Chair’s Message<br />
<strong>Australia</strong> <strong>Day</strong> is <strong>the</strong> day that we celebrate<br />
all that is great about <strong>Australia</strong> and being<br />
<strong><strong>Australia</strong>n</strong>. It affirms our commitment<br />
to playing an active part in <strong>the</strong> life <strong>of</strong> our<br />
remarkable nation.<br />
The National <strong>Australia</strong> <strong>Day</strong> Council (NADC)<br />
delivers a number <strong>of</strong> programmes that aim<br />
to engage every <strong><strong>Australia</strong>n</strong> in <strong>Australia</strong> <strong>Day</strong><br />
reflection, celebration and participation. Two<br />
NADC events - Dawn and <strong>Australia</strong> <strong>Day</strong> Live!<br />
– are particularly noteworthy for growing <strong>the</strong><br />
traditions <strong>of</strong> <strong>Australia</strong> <strong>Day</strong>.<br />
Dawn provides <strong>the</strong> nation with a moment <strong>of</strong><br />
reflection on what it means to be <strong><strong>Australia</strong>n</strong> before<br />
<strong>the</strong> day itself. This year, <strong>the</strong> Governor-General,<br />
His Excellency Major General Michael Jeffery<br />
AC CVO MC, was joined by ACT <strong><strong>Australia</strong>n</strong> <strong>of</strong> <strong>the</strong><br />
<strong>Year</strong> Michael Milton and <strong>the</strong> Young <strong><strong>Australia</strong>n</strong><br />
<strong>of</strong> <strong>the</strong> <strong>Year</strong> finalists on <strong>the</strong> summit <strong>of</strong> Mt Stromlo<br />
to contemplate <strong>the</strong> meaning <strong>of</strong> 26 January. In its<br />
third year, Dawn is a vital part <strong>of</strong> building on <strong>the</strong><br />
reflective nature <strong>of</strong> <strong>Australia</strong> <strong>Day</strong>.<br />
<strong>Australia</strong> <strong>Day</strong> Live! on <strong>Australia</strong> <strong>Day</strong> eve<br />
launches <strong>the</strong> beginning <strong>of</strong> festivities with<br />
a nationally broadcast concert held in <strong>the</strong><br />
capital city. The event aims to encourage every<br />
<strong><strong>Australia</strong>n</strong> to celebrate our national day in<br />
<strong>the</strong>ir own way: from hosting a backyard BBQ to<br />
attending an <strong><strong>Australia</strong>n</strong> Citizenship ceremony.<br />
Both <strong>of</strong> <strong>the</strong>se programmes go to <strong>the</strong> heart <strong>of</strong><br />
two <strong>of</strong> <strong>the</strong> NADC’s key goals for <strong>Australia</strong> <strong>Day</strong>:<br />
meaning and participation.<br />
National <strong>Australia</strong> <strong>Day</strong> Council annual report 2006-2007<br />
A third goal is recognition, and this comes<br />
through <strong>the</strong> <strong><strong>Australia</strong>n</strong> <strong>of</strong> <strong>the</strong> <strong>Year</strong> <strong>Awards</strong>.The<br />
awards programme has gone from strength<br />
to strength with 3,263 nominations and 111<br />
inspirational finalists drawn from across <strong>the</strong><br />
nation this year. The national recipients for 2007,<br />
Pr<strong>of</strong>essor Tim Flannery, Mr Phillip Herreen,<br />
Ms Tania Major and Mr Shanaka Fernando, are<br />
outstanding <strong><strong>Australia</strong>n</strong>s. Their stories encourage<br />
o<strong>the</strong>r <strong><strong>Australia</strong>n</strong>s to play an active part in<br />
<strong>the</strong>ir nation and this year’s expansion <strong>of</strong> <strong>the</strong><br />
Tour <strong>of</strong> Honour programme has increased <strong>the</strong><br />
opportunities for <strong><strong>Australia</strong>n</strong>s to hear from this<br />
amazing group first hand.<br />
Ano<strong>the</strong>r significant activity in 2007 was Look Up<br />
and Smile. This event photographed <strong>the</strong> beauty<br />
and celebration <strong>of</strong> <strong>Australia</strong> <strong>Day</strong> from space and<br />
high up in <strong>the</strong> sky, and saw <strong>the</strong> creation <strong>of</strong> <strong>the</strong><br />
largest ever Aboriginal artwork recorded at New<br />
Norcia in Western <strong>Australia</strong>.<br />
These initiatives are achieved through <strong>the</strong> NADC<br />
and its broad network <strong>of</strong> affiliates and partners.<br />
On behalf <strong>of</strong> <strong>the</strong> NADC, I want to thank our state<br />
and territory colleagues, our corporate partners<br />
and supporters and <strong>the</strong> <strong><strong>Australia</strong>n</strong> Government<br />

