c<strong>on</strong>gressi<strong>on</strong>al delegati<strong>on</strong>.<br />

In separate acti<strong>on</strong>s, both Rep. Cathy<br />

McMorris Rodgers and Rep “Doc” Hastings<br />

have taken up the <strong>school</strong> district’s interest.<br />

McMorris Rodgers represents Eastern<br />

Washingt<strong>on</strong>’s 5th District, which includes<br />

the east side of Coulee Dam. Hastings<br />

McMorris Rodgers fired off a stern<br />

letter Feb. 3, to Keith McGowan, the envir<strong>on</strong>mental<br />

protecti<strong>on</strong> specialist <strong>for</strong> the<br />

Bureau of Reclamati<strong>on</strong>.<br />

“Despite its protestati<strong>on</strong>,” McMorris<br />

Rodgers wrote, “I believe the Bureau has<br />

the authority to support the <strong>school</strong> district’s<br />

needs. The very act that the Bureau<br />

cites as basis <strong>for</strong> no acti<strong>on</strong> is the very act<br />

that gives the federal government the<br />

ability to support the needs of the Coulee<br />

community.”<br />

The American Red Cross is seeking<br />

volunteers in the Grand Coulee<br />

to local disasters and providing<br />

emergency help.<br />

Red Cross volunteers resp<strong>on</strong>d<br />

to local house fires and largescale<br />

wildfires and provide disaster<br />

assistance to people affected by<br />

disasters, as well as Emergency<br />

Resp<strong>on</strong>se workers.<br />

The Red Cross will provide free<br />

training to interested volunteers.<br />

identifying and working with local<br />

whereby either party might undertake<br />

to render to the other such services in<br />

aid of the per<strong>for</strong>mance of activities and<br />

functi<strong>on</strong>s of the municipality and of the<br />

Department of the Interior within or near<br />

Coulee Dam as will, in the Secretary’s<br />

judgment, c<strong>on</strong>tribute substantially to the<br />

efficiency or ec<strong>on</strong>omy of the operati<strong>on</strong>s of<br />

the Department of the Interior.”<br />

The <strong>school</strong> district has been looking in<br />

every nook of the federal budget to find<br />

help in replacing aging <strong>school</strong> structures,<br />

<strong>Sweethearts</strong> <strong>for</strong> <strong>70</strong> <strong>years</strong><br />

It’s a real Valentine story.<br />

Frank and Elaine San<strong>for</strong>d celebrated<br />

their <strong>70</strong>th wedding anniversary<br />

last Saturday with family<br />

at their home at the top of the hill<br />

<strong>on</strong> the Bridgeport Highway.<br />

This is home <strong>for</strong> the popular<br />

pi<strong>on</strong>eer couple, as both went to<br />

<strong>school</strong> in the area and never left<br />

it.<br />

They married Jan. 22, 1942,<br />

<str<strong>on</strong>g>after</str<strong>on</strong>g> a two-year courtship that<br />

started <strong>on</strong> the dance floor at a<br />

Nespelem dance hall.<br />

“He was an excellent dancer,”<br />

Elaine said of her husband. The<br />

two danced their lives away <strong>for</strong><br />

68 <strong>years</strong>, stopping <strong>on</strong>ly a couple<br />

of <strong>years</strong> ago.<br />

They liked western dancing,<br />

and stopped primarily because<br />

they couldn’t find any place to<br />

dance.<br />

That’s a lot of “do-si-dos.”<br />

Their love of the land served<br />

them well. Frank grew up <strong>on</strong> an<br />

Almira farm that was still using<br />

horses.<br />

“I said to myself, that’s enough<br />

of that,” Frank said.<br />

The San<strong>for</strong>ds had two farms,<br />

<strong>on</strong>e <strong>on</strong> the present homestead and<br />

the other in Almira.<br />

His father expanded the San<strong>for</strong>d<br />

ranch, purchasing small<br />

farms where the owners couldn’t<br />

make it.<br />

It wasn’t l<strong>on</strong>g be<strong>for</strong>e the San<strong>for</strong>ds<br />

got into cattle, and then it<br />

was wheat and cattle.<br />

While Frank and Elaine periodically<br />

took driving trips to<br />

places like Ariz<strong>on</strong>a, Cali<strong>for</strong>nia and<br />

Canada, primarily you would find<br />

them down <strong>on</strong> the farm.<br />

“This is the best place to be.<br />

Why would you want to be anyplace<br />

else” Frank said, further<br />

establishing his roots in his Grand<br />

Coulee farm.<br />

Elaine took her <strong>school</strong>ing in<br />

Nespelem. Frank started in Almira<br />

and then attended a small Fiddle<br />

Creek School, <strong>on</strong>ly about a mile<br />

from his present home. He graduated<br />

from Grand Coulee High<br />

School.<br />

Man takes<br />

own life<br />

A Coulee City man apparently<br />

took his own life Tuesday <str<strong>on</strong>g>after</str<strong>on</strong>g> allegedly<br />

