policy changes will affect your bus<strong>in</strong>ess<br />

WHY IS TOURISM ACCREDITATION IMPORTANT?<br />

<strong>Accreditation</strong> promotes a national m<strong>in</strong>imum<br />

standard of operations to be met by tourism<br />

operators and bus<strong>in</strong>esses, enabl<strong>in</strong>g consumers to<br />

make an <strong>in</strong>formed and confident choice about the<br />

legitimacy and quality of a tourism product.<br />

Acknowledg<strong>in</strong>g and support<strong>in</strong>g accredited<br />

tourism bus<strong>in</strong>esses is expected to help raise<br />

service standards, delivery and the development<br />

of quality products.<br />

The <strong>Australia</strong>n <strong>Tourism</strong> <strong>Accreditation</strong> Standard<br />

is the set of pr<strong>in</strong>ciples established by <strong>Tourism</strong><br />

<strong>Accreditation</strong> <strong>Australia</strong> Limited (TAAL) to<br />

encourage excellence <strong>in</strong> the <strong>in</strong>dustry.<br />

The TAAL organisation developed this official national<br />

Standard as a checklist of the essential features and<br />

standards required to operate an economically-viable,<br />

dist<strong>in</strong>ctive and successful tourism bus<strong>in</strong>ess <strong>in</strong> <strong>Australia</strong>.<br />

TAAL-approved programs are listed on page 3.<br />

While all TAAL-approved programs are acknowledged,<br />

<strong>Tourism</strong> <strong>Western</strong> <strong>Australia</strong> (<strong>Tourism</strong> WA) has chosen to<br />

work with <strong>Tourism</strong> Council WA (TCWA), and the National<br />

<strong>Tourism</strong> <strong>Accreditation</strong> Program (WA)<br />

[NTAP (WA)], because of its longstand<strong>in</strong>g<br />

expertise and widespread delivery of NTAP<br />

(WA) and assistance provided to operators<br />

throughout the State to become accredited.<br />

The NTAP is recognisable nationally by<br />

the follow<strong>in</strong>g symbol used by accredited<br />

tourism bus<strong>in</strong>esses.


WHAT IS TOURISM WA’S INVOLVEMENT?<br />

<strong>Tourism</strong> WA has a long history of encourag<strong>in</strong>g the<br />

improvement <strong>in</strong> quality tourism product and services <strong>in</strong><br />

<strong>Western</strong> <strong>Australia</strong> and is work<strong>in</strong>g closely with the TCWA.<br />

NTAP’s establishment <strong>in</strong> WA was funded by <strong>Tourism</strong> WA<br />

and developed and operated by TCWA from 1996.<br />

The program is membership-based and currently attracts<br />

around 600 tourism bus<strong>in</strong>esses out of an estimated 4,000<br />

tourism bus<strong>in</strong>esses.<br />

In 2007, the <strong>Western</strong> <strong>Australia</strong>n Government announced a<br />

commitment of $500,000 over three years from 2006/07<br />

through 2008/09 to strengthen the NTAP locally.<br />

This is <strong>in</strong> addition to the State Government’s allocation<br />

of $270,000 over the same period to develop adventure<br />

tourism accreditation and improve the safety of operations<br />

<strong>in</strong> this sector of the <strong>in</strong>dustry.<br />

HOW WILL TOURISM WA FURTHER<br />

SUPPORT ACCREDITATION?<br />

As a further level of support to provide <strong>in</strong>dustry leadership<br />

and encourage tourism bus<strong>in</strong>esses to become accredited,<br />

<strong>Tourism</strong> WA will offer discounts on applicable fees for<br />

particular services coord<strong>in</strong>ated by the agency.<br />

This discount facility will only be offered to <strong>in</strong>dustry<br />

operators who are accredited.<br />

<strong>Tourism</strong> WA will also actively encourage the selection of<br />

accredited tourism bus<strong>in</strong>esses <strong>in</strong> its general operations and<br />

bus<strong>in</strong>esses must be accredited (i.e. it will be required from<br />

2010) to be eligible to participate <strong>in</strong> particular <strong>Tourism</strong><br />

WA services such as some market<strong>in</strong>g and promotional<br />

opportunities. A full list of these services is detailed on<br />

page 4.<br />

It is hoped that the leadership shown <strong>in</strong> implement<strong>in</strong>g these<br />

changes will encourage a greater take up of accreditation by<br />

tourism product and service providers to ensure improved<br />

bus<strong>in</strong>ess operations and quality <strong>Western</strong> <strong>Australia</strong>n tourism<br />

experiences.<br />

WHO IS COVERED BY THESE CHANGES?<br />

• Accommodation*: hotels/pubs, motels, apartment<br />

hotel, self-cater<strong>in</strong>g, resort, guest-house, bed &<br />

breakfast, tourist/caravan park, backpackers,<br />

houseboat.<br />

• Transport: airl<strong>in</strong>es, railways, coaches, cruise ships, ferries,<br />

taxis, hire vehicles.<br />

• Tours: land content only (half day, day and<br />

extended), packaged with transport, packaged<br />

with accommodation.<br />

• Attractions**: natural, cultural, heritage,<br />

man-made, contemporary, theme park<br />

(especially where a fee is charged for entry).<br />

• <strong>Tourism</strong> and travel <strong>in</strong>formation: visitor centres,<br />

brochures, ‘what’s on’ booklets, maps, on-l<strong>in</strong>e<br />

sites, and others.<br />

* Short-stay focused accommodation (less than 3 months)<br />

** As a general pr<strong>in</strong>ciple – all attractions are <strong>in</strong>cluded;<br />

exemptions will apply where the primary purpose of the<br />

attraction’s bus<strong>in</strong>ess is to serve the resident population.<br />