National Director’s Report<br />
The National <strong>Australia</strong> <strong>Day</strong> Council’s programmes<br />
encouraged reflection and celebration for<br />
<strong>Australia</strong> <strong>Day</strong> and <strong>the</strong> prominence <strong>of</strong> <strong>the</strong> <strong><strong>Australia</strong>n</strong><br />
<strong>of</strong> <strong>the</strong> <strong>Year</strong> <strong>Awards</strong> continued to inspire national<br />
pride and active citizenship this year.<br />
On <strong>Australia</strong> <strong>Day</strong> 2007, 28% <strong>of</strong> <strong><strong>Australia</strong>n</strong>s<br />
attended an organised <strong>Australia</strong> <strong>Day</strong> event and<br />
a fur<strong>the</strong>r 26% <strong>of</strong> <strong><strong>Australia</strong>n</strong>s celebrated with<br />
family or friends with <strong>the</strong> clearly articulated<br />
intention <strong>of</strong> acknowledging <strong>Australia</strong> <strong>Day</strong>.<br />
We have been delighted to see an enhanced<br />
understanding <strong>of</strong> <strong>the</strong> meaning <strong>of</strong> <strong>Australia</strong> <strong>Day</strong><br />
as being more than simply a public holiday. For<br />
example, <strong>the</strong> top reason for celebrating <strong>Australia</strong><br />
<strong>Day</strong> cited in NADC commissioned research was<br />
to celebrate being <strong><strong>Australia</strong>n</strong> and to celebrate<br />
<strong>the</strong> <strong><strong>Australia</strong>n</strong> way <strong>of</strong> life. 1<br />
There was also a record number <strong>of</strong> nominations<br />
for <strong>the</strong> <strong><strong>Australia</strong>n</strong> <strong>of</strong> <strong>the</strong> <strong>Year</strong> <strong>Awards</strong>. We<br />
were pleased to learn that 81% <strong>of</strong> <strong><strong>Australia</strong>n</strong>s<br />
considered <strong>the</strong> <strong><strong>Australia</strong>n</strong> <strong>of</strong> <strong>the</strong> <strong>Year</strong> <strong>Awards</strong><br />
important to <strong>the</strong> life <strong>of</strong> <strong>the</strong> nation. Of particular<br />
interest is <strong>the</strong> strong support from younger<br />
<strong><strong>Australia</strong>n</strong>s with 91% <strong>of</strong> people aged 18-24<br />
considering <strong>the</strong> <strong>Awards</strong> important. 2<br />

The Look Up and Smile project asked<br />
<strong><strong>Australia</strong>n</strong>s to put <strong>the</strong>mselves in <strong>the</strong><br />
picture by photographing <strong>the</strong>ir <strong>Australia</strong> <strong>Day</strong><br />
experiences. In addition three large scale<br />
artworks, photographed from high altitude<br />
aircraft, were created as one part <strong>of</strong> <strong>the</strong><br />
project. One <strong>of</strong> <strong>the</strong>se was <strong>the</strong> creation <strong>of</strong> <strong>the</strong><br />
largest-ever recorded Indigenous <strong><strong>Australia</strong>n</strong><br />
artwork at <strong>the</strong> Benedictine Community<br />
<strong>of</strong> New Norcia in Western <strong>Australia</strong>.<br />
An interactive <strong>Australia</strong> <strong>Day</strong> postcard<br />
website and competition was a new<br />
initiative and saw 12,000 entries received.<br />
The winners received a barbeque and<br />
barbeque pack.<br />
The tradition <strong>of</strong> <strong>the</strong> <strong>Australia</strong> <strong>Day</strong> Live!<br />
concert continued to build. It was again<br />
held on <strong>the</strong> lawns <strong>of</strong> Parliament House on<br />
25 January and was broadcast nationally<br />
on Network Ten.<br />
Hundreds <strong>of</strong> press articles and broadcast media<br />
stories and interviews that included NADC key<br />
messages were recorded across <strong>the</strong> country.<br />

