Historically
The National Committee of Soviet Physicists was established in the Soviet
Union – a scientific community, that jointed
• physicists were working in the institutions of the Academy of Sciences
and
• physicists – Members of the Academy but not working in it.
The first President of the National Committee of Soviet Physicists was
a Nobel Prize winner,
Full member of the Academy Professor Alexander M. Prokhorov.
The National Committee of Soviet Physicists had to represent the Soviet
Physical Science in the International Scientific Communities –
• International Union of Pure and Applied Physics
and later in
• European Physical Society as well.

Historically
The Academy of Sciences paid the Membership fees to the mentioned
above Scientific Communities.
The situation in Russia changed radically after 1991. The Russian
Academy of Sciences was established.
The National Committee of Soviet Physicists was transformed to the
National Committee of Russian Physicists with the same role.
In Russia, there were not and are not only physicists working in the
Academy. Many of them are working in universities, industry and schools.
The local physical societies have been setting up in order to associate those
scientists.
The most familiar of them -
• Moscow Physical Society,
• Euro- Asian Physical Society
were founded in Moscow.

Historically
The National Committee of Russian Physicists was and remains the only
scientific community in Russia who paid the membership fees to the
international organizations and whose members represented Russian
physical science in those authorities .

The United Physical Society Establishing
• 1998, May.
According to the initiative of National Committee of Russian Physicists,
Moscow Physical Society, Euro- Asian Physical Society and most of local
physical societies, the Joint Conference, in which took part representatives
from all Russia, established the
United Physical Society of the Russian Federation - UPS RF.
The mentioned above societies became its co-founders and local branches.
• 1998, September
The United Physical Society of the Russian Federation was registered by
the Ministry of Justice of the Russian Federation.

National Committee of Russian Physicists
Its role in the UPS RF
• The National Committee of Russian Physicists is acting in the frame of
the United Physical Society.
• It as always represents the Russian academic physical community in
the IUPAP, being its Member.
• As for the EPS is concerned.
From 1999 it is the United Physical Society of Russian Federation -
UPS RF, who is a collective member of the European Physical
Society. The National Committee has been told to represent
the UPS RF in the EPS.
• The President of the National Committee
(who is the President of the UPS RF as well),
Professor Leonid Keldysh and other leading officers participate at
EPS and IUPAP Council Meetings.

Its role in the UPS RF
• National Executive Committee is working in the contact with the East-
West Task Force of the EPS and expertize abstracts of those Russian
physicists, who apply to EW TF for getting financial support from the
EPS for their participation in conferences organized or sponsored by
the EPS. The most qualified physicists, Members of the Russian
Academy of Sciences make expertise. It is possible to be done because
most of them are the Board members of the General Physics and
Astronomy Department (GPAD) of the Russian Academy of Sciences
and regularly gather for the GPAD Board Session.