assaulting his wife, Grant<br />

County authorities reported late<br />

Tuesday.<br />

Around 2 p.m., emergency resp<strong>on</strong>ders<br />

were called to a Coulee<br />

City business <strong>for</strong> a woman who<br />

was injured, according to a press<br />

release. That woman alleges she<br />

was assaulted by her husband at<br />

their home, 35374 Pinto Ridge<br />

Road Northeast, just outside of<br />

the city limits of Coulee City.<br />

She escaped the home and<br />

drove to the nearby business to<br />

seek help. The woman was taken<br />

by ambulance to a local hospital<br />

and is being treated <strong>for</strong> her<br />

injuries. Her identity will not be<br />

released while the investigati<strong>on</strong> is<br />

underway.<br />

Grant County Sheriff Deputies<br />

found a dead man in his 50s,<br />

who apparently hanged himself<br />

outside the home. That man is<br />

believed to be the husband of the<br />

assault victim. His name will be<br />

released <strong>on</strong>ce the county cor<strong>on</strong>er<br />

has c<strong>on</strong>firmed his identity and<br />

next of kin have been notified.<br />

The two, when they weren’t<br />

dancing or farming, were camping<br />

and fishing.<br />

“We like creek fishing,” Elaine<br />

stated. And the two name off half a<br />

which would require more taxing capacity<br />

than the district has, because of the<br />

large federal presence.<br />

The district is even<br />

seriously c<strong>on</strong>sidering<br />

a lawsuit.<br />

“I d<strong>on</strong>’t believe there<br />

is a more visible example<br />

of the federal government’s<br />

involvement<br />

in the community than<br />

the <strong>school</strong> district,” Mc-<br />

Morris Rodgers wrote.<br />

“Nor is there a more<br />

visible example of the<br />

federal government’s failings than the<br />

“I believe the Bureau<br />

has the authority to<br />

support the <strong>school</strong><br />

district’s needs.”<br />

Bill in Legislature<br />

could close<br />

local hospital<br />

A bill in the state Legislature<br />

would likely put the new Coulee<br />

Medical Center out of business<br />

within three <strong>years</strong>.<br />

That’s according to J. Scott<br />

Graham, CMC’s chief operating<br />

officer, who spoke to the chamber<br />

of commerce Thursday.<br />

House Bill 2130 would affect<br />

38 “Critical Access Hospitals” in<br />

the state by changing the way<br />

they are reimbursed <strong>for</strong> expenses<br />

under Medicaid, a federal and<br />

state program that helps pay <strong>for</strong><br />

care to milli<strong>on</strong>s of people who can’t<br />

af<strong>for</strong>d it.<br />

“Instead of being in a financially<br />

viable positi<strong>on</strong>, … it would put us<br />

at about $1 milli<strong>on</strong> to $2 milli<strong>on</strong><br />

deficit every year.”<br />

Graham said Coulee Medical<br />

Center is financially better off than<br />

many rural hospitals and predicted<br />

that some nearby would close<br />

immediately if the bill passes.<br />

The bill is part of the Legislature’s<br />

quest to close a $2.5 billi<strong>on</strong><br />

shortfall, Graham said, but HB<br />

2130 would address a small sliver<br />

of that, saving the state about $22<br />

milli<strong>on</strong>.<br />

But because it affects the<br />

amount that comes from the federal<br />

government, the total impact<br />

to small hospitals come to about<br />

$<strong>70</strong> milli<strong>on</strong>, Graham said.<br />

“It seems like a small cut,”<br />

Graham noted, “but it disproporti<strong>on</strong>ately<br />

affects critical access<br />

hospitals, as opposed to large<br />

hospitals.”<br />

Graham noted the Legislature<br />

must cut the budget because voters<br />

rejected a tax increase last November.<br />

“They d<strong>on</strong>’t know what else to<br />

do,” he said.<br />

Graham said the new local hospital<br />

would likely survive <strong>for</strong> two<br />

to three <strong>years</strong> while offering fewer<br />

services and laying off staff.<br />

CMC employs more than 200<br />

in relatively high-wage jobs, he<br />

noted.<br />

Its patients would end up going<br />

to larger hospitals in cities, with<br />

higher costs that would lose m<strong>on</strong>ey<br />

even faster than they do now <strong>on</strong><br />

Medicaid patients.<br />

“If there’s no hospital, there’s<br />

going to be lots and lots of helicopter<br />

rides at incredible expense,”<br />

Graham said.<br />

The major sp<strong>on</strong>sor of the bill,<br />

Rep. Eileen Cody — (D) 34th<br />

District — doesn’t seem to care,<br />

Graham said, but “I think reas<strong>on</strong>able<br />

people understand this is bad<br />

legislati<strong>on</strong>.”<br />

BPA schedules public<br />

meeting <strong>on</strong> line project<br />

to the switchyards above<br />

the town of Coulee Dam has hit<br />

a delay.<br />

BPA had announced that it<br />

would begin the project the sec<strong>on</strong>d<br />

week of February, but <strong>on</strong>ly recently<br />

requested the town of Coulee Dam<br />

schedule a public meeting so the<br />

agency and its c<strong>on</strong>tractor could explain<br />

and answer questi<strong>on</strong>s about<br />

the project and work schedule.<br />

That meeting has been set <strong>for</strong><br />

4-7 p.m. Thursday, Feb. 16, at the<br />

city hall community room.<br />

of Canby, Ore., al<strong>on</strong>g with others,<br />

appeared be<strong>for</strong>e the town council<br />

Jan. 25, to announce a starting<br />

date and assure city officials that<br />

they would resp<strong>on</strong>d to town c<strong>on</strong>cerns.<br />

But they didn’t anticipate the<br />

number of problems that still<br />

seemed unresolved.<br />

The town insisted that there<br />

be written agreements c<strong>on</strong>cerning<br />

the use of town land, the possible<br />

interrupti<strong>on</strong> of rentals at the city<br />

hall community room, the dumping<br />

of fill <strong>on</strong> town property above city<br />

hall, and a raft of other <strong>issue</strong>s.<br />

At <strong>on</strong>e point Mayor Quincy Snow<br />

stated, “$20,000 is a pretty small<br />

allowance <strong>for</strong> some<strong>on</strong>e coming in<br />

and tearing up our property.”<br />

Korsness later stated, “We d<strong>on</strong>’t<br />

have to ask permissi<strong>on</strong>.”<br />

Voters asked to pass <strong>school</strong> levy<br />

Nespelem School District is hoping <strong>for</strong> a good<br />

Valentine’s Day present, passage of its four-year<br />

maintenance and operati<strong>on</strong>s levy.<br />

Nearly 400 voters received their mail-in ballots<br />

recently to approve a four-year levy <strong>for</strong> $118,000 in<br />

funding.<br />

Although that’s am<strong>on</strong>g the very lowest levy<br />

amounts in the state, Superintendent John Adkins<br />

notes, it accounts <strong>for</strong> far more critical funds to the<br />

district than just the levy dollars themselves.<br />

Passage of the levy would also make the district<br />

eligible <strong>for</strong> state “Local Ef<strong>for</strong>t Assistance” or levy<br />

equalizati<strong>on</strong> funds worth more than 10 times than<br />

the levy itself, but <strong>on</strong>ly if the Legislature does not<br />

cut those funds from the budget currently in negotiati<strong>on</strong>s.<br />

Local citizens deciding to tax themselves, in other<br />

words, would bring in another $1.4 milli<strong>on</strong> in state<br />

levy equalizati<strong>on</strong> funds.<br />

That total package amounts to more than a quarter<br />

of the district’s total budget currently.<br />

“If we didn’t have that, I d<strong>on</strong>’t even know where to<br />

begin. … I d<strong>on</strong>’t know what we’d do,” Adkins said.<br />

If property values stay the same, the replacement<br />

levy would start off at $1.15 per thousand dollars<br />

of property valuati<strong>on</strong> and ends in the final year <strong>for</strong><br />

$2.05 per thousand.<br />

In the first year voters are asked to approve $1.15<br />

per thousand which would bring in to the district,<br />

$25,000. That’s the minimum amount that would<br />

qualify the district to receive the maximum amount<br />

land is owned by either the federal<br />

or state government. This means<br />

that approximately <strong>on</strong>e percent<br />

of the community is being asked<br />

to support the needs of the Grand<br />

Coulee Dam School District.<br />

“It is my understanding that<br />

the estimated cost <strong>for</strong> the John<br />

Keys III Pumping Plant project is<br />

approximately $400 milli<strong>on</strong>. Thus,<br />

there is no better way of reaffirming<br />

support than by helping to<br />

support the <strong>school</strong> district’s ef<strong>for</strong>t<br />

to raise $46 milli<strong>on</strong> to build a safe<br />

and suitable <strong>school</strong> facility and<br />

c<strong>on</strong>sider including this cost in the<br />

final JKPGP project estimate.”<br />

Rep. Hastings provided help in<br />

another way.<br />

Hastings, working with the<br />

House Educati<strong>on</strong> and Work<strong>for</strong>ce<br />

Committee, introduced a bill, HR<br />

3896, the Rural Schools Fairness<br />

Act, which would amend the Impact<br />

Aid program.<br />

The bill would expand eligibility<br />

<strong>for</strong> the emergency and modernizati<strong>on</strong><br />

grants within the Impact Aid<br />

program to <strong>school</strong>s where more<br />

than 10 percent of the district is<br />

n<strong>on</strong>taxable due to a federal presence.<br />

The bill also prohibits the<br />

Department of Educati<strong>on</strong> from<br />

increasing either a 10-percent land<br />

ownership threshold or a 40-percent<br />

federally impacted student<br />

threshold <strong>for</strong> eligibility from year<br />

to year.<br />

BPA<br />

Now BPA has asked <strong>for</strong> a meeting<br />

with the council’s two-member<br />

committee that deals with property<br />

<strong>issue</strong>s -- Karl Hjorten and<br />

Andy Trader. A tentative meeting<br />

has been set <strong>for</strong> town hall at 6 p.m.<br />

Thursday, Feb. 9.<br />

That would make Feb. 22 the<br />

earliest that the town council could<br />

take acti<strong>on</strong> <strong>on</strong> any agreement.<br />

Town Clerk Carol Visker said<br />

the project c<strong>on</strong>tractor has scheduled<br />

Feb. 26, as the starting date.<br />

“A significant percentage of land<br />

in my district is federally owned,<br />

and I have l<strong>on</strong>g believed that students<br />

should not suffer because<br />

the federal government has taken<br />

away a community’s taxable land,”<br />

said Hastings. “I have heard far<br />

too many stories about <strong>school</strong>s in<br />

Central Washingt<strong>on</strong> that are unable<br />

to address serious safety risks<br />

because they do not have the tax<br />

base to secure a c<strong>on</strong>structi<strong>on</strong> b<strong>on</strong>d,<br />