The national primary schools competition<br />
achieved 400 entries and winners were<br />
awarded for each state and territory. The<br />
<strong>Australia</strong> <strong>Day</strong> education resources for upper<br />
and lower primary students were distributed<br />
to teachers upon request.<br />

Research indicated participation in <strong>Australia</strong><br />
<strong>Day</strong> is high with 28% <strong>of</strong> respondents attending<br />
an organised event, and 26% stating <strong>the</strong>y<br />
had “got toge<strong>the</strong>r with family / friends with<br />
<strong>the</strong> aim <strong>of</strong> celebrating <strong>Australia</strong> <strong>Day</strong>”.<br />
The <strong>Australia</strong> <strong>Day</strong> Live! concert grew in<br />
tradition and importance. After an excellent<br />
four-year relationship with Network Ten,<br />
<strong>the</strong> NADC has secured a partnership with<br />
<strong>the</strong> Nine Network for 2008 – 10.<br />
Anecdotal reports from <strong>the</strong> state and<br />
territory <strong>Australia</strong> <strong>Day</strong> Councils suggests<br />
that crowds remained strong at major<br />
capital city <strong>Australia</strong> <strong>Day</strong> events.<br />
In <strong>the</strong> national capital attendance at<br />
events remained strong with over 50,000<br />
people attending <strong>Australia</strong> <strong>Day</strong> events<br />
on 25 January and 26 January.<br />
Guest numbers were maintained at <strong>the</strong><br />
<strong>Australia</strong> Post corporate functions held<br />
in each state and territory.<br />
The <strong>Australia</strong> <strong>Day</strong> achievement medallion<br />
programme grew again in 2007 with 1,600<br />
medallions presented to government<br />
departments, agencies, and local committees.<br />
National leaders participated in<br />
<strong>Australia</strong> <strong>Day</strong> events and activities. The<br />
Governor-General, His Excellency Major<br />
General Michael Jeffery AC CVO MC,<br />
participated in Stromlo Dawn on 22 January.<br />
The Prime Minister, <strong>the</strong> Hon John Howard<br />
MP, announced <strong>the</strong> <strong><strong>Australia</strong>n</strong> <strong>of</strong> <strong>the</strong> <strong>Year</strong><br />
Award national recipients on 25 January<br />
and <strong>of</strong>ficiated at an <strong><strong>Australia</strong>n</strong> citizenship<br />
ceremony and flag-raising in Canberra<br />
on <strong>Australia</strong> <strong>Day</strong>.<br />

A Reconciliation Action Plan was developed<br />
along with a statement <strong>of</strong> <strong>the</strong> NADC’s<br />
commitment and intent to work towards<br />
reconciliation between Indigenous and<br />
non-Indigenous <strong><strong>Australia</strong>n</strong>s to enrich <strong>the</strong><br />
life <strong>of</strong> all <strong><strong>Australia</strong>n</strong>s.<br />
A specially commissioned Aboriginal<br />
artwork from <strong>the</strong> Yuat people, ‘Peace’,<br />
was recreated on an epic scale on <strong>Australia</strong><br />
<strong>Day</strong> 2007 at <strong>the</strong> Benedictine Community<br />
<strong>of</strong> New Norcia in Western <strong>Australia</strong>.<br />
A targeted media release about <strong>the</strong><br />
NADC’s commitment to reconciliation was<br />
distributed in <strong>the</strong> lead up to <strong>Australia</strong> <strong>Day</strong>.<br />
The Dawn event at Mt Stromlo continued a<br />
strong inclusive and reconciliation <strong>the</strong>me.<br />

