1. The <strong>Indian</strong>n <strong>Naval</strong> Hydrographic Department has over the years, c<strong>on</strong>tributed<br />

significantly to<br />

internati<strong>on</strong>al maritime requirements, by furnishing accurate and<br />

reliable hydrographic services that have enhanced<br />

<strong>of</strong>fshore development and<br />

safety at sea. Promulgati<strong>on</strong> <strong>of</strong> highh quality and prompt Maritime Safety informati<strong>on</strong><br />

in support <strong>of</strong> the safety <strong>of</strong> life and property<br />

at sea is<br />

the mandate <strong>of</strong> the Chief<br />

Hydrographer<br />

who is also the coordinator <strong>of</strong> the <strong>NAVAREA</strong> VIII regi<strong>on</strong>.<br />

2. In the recent past there has been some<br />

ambiguity<br />

in respect <strong>of</strong> navigati<strong>on</strong>al<br />

<strong>warnings</strong> affecting same<br />

geographical locati<strong>on</strong>s. Navigati<strong>on</strong>al <strong>warnings</strong> affecting<br />

large<br />

areas like those relating to experimental rocket launches/space<br />

based<br />

operati<strong>on</strong>s have certain issues which merit urgent attenti<strong>on</strong>.<br />

3. The Maritime Safety Informati<strong>on</strong> (MSI) Workshop c<strong>on</strong>ducted at Nati<strong>on</strong>al<br />

Hydrographic<br />

Office Dehradun provided us a valuable<br />

opportunity to address the<br />

c<strong>on</strong>cerns <strong>of</strong> all nati<strong>on</strong>al stakeholders. These guidelines have<br />

been prepared<br />

incorporating<br />

the recommendati<strong>on</strong>s <strong>of</strong> all c<strong>on</strong>cerned<br />

agencies<br />

with a view to<br />

streamline the procedures for promulgati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong> <strong>warnings</strong>.<br />

GUIDELINES ON<br />

PROMULGATION<br />

OF <strong>NAVAREA</strong> WARNINGS<br />

Introducti<strong>on</strong><br />

1. The world<br />

has been<br />

divided into twenty<br />

<strong>on</strong>e (21) definite geographical sea<br />

areas named as <strong>NAVAREA</strong>s by the Internati<strong>on</strong>al Maritime<br />

Organisati<strong>on</strong> (IMO)<br />

for the<br />

purpose <strong>of</strong> promulgating<br />

radio navigati<strong>on</strong>al<br />

<strong>warnings</strong><br />

under the World<br />

Wide<br />

Navigati<strong>on</strong>al Warning Service (WWNWS). The delimitati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong>s as<br />

depicted in Para 2.2.2 <strong>of</strong> Joint IHO/IMO/WMO<br />

document<br />

Special Publicati<strong>on</strong> no. 53<br />

is placed at Appendix ‘A’. The Chief<br />

Hydrographer to the Govt. <strong>of</strong> India has been<br />

nominated as the<br />

coordinator <strong>of</strong> <strong>NAVAREA</strong> VIII regi<strong>on</strong> which generally encompasses<br />

the <strong>Indian</strong> Ocean<br />

Regi<strong>on</strong> (IOR) including the Bay <strong>of</strong> Bengal (Fig. 1) and is authorized<br />

to provide search<br />

and rescue informati<strong>on</strong> for broadcast by<br />

the IMO.<br />

2. <strong>NAVAREA</strong>A <strong>warnings</strong><br />

c<strong>on</strong>tain critical informati<strong>on</strong> <strong>on</strong><br />

Navigati<strong>on</strong>al safety, which<br />

cannot<br />

await their inclusi<strong>on</strong> in the routine Notices to Mariners (N to M). These<br />

include<br />

informati<strong>on</strong> <strong>on</strong> failure <strong>of</strong> important aids to navigati<strong>on</strong>, occurrences<br />