and I believe it is past time <strong>for</strong> the<br />

federal government to step up its<br />

commitments to these students.”<br />

The legislati<strong>on</strong> was specifically<br />

written to ensure that GSDSD is<br />

eligible to apply <strong>for</strong> these grants.<br />

“This is an important development,”<br />

district Superintendent<br />

Dennis Carls<strong>on</strong> said. “Now the district<br />

will potentially have another<br />

granting source to help us with our<br />

ef<strong>for</strong>ts to build new facilities.”<br />

Shortly <str<strong>on</strong>g>after</str<strong>on</strong>g> the <strong>school</strong> district’s<br />

board instructed Carls<strong>on</strong> to<br />

look into filing suit against the federal<br />

government, Bureau officials<br />

asked to meet with Carls<strong>on</strong>. While<br />

the results of that meeting haven’t<br />

developed as yet, there has been a<br />

flurry of activity at both the state<br />

and federal level.<br />

“I am more optimistic now than<br />

ever that eventually we will get access<br />

to the funds we need <strong>for</strong> new<br />

<strong>school</strong>s,” Carls<strong>on</strong> said.<br />

Eight <strong>years</strong> ago, that amount<br />

was the $13,000 the <strong>school</strong>’s current<br />

levy brings in. The <strong>school</strong><br />

board didn’t raise the amount when<br />

it sought voter approval again four<br />

<strong>years</strong> ago, a decisi<strong>on</strong> that cost the<br />

district some $300,000 in state<br />

funds.<br />

In the sec<strong>on</strong>d year, voters would<br />

pay $1.69 per thousand and would<br />

bring in $28,000. In the third year,<br />

the district is asking $31,000<br />

($1.87 per thousand), and in the<br />

final year, 2016, the district is<br />

asking voters <strong>for</strong> $34,000 ($2.05<br />

per thousand).<br />

The total collected in the fouryear<br />

levy, if approved by a simple<br />

majority of voters, would remain<br />

c<strong>on</strong>stant at the $118,000 total.<br />

San<strong>for</strong>ds<br />

dozen creeks out of Nespelem that<br />

used to be their favorite haunts.<br />

His grandparents built a house<br />

<strong>on</strong> the homestead and Frank and<br />

Elaine lived in it <strong>for</strong> <strong>years</strong>, remodeling<br />

LR wrestling team impressive off the mats, too<br />

My husband and I were <strong>on</strong><br />

vacati<strong>on</strong> last week and had the<br />

pleasure of bumping into the Lake<br />

Roosevelt High School wrestling<br />

team <strong>on</strong> January 21. We had just<br />

ordered our lunch at the Sullivan<br />

Road McD<strong>on</strong>alds restaurant in<br />

Spokane when the bus pulled in.<br />

We raised two s<strong>on</strong>s, so expected<br />

we might have a rather noisy and<br />

chaotic lunch.<br />

Not so - these young people<br />

were great! We saw courtesy, civil<br />

and interesting c<strong>on</strong>versati<strong>on</strong>, and<br />

respectful interacti<strong>on</strong>s with Mc-<br />

D<strong>on</strong>alds staff, coaches/chaper<strong>on</strong>es,<br />

other patr<strong>on</strong>s, and each other.<br />

I d<strong>on</strong>'t know how the team fared<br />

at the wrestling tournament they<br />

were attending, but in our book,<br />

Every member of the Coulee Dam Town Council should be ashamed, <str<strong>on</strong>g>after</str<strong>on</strong>g> unanimously denying support<br />

<strong>for</strong> our Senior Meals-On-Wheels program.<br />

Bullying a problem at <strong>school</strong><br />

My s<strong>on</strong> was bullied (intimidated,<br />

cursed at, called derogatory<br />

names, belittled, etc.) the majority<br />

of last year, 2010-11 at the<br />

Grand Coulee Dam Middle School,<br />

this IS a fact. When I learned of<br />

this, I immediately brought this<br />

important <strong>issue</strong> to the attenti<strong>on</strong><br />

of the <strong>school</strong>’s administrati<strong>on</strong> in<br />

December.<br />

Lisa Lakin, principal, told me<br />

that she was not aware this was<br />

going <strong>on</strong> in her <strong>school</strong>, that if she<br />

does not know about it, she cannot<br />

do anything about it. Lisa met with<br />

me and my s<strong>on</strong> and that was about<br />

it. My s<strong>on</strong> was and is still feeling<br />

low self esteem about being bullied,<br />

which is unacceptable.<br />

Here it is, nine weeks later and<br />

I am trying to get answers and<br />

commitment from Ms. Lakin to<br />

address the <strong>issue</strong>, and I cannot<br />

get resp<strong>on</strong>ses from any<strong>on</strong>e at the<br />

GCDMS. I am not impressed by<br />

Ms. Lakin’s lack of attenti<strong>on</strong> to this<br />

very dangerous subject.<br />

I have talked to multiple past<br />

and present parents to children<br />

that have attended GCDMS, and<br />

they stated they had met with the<br />

principal about their children being<br />

bullied at GCDMS and nothing<br />

was ever d<strong>on</strong>e.<br />

I would like to initiate change at<br />

the <strong>school</strong> and suggest an an<strong>on</strong>ymous<br />

survey be c<strong>on</strong>ducted to each<br />

student with results published and<br />

provided to parents <strong>on</strong> the pervasiveness<br />

of bullying in our <strong>school</strong>s,<br />

instances, reporting, examples, etc.<br />

The <strong>school</strong>s can use the results as a<br />

gauging tool <strong>for</strong> improvement and<br />

funding as needed <strong>for</strong> our <strong>school</strong>’s<br />

When it comes to taxes, keep it simple<br />

“Keep it simple.” This old saying is more than a<br />

bumper sticker slogan, it’s a principle that is especially<br />

important when it comes to taxes and regulati<strong>on</strong>s.<br />

Washingt<strong>on</strong> employers have been working <strong>for</strong><br />

decades to simplify our state’s tax and regulatory<br />

policies. Currently, employers must work their way<br />

through a maze of complex, overlapping and often<br />

c<strong>on</strong>tradictory regulati<strong>on</strong>s and tax rules that differ<br />

from <strong>on</strong>e city to the next, <strong>on</strong>e county to the next.<br />

