From the Shire President<br />
Council has been very busy<br />
lately and, looking at the<br />
schedule <strong>of</strong> events to come,<br />
things are set to get even busier.<br />
I am happy to report that the<br />
sister-city relationship between<br />
<strong>Sugito</strong>, Japan and the Shire <strong>of</strong><br />
<strong>Busselton</strong> is as strong as ever. In<br />
August we welcomed a group <strong>of</strong><br />
Japanese students and teachers<br />
to <strong>Busselton</strong>. Last month it gave<br />
me great pleasure to present 15 youngsters from our<br />
Shire <strong>with</strong> their travel documents on the eve <strong>of</strong> their<br />
Japanese exchange trip. We are exceptionally lucky to<br />
have people like Ray Toia and Mary-Lee Kemp who are<br />
committed to the exchange programme.<br />
<strong>Port</strong> <strong>Geographe</strong> <strong>Update</strong><br />
Call for Park Volunteers<br />
<strong>Strong</strong> <strong>Links</strong> <strong>with</strong> <strong>Sugito</strong><br />
In September, Councillors toured Shire facilities <strong>with</strong><br />
new CEO Mike Archer. The day-long tour incorporated<br />
a range <strong>of</strong> sites and facilities including several boat<br />
ramps, works depots, and parking areas. Councillors also<br />
inspected locations where Shire projects are proposed<br />
or under construction.<br />
Shire Officers are also ramping up for another Leavers<br />
Week. With year 12 exams just around the corner, I<br />
would like to take this opportunity to wish Leavers<br />
all the best for their exams and remind them to take<br />
responsibility for their own actions during Leavers<br />
Week. Enjoy the celebration but stay safe and respect<br />
the comfort <strong>of</strong> your fellow residents.<br />
Finally I extend thanks and congratulations to the<br />
<strong>Busselton</strong> Volunteer Fire and Rescue Service which<br />
celebrates its 100th anniversary this year. Formed in<br />
1910 the group’s commitment to ‘serve and protect’<br />
has certainly not wavered over time.<br />
I commend people like Jock Holgate and Norm Flynn<br />
who’ve been volunteer fire fighters for 65 years and 53<br />
years respectively. Ean Osborne and Micahel Butterley<br />
who’ve been <strong>with</strong> <strong>Busselton</strong> Fire and Rescue Service for<br />
48 years and 39 years respectively and Eddy Hart, Ge<strong>of</strong>f<br />
Morgan and current fire captain Rob Papalia who have<br />
all been fighting fires for more than 30 years.<br />

Walk, Cycle<br />
<strong>Busselton</strong><br />
With the warmer weather finally kicking<br />
in, <strong>Busselton</strong>’s network <strong>of</strong> walk and cycle<br />
pathways are heaving <strong>with</strong> activity.<br />
The Shire has produced an updated version<br />
<strong>of</strong> the popular ‘Walk, Cycle <strong>Busselton</strong>’<br />
brochure to help inspire residents and<br />
visitors to move more and make the most <strong>of</strong><br />
the region’s beautiful surrounds.<br />
The updated brochure identifies dog<br />
exercise areas which are highlighted by a<br />
series <strong>of</strong> paw prints.<br />
Fiesta Time Approaches<br />
In what promises to be an actionpacked<br />
weekend for locals and<br />
visitors, the <strong>Busselton</strong> Jetty Fiesta<br />
and the <strong>Busselton</strong> Jetty Swim will<br />
be held back-to-back on Saturday<br />
the 5th and Sunday the 6th <strong>of</strong><br />
February.<br />
Organising groups have joined<br />
forces to ensure a two-day<br />
celebration that will be remembered long into the<br />
future. Residents and visitors will be treated to an<br />
exciting line-up <strong>of</strong> activities, entertainment and events<br />
kicking <strong>of</strong>f <strong>with</strong> the Jets Run and Half Marathon event<br />
on Saturday morning before moving into the <strong>Busselton</strong><br />
Jetty Fiesta complete <strong>with</strong> a major headline act, the<br />
<strong>of</strong>ficial opening by the Premier and a massive fireworks<br />
show. The weekend will culminate <strong>with</strong> the 16th Annual<br />
<strong>Busselton</strong> Jetty Swim on Sunday morning.<br />
Get inspired by our beautifully restored Jetty and enter<br />
the run or swim event (or both) – it’s the perfect way<br />
to be a part <strong>of</strong> this major community celebration.<br />
Community groups interested in running a food stall<br />
during the <strong>Busselton</strong> Jetty Fiesta or being a part <strong>of</strong> the<br />
entertainment line-up should contact Tanya Gillett on<br />

