The Tourism Quality Cluster<br />

acts as a trademark of quality<br />

performance which encompasses the<br />

The Tourism Quality Cluster is operated <strong>and</strong><br />

managed by the Product Development Department of<br />

the Tourism Development Company Limited (TDC)<br />

which is responsible for the following tourism quality<br />

In the Caribbean region, <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong><br />

has taken the lead in developing innovative programmes<br />

aimed at enhancing the visitor experience<br />

through the implementation of national<br />

quality st<strong>and</strong>ards.<br />

A major initiative in the drive to offer visitors<br />

a high quality experience is the <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong><br />

Tourism Industry<br />

Certification programme,<br />

or TTTIC<br />

(pronounced tee-tick).<br />

The programme is<br />

designed to ensure<br />

that tourism operators<br />

<strong>and</strong> service providers<br />

conform to national<br />

st<strong>and</strong>ards of quality<br />

in all their operations.<br />

TTTIC was established<br />

to provide visitors with<br />

the assurance of quality<br />

through a national programme<br />

of st<strong>and</strong>ardization<br />

<strong>and</strong> certification.<br />

These st<strong>and</strong>ards,<br />

which have been developed by the <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong><br />

Bureau of St<strong>and</strong>ards (TTBS) <strong>and</strong> pegged to international<br />

quality benchmarks <strong>and</strong> criteria, ensure that tourism<br />

operators <strong>and</strong> service providers maintain the highest<br />

st<strong>and</strong>ards of operation.<br />

Developed in consultation with a wide cross section<br />

of stakeholders, TTTIC addresses issues such as the legal<br />

obligations of tourism operators <strong>and</strong> service providers,<br />

their responsibilities, ethics <strong>and</strong> systems of operations.<br />

It is anticipated that national adoption of TTTIC<br />

will ultimately increase confidence in booking tourism<br />

products in <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong> as visitors can be assured<br />

that certified tourism personnel meet all relevant<br />

legal requirements, are qualified, well trained <strong>and</strong> have<br />

effective health <strong>and</strong> safety systems in place.<br />

The TTTIC programme is administered by the<br />

Tourism Development Company (TDC) Limited in<br />

<strong>Trinidad</strong> <strong>and</strong> the Division of Tourism <strong>and</strong> Transportation<br />

of the <strong>Tobago</strong> House<br />

of Assembly (THA) in<br />

<strong>Tobago</strong>.<br />

The TTBS conducts<br />

independent<br />

third-party audits <strong>and</strong><br />

provides certification<br />

to successful applicants.<br />

To achieve TTTIC certification,<br />

the TDC <strong>and</strong><br />

THA provide guidance<br />

on the requirements of<br />

st<strong>and</strong>ard <strong>and</strong> the certification<br />

process. Advisory<br />

site visits are conducted<br />

where necessary <strong>and</strong><br />

applicants undergo an<br />

audit by the TTBS.<br />

A project of the Tourism Development Company<br />

Limited (TDC), STEP targets tour operators, tour<br />

guides, tourism transport providers, bed <strong>and</strong> breakfast<br />

operators <strong>and</strong> small hotels (75 rooms or less).<br />

The programme continues to make significant<br />

contributions to the development of the tourism<br />

industry by providing a comprehensive approach to<br />

fostering innovation, high performance <strong>and</strong> profitability<br />

among small entrepreneurs through cutting edge <strong>and</strong><br />

industry relevant training, as well as collaborations with<br />

destination management companies.<br />

STEP training workshops include Association<br />

Management, Business Management, Customer<br />

Relationship Management, Defensive Driving, Records<br />

Management, Computer Literacy, Social Media <strong>and</strong><br />

Niche Marketing <strong>and</strong> Protocol <strong>and</strong> Business Etiquette<br />

workshops.<br />

These training <strong>and</strong> capacity building programmes<br />

have been designed in response to the needs of the local<br />

tourism industry <strong>and</strong> are also informed by current trends.<br />

All workshops conducted in <strong>Trinidad</strong> are mirrored in<br />

<strong>Tobago</strong> to achieve simultaneous growth on both isl<strong>and</strong>s.<br />