It’s like playing a game that has 50 different sets<br />

of rules.<br />

Wrestling with those costly<br />

and cumbersome requirements<br />

means employers -- particularly<br />

small employers -- spend time and<br />

m<strong>on</strong>ey <strong>on</strong> paperwork that could be<br />

better spent creating jobs.<br />

That’s why Gov. Gregoire is<br />

supporting tax simplificati<strong>on</strong> legislati<strong>on</strong>.<br />

The governor wants to<br />

make it easier <strong>for</strong> all businesses,<br />

especially small businesses, to calculate<br />

and pay their Business and<br />

Occupati<strong>on</strong> (B&O) taxes.<br />

B&O taxes are assessed <strong>on</strong> a business’ gross income,<br />

regardless of profit. The state imposes a B&O<br />

tax, but local jurisdicti<strong>on</strong>s do as well. The amount of<br />

the local B&O taxes, as well as how they’re calculated,<br />

varies from <strong>on</strong>e jurisdicti<strong>on</strong> to the next.<br />

Gregoire describes the situati<strong>on</strong> this way: “For<br />

Washingt<strong>on</strong> businesses, especially small business<br />

owners who operate with little help, paying state and<br />

local B&O taxes is at best complicated and at worse<br />

a nightmare.”<br />

Under the governor’s proposal, the state of Washingt<strong>on</strong><br />

would be the single collector of all local and<br />

state B&O taxes, and the state would rebate to each<br />

local jurisdicti<strong>on</strong> their share of the tax -- similar to<br />

how the state currently handles state and local sales<br />

taxes.<br />

The governor also wants to create a central state<br />

website where people could apply <strong>for</strong> or renew state<br />

and local business licenses, eliminating the need <strong>for</strong><br />

similar websites currently operated in more than 50<br />

cities around the state.<br />

“It will save businesses m<strong>on</strong>ey and aggravati<strong>on</strong>,<br />

reduce state and local government red tape and make<br />

Washingt<strong>on</strong> a friendlier place to set up a business,”<br />

notes Gregoire.<br />

But some of the state’s largest cities are pushing<br />

back against the governor’s proposal, saying they’ll<br />

lose milli<strong>on</strong>s if tax simplificati<strong>on</strong> becomes law.<br />

Seattle authorities say the city<br />

could lose between $23 milli<strong>on</strong><br />

and $44 milli<strong>on</strong> a year. Tacoma<br />

officials estimate their city will<br />

lose $4 to $7 milli<strong>on</strong> a year.<br />

Critics say cities will lose out<br />

<strong>on</strong> milli<strong>on</strong>s in tax penalties and<br />

interest -- m<strong>on</strong>ey that would now<br />

go to the state -- and city officials<br />

fear that state auditors will not<br />

be as aggressive in pursuing tax<br />

cheats.<br />

Seattle, Bellevue, Tacoma, Everett<br />

and Bellingham say they’re<br />

already working <strong>on</strong> a plan to simplify local tax payments,<br />

and lawmakers should wait to see how their<br />

project works be<strong>for</strong>e passing the governor’s plan.<br />

Gregoire rejects the cities’ criticisms. Noting that<br />

the state currently collects and rebates local sales<br />

taxes, the governor said, “These horror stories of how<br />

they’re losing m<strong>on</strong>ey No they’re not. We will give it<br />

back. I think it’s the right thing to do <strong>for</strong> the small<br />

businesses of the state of Washingt<strong>on</strong>.”<br />

Gregoire points out that 95 percent of Washingt<strong>on</strong><br />

employers are small businesses with fewer than 50<br />

workers. “If we can make it easier and cheaper <strong>for</strong><br />

them to do business,” explained the governor, “they<br />

can af<strong>for</strong>d to add more employees.”<br />

“If we ever need a re<strong>for</strong>m that helps business,” says<br />

Gregoire, “this is it.”<br />

If I could wave a magic wand and change something<br />

about myself, topping the list would be how<br />

affected I am by the weather. I am nearly always<br />

too cold. Occasi<strong>on</strong>ally I am too hot; it’s either too<br />

sunny, or too cloudy, or too wet<br />

or too dry. Rarely am I perfectly<br />

up and dumps out a snowstorm. I absolutely love<br />

snow. If it’s very cold, I d<strong>on</strong>’t want to go outside, but if<br />

it’s very cold with snow, then I’m the first <strong>on</strong>e out the<br />

door. The child in me emerges and my feelings about<br />

the weather run towards giddy. Having spent most<br />

of my childhood in warmer, southern states, it still<br />

feels excepti<strong>on</strong>ally magical when it snows, however<br />

juvenile that may sound.<br />

I suspect I am not the <strong>on</strong>ly adult who professes<br />

a childlike love of a good snowfall. A few weeks ago,<br />

the Grand Coulee area got a w<strong>on</strong>derful snowstorm.<br />

Friday night saw crowds of families at North Dam<br />

Park careening down the local sledding hill. It didn’t<br />

seem to matter that the mercury didn’t even top 20<br />

degrees. Kids from toddlers to teenagers were bundled<br />

up, shoving the powdery snow in their mouths<br />

and flopping down in the soft white fluff to make snow<br />

angels. Adults were scattered across the rim of the<br />

hill, c<strong>on</strong>tent to watch their happy children cavort in<br />

the snow. Some of them, myself included, catapulted<br />

down the hill with them, laughing in equal delight.<br />

Some<strong>on</strong>e even put their muscles to work and built<br />

a questi<strong>on</strong>able jump off the c<strong>on</strong>crete benches <strong>for</strong> the<br />

downhill racers.<br />

After 31 <strong>years</strong> of work with the<br />

federal government, Cyril K<strong>on</strong>zal<br />

retired this week from the <str<strong>on</strong>g>USBR</str<strong>on</strong>g><br />

at Grand Coulee Dam.<br />

The Raider basketball team is<br />

still at the top of the CTL league<br />

with a 10-2 record <str<strong>on</strong>g>after</str<strong>on</strong>g> defeating<br />

Quincy 66-51.<br />

Regardless of the temperature, <str<strong>on</strong>g>after</str<strong>on</strong>g> a few trips up<br />

and down that hill toting a sled and a toddler, cold<br />

is the furthest thing from my mind. The simplistic<br />

w<strong>on</strong>der of frozen precipitati<strong>on</strong> apparently can bring<br />

out the best in me — I wasn’t cold<br />

<strong>on</strong>e bit.<br />

The anticipati<strong>on</strong> and activity of<br />

the holiday seas<strong>on</strong> has passed us,<br />

but that doesn’t necessarily mean<br />

we have to coco<strong>on</strong> ourselves in our<br />

houses until spring. With <strong>on</strong>ly<br />

four seas<strong>on</strong>s to the year, it seems<br />

a shame to waste <strong>on</strong>e of them simply<br />

waiting <strong>for</strong> it to be over.<br />

So, we go ice-skating in<br />

Wenatchee, skiing in Idaho, snowshoeing in Northrup<br />

Cany<strong>on</strong>, and sledding wherever we can find a suitable<br />

hill. People seem to be extra friendly when they<br />

are outdoors in a winter w<strong>on</strong>derland, like every<strong>on</strong>e<br />

is sharing in a small gift. Smiles are wide; c<strong>on</strong>versati<strong>on</strong>s<br />

with genderless strangers, bundled head to<br />

toe in unidentifiable gear are friendly and swift as<br />

you ride the chairlift or c<strong>on</strong>sole a crying child who<br />

flipped a sled.<br />

Like when I was a kid, snow seems to bring out<br />

the best in outdoor fun. There has been a lull of some<br />

m<strong>on</strong>ths when playing outdoors was top <strong>on</strong> our list of<br />