The ‘Dunsborough Dash’ (Yellow) Route<br />
has also been amended to include the<br />
popular area between Finlayson Street and<br />
Quindalup.<br />
Public facilities such as parking areas,<br />
toilets, barbeques, picnic tables, play<br />
areas and drinking water sources<br />
have also been identified along<br />
the routes.<br />
Another improvement<br />
to the network <strong>of</strong><br />
walk and cycleways<br />
has been the installation <strong>of</strong><br />
route identification and distance<br />
markers. These markers have<br />
been placed strategically every<br />
500 metres along the pathways<br />
and are likely to be popular <strong>with</strong><br />
people training for upcoming<br />
events and for those who simply wish to<br />
track their progress.<br />
The Shire is now in the process <strong>of</strong> stencilling<br />
the ‘Walk, Cycle <strong>Busselton</strong>’ logo on the<br />
five featured routes to ensure locals<br />
and visitors know exactly which<br />
route they are on, where they<br />
are heading and how long<br />
their walk or cycle will take.<br />

Hands on deck at ArtGeo<br />
Curators at the Shire’s ArtGeo<br />
Gallery have been busy preparing<br />
for and hosting the annual Signature<br />
South West Exhibition.<br />
It took Liz Clark and Sharon<br />
Williams many hours to set up<br />
a complementary and appealing<br />
arrangement. This involved unpacking,<br />
measuring, stringing, labelling, hanging<br />
and quite a bit <strong>of</strong> rehanging. But this<br />
is clearly work they both love.<br />
“This year’s theme ‘South West<br />
Character and Identify’ was very broad<br />
and open to wide interpretation by<br />
the artists,” said ArtGeo Manager,<br />
Sharon Williams.<br />
This year 50 pieces were included<br />
in the exhibition. The competition<br />
was judged by Catherine Czerw<br />
freelance curator and former curator<br />
<strong>of</strong> the Mundaring Arts Centre. First<br />
prize was awarded to Kay Gibson<br />
for her piece called 'Habitat'. This<br />
stunning art work has been acquired<br />
by the Shire <strong>of</strong> <strong>Busselton</strong> as part <strong>of</strong><br />
its art collection. Second prize went<br />
to Mary-Lynne Stratton and third<br />
prize went to Chris Williamson. The<br />
exhibition closes on November 7 so<br />
there’s still plenty <strong>of</strong> time to view the<br />
collection.<br />
The next exhibition at the Gallery is<br />
‘Christmas Baubles’. This exhibition<br />
showcases an array <strong>of</strong> Christmas<br />
ornaments and gifts all for sale and<br />
immediate possession.<br />
‘Christmas Baubles’ runs from<br />
November 12 – December 19. It<br />
marks the beginning <strong>of</strong> the busy<br />
holiday season for ArtGeo which<br />
relies significantly on volunteer help.<br />

