUC website at www.kiuc.coop for those who were<br />

unable to attend.<br />

In th<strong>is</strong> <strong>is</strong>sue of Currents, we share information about how we go about balancing supply and<br />

demand at our power plants and explain how SCADA helps us keep an eye on the KIUC grid. There<br />

<strong>is</strong> safety information intended not only to help us keep our employees safe, but also tips to help<br />

our members stay safe during the upcoming holidays.<br />

Also in th<strong>is</strong> <strong>is</strong>sue <strong>is</strong> an explanation of the new bill format, tree trimming information, a l<strong>is</strong>t of<br />

members who have unclaimed patronage capital funds, an update on the Short Term Seabird<br />

Habitat Conservation Plan, board actions taken on your behalf and how you can save with the<br />

Co­op Connections Card.<br />

A dec<strong>is</strong>ion and order was <strong>is</strong>sued by the Public Utilities Comm<strong>is</strong>sion on September 9 approving as<br />

final the interim rates that have been in place for KIUC since May 26 of th<strong>is</strong> year. Th<strong>is</strong> final dec<strong>is</strong>ion<br />

by the PUC required no further adjustments to the interim rates currently being charged.<br />

Providing all of th<strong>is</strong> information <strong>is</strong> in keeping with our m<strong>is</strong>sion to serve you, and <strong>is</strong> cons<strong>is</strong>tent<br />

with our core principles as an electric cooperative. During th<strong>is</strong> month, especially, we celebrate the<br />

fact we are a locally owned, member­run company that puts its customers’ interests first and <strong>is</strong> an<br />

integral part of the community.<br />