<strong>of</strong> new<br />

wrecks/shoals and such other dangers to navigati<strong>on</strong> as well as informati<strong>on</strong>, which<br />

may necessitate<br />

change to<br />

planned routes <strong>of</strong> ships at sea. It is therefore necessary<br />

that the<br />

Navigati<strong>on</strong>al informati<strong>on</strong> is promulgated<br />

well in advance to facilitate safe and<br />

ec<strong>on</strong>omical maritime operati<strong>on</strong>s and maritime traffic is fully aware <strong>of</strong> the navigati<strong>on</strong>al<br />

dangers likely to be encountered during their intended voyage.<br />

3. A <strong>NAVAREA</strong> warning means a navigati<strong>on</strong>al warning or in-force bulletin<br />

promulgated as part <strong>of</strong> a numbered series by a <strong>NAVAREA</strong>A Coordinator. By definiti<strong>on</strong>,

the <strong>NAVAREA</strong> coordinator is the authority charged with coordinating, collating and<br />

issuing <strong>NAVAREA</strong> <strong>warnings</strong> for a designated <strong>NAVAREA</strong>.<br />

Subjects for <strong>NAVAREA</strong> Warnings<br />

4. <strong>NAVAREA</strong> <strong>warnings</strong> are c<strong>on</strong>cerned with the informati<strong>on</strong> which ocean-going<br />

mariners require for their safe navigati<strong>on</strong>. The broad guidelines for subjects<br />

c<strong>on</strong>sidered suitable for broadcast as <strong>NAVAREA</strong> <strong>warnings</strong> are menti<strong>on</strong>ed in Para<br />

4.2.2 <strong>of</strong> the Joint IHO/IMO/WMO document Special Publicati<strong>on</strong> no. 53 is as<br />

appended below:-<br />

(a) Casualties to lights, fog signals, buoys and other aids to navigati<strong>on</strong><br />

affecting main shipping lanes;<br />

(b) The presence <strong>of</strong> dangerous wrecks in or near main shipping lanes<br />

and, if relevant, their marking;<br />

(c) Establishment <strong>of</strong> major new aids to navigati<strong>on</strong> or significant changes to<br />

existing <strong>on</strong>es when such establishment or change, might be misleading to<br />

shipping;<br />

(d)<br />

Presence <strong>of</strong> large unwieldy tows in c<strong>on</strong>gested waters;<br />

(e) Drifting hazards (including derelict vessels, ice, mines, c<strong>on</strong>tainers,<br />

other large items, etc.);<br />

(f) Areas where search and rescue (SAR) and anti-polluti<strong>on</strong> operati<strong>on</strong>s<br />

are being carried out (for avoidance <strong>of</strong> such areas);<br />

(g) The presence <strong>of</strong> newly discovered rocks, shoals, reefs and wrecks<br />

likely to c<strong>on</strong>stitute a danger to shipping, and, if relevant, their marking;<br />

(h)<br />

Unexpected alterati<strong>on</strong> or suspensi<strong>on</strong> <strong>of</strong> established routes;<br />

(j) Cable or pipe-laying activities, the towing <strong>of</strong> large submerged objects<br />

for research or explorati<strong>on</strong> purposes, the employment <strong>of</strong> manned or<br />

unmanned submersibles, or other underwater operati<strong>on</strong>s c<strong>on</strong>stituting potential<br />

dangers in or near shipping lanes;<br />

(k) The establishment <strong>of</strong> research or scientific instruments in or near<br />

shipping lanes;<br />

(l)<br />

The establishment <strong>of</strong> <strong>of</strong>fshore structures in or near shipping lanes;<br />

(m) Significant malfuncti<strong>on</strong>ing <strong>of</strong> radio-navigati<strong>on</strong> services and shore-based<br />

maritime safety informati<strong>on</strong> radio or satellite services;

(n) Informati<strong>on</strong> c<strong>on</strong>cerning special operati<strong>on</strong>s which might affect the safety<br />

<strong>of</strong> shipping, sometimes over wide areas, e.g., naval exercises, missile firings,<br />

space missi<strong>on</strong>s, nuclear tests, ordnance dumping z<strong>on</strong>es, etc.<br />

(p)<br />

Acts <strong>of</strong> piracy and armed robbery against ships;<br />

(q) Tsunamis and other natural phenomena, such as abnormal changes to<br />

sea level;<br />

(r)<br />

(s)<br />

World Health Organizati<strong>on</strong> (WHO) health advisory informati<strong>on</strong>; and<br />

