I. DEFINITIONS<br />
For the purpose of this policy<br />
1. ‘University’ means The Teerthanker Mahaveer University, Moradabad and<br />
covers all Constituent colleges/centres established by the University with<strong>in</strong><br />
the campus or outside the campus.<br />
2. ‘Student’ <strong>in</strong>cludes any person who is enrolled for any course, whether full<br />
time or part time, with the University, and <strong>in</strong>cludes an undergraduate or<br />
postgraduate student or a Research Scholar. It also <strong>in</strong>cludes a student of<br />
another University or college who has been pl<strong>ac</strong>ed or has opted for pl<strong>ac</strong>ement<br />
with the University or short‐term courses at the University.<br />
3. ‘Hostel’ <strong>in</strong>cludes the pl<strong>ac</strong>e/(s) where university students are <strong>ac</strong>commodated<br />
through <strong>in</strong>stitutional or private arrangements.<br />
4. ‘<strong>Ragg<strong>in</strong>g</strong>’<br />
i) Any disorderly conduct, whether by words spoken or written or by an <strong>ac</strong>t,<br />
which has the effect of teas<strong>in</strong>g or handl<strong>in</strong>g with rudeness any other<br />
students, rowdy or <strong>in</strong>discipl<strong>in</strong>e <strong>ac</strong>tivities, which causes or is likely to cause<br />
annoyance, hardship or psychological harm or to raise fear or<br />
apprehension thereof <strong>in</strong> a fresher or a junior student or ask<strong>in</strong>g the<br />
student to do any <strong>ac</strong>t or perform someth<strong>in</strong>g, which such students will not<br />
do <strong>in</strong> the ord<strong>in</strong>ary course and which has the effect of caus<strong>in</strong>g or<br />
generat<strong>in</strong>g a sense of shame or embarrassment, so as to adversely affect<br />
the physique or psyche of a fresher or a junior student.<br />
ii) Until otherwise specified, the follow<strong>in</strong>g would constitute the <strong>ac</strong>t of<br />
ragg<strong>in</strong>g:<br />
a) Any <strong>ac</strong>t that prevents disrupts or disturbs the regular <strong>ac</strong>ademic <strong>ac</strong>tivity<br />
of a student.<br />
b) Exploit<strong>in</strong>g services of junior students for complet<strong>in</strong>g <strong>ac</strong>ademic tasks<br />
assigned to an <strong>in</strong>dividual or a group of seniors.<br />
c) Any <strong>ac</strong>t of f<strong>in</strong>ancial extort<strong>in</strong>g or forceful expenditure burden put on<br />
junior student/ (s) by senior /(s)<br />
d) Any <strong>ac</strong>t of physical abuse <strong>in</strong>clud<strong>in</strong>g all varieties, sexual, homo‐sexual<br />
assault, and stripp<strong>in</strong>g, forc<strong>in</strong>g obscene and lewd <strong>ac</strong>ts, gestures, caus<strong>in</strong>g<br />
bodily harm or any other danger to health or person.<br />
iii) <strong>Ragg<strong>in</strong>g</strong> has several aspects viz. psychological, social, political, economic,<br />
culture and <strong>ac</strong>ademic dimensions. The Psychological aspects of ragg<strong>in</strong>g<br />
are seen to cause permanent damage to the victim’s personality. Such<br />
treatment of young and impressionable m<strong>in</strong>ds could result <strong>in</strong> traumatiz<strong>in</strong>g<br />
them and damag<strong>in</strong>g their personalities beyond repair <strong>in</strong> the formative<br />
years of their lives.<br />
a) Any <strong>ac</strong>t or abuse by spoken words, emails, public <strong>in</strong>sult or alike should<br />
be considered with<strong>in</strong> the physiological aspects of ragg<strong>in</strong>g.<br />
b) This aspect would also <strong>in</strong>clude deriv<strong>in</strong>g perverted pleasure, vicarious<br />
or sadistic thrill from <strong>ac</strong>tivity or passively participat<strong>in</strong>g <strong>in</strong> the<br />
discomfort of others.<br />
c) Any <strong>ac</strong>t that affects the mental health and self confidence of students<br />
can be described <strong>in</strong> terms of the psychological aspects of ragg<strong>in</strong>g.