on <strong>Australia</strong> <strong>Day</strong> at 4.30pm and again on<br />
Sunday 28 January at 12pm) with a total<br />
viewing audience <strong>of</strong> 467,000 people. After<br />

was developed, delivered and reviewed<br />
following each phase <strong>of</strong> <strong>the</strong> programme.<br />
Programme sponsorship increased by<br />
approximately 5.5% in <strong>the</strong> 2006 – 07<br />

achieved an integrated approach to business<br />

planning. Through <strong>the</strong> year <strong>the</strong> Network<br />
agreed on a Network Plan 2008 – 10.<br />
The plan outlines <strong>the</strong> key priorities <strong>of</strong><br />
<strong>the</strong> Network, being:<br />

The national network <strong>of</strong> state and territory<br />
<strong>Australia</strong> <strong>Day</strong> affiliate organisations has<br />
grown in strength in 2006 – 07. To support<br />
<strong>the</strong> delivery and administration <strong>of</strong> <strong>the</strong><br />
programmes, <strong>the</strong> NADC distributed a total <strong>of</strong><br />
$739,000 in grants to <strong>the</strong>se organisations.<br />
The NADC facilitated three major planning<br />
meetings <strong>of</strong> <strong>the</strong> Network through <strong>the</strong> year.<br />
This included two meetings <strong>of</strong> executive<br />
directors and one combined meeting <strong>of</strong> <strong>the</strong><br />
chairs and executive directors.<br />

In 2006 – 07, NADC programmes were<br />

business planning, <strong>the</strong> NADC has created a<br />
new business plan. The NADC Plan 2008 – 10<br />

was recruited in 2007 to ensure good<br />

Members’ equity (net assets) at 30 June<br />
2007 was $855,453 representing 17% <strong>of</strong><br />

success in raising sponsorship.<br />
A total <strong>of</strong> $3.06 million <strong>of</strong> cash and<br />
quantifiable contra sponsorship and<br />
partnership funds were secured for <strong>the</strong> year.<br />

4. Dividends<br />
No dividends have been paid or declared during<br />
<strong>the</strong> year and no dividends are proposed. The<br />
company is prohibited by its Memorandum<br />
and Articles <strong>of</strong> Association from making any<br />
distribution to its members.<br />
5. review <strong>of</strong> operations<br />
During <strong>the</strong> period ending 30 June 2007, <strong>the</strong><br />
national and state/territory network continued<br />
to deliver both national and state programmes.<br />
The <strong><strong>Australia</strong>n</strong> Government, through <strong>the</strong><br />
Department <strong>of</strong> <strong>the</strong> Prime Minister and Cabinet,<br />
provided a total <strong>of</strong> $2,302,000 towards <strong>the</strong><br />
funding <strong>of</strong> <strong>the</strong> company. Sponsors provided a<br />
total <strong>of</strong> $2,868,854 for national programmes,<br />
and part <strong>of</strong> this funding was allocated to state<br />
and territory <strong>Australia</strong> <strong>Day</strong> Councils for local<br />
projects.<br />

There have been no significant changes in <strong>the</strong><br />
state <strong>of</strong> affairs <strong>of</strong> <strong>the</strong> company during <strong>the</strong> period<br />

ACCouNtiNg poLiCies<br />
a) Basis <strong>of</strong> accounting<br />
This general purpose financial report has<br />
been prepared in accordance with <strong><strong>Australia</strong>n</strong><br />
Accounting Standards, o<strong>the</strong>r mandatory<br />
pr<strong>of</strong>essional reporting requirements (Urgent<br />
Issues Group Consensus Views) and <strong>the</strong><br />
Corporations Act 2001. It is prepared in<br />
accordance with <strong>the</strong> historical cost convention,<br />
except for property plant and equipment which<br />
are measured at fair value. The accounting<br />
policies adopted are consistent with those <strong>of</strong><br />
<strong>the</strong> previous year. Comparative information<br />
is reclassified where appropriate to enhance<br />
comparability.<br />