Security-related requirements<br />

5. Request for promulgati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong> warning is received from a number <strong>of</strong><br />

marine/shore authorities. A request may also be sent from any ship/vessel at sea<br />

through a Hydrographic Note / FAX / email regarding any urgent navigati<strong>on</strong>al<br />

informati<strong>on</strong> for issue <strong>of</strong> a <strong>NAVAREA</strong> warning. The various sources <strong>of</strong> informati<strong>on</strong> are<br />

as appended below:-<br />

6. The procedures to be followed by requesting authorities for promulgati<strong>on</strong> and<br />

routing <strong>of</strong> <strong>NAVAREA</strong> <strong>warnings</strong> are as appended below:-<br />

(a)<br />

Warnings <strong>of</strong> Routine nature.<br />

(i) Warnings c<strong>on</strong>cerning casualties to navigati<strong>on</strong>al aids, hazards,<br />

fleet exercises, routine firing by naval coastal battery etc are to be<br />

forwarded directly to O i/c <strong>Naval</strong> Chart Depot (Mumbai) with a copy to<br />

Chief Hydrographer (<strong>NAVAREA</strong> VIII Coordinator) at NHO, Dehradun.<br />

The authenticati<strong>on</strong> <strong>of</strong> such informati<strong>on</strong> by their originator is to be<br />

ensured by <strong>Naval</strong> Chart Depot (Mumbai) prior to issue <strong>of</strong> <strong>NAVAREA</strong><br />

warning.<br />

(ii) Requests for <strong>NAVAREA</strong>s due to scheduled repair to<br />

navigati<strong>on</strong>al aids e.g. Stoppage <strong>of</strong> DGPS transmissi<strong>on</strong>, Maintenance <strong>of</strong><br />

Lighthouse, planned salvage operati<strong>on</strong>s etc should be received<br />

minimum three working days prior to the scheduled operati<strong>on</strong>.<br />

(iii) Agencies (DGLL, Port Authorities, Coast Guard, Ship Owners<br />

etc) are to notify the <strong>NAVAREA</strong> VIII Coordinator/NCD (MB) as so<strong>on</strong> as<br />

possible for issue <strong>of</strong> <strong>NAVAREA</strong> warning in case <strong>of</strong> any urgent<br />

navigati<strong>on</strong>al informati<strong>on</strong> (missing/drifting buoys, sunken

vessels/obstructi<strong>on</strong> etc) which may be a danger to shipping or to the<br />

mariner.<br />

(b) Warnings for Special Operati<strong>on</strong>s like rocket /missile firing covering wide<br />

areas (including adjacent <strong>NAVAREA</strong>s).<br />

(i) Warnings <strong>of</strong> c<strong>on</strong>fidential nature such as special operati<strong>on</strong>s/missile<br />

test firing etc are to be referred by the originating agencies to IHQ MoD<br />

(Navy)/DNO in time, for accord <strong>of</strong> approval <strong>of</strong> the text <strong>of</strong> the message.<br />

The request for <strong>NAVAREA</strong> warning al<strong>on</strong>g with IHQ MoD (Navy)/DNO<br />

approval is to be forwarded to the Chief Hydrographer so as to reach<br />

minimum ten working days prior to the scheduled trials/launch date<br />

(definitive launch window) by the originating agency.<br />

(ii) The c<strong>on</strong>cerned authorities shall provide informati<strong>on</strong> about the<br />

Danger Z<strong>on</strong>e Co-ordinates, Time durati<strong>on</strong> <strong>of</strong> exercise and Safeguards, if<br />

any. The c<strong>on</strong>cerned authority shall take into account the impact <strong>of</strong><br />

designated area <strong>on</strong> the safety <strong>of</strong> maritime traffic & ec<strong>on</strong>omical<br />

operati<strong>on</strong>s. The danger z<strong>on</strong>es shall be calculated in accordance with<br />

range safety guidelines so as to keep clear <strong>of</strong> shipping lanes and<br />

inhabited land mass. Amplifying details like name, address (postal &<br />

email id), teleph<strong>on</strong>e numbers (fax/mobile no) <strong>of</strong> c<strong>on</strong>tact pers<strong>on</strong>s are also<br />

to be provided.<br />

(iii) The agencies may refer to the latest nautical charts and<br />

publicati<strong>on</strong>s for the existing dangers and navigati<strong>on</strong>al informati<strong>on</strong>. The<br />