As a guidel<strong>in</strong>e, general retail bus<strong>in</strong>esses are exempt, but<br />

tourism retail bus<strong>in</strong>esses are <strong>in</strong>cluded.<br />

Any bus<strong>in</strong>ess demonstrat<strong>in</strong>g, to the satisfaction of<br />

<strong>Tourism</strong> WA, a certification standard equivalent<br />

(or higher) to the <strong>Australia</strong>n <strong>Tourism</strong> <strong>Accreditation</strong><br />

Standard will be exempt from these changes.<br />

Non-<strong>Australia</strong>n registered bus<strong>in</strong>esses and secondary<br />

tourism product, such as restaurants, cafes and retail<br />

shops are also exempt from these changes.<br />

HOW WILL THEY AFFECT<br />

MY BUSINESS IN WA?<br />

The NTAP (WA) is applicable to all <strong>Western</strong> <strong>Australia</strong>n<br />

tourism bus<strong>in</strong>esses regardless of the size or nature<br />

of the operation.<br />

TAAL-approved accreditation programs already<br />

operate <strong>in</strong> all <strong>Australia</strong>n States and Territories. The<br />

NTAP programs are generic and applicable to all<br />

<strong>in</strong>dustry sectors, while sector-specific programs are<br />

available for some <strong>in</strong>dustry segments.<br />

Consistency across these programs helps support<br />

small tourism bus<strong>in</strong>esses that operate <strong>in</strong><br />

more than one State or Territory, for example,<br />

between Kununurra <strong>in</strong> WA and Darw<strong>in</strong> <strong>in</strong> the<br />

Northern Territory.<br />

The NTAP (WA) has the capacity and flexibility to<br />

cater for <strong>in</strong>dustry sectors that would benefit from<br />

additional accreditation <strong>in</strong>formation, tailor<strong>in</strong>g the<br />

program to a particular product type.<br />

Additional modules currently available with NTAP (WA)<br />

<strong>in</strong>clude Visitor Centres, Indigenous <strong>Tourism</strong> Operators and<br />

Holiday Accommodation Managers.<br />

An Adventure <strong>Tourism</strong> module is currently be<strong>in</strong>g developed,<br />

while future tailored accreditation modules will <strong>in</strong>clude<br />

Holiday Homes and Cruise Shipp<strong>in</strong>g.<br />

HOW MUCH WILL IT COST ME?<br />

The costs associated with the accreditation program<br />

vary accord<strong>in</strong>g to the number of full-time equivalent<br />

employees and the month of registration.<br />

As a guide, for small bus<strong>in</strong>esses with three or less full-time<br />

equivalent employees, the annual registration fee is $259,<br />

while the fee for large bus<strong>in</strong>esses with more than 101<br />

full-time equivalent employees is $1,596. For more detailed<br />

These services are partially covered because it is believed that accredited bus<strong>in</strong>esses should get a discount but the services are generally developmental <strong>in</strong> nature so should not be denied to non-accredited<br />

bus<strong>in</strong>esses from year three onwards.<br />

Depend<strong>in</strong>g on the decision made re: onl<strong>in</strong>e book<strong>in</strong>g services. Onl<strong>in</strong>e advertis<strong>in</strong>g and onl<strong>in</strong>e book<strong>in</strong>g requirements need to align.<br />

For these two types of services <strong>Tourism</strong> WA collects $ and acts as banker to purchase advertis<strong>in</strong>g spots or trade show slots from a third party. Offer<strong>in</strong>g a discount on market rates would require <strong>Tourism</strong> WA to<br />

subsidise market rates for accredited bus<strong>in</strong>esses. Charg<strong>in</strong>g non-accredited bus<strong>in</strong>esses a 25% premium on market rates (to keep revenues constant) would mean that operators will not get value for money and<br />

therefore will not participate. Follow<strong>in</strong>g a two year phase-<strong>in</strong>, <strong>in</strong>volvement <strong>in</strong> these programs will require accreditation from January 2010 onwards.<br />

Where comparable product is available that meets the needs of the media and trade, the accredited product is to be offered.<br />

(e) These services are not covered generally because they are not services that are charged for and/or are part of <strong>Tourism</strong> WA’s service obligation implied under the <strong>Western</strong> <strong>Australia</strong>n <strong>Tourism</strong> Commission Act 1983<br />

– ie a measured level of service for all bus<strong>in</strong>esses because that is part of the reason <strong>Tourism</strong> WA (WA <strong>Tourism</strong> Commission) was established under the Act.<br />

Access to Visitor Servic<strong>in</strong>g Study grants already has an accreditation requirement with the majority of grants only available to accredited Visitor Centres. A small number are also offered to non-accredited VCs<br />

– these are grants which could assist VCs to develop so eventually they could become accredited.<br />