CEO Mike Archer<br />
Our New CEO<br />
When it comes to organisational management,<br />
new CEO at the Shire <strong>of</strong> <strong>Busselton</strong>, Mike<br />
Archer, takes a holistic approach.<br />
Mike’s getting involved in Shire processes<br />
at all levels, finding out what’s working well<br />
and working <strong>with</strong> staff and members <strong>of</strong> the<br />
community to identify opportunities for<br />
improvement.<br />
“I’m taking a grassroots approach,” he said. “I’m<br />
just as concerned about the delivery <strong>of</strong> core<br />
services such as road maintenance as I am<br />
about the delivery <strong>of</strong> our flagship projects.”<br />
In the three months that Mike’s been <strong>with</strong><br />
the Shire he’s instigated a range <strong>of</strong> relatively<br />
simple organisational changes which have<br />
seen a marked improvement in internal and<br />
external communication.<br />
He’s also become actively involved in<br />
progressing key projects such as the<br />
<strong>Busselton</strong> and Dunsborough Foreshore<br />
redevelopments and the construction <strong>of</strong> the<br />
Community Resource Centre.<br />
“Delivery <strong>of</strong> these three projects, plus<br />
resolving challenges associated <strong>with</strong> the<br />
<strong>Port</strong> <strong>Geographe</strong> development and the<br />
establishment <strong>of</strong> a regional airport are major<br />
priorities,” he said. “However, I won’t be losing<br />
sight <strong>of</strong> the basics - like any other resident I<br />
don’t want to see litter in the park, or graffiti<br />
or poorly maintained public ablutions.”<br />
Mike shares Council’s commitment to<br />
openness and is looking forward to meeting<br />
<strong>with</strong> more community groups. “If there<br />
are issues in the community that relate to<br />
the Shire it’s important that we are made<br />
aware <strong>of</strong> them. I encourage people to speak<br />
to a Council member - they are all very<br />
approachable.”<br />
Mike’s wasted no time in getting to know his<br />
new community and admitted to spending<br />
much <strong>of</strong> his weekend down-time touring<br />
around the Shire quietly “taking it all in”. “The<br />
Shire <strong>of</strong> <strong>Busselton</strong> is a fantastic part <strong>of</strong> the<br />
world,” he said. “The possibilities are endless!”<br />
Management <strong>of</strong> the <strong>Port</strong> <strong>Geographe</strong><br />
Development remains a high<br />
priority for the Shire <strong>of</strong> <strong>Busselton</strong>.<br />
The following information provides<br />
an update on recent activity:<br />
• <strong>Port</strong> <strong>Geographe</strong> Community<br />
Consultation Forum continue to<br />
meet enabling the Shire to work<br />
more closely <strong>with</strong> stakeholders to<br />
find a long-term solution to <strong>Port</strong><br />
<strong>Geographe</strong>’s seagrass problem.<br />
• The Shire assisted the Department<br />
<strong>of</strong> Transport <strong>with</strong> a series <strong>of</strong><br />
sediment and seagrass reference<br />
group workshops looking specifically<br />
at the reconfiguration <strong>of</strong> the <strong>Port</strong><br />
<strong>Geographe</strong> Harbour entrance.<br />
• The community reference group<br />
held its third and final meeting at<br />
the end <strong>of</strong> September. The group’s<br />
priorities and preferences regarding<br />
a proposed groyne reconfiguration<br />
will now be presented to the<br />
<strong>Port</strong> <strong>Geographe</strong> Community<br />
Consultation Forum.<br />
• Seagrass and sand bypassing will<br />
commence in October 2010.<br />
Once again, sand from the western<br />
beach is being used to renourish<br />
Wonnerup beaches affected by<br />
erosion.<br />
• Completion <strong>of</strong> the pedestrian bridge<br />
has been slow due to complexities<br />
surrounding legal obligations and<br />
the requirement to obtain detailed<br />
costings from specialist contractors.<br />
Discussions <strong>with</strong> the consultants<br />
involved in the construction are<br />
ongoing and the Shire is hoping<br />
that a cost schedule can be agreed<br />
<strong>with</strong>in the month.<br />
• On Shire instruction a local<br />
contractor repaired fencing<br />
along the perimeter <strong>of</strong> the <strong>Port</strong><br />
<strong>Geographe</strong> development and reattached<br />
damaged shade cloth.<br />
Recycled shade cloth will be used<br />
to replace missing sections along<br />
the fence line improving dust<br />
suppression and aesthetics.<br />
• Hydromulching was carried out<br />
earlier this year on more than<br />
seven hectares <strong>of</strong> land belonging<br />
to the developer and lots in private<br />
ownership. Seeding has not taken<br />
as well as hoped likely due to the<br />
high salt content <strong>of</strong> the soil. Shire<br />
<strong>of</strong>ficers will inspect the area again<br />
to assess the sand drift situation and,<br />
if necessary, serve further notices<br />
against the land owners.<br />
• To date the Shire has received no<br />
indication from the developers as<br />
to when they intend to resume<br />
construction at the site.<br />
• Mediation through the State<br />
Arbitration Tribunal regarding the<br />
conditions <strong>of</strong> the new subdivision<br />
continues.
Enhancing Dunsborough’s Foreshore<br />
Enhancement <strong>of</strong> the iconic Dunsborough<br />
Foreshore is progressing well. The project<br />
team is undertaking preliminary work which<br />
involves surveying the area, investigating<br />
underground services and conducting geotechnical<br />
and coastal studies.<br />
These investigations and studies will<br />
guide the development <strong>of</strong> detailed design<br />
drawings for construction. The detailed<br />
designs are expected to be completed<br />
in March 2011 <strong>with</strong> a staged approach<br />
to construction taking place over the<br />
following three years<br />
The areas adjacent to Dunn Bay Rd will<br />
be the first stage <strong>of</strong> the project to be<br />
delivered. Part <strong>of</strong> this development will be<br />
the creation <strong>of</strong> a waterwise demonstration<br />
garden, funded by the Water Corporation.<br />
The waterwise design will utilise plant<br />
species <strong>with</strong> high tolerance <strong>of</strong> dry<br />
conditions. These species generally have<br />
thinner foliage which reduces evaporation.<br />
They also require less soil nutrients and<br />
lower water input. All species in the<br />
waterwise garden will be native to Western<br />
Australia (South West region).<br />
In developing ideas for the Dunsborough<br />
Foreshore the project team are<br />
The <strong>Busselton</strong> Foreshore Development Concept Plan has now<br />
been endorsed by the Shire Council. This represents a major<br />
milestone in the development <strong>of</strong> the popular foreshore area<br />
and paves the way for the commencement <strong>of</strong> works.<br />
Developed by the <strong>Busselton</strong> Foreshore Working Group<br />
in association <strong>with</strong> the community, the Concept Plan is the<br />
outcome <strong>of</strong> a lengthy consultation process. According to<br />
<strong>Busselton</strong> Shire President it’s probably been the best exercise<br />
in community consultation that’s occurred in the <strong>Busselton</strong><br />
Shire.<br />
“One <strong>of</strong> the most pleasing aspects <strong>of</strong> the Concept Plan is that<br />
it has been prepared almost entirely by the community,” he<br />
said. “The Working Group has involved the community from<br />
day one - they’ve done a fantastic job and we owe them a<br />
great deal <strong>of</strong> thanks.”<br />
endeavouring to remain true to the original<br />
design concept which was developed in<br />
consultation <strong>with</strong> the community. Most <strong>of</strong><br />
the ideas which have been proposed by<br />
the project team evolve around improved<br />
sustainability and, along <strong>with</strong> the creation<br />
<strong>of</strong> the waterwise garden, also include<br />
utilising recycled <strong>Busselton</strong> Jetty timber in<br />
the infrastructure.<br />
In keeping <strong>with</strong> community feedback, which<br />
indicated a preference for subtle change,<br />
the project is now being referred to as the<br />
‘Dunsborough Foreshore Enhancement<br />
Project’.<br />
The local community has been very<br />
involved in developing the design concept<br />
and the project team remains committed<br />
to ongoing consultation.<br />
<strong>Busselton</strong> Foreshore Shapes Up<br />
BRONZE<br />
PARTNER<br />
Concept Plan for the Dunsborough Foreshore<br />
The Concept Plan provides a blueprint for the transformation<br />
<strong>of</strong> the <strong>Busselton</strong> Foreshore. It represents phase one <strong>of</strong> a staged<br />
redevelopment that will occur over the next 12 years.<br />
In endorsing the plan, Council stipulated that all future<br />
commercial development on the foreshore will be on a<br />
leasehold basis, not a freehold basis, thereby ensuring that land<br />
remains in public ownership.<br />
The Shire will now carry out detailed planning and costing and<br />
embark upon the challenge <strong>of</strong> attracting Government funds to<br />
help implement the improvements.<br />
A copy <strong>of</strong> the final Foreshore Concept Plan is available for<br />
viewing from the Customer Service Desk at the <strong>Busselton</strong><br />
Shire Offices, and the <strong>Busselton</strong> and Dunsborough Libraries. It<br />