the driving force behind the Service, Training, Attitude<br />

<strong>and</strong> Respect (STAR) programme.<br />

A comprehensive <strong>and</strong> integrated approach to building<br />

a sustainable <strong>and</strong> consistent culture of service excellence<br />

in <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>, the STAR Programme has two<br />

major objectives:<br />

• To improve the quality of service delivery in the<br />

local hospitality industry to international st<strong>and</strong>ards<br />

• To provide focused training to hospitality<br />

professionals <strong>and</strong> equip them with the skills<br />

to manage <strong>and</strong> consistently exceed visitor<br />

expectations at each interaction<br />

To achieve these objectives, three (3) specialised training<br />

programmes were developed:<br />

• The Foundations Programme - a two-day trainthe-trainer<br />

workshop geared toward supervisors;<br />

• Leading the Promises - a one-day basic customer<br />

service workshop for managers; <strong>and</strong><br />

• Promises - a one day basic customer service<br />

workshop for frontline staff.<br />

Delivered by certified trainers, the workshops are followed<br />

by Practices, an intensive on-the-job mentoring session<br />

geared toward improving the coaching competence of<br />

supervisors. Several hospitality professionals, including<br />

tour operators, tourist taxi drivers, Immigration Officers,<br />

Airport Security, <strong>Trinidad</strong> & <strong>Tobago</strong> Police Service<br />

officers <strong>and</strong> hotel staff on both isl<strong>and</strong>s have already<br />

benefitted from the STAR training.<br />

<strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong> is doing its part to ensure a greener,<br />

cleaner world <strong>and</strong> the sustainability of our tourism<br />

industry through the implementation of international<br />

environmental certification programmes.<br />

Recognising the need to protect the environment<br />

while increasing revenue generating opportunities for<br />

local tourist accommodation properties, the Tourism<br />

Development Company Limited, in collaboration<br />

with the <strong>Trinidad</strong> Hotels, Restaurants <strong>and</strong> Tourism<br />

Association, is piloting a project to help local hotels gain<br />

green certification.<br />

Six hotel properties are currently working towards<br />

improving their operations through the implementation<br />

of criteria under EarthCheck Certification, an<br />

environmental certification programme for the travel<br />

<strong>and</strong> tourism industry.<br />

To be EarthCheck Certified, properties must lessen<br />

their overall impact on the environment through<br />

reduction in energy <strong>and</strong> water consumption <strong>and</strong> the<br />

implementation of recycling programmes.<br />

The EarthCheck programme was first implemented<br />

in the Caribbean in the latter 1990s as a component of the<br />

Green Globe 21 Certification programme. EarthCheck<br />

has since become an independent certification<br />

programme, providing guidelines to sustainability on the<br />

basis of benchmarking environmental performance <strong>and</strong><br />

continuous improvement.<br />

<strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong> aims to have the following six<br />

(6) properties EarthCheck certified:<br />

For lovers of surf <strong>and</strong> s<strong>and</strong>, the Blue Flag designation<br />

is recognised as a mark of excellence <strong>and</strong> in <strong>Trinidad</strong><br />

<strong>and</strong> <strong>Tobago</strong> the Las Cuevas, Maracas, Store Bay <strong>and</strong><br />

Pigeon Point beaches are working towards attaining this<br />

prestigious international certification by 2013.<br />

An environmental certification for beaches <strong>and</strong><br />

marinas, Blue Flag is known for its strict criteria<br />

in ensuring that excellent bathing water quality,<br />

environmental management, education, tourism services,<br />

safety <strong>and</strong> security mechanisms are in place at certified<br />

beaches to provide an enhanced experience to visitors at<br />

<strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>’s flagship beaches.<br />

Visitor Relations Management<br />

System (VRMS)<br />

As part of the Quality Cluster, the Visitor Relations<br />

Management System (VRMS) which is in its embryonic<br />

stage will act as the pulse of the local tourism industry.<br />

It is being designed to capture, analyze <strong>and</strong> address<br />

visitor feedback regarding their experiences in <strong>Trinidad</strong><br />

<strong>and</strong> <strong>Tobago</strong>. The system will aid in the mediation <strong>and</strong><br />

resolution of visitor concerns in an efficient <strong>and</strong> timely<br />

manner <strong>and</strong> will seek to provide recognition <strong>and</strong> reward<br />

to frequent visitors to <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>.<br />