daily activities. It has been cold and dark. But somehow,<br />

when it’s cold and dark and snowy, the effect is<br />

softer, more inviting.<br />

I know that snow offers a substantial amount of<br />

inc<strong>on</strong>venience to most people. Shoveling a driveway<br />

is serious work. Roads are icy and dangerous, boots<br />

are muddy, and the parking lots are slippery. As I<br />

write this, the rain is washing away much of our<br />

accumulated snow and the feeble sun is melting the<br />

rest. I know most people around town will be happy<br />

about this, but I can’t help but hope the weatherman<br />

will tell me another big storm is <strong>on</strong> its way be<strong>for</strong>e<br />

our next seas<strong>on</strong> is up<strong>on</strong> us.<br />

Thirty Years Ago<br />

LeRoy M. Haag and Phil<br />

Haegen both received c<strong>on</strong>gratulati<strong>on</strong>s<br />

<strong>on</strong> their retirement from the<br />

<str<strong>on</strong>g>USBR</str<strong>on</strong>g>. Haag, an electrician, had<br />

over 39 <strong>years</strong> of service and Haegen,<br />

an engineer, had 34.<br />

Dr. Dean Patters<strong>on</strong> has recently<br />

opened offices in Coulee Dam.<br />

He has been with Indian Health<br />

services since 1978.<br />

Winners of the essay c<strong>on</strong>test<br />

sp<strong>on</strong>sored by the Friends of the<br />

Library included Leanne Lambert,<br />

jr. high; Debra Bailey, sixth grade<br />

and Josie Kelly, third grade.<br />

Bo Seiler retired from service<br />

<strong>for</strong> the state highway department<br />

recently. He had 32 <strong>years</strong> of service.<br />

Twila Desautel, a fourth grader<br />

at Nespelem Elementary, is the local<br />

district champi<strong>on</strong> in the hoop<br />

shoot c<strong>on</strong>test held in Omak. She<br />

w<strong>on</strong> the girls’ 9- and 10- year-old<br />

divisi<strong>on</strong> she will compete in the<br />

Kingdome in Seattle during he<br />

SuperS<strong>on</strong>ic/Phoenix game. She is<br />

the daughter of Junior and C<strong>on</strong>nie<br />

Desautel of Nespelem.<br />

In basketball acti<strong>on</strong>, the Lady<br />

Raiders edged the Quincy Jackrabbits<br />

in a 44-38 thriller with Glennis<br />

Ware having the high score of 17<br />

points.<br />

Mr. and Mrs. Dennis Holbrock,<br />

<strong>for</strong>merly of Richland, are the new<br />

operators of the Melody Cafe and<br />

Lounge in the Community Center<br />

building in Coulee Dam. Dora<br />

Rose, well known Coulee Dam<br />

Carolyn Henke, a sophomore,<br />

Grand Coulee High School with a<br />

straight A average.<br />

Wesley Stuckey, s<strong>on</strong> of Mrs.<br />

battle with cancer, but<br />

even with his most<br />

stubbornness was<br />

unable to win. Rick<br />

was a very generous<br />

man who would do<br />

everything he could to<br />

help any<strong>on</strong>e if it was<br />

within his power and<br />

Laurena H. “Rene’” Anders<strong>on</strong>,<br />

68, peacefully passed away <strong>on</strong><br />

M<strong>on</strong>day, January 30, 2012, at her<br />

home in Electric City, surrounded<br />

by her loving family, <str<strong>on</strong>g>after</str<strong>on</strong>g> a battle<br />

with cancer. Rena was<br />

<strong>on</strong>e of two children,<br />

born <strong>on</strong> November 16,<br />

1943, in Victoria B.C.,<br />

Canada, to Cecil and<br />

Edna Beaman.<br />

When Rena was 5<br />

<strong>years</strong> old, her family<br />

moved from Victoria<br />

B.C., Canada, to Yakima,<br />

where she met<br />

and married her high<br />

<strong>school</strong> sweetheart Ken<br />

Anders<strong>on</strong> <strong>on</strong> March 29, 1961, and<br />

started their family together.<br />

Shortly <str<strong>on</strong>g>after</str<strong>on</strong>g> they were married,<br />