The Shire <strong>of</strong> <strong>Busselton</strong> is a proud supporter <strong>of</strong> the 2010 Year <strong>of</strong> Women in Local Government<br />
PROUDL Y SUPPORTING<br />
Meelup Regional Park<br />
Needs Your Help<br />
Meelup Regional Park is fortunate in having<br />
around 30 volunteers who work regularly<br />
in the Park.<br />
In spring and summer the volunteers<br />
meet once a week, usually on a Tuesday,<br />
for approximately one and a half hours.<br />
They undertake weeding busy-bees, prune<br />
shrubs and bushes and generally help to<br />
maintain the 12.5 km <strong>of</strong> trails that run<br />
throughout the Park. During the year<br />
they also conduct visitor surveys and<br />
winter planting programmes and they<br />
are occasionally called upon to undertake<br />
special projects such as rehabilitation and<br />
dieback injection programmes.<br />
Nik Sellheim, who leads the volunteer<br />
team said: “The work is not heavy and the<br />
comradeship is very motivating, it’s a great<br />
way to get immersed in the beauty <strong>of</strong> the<br />
area and help out at the same time".<br />
Officers in the Shire’s communication<br />
unit were very pleased <strong>with</strong> the<br />
number <strong>of</strong> responses they received<br />
to their survey on the effectiveness <strong>of</strong><br />
the Bay to Bay newsletter.<br />
The survey, which appeared in the<br />
June edition <strong>of</strong> the newsletter, aimed<br />
to gauge the level <strong>of</strong> interest in the<br />
newsletter and determine whether<br />
the current distribution method<br />
and timeliness <strong>of</strong> distribution were<br />
considered adequate.<br />
We extend our gratitude to those<br />
people who took the time to respond<br />
to the survey – this feedback has been<br />
very useful in shaping the newsletter<br />
to ensure residents get the most from<br />
it.<br />
The survey results demonstrated<br />
that an overwhelming per centage<br />
<strong>of</strong> respondents supported the<br />
continuation <strong>of</strong> the newsletter in its<br />
current form and that the triennial<br />
distribution via an insert in the local<br />
paper was adequate.<br />
Feedback suggested the inclusion<br />
<strong>of</strong> a calendar <strong>of</strong> upcoming events, a<br />
frequently asked questions section and<br />
more information about the status<br />