Notices to Mariners and <strong>NAVAREA</strong> <strong>warnings</strong> in force can be also be<br />

downloaded from the <strong>of</strong>ficial website <strong>of</strong> Nati<strong>on</strong>al Hydrographic Office<br />

(www.hydrobharat.nic.in).<br />

(iv) Firing exercises c<strong>on</strong>ducted by <strong>Indian</strong> Army Air Defence College,<br />

IAF over areas which fall outside the designated firing and exercise<br />

areas as specified in Special Notice No 9 <strong>of</strong> <strong>Indian</strong> Notice to Mariners -<br />

Special Editi<strong>on</strong> 2008 are also to be referred to IHQ MoD (Navy)/DNO by<br />

the c<strong>on</strong>cerned authorities.<br />

(v) In the case <strong>of</strong> danger z<strong>on</strong>e coordinates extending into other<br />

<strong>NAVAREA</strong>S (neighbouring countries) or close to internati<strong>on</strong>al<br />

boundaries all necessary clearance /approval from Ministry <strong>of</strong> External<br />

Affairs has to be taken by the c<strong>on</strong>ducting agencies.<br />

(vi) The originating authorities are to notify the Chief Hydrographer,<br />

NHO (<strong>NAVAREA</strong> Coordinator) if there is any change in the trials/launch<br />

dates for cancellati<strong>on</strong> and issue <strong>of</strong> fresh <strong>NAVAREA</strong> warning.

(c) Warnings pertaining to Scientific/ Exploratory Surveys, establishment <strong>of</strong><br />

<strong>of</strong>fshore structures (Oil rigs/platforms), Cable and Pipe-laying activities.<br />

(i) Warnings pertaining to scientific/exploratory activity by <strong>Indian</strong>/<br />

foreign vessels within the Maritime z<strong>on</strong>es <strong>of</strong> India (EEZ) are<br />

promulgated after obtaining the security clearance <strong>of</strong> the MoD by the<br />

IHQ MoD (Navy) /DNI. Inspecti<strong>on</strong> <strong>of</strong> documents and other<br />

administrative/legal issues is carried out by IHQ MoD (Navy) /DNI in<br />

accordance with Ministry <strong>of</strong> Defence guidelines. The <strong>Naval</strong> security<br />

inspecti<strong>on</strong> <strong>of</strong> the vessel is carried out subsequently by respective<br />

Headquarters Offshore Defence Advisory Group (HQODAG). Further,<br />

clearance <strong>of</strong> the area is obtained from DG Shipping, <strong>Indian</strong> Navy and<br />

Coast Guard with respect to the prevailing situati<strong>on</strong>. The <strong>NAVAREA</strong><br />

warning is thereafter promulgated by NCD (MB) <strong>on</strong> recommendati<strong>on</strong><br />

from FODAG keeping the Chief Hydrographer, NHO (<strong>NAVAREA</strong><br />

Coordinator) informed.<br />

(ii) The c<strong>on</strong>cerned Explorati<strong>on</strong> & Producti<strong>on</strong> (E&P) operator, Ship<br />

Owner/Manager/ Agent c<strong>on</strong>ducting such activities should forward<br />

request to IHQ MoD (Navy) /DNI minimum 30 days prior to c<strong>on</strong>duct <strong>of</strong><br />

such operati<strong>on</strong> for verificati<strong>on</strong> and security clearance requirements. If<br />

the area <strong>of</strong> operati<strong>on</strong> falls within the established ship routing system, the<br />

requesting authority should obtain a clearance from DG Shipping for<br />

c<strong>on</strong>duct <strong>of</strong> such operati<strong>on</strong> prior to forwarding the applicati<strong>on</strong> to IHQ MoD<br />

(Navy) /DNI. The required security clearance from FODAG is to be<br />

provided to the NCD (Mumbai) / <strong>NAVAREA</strong> Coordinator a minimum <strong>of</strong><br />

seven working days in advance <strong>of</strong> the scheduled operati<strong>on</strong>.<br />