they moved to Rent<strong>on</strong>, where<br />

they both worked <strong>for</strong> Boeing. Ken<br />

began his own c<strong>on</strong>structi<strong>on</strong> business<br />

and they moved to Olympia<br />

in 1972 where they raised their<br />

three daughters.<br />

Her greatest joy was raising<br />

and caring <strong>for</strong> her family, who<br />

all have f<strong>on</strong>d memories of the<br />

w<strong>on</strong>derful times spent together<br />

at their baseball games, camping<br />

trips, vacati<strong>on</strong>s and with l<strong>on</strong>g time<br />

family friends.<br />

Rena was a leader of the Blue<br />

Birds and Camp Fire Girls and<br />

had both a cleaning and wallpaper<br />

hanging business <strong>for</strong> many <strong>years</strong>.<br />

She was a dedicated member of<br />

the Eagles and Moose clubs and<br />

She enjoyed going dancing, boating<br />

and vacati<strong>on</strong>ing with her family<br />

and friends. Some of her most<br />

memorable vacati<strong>on</strong>s<br />

were the family’s last<br />

trip to Florida in April<br />

2011 to celebrate her<br />

and Ken’s 50th wedding<br />

anniversary and<br />

numerous trips to the<br />

Hawaiian Islands. She<br />

always enjoyed her Canadian<br />

family reuni<strong>on</strong>s<br />

that were held ever<br />

three <strong>years</strong> and hosted<br />

the 2004 reuni<strong>on</strong> in<br />

Tymwater, Wash. Rena always<br />

had a great time going <strong>on</strong> road<br />

trips with her sister Pearl, and RV<br />

camping trips with her mom and<br />

stepfather Edna and Chuck. Rena<br />

was very adventurous; she water<br />

skied, snow skied, snowmobiled,<br />

went <strong>on</strong> white water rafting trips<br />

and would drive their RV with the<br />

ski boat hitched behind, to many<br />

of her favorite camping spots, including<br />

Vantage <strong>on</strong> the Columbia<br />

River and several beautiful lakes<br />

in Washingt<strong>on</strong> state. Rena always<br />

enjoyed finding a good deal at<br />

garage sales and thrift/antique<br />

stores. She loved to put puzzles together<br />

and to play card/dice games<br />

with her family and friends.<br />

After retiring in 2005, Ken and<br />

Rena moved across the mountains<br />

to Electric City, developing new<br />

four sisters, two brothers, many<br />

nephews and nieces, his daughters,<br />

grandchildren, great-grandchildren<br />

and most of all by his greatest<br />

love Sally. We will always have<br />

him in our hearts and our memories.<br />

Most of all we will see his<br />

smiling face every time we hear a<br />

good joke.<br />

1939, to Charles “Frank”<br />

and Elizabeth Jasper in<br />

D<strong>on</strong>nelly, Idaho. The<br />

family moved to Grand<br />

Coulee in 1945. She<br />

had eight brothers and<br />

two sisters. She completed<br />

first through 12th grade in<br />

Grand Coulee, and attended Central<br />

Washingt<strong>on</strong> College of Educati<strong>on</strong><br />

in Ellensburg, Wa. Her biggest<br />

dream was to teach children; she<br />

did this in her everyday life with<br />

every<strong>on</strong>e she knew. She helped her<br />

siblings raise their families l<strong>on</strong>g<br />

be<strong>for</strong>e she started <strong>on</strong>e of her own.<br />

She was active in the lives of her<br />

children, grandchildren and greatgrandchildren,<br />

there was hardly a<br />

child in Ester, Alaska, who did not<br />

benefit from her loving presence<br />

in their lives.<br />

In 19<strong>70</strong> she and her family<br />

moved to a cabin in Ester, Alaska,<br />

where she raised her three daughters:<br />

Barbara, Deborah and Shannan,<br />

and her s<strong>on</strong> Denis.<br />

There she became a leader and<br />

an ic<strong>on</strong>ic matriarch in the community.<br />

For over 30 <strong>years</strong> she was<br />

postmaster of Ester. Every<strong>on</strong>e<br />

knew her. Ruth helped organize<br />

many community events<br />

such as setting up the<br />

first book exchange at<br />

the post office, organizing<br />

countless holiday events<br />

from Easter egg hunts<br />

to Christmas caroling,<br />

and St<strong>on</strong>e Soup. In the<br />

early ’<strong>70</strong>s Ruth organized<br />

Ester’s first clean-up day<br />

and helped improve the<br />

community in countless<br />

ways. She was an active<br />

and central figure in the<br />

Ester Community Associati<strong>on</strong>, a<br />

member of the Ester Golden Gals<br />

(The Ester Homemaker’s Club),<br />

Ruth was a co-founder of the Ester<br />

Volunteer Fire Department, where<br />

through the <strong>years</strong> she served<br />

as president, secretary-treasurer,<br />

and organizer. She was a Civil Air<br />

Patrol officer <strong>for</strong> over a decade<br />

where both Shannan and Denis<br />

were cadets in the organizati<strong>on</strong>.<br />

A Christian in belief and acti<strong>on</strong>,<br />

Ruth volunteered her time<br />

as an advisor, and her passi<strong>on</strong> and<br />

love was visible in all she did. She<br />

was active in her church in Fairbanks,<br />

the First United Methodist<br />

and later St. Paul’s United Methodist<br />

Church. She was Past Supreme<br />

Deputy of Alaska Internati<strong>on</strong>al<br />

Order of Rainbow <strong>for</strong> Girls, Worthy<br />

Matr<strong>on</strong> of the Order of the Eastern<br />

Star, a member Amaranth, and<br />

Daughters of the Nile (all part<br />

of the Mas<strong>on</strong>ic family). Mother<br />

Advisor - Fairbanks Assembly #1<br />

Rainbow Girls, offices she held<br />

many times over. Ruth received the<br />

Cross of Color, the highest service<br />

award in Rainbow. She pushed the<br />

girls to be their best, offered guidance<br />

and support, and the lives of<br />

many young women are better <strong>for</strong><br />

having known her. In Ruth’s own<br />

words: “She loved the life of active<br />

service.”<br />

Ruth rejoined her parents, her<br />

s<strong>on</strong> Denis, and many loved <strong>on</strong>es<br />

who have g<strong>on</strong>e be<strong>for</strong>e her.<br />

She is survived by her daughters:<br />

Tracey was born in Tacoma,<br />

Idaho. Paternal grandparents<br />

were Melvin and Esther Buffalohead<br />

of P<strong>on</strong>ca City, Okla. In the<br />

days following her passing, her<br />

flew up from Oklahoma to pay<br />

While Tracey was a beloved<br />

her ten year-old daughter, Mia Mi-<br />

Wa-Sa Neveah Stegman. Mia was<br />

born to Mys<strong>on</strong> Stegman (Tacoma)<br />

and Tracey <strong>on</strong> October 5, 2001, at<br />

Tacoma General Hospital.<br />

Mia has endured a significant<br />

loss in her young life; her mother<br />

was her best-friend. Mia has<br />

shown excepti<strong>on</strong>al courage and<br />

strength; please c<strong>on</strong>tinue to keep<br />

her in your thoughts and prayers.<br />

Tracey loved splurging and<br />

spending time with her daughter,<br />

nieces and nephews. She was<br />

eager to volunteer to take them<br />

where ever she went; even if it<br />

meant taking two trips to fit them<br />

all.You could find Tracey singing<br />

and dancing in the kitchen while<br />

cooking; never <strong>on</strong>e to shy away<br />

from acting silly to arouse a good<br />

laugh (at her expense). Tracey<br />

lived and traveled many places,<br />

she finally settled and called Tacoma<br />

home. One of her favorite<br />

places was Pike Street Market;<br />

she sampled her way through the<br />

food and vegetable stalls. Her favorite<br />

color was (anything) animal<br />

print.<br />

Melissa is the daughter of Jeff T<strong>on</strong>g of Livingst<strong>on</strong>, M<strong>on</strong>t., and Nancy<br />

T<strong>on</strong>g of Bozeman. She is a 1998 graduate of Belgrade High School and<br />

employed with Gibs<strong>on</strong> Guitar. Timothy is the s<strong>on</strong> of Vern Heizer of<br />

Spokane and Judy Wall of Electric City. He is a 1999 graduate of Omak<br />

High School and attending M<strong>on</strong>tana State University.<br />

The couple has set Saturday, April 21, 2012, at 4 p.m. in Spokane,<br />

as their wedding date.<br />

It’s a boy <strong>for</strong> the Allens<br />

Lisa and Matt Allen of Ephrata are proud to announce the birth<br />

of their s<strong>on</strong> Atticus Roosevelt Allen, born Saturday, Jan. 28, 2012, at<br />

Coulee Medical Center in Grand Coulee. He weighed 7 lbs., 11 oz., and<br />

was 20.5 inches in length at birth.<br />

at the North Sub-Regi<strong>on</strong>al last<br />

Saturday at Lake Roosevelt.<br />

At the all-B North Sub-Regi<strong>on</strong>al,<br />

the top six in each weight class<br />

advanced <strong>on</strong> to this Saturday.<br />

Raiders Orrin Gross and Levi<br />

Seylor each took first place in<br />

their weight classes. Gross, at 138<br />

pounds, and Seylor (182) al<strong>on</strong>g the<br />

way dominated with pins or major<br />

decisi<strong>on</strong>s in all of their matches.<br />

Boys extend win streak<br />

The Raiders are coming into the last week<br />

of the regular seas<strong>on</strong> with an 11-game winning<br />

streak <strong>for</strong> a overall record of 14-4 and a Central<br />

Washingt<strong>on</strong> North record of 11-0.<br />

This past week’s wins came <strong>on</strong> the road<br />

<strong>on</strong> Tuesday at Brewster and <strong>on</strong> Thursday at<br />

Mans<strong>on</strong>.<br />

The Mans<strong>on</strong> game was rescheduled <strong>for</strong><br />

Thursday from the previously scheduled night<br />

of Friday, Feburary 3, because of a gym use<br />

c<strong>on</strong>flict.<br />

The Raiders took the Trojans out of the game<br />

by halftime, with the score 41-22. Third quarter<br />

success c<strong>on</strong>tinued <strong>for</strong> the Raiders as they had<br />