Anybody interested in spending time<br />
in Meelup Regional Park can become a<br />
volunteer – the only thing you need is an<br />
appreciation for this beautiful and unique<br />
environment.<br />
Bay to Bay Survey<br />

<strong>of</strong> major projects. We’ve taken these<br />

here. Mabel said that she always<br />

CONSTRUCTION IN<br />
BUSHFIRE<br />
PRONE AREAS<br />
The Shire <strong>of</strong> <strong>Busselton</strong> is one <strong>of</strong> a few<br />
Western Australian Shires to implement<br />
full bushfire assessment and Building<br />
Code <strong>of</strong> Australia (BCA) compliance for<br />
residential dwellings in bushfire prone<br />
areas.<br />
As <strong>of</strong> October 1, 2010 all dwellings<br />
approved for construction in bushfire<br />
prone areas across the Shire must comply<br />
<strong>with</strong> the requirements <strong>of</strong> Australian<br />
Standard 3959-2009.<br />
As part <strong>of</strong> the approval process applicants<br />
need to have their lot assessed by a<br />
bushfire consultant to determine the<br />
proposed dwelling's Bushfire Attack Level<br />
(BAL) ranking. The applicant must also<br />
ensure the dwelling complies fully <strong>with</strong><br />
the specific requirements outlined in the<br />
standard for each BAL classification level.<br />