(iii) The c<strong>on</strong>cerned agency is to provide complete details <strong>of</strong> the<br />

operati<strong>on</strong>, communicati<strong>on</strong> particulars, the time durati<strong>on</strong> and the<br />

clearance required in order to avoid danger to shipping/rig<br />

operators/mariners.<br />

(iv) The c<strong>on</strong>cerned Explorati<strong>on</strong> & Producti<strong>on</strong> (E&P) operator, Ship<br />

Owner/Manager/ Agent is to make a fresh applicati<strong>on</strong> to IHQ MoD<br />

(Navy) /DNI & FODAG for extensi<strong>on</strong> <strong>of</strong> seismic survey/exploratory<br />

operati<strong>on</strong>s bey<strong>on</strong>d the date promulgated in the <strong>NAVAREA</strong> Warning. The<br />

area <strong>of</strong> operati<strong>on</strong> and extended time durati<strong>on</strong> is to be intimated by the<br />

c<strong>on</strong>ducting agencies minimum seven days in advance. A fresh<br />

<strong>NAVAREA</strong> warning shall be issued by NCD (MB) under intimati<strong>on</strong> to the<br />

Chief Hydrographer, NHO (<strong>NAVAREA</strong> Coordinator). In such cases<br />

approval <strong>of</strong> FODAG for fresh <strong>NAVAREA</strong> warning is to reach NCD (MB)<br />

minimum three days in advance.

(d) Warnings pertaining to Scientific/ Exploratory Surveys in Adjacent<br />

<strong>NAVAREA</strong>(s)<br />

(i) Warnings for surveys falling in areas bey<strong>on</strong>d <strong>NAVAREA</strong> VIII limits<br />

and warranting promulgati<strong>on</strong> by the adjacent <strong>NAVAREA</strong> Coordinator are<br />

to be referred by the originator to Ministry <strong>of</strong> External Affairs and obtain<br />

necessary clearance/approval. It is also to be referred to IHQ MoD<br />

(Navy) /DNO & DNI under intimati<strong>on</strong> to the Chief Hydrographer for<br />

passing the text <strong>of</strong> such <strong>warnings</strong> to the c<strong>on</strong>cerned <strong>NAVAREA</strong><br />

Coordinator(s). The request for such <strong>NAVAREA</strong> <strong>warnings</strong> should reach<br />

the Chief Hydrographer (NHO) ten days in advance <strong>of</strong> the scheduled<br />

operati<strong>on</strong>.<br />

(ii) The c<strong>on</strong>ducting agencies are to obtain a specific clearance from<br />

IHQ MoD (Navy) /DNO /DNI for any operati<strong>on</strong>s/surveys being c<strong>on</strong>ducted<br />

close to neighbouring countries or close to internati<strong>on</strong>al boundaries. All<br />

necessary clearance /approval from Ministry <strong>of</strong> External Affairs will be<br />

taken by the c<strong>on</strong>ducting agencies. The limits <strong>of</strong> <strong>warnings</strong> under this<br />

category will be as follows:-<br />

(e) Warnings pertaining to establishment <strong>of</strong> research or scientific<br />

instruments.<br />

(i) Requests for <strong>warnings</strong> pertaining to establishment <strong>of</strong> research or<br />

scientific instruments should reach the Chief Hydrographer, NHO<br />

minimum three working days in advance <strong>of</strong> the scheduled deployment.<br />

The complete details <strong>of</strong> the system viz. sensors attached, type <strong>of</strong> buoy,<br />

the shape, colour, mooring/securing arrangement, light characteristics,<br />

period <strong>of</strong> deployment and date <strong>of</strong> recovery is to be provided with the<br />

request for <strong>NAVAREA</strong>. Further a m<strong>on</strong>thly/ quarterly status <strong>of</strong> the positi<strong>on</strong><br />

and operati<strong>on</strong> <strong>of</strong> the research instruments should also be forwarded to<br />

the <strong>NAVAREA</strong> coordinator.<br />

(ii) If these research or scientific instruments (ODAS buoys etc) are<br />

deployed in or close to main shipping lanes, prior approval <strong>of</strong> DG<br />

Shipping should also be taken by the c<strong>on</strong>cerned agencies.