23 points to the Trojans 4 to end any doubt<br />

about whether Mans<strong>on</strong> would come back.<br />

The final score landed at LR 76-Mans<strong>on</strong><br />

40.<br />

The star per<strong>for</strong>mance <strong>for</strong> the Raiders came<br />

from Ty Egbert who scored 40 points <strong>on</strong> the<br />

Waters also hit a speed bump<br />

in the <strong>for</strong>m of a <strong>on</strong>e-point loss to<br />

Shane Coleman of Libery Bell.<br />

Head Coach Brad Wils<strong>on</strong> had this to say<br />

about the win at Mans<strong>on</strong>,<br />

“We played an outstanding third quarter,<br />

defensively,” said Head Coach Brad Wils<strong>on</strong>,<br />

“and allowed <strong>on</strong>ly a desperati<strong>on</strong> three at the<br />

end of a shot clock and <strong>on</strong>e free throw. We also<br />

attacked the basket well to compensate <strong>for</strong><br />

making no three pointers.”<br />

The win over Mans<strong>on</strong> was a “should-win”<br />

game <strong>for</strong> the Raiders, whereas the game <strong>on</strong><br />

Tuesday at Brewster was still in doubt at the<br />

tip-off.<br />

The Bears played tough defense <strong>on</strong> Egbert at<br />

both hoops, using two guys to cover <strong>on</strong> defense<br />

and <strong>on</strong>e <strong>on</strong> offense to disrupt Egbert’s defensive<br />

play. That put <strong>on</strong>e Raider open <strong>on</strong> offense at all<br />