Corella Control<br />
Trial Programme<br />
Council has resolved to take onboard<br />
the scientific evidence provided by<br />
the Department <strong>of</strong> Environment and<br />
Conservation and support a trial control<br />
programme aimed at reducing the number<br />
<strong>of</strong> Little and Eastern Long-billed Corellas<br />
flocking around the <strong>Busselton</strong> town site.<br />
The trial control programme, which will<br />
go for 12 months, will commence when<br />
the birds return to town to roost. A<br />
tightly monitored shoot plan will ensure<br />
public safety and comfort. Culling will be<br />
restricted to specific reserve areas and will<br />
generally take place in the early hours <strong>of</strong><br />
the morning.<br />
After the trial has been run, a report will<br />
go to Council assessing its effectiveness.<br />
“We are hoping the programme will<br />
result in reduced build up <strong>of</strong> these<br />
birds in the <strong>Busselton</strong> townsite and will<br />
assist in determining the most effective<br />
control method if future programmes are<br />
necessary,” said Cr Stubbs.<br />
“But another important indicator <strong>of</strong> success<br />
will be the extent to which the programme<br />
was accepted by the community. Its<br />
important to us that people understand<br />
the facts as they have been presented to<br />
us by scientists who have been involved in<br />
similar control programmes in the Perth<br />
metropolitan area.”<br />

What species will be targeted?<br />
The Little Corella (Cacatua sanguinea)<br />
and the Eastern Long-billed Corella<br />
(Cacatua tenuirostris).<br />
Shire President, Ian Stubbs, welcomed a<br />
group <strong>of</strong> Japanese students and teachers<br />
taking part in the Shire <strong>of</strong> <strong>Busselton</strong> Sister<br />
<strong>City</strong> Association’s exchange program. Now<br />
in its 15th year, the programme remains<br />
strong and continues to provide our citizens<br />
<strong>with</strong> a wonderful opportunity for cultural<br />
exchange.<br />
At the welcome function the visiting students<br />
displayed traditional Japanese dances and<br />
addressed invited guests on what they hoped<br />
to gain from their exchange experience.<br />

Are these birds native to the South West<br />
<strong>of</strong> WA?<br />
No - both these species have been<br />
introduced to the South West. Little<br />
Corellas are native to the Gascoyne,<br />
Pilbara and Kimberley regions <strong>with</strong> a<br />
small population in the wheatbelt. They<br />
also occur in the Northern Territory,<br />
Queensland, New South Wales and the<br />
eastern parts <strong>of</strong> South Australia. Eastern<br />
Long-billed Corellas are native to southcentral<br />
New South Wales, Victoria and<br />
south-eastern South Australia.<br />
Why do we need to control them?<br />
These introduced species pose a threat<br />
to our native birds by taking over nesting<br />
hollows and interbreeding <strong>with</strong> our WA<br />
native corella population. They create<br />
excessive noise, damage agricultural<br />
crops, defoliate trees and dig holes in<br />
grassed playing surfaces. Their droppings<br />
contaminate paths, and public outdoor<br />
eating and resting areas and they chew<br />
telecommunication cabling, household<br />
wiring and reticulation.<br />
What will happen if we don’t seek to<br />
control these introduced species?<br />
Their numbers will continue to grow<br />
while conditions are favourable. Flocks <strong>of</strong><br />

A few weeks later the Shire President<br />
farewelled 15 local students and their<br />
teachers as they embarked upon a reciprocal<br />
exchange to <strong>Sugito</strong>, Japan. Presenting them<br />
<strong>with</strong> their travel wallets, the Shire President<br />
reminded the students that they were<br />
important ambassadors for our Shire.<br />