(iii) Approval <strong>of</strong> the IHQ MoD (Navy) /DNI is to be obtained for such<br />

deployment <strong>of</strong> all research/scientific instruments by the c<strong>on</strong>cerned<br />

agencies. If the area <strong>of</strong> operati<strong>on</strong> lies in adjacent <strong>NAVAREA</strong> or near<br />

IMBL, the necessary clearances from Ministry <strong>of</strong> External Affairs (MEA)<br />

is also to be obtained by the originating agencies<br />

(f) Warnings pertaining to Acts <strong>of</strong> Piracy, SAR operati<strong>on</strong>s, Security related<br />

informati<strong>on</strong>, Health Advisory, Tsunami etc<br />

(i) Warnings pertaining to Acts <strong>of</strong> Piracy are transmitted in the<br />

<strong>NAVAREA</strong> broadcast immediately <strong>on</strong> receipt and shall remain in force<br />

for 72 hours. The nati<strong>on</strong>al /internati<strong>on</strong>al anti-piracy c<strong>on</strong>trol centre,<br />

Maritime Operati<strong>on</strong> Centres, MRCC and other c<strong>on</strong>cerned agencies are<br />

to notify the <strong>NAVAREA</strong> coordinator <strong>of</strong> the piracy attack by fastest<br />

available means. Amplifying details regarding positi<strong>on</strong>, time and means<br />

<strong>of</strong> attack may also be included.<br />

(ii) Requests for <strong>warnings</strong> pertaining to SAR operati<strong>on</strong>s, Security<br />

related informati<strong>on</strong>, Health Advisory; Tsunami etc are to be forwarded<br />

directly to NCD (MB) keeping the <strong>NAVAREA</strong> coordinator (NHO)<br />

informed.<br />

Releasing <strong>of</strong> <strong>NAVAREA</strong> Messages<br />

7. The Officer-in-charge <strong>Naval</strong> Chart Depot (Mumbai) shall be resp<strong>on</strong>sible for<br />

numbering, editing <strong>of</strong> the text, prioritizing and releasing <strong>of</strong> all the <strong>NAVAREA</strong><br />

messages <strong>on</strong> behalf <strong>of</strong> the Chief Hydrographer. The authenticati<strong>on</strong> <strong>of</strong> informati<strong>on</strong> <strong>of</strong><br />

routine nature if forwarded directly to NCD (MB) is to be ensured by O i/c NCD (MB)<br />

prior transmissi<strong>on</strong>. He is also resp<strong>on</strong>sible to promulgate the cancellati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong><br />

<strong>warnings</strong> c<strong>on</strong>taining informati<strong>on</strong> that are no l<strong>on</strong>ger valid.<br />

Safety and resp<strong>on</strong>sibility <strong>of</strong> agencies<br />

8. The resp<strong>on</strong>sibilities <strong>of</strong> agencies seeking <strong>NAVAREA</strong> promulgati<strong>on</strong> and other<br />

authorities as covered in the preceding paragraphs are summarized below:-<br />

(a) Special Operati<strong>on</strong>s. The <strong>NAVAREA</strong> <strong>warnings</strong> issued by the <strong>NAVAREA</strong><br />

Coordinator, the Chief Hydrographer to the Government <strong>of</strong> India are merely<br />

advisory in nature. This is relevant especially in the case <strong>of</strong> <strong>warnings</strong> pertaining<br />

to special operati<strong>on</strong>s like missile/rocket firing covering wide areas over the sea.<br />

It is the resp<strong>on</strong>sibility <strong>of</strong> the c<strong>on</strong>cerned agencies namely DRDO/ISRO, IAF,<br />

Army Air Defence College etc c<strong>on</strong>ducting the special operati<strong>on</strong>s like<br />

missile/rocket launching to specify the exact co-ordinates <strong>of</strong> launch, the exact<br />

danger z<strong>on</strong>e and the launch window. In doing so they are to

take into account the latest Notices to Mariners and <strong>NAVAREA</strong> <strong>warnings</strong> in<br />

force which are available in the <strong>of</strong>ficial NHO website (www.hydrobharat.nic.in).<br />