Health, Safety <strong>and</strong> Environment<br />

Initiatives in the Local Tourism<br />

Industry<br />

The Tourism Development Company Limited (TDC)<br />

is committed to ensuring that local tourism operators<br />

fulfill their responsibility in providing a healthy <strong>and</strong> safe<br />

environment for visitors <strong>and</strong> staff alike. Through alliances<br />

with the Safety Council of <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong> <strong>and</strong> the<br />

Occupational Safety <strong>and</strong> Health Authority of <strong>Trinidad</strong><br />

<strong>and</strong> <strong>Tobago</strong> (OSHA) the TDCs HSE initiatives will<br />

reinforce the health <strong>and</strong> safety roles <strong>and</strong> responsibilities<br />

of an individual working in a tourism organization. The<br />

initiative will also assist in the development of HSE<br />

policies <strong>and</strong> procedures for tourism organizations <strong>and</strong><br />

will promote the establishment of hazard management<br />

One of our favourite local dishes, bake <strong>and</strong> shark fillets<br />

fried to perfection <strong>and</strong> nestled between two slices of<br />

fried dough topped with a variety of vegetables <strong>and</strong><br />

sauces can always be found at numerous booths located<br />

on the beach. In <strong>Tobago</strong> the traditional beach fare is<br />

curried crab <strong>and</strong> dumplings. The crab is simmered in a<br />

thick curry sauce flavoured with coconut milk <strong>and</strong> the<br />

boiled dumplings are flour based.<br />

CARNIVAL<br />

Feel the pulsating rhythms of the isl<strong>and</strong>s; see the<br />

explosion of resplendent colour as creative costumes are<br />

paraded through the streets. Join in the revelry, be a part<br />

<strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>’s Carnival has spawned similar<br />

celebrations around the world but few can rival the raw<br />

Ash Wednesday, the traditional beginning of the Christian<br />

Lenten season. On these two days massive masquerade<br />

costumes take to the streets to “play mas”.<br />

From the Caroni Bird Sanctuary, the protected<br />

TOCO LIGHTHOUSE<br />

Built in 1897, the Toco Lighthouse st<strong>and</strong>s on Galera<br />

Point overlooking crashing waves where the Caribbean<br />

Sea <strong>and</strong> Atlantic Ocean meet. On the lighthouse are the<br />

letters VR <strong>and</strong> J that commemorate the 60th jubilee of<br />

Queen Victoria. Recently refurbished, visitors to the<br />

lighthouse can relax at the park <strong>and</strong> picnic area around<br />

the lighthouse. At certain times the lighthouse is open<br />

<strong>and</strong> with the permission of the lighthouse keeper you<br />

can ascend the steps to enjoy the amazing view at the<br />

top.<br />

EMPEROR VALLEY ZOO AND BOTANIC<br />

GARDENS<br />

The Emperor Valley Zoo houses the Caribbean’s most<br />

extensive collection of animals. Open daily, excluding<br />

Christmas <strong>and</strong> Carnival, visitors, after walking its viewing<br />

paths may choose to refresh themselves at the outdoor<br />

café or to visit the serene Botanic Gardens, a favourite<br />

for post-zoo picnics. Established in 1818 <strong>and</strong> among the<br />

oldest in the West Indies, it is home to 700 trees 13 per<br />

cent indigenous <strong>and</strong> representing every continent.<br />

PARAMIN<br />

Perched high on the misty mountain tops of <strong>Trinidad</strong>’s<br />

Northern Mountain Range, between Maraval <strong>and</strong> Diego<br />

Martin, Paramin is a simple farming community known<br />

for its fragrant gardens of thyme, chives <strong>and</strong> shadon beni<br />

(a type of cilantro). Shrouded by mist, the homes cling<br />

to steep slopes along the mountaintop or at the side<br />

of narrow, winding concrete roads. The community is<br />

known as a mecca for Parang, <strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>’s<br />

traditional Christmas music, <strong>and</strong> breathtaking views.<br />

THE PITCH LAKE<br />

A gift of nature <strong>and</strong> a national treasure, material from the<br />