Corella typically number 5,000 but have<br />
been known to expand to 50,000. As the<br />
numbers grow the impacts created by the<br />
birds will continue to increase.<br />
How will the birds be controlled?<br />
Only methods that are approved by<br />
DEC and that are humane will be used.<br />
The most humane method is considered<br />
to be shooting. Other methods include:<br />
cage trapping and cannon netting. These<br />
methods trap the birds so that they can be<br />
put to sleep using Carbon Dioxide (CO2).<br />
Could other species, including endangered<br />
species, be in avertedly killed during the<br />
cull?<br />
No. Shooting is very target specific method<br />
<strong>of</strong> control. Only non native Corellas will be<br />
targeted. The Corella species which will be<br />
targeted fly together in flocks and generally<br />
do not mix <strong>with</strong> other bird species. If the<br />
cage trapping or cannon netting methods<br />
catch a non target species it can be<br />
selectively released during the euthanising<br />
process.<br />
Will the shooting programme pose a risk<br />
to humans, pets or other wildlife?<br />
No. An approved shoot plan will limit<br />
firearm activity to designated locations and<br />
hours. The single firearms expert, who has<br />
been engaged to undertake the control<br />
work, has been involved in several DEC<br />
programmes and will only shoot stationary<br />
targets (i.e. roosting birds). The use <strong>of</strong><br />
firearms in built-up areas will be discussed<br />
<strong>with</strong> the WA Police and endorsed subject<br />
to safety requirements.<br />

Next Stage <strong>of</strong> Queen Street Upgrade<br />
Last month saw<br />
work commence<br />
on the next stage<br />
<strong>of</strong> <strong>Busselton</strong>'s<br />
Queen Street<br />
upgrade. During<br />
the next few weeks<br />
Shire workers will<br />
install new kerbing,<br />
drainage, and<br />
sections <strong>of</strong> paving<br />
between Duchess<br />
Street and Adelaide<br />
Street.<br />
This stage will<br />
also see the<br />
construction <strong>of</strong> a<br />
new roundabout at<br />
the intersection <strong>of</strong><br />
Duchess Street and Queen Street which<br />
will greatly assist the flow <strong>of</strong> traffic in the<br />
CBD and improve pedestrian access and<br />
safety.<br />
Other components <strong>of</strong> the upgrade include<br />
landscaping along the median strip and<br />
upgrading brick paved and gravelled areas<br />
in more aesthetically appealing colour<br />
tones.<br />
Shire <strong>of</strong>ficers will make every effort to<br />
minimise disruption to businesses, motorists<br />
and pedestrians,<br />
however, some<br />
road closures will<br />
be required during<br />
the upgrade. Shire<br />
staff will notify<br />
adjacent businesses<br />
when disruptions<br />
to parking and<br />
pedestrian access<br />
will occur.<br />
Members <strong>of</strong> the<br />
public are asked<br />
to take note <strong>of</strong><br />
the changing work<br />
environment<br />
and comply <strong>with</strong><br />
worksite signage.<br />

to slow down and give Shire workers<br />
plenty <strong>of</strong> space as they work hard to<br />
improve the functionality and appeal <strong>of</strong> our<br />
town centre.<br />

Law to Control Dust and Building Waste<br />
A new Local Law has been introduced to<br />
regulate the management <strong>of</strong> waste and<br />
dust on building and development sites<br />
across the Shire <strong>of</strong> <strong>Busselton</strong>.<br />
The local law outlines a range <strong>of</strong> measures<br />
which must be taken to ensure the control<br />
<strong>of</strong> dust on development sites. There is<br />
also a requirement for builders to notify<br />
owners or occupiers <strong>of</strong> adjoining land prior<br />
to the commencement <strong>of</strong> any activity that<br />
may release dust.<br />
Builders are required to provide an<br />
approved 4 cubic metre capacity bin or<br />
wire enclosure, complete <strong>with</strong> lid, on the<br />
building site prior to the commencement<br />
<strong>of</strong> building work. This bin or wire enclosure<br />
must be used to contain all building waste<br />
and the lid must be kept securely in place<br />
at all times.<br />
On the spot infringements <strong>of</strong> up to $500<br />
may be issued for non-compliance <strong>with</strong> this<br />
Local Law.<br />