times, and the Bears fell to a 10-point deficit<br />

at the half.<br />

which almost didn’t get organized<br />

Prevailing <strong>on</strong> the word “ecstatic,”<br />

Sydney Mathes<strong>on</strong> w<strong>on</strong> the<br />

local c<strong>on</strong>test am<strong>on</strong>g a dozen of the<br />

<strong>school</strong>’s best spellers. Rylee Pitner,<br />

a sixth-grader, came in sec<strong>on</strong>d <strong>on</strong><br />

“envoy.”<br />

said the bee came together, despite<br />

being notified by Scripps Nati<strong>on</strong>al<br />

Spelling Bee that the past regi<strong>on</strong>al<br />

sp<strong>on</strong>sor, The Wenatchee World,<br />

had dropped its sp<strong>on</strong>sorship.<br />

The Washingt<strong>on</strong> Apple Educati<strong>on</strong><br />

Foundati<strong>on</strong> stepped in, however,<br />

and a scaled-down schedule<br />

emerged. The new schedule eliminates<br />

the county bee entirely, Norris<br />

said. and this year’s spelling<br />

bee pitted the top spellers of each<br />

grade against each other, 5th-8th<br />

grade, who all did “a terrific job”<br />

and found the open guy.”<br />

The Raiders enter the last week of the regular<br />

road game at Oroville scheduled last night and<br />

win-loss record of 12-6 overall and<br />

8-2 in league play, including last<br />

week’s heart breaker at Brewster<br />

Tuesday night and a blowout win<br />

at Mans<strong>on</strong> <strong>on</strong> Thursday.<br />

At Mans<strong>on</strong>, the Lady Raiders<br />

jumped out to another fast start<br />

<strong>for</strong> a halftime lead of 36-6.<br />

In the sec<strong>on</strong>d half, the girls hit<br />

the cruise c<strong>on</strong>trol and scored another<br />

26 points, holding the Trojans<br />

scoreless in the third quarter.<br />

All 10 girls at the game scored,<br />

with Keya Fasthorse and Johnny<br />

McCraigie leading the Ladies with<br />

In the first quarter, the Bears<br />

came out with a press and grabbed<br />

an early lead <strong>on</strong> the hot hands of<br />

Becky Taylor, who ended up with<br />

1/30 - Police are asking the<br />

Grant County Prosecutor’s office<br />

to file possessi<strong>on</strong> of a c<strong>on</strong>trolled<br />

substance (methamphetamine),<br />

possessi<strong>on</strong> of drug paraphernalia,<br />

and making false statements<br />

against a Grand Coulee man officers<br />

say dropped a smoking pipe<br />

at the counter of a local business<br />

as he was leaving. The man denied<br />

that the pipe was his. It is being<br />

sent to the crime lab to see if fingerprints<br />

can be lifted from it. He<br />

was released pending the results<br />

of tests.<br />

- Two juveniles, <strong>on</strong>e a 16-yearold<br />

from Electric City and the<br />

other a 17-year-old from Nespelem,<br />

were arrested while walking with<br />

backpacks near the overlook area<br />

just above Grand Coulee Dam.<br />

Both were wanted <strong>on</strong> warrants.<br />

After c<strong>on</strong>firming the warrants,<br />

officers found a large number of<br />

cart<strong>on</strong>s and single packs of cigarettes<br />

in the backpacks, valued at<br />

over $1,200. After checking with<br />

Coulee Dam Police it was learned<br />

that there had been a burglary at<br />

a “smoke shop” there and that the<br />

cigarettes checked out to be those<br />

that were missing. The Nespelem<br />

youth is being charged with possessi<strong>on</strong><br />

of stolen property, making<br />

false statements, being a minor in<br />

possessi<strong>on</strong> of alcohol and obstructing<br />

a public servant. The Electric<br />

City youth is being charged with<br />

possessi<strong>on</strong> of stolen property, resisting<br />

arrest, and obstructing a<br />

public servant.<br />

1/31 - An Electric City man and<br />

wife told police that some<strong>on</strong>e had<br />

entered their residence late at<br />

night and taken two swords valued<br />

at $500 each, a collecti<strong>on</strong> of coins<br />

and some Mas<strong>on</strong>ic memorabilia.<br />

They awoke and saw shadows<br />

near their bedroom. The man got<br />

a baseball bat, went downstairs<br />

and found that the intruders had<br />

taken his wife’s purse out <strong>on</strong>to the<br />

deck but hadn’t taken the c<strong>on</strong>tents.<br />

Police found footprints in the snow<br />

and took pictures of tire prints<br />

and are investigating. The report<br />

said the parties got in through an<br />

unlocked door.<br />

- A Grand Coulee man asked <strong>for</strong><br />

assistance when he reportedly became<br />

dizzy and was afraid to drive.<br />

He was taken to Coulee Medical<br />

Center <strong>for</strong> observati<strong>on</strong>.<br />

- Police were called to Electric<br />

City’s city hall where it was reported<br />

that an assault had taken<br />

place. City officials stated that<br />

they didn’t know why police were<br />

called.<br />

- A Lincoln Street resident in<br />

Electric City told police that some<strong>on</strong>e<br />

had taken an air-operated<br />

impact wrench and had used it to<br />

start loosening the lug bolts <strong>on</strong> his<br />

vehicle. The man told police who he<br />

thought might have taken the tool,<br />

and officers are investigating.<br />

2/1 - A woman told police that<br />

a neighbor in Electric City had<br />

reported that an emergency tool<br />

chest had been taken. She said<br />

there were tracks in the snow<br />

around the residence, shed and all<br />

the vehicles.<br />

- A man told police that an exgirlfriend<br />

had taken their children<br />

to go get the children and bring<br />

them to him. He checked <strong>on</strong> the<br />

children and reported to the man<br />

that they were OK and that he<br />

needed a court order or a parenting<br />

plan in regard to the children.<br />

2/2 - A man offered to sell a new<br />

chainsaw to another man in Electric<br />

City. The man refused to purchase<br />

the chainsaw and followed<br />

the man to an address <strong>on</strong> Electric<br />

Boulevard, and then reported it<br />

to police.<br />

- An Electric City woman and<br />

her Soap Lake boyfriend tried<br />

to cash a check <strong>for</strong> groceries and<br />

overage at Safeway but a clerk<br />

noticed that the check blank bel<strong>on</strong>ged<br />

to another party, who, when<br />

c<strong>on</strong>tacted, said the customer was<br />

not authorized to use the account.<br />

Police are asking the Grant County<br />

prosecutor to charge the woman<br />

with identity theft, <strong>for</strong>gery and<br />

third-degree theft.<br />

2/3 - A man living in C<strong>on</strong>tinental<br />

Heights told police that loud<br />

music was keeping him awake.<br />

The officer found that the music<br />

noise was coming from the Wolf’s<br />

Den Bar. The bartender was told<br />

to turn the music down.<br />

- A Phoenix police detective<br />

asked <strong>for</strong> an officer’s assistance<br />

in c<strong>on</strong>tacting a woman now living<br />

here who had reportedly stated to<br />

some<strong>on</strong>e that she had been inappropriately<br />

touched by a member<br />

of her Phoenix church. The officer<br />

c<strong>on</strong>tacted the woman, who denied<br />

that anything wr<strong>on</strong>g had taken<br />

place.<br />

- An officer answered a complaint<br />

of loud music at a residence<br />

in Electric City, where he noticed<br />

a scent of burnt marijuana coming<br />

from the house. A man told<br />

the officer where the marijuana<br />

was located and a c<strong>on</strong>tainer with<br />

“green leafy” material was found<br />

al<strong>on</strong>g with two smoking devices.<br />

The man is being charged with<br />

possessi<strong>on</strong> and having the smoking<br />

devices.<br />

2/4 - An Elmer City man was<br />

arrested and charged with driving<br />

while under the influence and possessi<strong>on</strong><br />

of marijuana <str<strong>on</strong>g>after</str<strong>on</strong>g> he was<br />

observed nearly striking the guard<br />

rail and crossing the center line<br />

in Electric City. The man’s vehicle<br />

was towed.<br />

- An Elmer City man taking<br />

pictures near the dam was advised<br />

he was in a restricted area.<br />

He told the officer that he used to<br />

work <strong>for</strong> the Bureau of Reclamati<strong>on</strong>.<br />

After checking <strong>on</strong> the man<br />

he was cleared to finish taking the<br />

pictures.<br />

2/5 - A bartender called police<br />

<strong>on</strong> a possible weap<strong>on</strong>s problem.<br />

When the officer arrived at the<br />

bar he found that a pers<strong>on</strong> who<br />

was intoxicated had a hunting<br />

knife <strong>on</strong> his belt and was trying<br />

to pick a fight with other patr<strong>on</strong>s.<br />

The bartender took the knife, but<br />

returned it when the man left.<br />

Coulee Dam Police<br />

2/2 - Police stopped a vehicle<br />

with an inoperative brake light<br />

and found that the driver had<br />

his license suspended and had a<br />

warrant out <strong>for</strong> his arrest. He was<br />

taken to Grant County Jail <strong>on</strong> the<br />

warrant.<br />

2/3 - A 17-year old female student<br />

was taken to Okanogan County<br />

juvenile facility <str<strong>on</strong>g>after</str<strong>on</strong>g> threatening<br />

a teacher at Lake Roosevelt<br />

High School. Police are asking that<br />

a charge of fel<strong>on</strong>y harassment be<br />

made against the woman.<br />

2/4 - A suspicious man was<br />

walking near Mas<strong>on</strong> City Park<br />

and the museum grounds, and<br />

an officer caught up with him <strong>on</strong><br />

Holly Street. He said he had lost<br />

$20 and was looking <strong>for</strong> it. He was<br />

identified by tattoos <strong>on</strong> his upper<br />

arm. No crime was committed so<br />

the man wasn’t arrested.<br />

- A man was c<strong>on</strong>fr<strong>on</strong>ted by<br />

police <str<strong>on</strong>g>after</str<strong>on</strong>g> being seen <strong>on</strong> Holly<br />

Street and hiding in the back yard<br />

of a residence there. He said he<br />

was hiding because he thought<br />

police were following him. He said<br />

he didn’t have any drugs <strong>on</strong> him,<br />

<strong>on</strong>ly Zig Zag cigarette papers. He<br />

told the officer that he didn’t have<br />

any marijuana because he didn’t<br />

have any m<strong>on</strong>ey.<br />

- A man told an officer called to<br />

Coulee Medical Center by a staff<br />

pers<strong>on</strong> that he had been bitten by<br />

his own dog. He said he planned<br />

to get rid of the dog because he<br />

was afraid it might bite <strong>on</strong>e of his<br />

children.<br />

2/7 - An officer resp<strong>on</strong>ded to a<br />

barking dog complaint and found<br />

the dog, a male retriever, tangled<br />

by its chain around a sign post. The<br />

officer got the dog loose and tried<br />

to follow it to its home but couldn’t<br />

track the dog.<br />

- Tribal police asked <strong>for</strong> assistance<br />

in in<strong>for</strong>ming a man who<br />

lives at a Columbia River Drive<br />

apartment that a youth that lives<br />

with him was at Coulee Medical<br />

Center.<br />

The mean amounts <strong>for</strong> January<br />

are: snowfall 6.2 inches and<br />

precipitati<strong>on</strong> 1.08 inches. Well, we<br />

are in February now and under an<br />

Air Stagnati<strong>on</strong> Advisory <strong>issue</strong>d<br />

by the Nati<strong>on</strong>al Weather Service.<br />

History shows us to be prepared<br />

<strong>for</strong> a c<strong>on</strong>tinued wet trend. In our<br />

dry envir<strong>on</strong>ment we can always<br />

use it. The mean snowfall <strong>for</strong> February<br />

is 2.5 inches (record high occurred<br />

in 1959 of 17.1 inches) and<br />

0.92 inches of precipitati<strong>on</strong> (with a<br />

record high in 1940 of 3.58 inches).<br />

Temperatures should begin to<br />

moderate just a bit. Yet, extremes<br />

are there in our history just like<br />

January. We experienced an alltime<br />

record high of 61°F in 1995<br />

and a record low of minus 15°F in<br />

1950. By the way, I d<strong>on</strong>’t put much<br />

stock in animal shadows. So, no<br />

words here about Pennsylvania’s<br />

Punxsutawney Phil; wishing him<br />

all the luck of course. Sixteen<br />

<strong>years</strong> ago, in 1996, Washingt<strong>on</strong>,<br />

Oreg<strong>on</strong> and Idaho experienced<br />

major flooding. Western and<br />

Southeastern Washingt<strong>on</strong> state,<br />

Northern Idaho and most all of<br />

Oreg<strong>on</strong> saw flooding. Three people<br />

lost their lives here in Washingt<strong>on</strong><br />

and close to $1 billi<strong>on</strong> in damages<br />

occurred throughout the three<br />

states. Depending <strong>on</strong> amount of<br />

snowpack, warming late winter<br />

temperatures al<strong>on</strong>g with late winter<br />

rain storms, flooding is something<br />

that all communities must<br />

be prepared <strong>for</strong> and address here<br />

in the Northwest. The sky has been<br />

clear of late, so I’ll start menti<strong>on</strong>ing<br />

some of the<br />

great opportunities<br />

<strong>for</strong> night<br />
