Historically<br />

<strong>The</strong> National Committee <strong>of</strong> Soviet Physicists was established in <strong>the</strong> Soviet<br />

Union – a scientific community, that jointed<br />

• physicists were working in <strong>the</strong> institutions <strong>of</strong> <strong>the</strong> Academy <strong>of</strong> Sciences<br />

and<br />

• physicists – Members <strong>of</strong> <strong>the</strong> Academy but not working in it.<br />

<strong>The</strong> first President <strong>of</strong> <strong>the</strong> National Committee <strong>of</strong> Soviet Physicists was<br />

a Nobel Prize winner,<br />

Full member <strong>of</strong> <strong>the</strong> Academy Pr<strong>of</strong>essor Alexander M. Prokhorov.<br />

<strong>The</strong> National Committee <strong>of</strong> Soviet Physicists had to represent <strong>the</strong> Soviet<br />

<strong>Physical</strong> Science in <strong>the</strong> International Scientific Communities –<br />

• International Union <strong>of</strong> Pure and Applied Physics<br />

and later in<br />

• European <strong>Physical</strong> <strong>Society</strong> as well.


Historically<br />

<strong>The</strong> Academy <strong>of</strong> Sciences paid <strong>the</strong> Membership fees to <strong>the</strong> mentioned<br />

above Scientific Communities.<br />

<strong>The</strong> situation in Russia changed radically after 1991. <strong>The</strong> <strong>Russian</strong><br />

Academy <strong>of</strong> Sciences was established.<br />

<strong>The</strong> National Committee <strong>of</strong> Soviet Physicists was transformed to <strong>the</strong><br />

National Committee <strong>of</strong> <strong>Russian</strong> Physicists with <strong>the</strong> same role.<br />

In Russia, <strong>the</strong>re were not and are not only physicists working in <strong>the</strong><br />

Academy. Many <strong>of</strong> <strong>the</strong>m are working in universities, industry and schools.<br />

<strong>The</strong> local physical societies have been setting up in order to associate those<br />

scientists.<br />

<strong>The</strong> most familiar <strong>of</strong> <strong>the</strong>m -<br />

• Moscow <strong>Physical</strong> <strong>Society</strong>,<br />

• Euro- Asian <strong>Physical</strong> <strong>Society</strong><br />

were founded in Moscow.


Historically<br />

<strong>The</strong> National Committee <strong>of</strong> <strong>Russian</strong> Physicists was and remains <strong>the</strong> only<br />

scientific community in Russia who paid <strong>the</strong> membership fees to <strong>the</strong><br />

international organizations and whose members represented <strong>Russian</strong><br />

physical science in those authorities .


<strong>The</strong> <strong>United</strong> <strong>Physical</strong> <strong>Society</strong> Establishing<br />

• 1998, May.<br />

According to <strong>the</strong> initiative <strong>of</strong> National Committee <strong>of</strong> <strong>Russian</strong> Physicists,<br />

Moscow <strong>Physical</strong> <strong>Society</strong>, Euro- Asian <strong>Physical</strong> <strong>Society</strong> and most <strong>of</strong> local<br />

physical societies, <strong>the</strong> Joint Conference, in which took part representatives<br />

from all Russia, established <strong>the</strong><br />

<strong>United</strong> <strong>Physical</strong> <strong>Society</strong> <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Federation</strong> - UPS RF.<br />

<strong>The</strong> mentioned above societies became its co-founders and local branches.<br />

• 1998, September<br />

<strong>The</strong> <strong>United</strong> <strong>Physical</strong> <strong>Society</strong> <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Federation</strong> was registered by<br />

<strong>the</strong> Ministry <strong>of</strong> Justice <strong>of</strong> <strong>the</strong> <strong>Russian</strong> <strong>Federation</strong>.


National Committee <strong>of</strong> <strong>Russian</strong> Physicists<br />

Its role in <strong>the</strong> UPS RF<br />

• <strong>The</strong> National Committee <strong>of</strong> <strong>Russian</strong> Physicists is acting in <strong>the</strong> frame <strong>of</strong><br />

<strong>the</strong> <strong>United</strong> <strong>Physical</strong> <strong>Society</strong>.<br />

• It as always represents <strong>the</strong> <strong>Russian</strong> academic physical community in<br />

<strong>the</strong> IUPAP, being its Member.<br />

• As for <strong>the</strong> EPS is concerned.<br />

From 1999 it is <strong>the</strong> <strong>United</strong> <strong>Physical</strong> <strong>Society</strong> <strong>of</strong> <strong>Russian</strong> <strong>Federation</strong> -<br />

UPS RF, who is a collective member <strong>of</strong> <strong>the</strong> European <strong>Physical</strong><br />

<strong>Society</strong>. <strong>The</strong> National Committee has been told to represent<br />

<strong>the</strong> UPS RF in <strong>the</strong> EPS.<br />

• <strong>The</strong> President <strong>of</strong> <strong>the</strong> National Committee<br />

(who is <strong>the</strong> President <strong>of</strong> <strong>the</strong> UPS RF as well),<br />

Pr<strong>of</strong>essor Leonid Keldysh and o<strong>the</strong>r leading <strong>of</strong>ficers participate at<br />

EPS and IUPAP Council Meetings.


National Committee <strong>of</strong> <strong>Russian</strong> Physicists<br />

Its role in <strong>the</strong> UPS RF<br />

• National Executive Committee is working in <strong>the</strong> contact with <strong>the</strong> East-<br />

West Task Force <strong>of</strong> <strong>the</strong> EPS and expertize abstracts <strong>of</strong> those <strong>Russian</strong><br />

physicists, who apply to EW TF for getting financial support from <strong>the</strong><br />

EPS for <strong>the</strong>ir participation in conferences organized or sponsored by<br />

<strong>the</strong> EPS. <strong>The</strong> most qualified physicists, Members <strong>of</strong> <strong>the</strong> <strong>Russian</strong><br />

Academy <strong>of</strong> Sciences make expertise. It is possible to be done because<br />

most <strong>of</strong> <strong>the</strong>m are <strong>the</strong> Board members <strong>of</strong> <strong>the</strong> General Physics and<br />

Astronomy Department (GPAD) <strong>of</strong> <strong>the</strong> <strong>Russian</strong> Academy <strong>of</strong> Sciences<br />

and regularly ga<strong>the</strong>r for <strong>the</strong> GPAD Board Session.<br />

• <strong>The</strong> responsible persons for connection with <strong>the</strong> IUPAP and <strong>the</strong> EPS<br />

are:<br />