The c<strong>on</strong>cerned agencies may also to refer to the latest editi<strong>on</strong>s <strong>of</strong> nautical<br />

charts and publicati<strong>on</strong>s, if available and c<strong>on</strong>firm that the planned operati<strong>on</strong><br />

does not hamper any other activity or has any ec<strong>on</strong>omic ramificati<strong>on</strong>s The<br />

resp<strong>on</strong>sibility <strong>of</strong> agencies involved in providing necessary clearances is as<br />

appended below:-<br />

(i) The originating agencies are also to refer the request for<br />

<strong>NAVAREA</strong> promulgati<strong>on</strong> to IHQ MoD (Navy)/DNO for approval <strong>of</strong> text <strong>of</strong><br />

message.<br />

(ii) IHQ MoD (Navy) / DNO is to forward the approval so as to reach<br />

the <strong>NAVAREA</strong> Coordinator ten working days prior to the scheduled<br />

trials/launch date.<br />

(iii) In case <strong>of</strong> operati<strong>on</strong>s covering wide sea areas e.g. DRDO/ISRO<br />

two definite launch dates <strong>of</strong> limited time durati<strong>on</strong> (maximum five hours)<br />

is to be specified by the originating agency.<br />

(iv) The originating agencies should inform all agencies including<br />

FODAG, DG Hydrocarb<strong>on</strong>s, local Port <strong>of</strong>fices, Fisheries department etc<br />

about the special operati<strong>on</strong>s well in time. The agencies are to resolve<br />

issues bilaterally in case <strong>of</strong> overlapping requirements. The list <strong>of</strong><br />

addressees to be informed is placed at Appendix ‘B’.<br />

(v) FODAG is to c<strong>on</strong>firm the presence <strong>of</strong> any oil rigs/seismic vessels<br />

within the danger z<strong>on</strong>e and inform c<strong>on</strong>cerned vessel, E& P operator.<br />

(vi) The Officer-in-Charge, <strong>Naval</strong> Chart Depot (Mumbai) is to<br />

promulgate <strong>NAVAREA</strong> warning after clearance from FODAG about oil<br />

rigs/seismic vessels in the danger z<strong>on</strong>e.<br />

(b) Warnings pertaining to Seismic surveys, establishment <strong>of</strong> <strong>of</strong>fshore<br />

structures, cable and pipe-laying activities.<br />

(i) The originating agencies are to take necessary clearances from<br />

IHQ MoD (Navy)/DNI and FODAG for the operati<strong>on</strong>.<br />

(ii) FODAG to undertake the naval security inspecti<strong>on</strong> <strong>of</strong> the vessel<br />

post clearance from IHQ MoD (Navy)/DNI. Approval for<br />

promulgati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong> warning is to be forwarded by FODAG so as

to reach <strong>Naval</strong> Chart Depot (Mumbai) seven working days prior to the<br />

commencement <strong>of</strong> seismic survey/operati<strong>on</strong>s.<br />

(iii) In case <strong>of</strong> an extensi<strong>on</strong> <strong>of</strong> seismic survey by the vessel or drilling<br />

operati<strong>on</strong>, the c<strong>on</strong>cerned agency /E & P operator is to submit request to<br />

IHQ MoD (Navy) /DNI & FODAG for promulgati<strong>on</strong> <strong>of</strong> a fresh <strong>NAVAREA</strong><br />

Warning minimum seven days in advance. In such cases approval <strong>of</strong><br />

FODAG for fresh <strong>NAVAREA</strong> warning is to reach NCD (MB) minimum<br />

three days in advance.<br />

(c)<br />

Warnings for deployment <strong>of</strong> scientific/research instruments.<br />

(i) The requesting agencies like NIO, NIOT, and INCOIS are to<br />

obtain clearance from IHQ MoD (Navy)/DNI as per MOD <str<strong>on</strong>g>Guidelines</str<strong>on</strong>g><br />

prior deployment.<br />

(ii) Approval <strong>of</strong> DG Shipping should be obtained in case the area falls<br />

within or close to the established shipping lanes.<br />

(iii) If the area <strong>of</strong> operati<strong>on</strong> lies in adjacent <strong>NAVAREA</strong> or near IMBL,<br />

the necessary clearances from Ministry <strong>of</strong> External Affairs (MEA) is also<br />

to be obtained by the originating agencies.<br />

(iv) Status <strong>of</strong> buoys is to be forwarded <strong>on</strong> quarterly basis to the Chief<br />

Hydrographer for updating <strong>of</strong> in force <strong>NAVAREA</strong> <strong>warnings</strong>.<br />