Progress Towards A New<br />
Town Planning Scheme<br />
The Shire is preparing a series <strong>of</strong> planning strategies that will<br />
guide a review <strong>of</strong> our overall Town Planning Scheme and,<br />
in doing so, provide a framework for future planning and<br />
development across the region.<br />
Effectively the Town Planning Scheme determines where<br />
and when new houses will be erected, where commercial<br />
and tourist development will be located and, essentially, how<br />
the Shire will look and function into the future.<br />
So where are we up to <strong>with</strong> this important project and how<br />
can you get involved?<br />
• The Local Rural Planning Strategy was endorsed by the<br />
Western Australian Planning Commission (WAPC) in<br />
November 2007.<br />
• The Local Environmental Planning Strategy has been<br />
prepared to draft stage and will be presented to Council<br />
early next year prior to being released for public consultation.<br />
• The Local Commercial Planning Strategy was released for<br />
public comment in draft format earlier this year and is being<br />
considered by Council.<br />
• The Local Tourism Planning Strategy was released in draft<br />
format to the public from May – August. The draft will be<br />
considered by Council later this year before being submitted<br />
to the WAPC for endorsement.<br />
• The Local Cultural Planning Strategy was considered in<br />
draft format by Council in August this year. It is currently<br />
being reviewed by Council before being released for public<br />
comment.<br />
• The Local Settlement Planning Strategy is currently being<br />
prepared as a draft document.<br />
The next opportunity for members <strong>of</strong> the public to provide<br />
input will be when the Local Cultural Planning Strategy and<br />
the Draft Local Environmental Strategy is released. More<br />

The Shire <strong>of</strong> <strong>Busselton</strong> is taking part in a<br />
new initiative to improve disabled access<br />
in towns and communities across Western<br />
Australia.<br />
The ‘You’re Welcome WA' access initiative<br />
involves collecting access information<br />
about services and facilities and making it<br />
available to people <strong>with</strong> a disability, their<br />
families and carers through the website<br />

The website has detailed information<br />
regarding the accessibility <strong>of</strong> over 2,400<br />
Volunteers lend a hand at the <strong>Busselton</strong> Cemetery<br />
Cemetery Management<br />
The Shire <strong>of</strong> <strong>Busselton</strong> has made<br />
changes to the management <strong>of</strong><br />
its local cemeteries. For the first<br />
time, a designated team <strong>of</strong> Shire<br />
<strong>of</strong>ficers will plan, develop and<br />
maintain the Shire’s cemeteries<br />
which are important cultural and<br />
historical landmarks.<br />
The Shire’s Customer Service<br />
Coordinator, Diane Hamilton<br />
heads the new team. Recently<br />
elected onto the board <strong>of</strong><br />
Cemeteries and Cremotoria<br />
Association <strong>of</strong> Western Australia,<br />
Diane's keen to implement a<br />
range <strong>of</strong> improvements which<br />
reflect the changing needs <strong>of</strong><br />
our community. “Community<br />
locations and people are able to narrow<br />
their search by type or location.<br />

data base gives people <strong>with</strong> a disability all<br />
the relevant information they need when<br />
making decisions on where they visit and<br />

also provides practical information to assist<br />
business and community groups make<br />
their services more access friendly.<br />

include the introduction <strong>of</strong> preformed<br />
crypts, expansion <strong>of</strong><br />
the <strong>Busselton</strong> Lawn Cemetery,<br />
improved public amenities at<br />
the Dunsborough Cemetery<br />
and land acquisition for future<br />
cemetery needs.<br />