Pitch Lake has paved roadways <strong>and</strong> runways the world<br />

over. Discovered by Sir Walter Raleigh in 1595, the lake<br />

has fascinated explorers, scientists <strong>and</strong> locals since. About<br />

250 feet deep at its self-replenishing centre, “The Mother<br />

of the Lake”, it is 40 percent pitch, 30 percent water <strong>and</strong><br />

30 percent colloidal clay. There is also a museum exhibit<br />

ARGYLE WATERFALL<br />

Argyle Waterfall, <strong>Tobago</strong>’s highest, is located on the<br />

Roxborough Estate, a thriving sugar estate up to the<br />

1870s when, sparked by the Belmanna Riot of 1873,<br />

sugar estates on the isl<strong>and</strong> crumbled. Following sugar,<br />

the estate was revived with cocoa <strong>and</strong> banana <strong>and</strong> the<br />

town of Roxborough bustled as vessels were loaded with<br />

a wide variety of produce at the depot for transportation<br />

to <strong>Trinidad</strong>. Guides are recommended <strong>and</strong> there is an<br />

admission fee.<br />

FORT KING GEORGE<br />

Built in the early 1700s, Fort King George is one of<br />

<strong>Tobago</strong>'s best-preserved historical sites. Its approaches<br />

take you past the current hospital facilities, the prison<br />

<strong>and</strong> onto the immaculately manicured grounds where<br />

several cannon emplacements, the barracks <strong>and</strong> officers'<br />

mess <strong>and</strong> even sculptures <strong>and</strong> more recent artifacts await<br />

your discovery. The grounds offer majestic views of the<br />

coast <strong>and</strong> are a popular venue for art displays.<br />

MAIN RIDGE FOREST RESERVE<br />

The oldest in the Western Hemisphere, the Main Ridge<br />

Reserve was established in April 1776 as a means of<br />

preserving the watershed of the isl<strong>and</strong>. Local tour<br />

operators offer rainforest excursions into the reserve,<br />

primarily along the Gilpin Trace trail giving nature<br />

enthusiasts <strong>and</strong> birdwatchers the opportunity to walk<br />

into relatively undisturbed forest <strong>and</strong> feast on the flora<br />

<strong>and</strong> fauna there. Recommended as a group activity, tour<br />

operators should be contacted for excursion planning.<br />

LITTLE TOBAGO OR BIRD OF PARADISE<br />

ISLAND<br />

At one time home to transplanted Birds of Paradise, the<br />

250-acre wildlife sanctuary formerly known as Bird of<br />

Paradise Isl<strong>and</strong>, now Little <strong>Tobago</strong>, is one of the most<br />

important seabird sanctuaries in the Caribbean. Home<br />

to, among others, the Red Billed Tropic Bird <strong>and</strong> the<br />

Brown Booby, tours can be arranged through area hotels,<br />

via concierge/front desk staff at the hotels/guesthouses<br />

<strong>and</strong> local tour operators.<br />

BEACHES<br />

Whether you plan a long refreshing swim or if you<br />

prefer to lounge on the warm s<strong>and</strong> all day, <strong>Trinidad</strong> <strong>and</strong><br />

<strong>Tobago</strong> has no end of beaches waiting to be explored.<br />

On <strong>Trinidad</strong>’s North Coast, Maracas, Las Cuevas<br />

<strong>and</strong> Blanchisseuse are popular haunts, while the East<br />

Coast offers a variety of experiences, from surfer worthy<br />

curls at Toco to gently lapping breakers at Salybia <strong>and</strong><br />

Manzanilla. <strong>Tobago</strong>’s beaches are among the best in<br />

the Caribbean. The warm, pristine waters of Store Bay,<br />

Pigeon Point, Mount Irvine <strong>and</strong> Englishman’s Bay are<br />

great for swimming <strong>and</strong> snorkeling.<br />

For the adventurous at heart, the coastlines of both<br />

isl<strong>and</strong>s are dotted with secluded coves accessible only<br />

through thick forests or by boat.<br />

MARACAS BAY<br />

Maracas is a 30 minute drive from Port of Spain to<br />

<strong>Trinidad</strong>’s premier beach. Lifeguards patrol daily from<br />

10am to 6pm with warning flags guiding swimmers<br />

from danger. As part of the beach experience, enjoy<br />

the famous Bake <strong>and</strong> Shark, fried filets served in hot<br />

fried bread. Truly an indigenous culinary experience,<br />

the s<strong>and</strong>wich is served hot with your choice of sweet<br />

<strong>and</strong> savoury sauces made from fresh local fruits <strong>and</strong><br />