(d) Warnings pertaining to SAR/Man Overboard/ Vessel capsizing etc.<br />

The agency requesting for promulgati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong> warning e.g. MRCC,<br />

Port authorities, VTMS are resp<strong>on</strong>sible to pass up to date informati<strong>on</strong> <strong>on</strong> the<br />

status <strong>of</strong> SAR ops/Man overboard etc so as to cancel the <strong>NAVAREA</strong> warning<br />

or issue a fresh <strong>NAVAREA</strong> warning/ Notice to Mariners. They are to provide the<br />

time durati<strong>on</strong> and cancellati<strong>on</strong> details to the <strong>NAVAREA</strong> Coordinator. It is the<br />

resp<strong>on</strong>sibility <strong>of</strong> the originators like DGLL, Port Authorities etc to provide status<br />

<strong>of</strong> drifting buoys, derelict vessels and provide time frame for rectificati<strong>on</strong> <strong>of</strong><br />

defect and cancellati<strong>on</strong> <strong>of</strong> <strong>NAVAREA</strong> Warning.<br />

(e) The requesting agencies will m<strong>on</strong>itor all safety messages and<br />

<strong>NAVAREA</strong> Warnings well before and after the scheduled activity. They are to<br />

ensure that the activity commences <strong>on</strong>ly after the <strong>NAVAREA</strong> Warning has been<br />

issued/promulgated by the <strong>NAVAREA</strong> Coordinator/ the Chief Hydrographer. No<br />

activity is to commence should the c<strong>on</strong>cerned warning not be promulgated in<br />

time. In case <strong>of</strong> any accident arising out <strong>of</strong> n<strong>on</strong>-compliance with the same, the<br />

agency c<strong>on</strong>cerned will be held resp<strong>on</strong>sible for any damage and/or loss <strong>of</strong> life

that may arise. The requesting agencies are required to m<strong>on</strong>itor all messages<br />

through the Inmarsat SafetyNET for the said purpose.<br />

9. Chief Hydrographer. The Chief Hydrographer to the Government <strong>of</strong> India<br />

is the <strong>NAVAREA</strong> VIII Coordinator. He is resp<strong>on</strong>sible to collate and assess informati<strong>on</strong><br />

c<strong>on</strong>cerning all events that significantly affect the safety <strong>of</strong> navigati<strong>on</strong> within the<br />

<strong>NAVAREA</strong>. The Chief Hydrographer shall be the central point <strong>of</strong> c<strong>on</strong>tact for all matters<br />

c<strong>on</strong>cerning to <strong>NAVAREA</strong> <strong>warnings</strong> including the m<strong>on</strong>itoring <strong>of</strong> their broadcasts and to<br />

ensure that the messages originated have been correctly transmitted. The<br />

resp<strong>on</strong>sibilities <strong>of</strong> <strong>NAVAREA</strong> Coordinator are described in Para 3.2 <strong>of</strong> Joint IMO/IHO<br />

Special Publicati<strong>on</strong> S-53.<br />

Structure <strong>of</strong> <strong>NAVAREA</strong> warning<br />

10. <strong>NAVAREA</strong> <strong>warnings</strong> are c<strong>on</strong>secutively numbered throughout the calendar<br />

year, commencing with 001/YY at 0000 UTC <strong>on</strong> 01 January. All <strong>NAVAREA</strong> <strong>warnings</strong><br />

shall be broadcast <strong>on</strong>ly in English in the Internati<strong>on</strong>al NAVTEX and SafetyNET<br />

services in accordance with IMO resoluti<strong>on</strong> A.706 (17), as amended. The minimum<br />

informati<strong>on</strong> which a mariner requires to avoid danger is HAZARD & POSITION.<br />

Amplifying remarks may be included in order to provide sufficient extra details to<br />

clearly identify the significance <strong>of</strong> the hazard and to assist mariners in recognizing<br />

and assessing its effect up<strong>on</strong> their navigati<strong>on</strong>. The time, date and durati<strong>on</strong> <strong>of</strong> the<br />

event shall be included if known. The text <strong>of</strong> a navigati<strong>on</strong>al warning shall c<strong>on</strong>tain<br />

specific message elements, identified and ordered by the reference numbers shown<br />