vegetables. Changing rooms <strong>and</strong> shower facilities are<br />

available to visitors. There is also secure parking.<br />

LAS CUEVAS BAY<br />

Approximately three <strong>and</strong> a half miles east of Maracas Bay<br />

is the popular Las Cuevas Bay. Sheltered by the curved<br />

embrace of the Northern Range, the surf at Las Cuevas<br />

is gentler than that at Maracas Bay. A snack bar, picnic<br />

tables, benches, changing rooms <strong>and</strong> shower facilities are<br />

available to visitors <strong>and</strong> lifeguards are on duty from 10<br />

a.m. to 6 p.m. daily. There is also secure parking.<br />

MANZANILLA BEACH<br />

Manzanilla is famed for the miles of coconut trees <strong>and</strong><br />

the constant breeze that blows in from the Atlantic.<br />

Facilities for visitors include changing rooms, food<br />

concessions, washrooms, showers <strong>and</strong> are located on the<br />

northern end of the beach. Care should be exercised<br />

when swimming at Manzanilla as there are currents <strong>and</strong><br />

rip tides. Lifeguards are on duty in the area of the beach<br />

facility.<br />

VESSIGNY BEACH<br />

A popular venue for excursions <strong>and</strong> beach parties,<br />

Vessigny Beach boasts of fine beige s<strong>and</strong> <strong>and</strong> calm waters.<br />

Located just south of the village of La Brea, the Vessigny<br />

Beach Facility includes a spacious car park, changing<br />

facilities <strong>and</strong> food concessions.<br />

PIGEON POINT<br />

In your mind’s eye, when you picture a Caribbean beach,<br />

its Pigeon Point that you see, its powder white s<strong>and</strong>s<br />

<strong>and</strong> iconic thatched roof jetty is the internationally<br />

recognized symbol for <strong>Tobago</strong>, thus making it <strong>Tobago</strong>'s<br />

most famous beach <strong>and</strong> a source of longing for any<br />

visitor who has reluctantly left its shore trailing s<strong>and</strong> <strong>and</strong><br />

taking memories.<br />

STORE BAY<br />

Just over 200m long, Store Bay is one of the most<br />

popular on the isl<strong>and</strong>, ideal for swimming <strong>and</strong> one<br />

of the major departure points for tours to Buccoo<br />

Reef <strong>and</strong> the Nylon Pool. Several restaurants dot<br />

the surrounding area offering excellent food, none<br />

more highly recommended than the curry crab <strong>and</strong><br />

dumplings served by the vendors in the food huts at the<br />

beach facility - a highlight of any visit.<br />

BUCCOO REEF/NYLON POOL/NO MAN'S<br />

LAND<br />

A marine park, Buccoo is the largest coral reef in <strong>Tobago</strong>.<br />

Along with the beauty of the reef <strong>and</strong> its marine life, a<br />

major feature of the excursion is Nylon Pool, where<br />

legend has it that a swim will make you look five years<br />

younger. A barbeque <strong>and</strong> beach party on No Man's L<strong>and</strong>,<br />

a s<strong>and</strong>y spit jutting into the lagoon, is also an excellent<br />

You can request the services of TTTIC certified tour guides through your local tour operators. If you<br />

choose to book with them directly, please ensure they have adequate public liability insurance to cover<br />

all tour activities. Some transport providers may also offer tour guiding services <strong>and</strong>, as such, are referred<br />

to as Driver Guides. Should you decide to engage this service, we encourage you to ensure they have<br />

a valid tour guide licence, adequate training <strong>and</strong> public liability insurance to cover this type of activity.<br />