year and <strong>the</strong>n number, for example 2005-10<br />
indicates amendment 1 issued in 2005.<br />
The table below illustrates standards and<br />
amendments that will become effective for<br />
NADC in <strong>the</strong> future. The nature <strong>of</strong> <strong>the</strong> impending<br />
change within <strong>the</strong> table, has been out <strong>of</strong><br />
necessity abbreviated and users should consult<br />
<strong>the</strong> full version available on <strong>the</strong> AASB’s website<br />
to identify <strong>the</strong> full impact <strong>of</strong> <strong>the</strong> change. The<br />
expected impact on <strong>the</strong> financial report <strong>of</strong><br />
adoption <strong>of</strong> <strong>the</strong>se standards is based on NADC’s<br />
initial assessment at this date, but may change.<br />
NADC intends to adopt all <strong>of</strong> <strong>the</strong> standards upon<br />
<strong>the</strong>ir application date.<br />

c) property, plant and equipment<br />
Assets are brought to account at cost. Assets<br />
or groups <strong>of</strong> assets purchased costing $500<br />
and over are capitalised. Assets purchased<br />
costing under $500 are expensed in <strong>the</strong> year<br />
<strong>of</strong> purchase. Assets are revalued to fair value<br />
in line with <strong>the</strong> adoption <strong>of</strong> <strong>the</strong> <strong><strong>Australia</strong>n</strong><br />
Equivalents to International Financial Reporting<br />
Standards. Assets are revalued in line with <strong>the</strong><br />
directors valuation.<br />
d) Depreciation<br />
Depreciation is calculated using <strong>the</strong> straight-line<br />
method so as to write <strong>of</strong>f <strong>the</strong> cost <strong>of</strong> each noncurrent<br />
asset over its expected useful life. Additions<br />
are depreciated from <strong>the</strong> date <strong>of</strong> acquisition.<br />

e) revenue<br />
Revenue is recognised to <strong>the</strong> extent that it<br />
is probable that <strong>the</strong> economic benefits will<br />
flow to NADC and <strong>the</strong> revenue can be reliably<br />
measured. Commonwealth Government grants<br />
are recognised in <strong>the</strong> year received. Government<br />
and corporate sponsorships in cash and in kind<br />
are recognised as revenue in <strong>the</strong> period to which<br />
<strong>the</strong>y relate and are recognised at an estimated<br />
fair value on receipt. Revenue from <strong>the</strong> sales <strong>of</strong><br />
goods is recognised when control has passed to<br />
<strong>the</strong> buyer. Interest revenue is recognised when<br />
<strong>the</strong> control <strong>of</strong> <strong>the</strong> right to receive <strong>the</strong> interest<br />
payment occurs.<br />
f) inventory<br />
Inventories are valued at <strong>the</strong> lower <strong>of</strong> cost and<br />
net realisable value.<br />

g) employee entitlements<br />
Provision is made for <strong>the</strong> company’s liability<br />
for employee entitlements arising from<br />
services rendered by employees to balance<br />
date. Salaries and wages and annual leave<br />
entitlements are expected to be settled within<br />
one year. Long service leave entitlements are<br />
not expected to be settled within one year.<br />
Contributions are made by <strong>the</strong> company to<br />
employee superannuation funds and are<br />
charged as expenses when incurred.<br />
h) taxation<br />
Following a request to <strong>the</strong> <strong><strong>Australia</strong>n</strong> Taxation<br />
Office, <strong>the</strong> NADC is endorsed to access <strong>the</strong><br />
following tax concessions:<br />

Cash includes cash on hand and on deposit with<br />
financial institutions and are stated at <strong>the</strong>ir<br />
nominal value.<br />
j) financial instruments<br />
The policy on Financial Instruments disclosure<br />
is set out in Note 22.<br />
k) goods and services tax (gst)<br />
Revenues, expenses and assets are recognised<br />
net <strong>of</strong> <strong>the</strong> amount <strong>of</strong> GST, except where <strong>the</strong><br />
amount <strong>of</strong> GST incurred is not recoverable from<br />
<strong>the</strong> <strong><strong>Australia</strong>n</strong> Tax Office. In <strong>the</strong>se circumstances<br />
<strong>the</strong> GST is recognised as part <strong>of</strong> <strong>the</strong> cost <strong>of</strong><br />
acquisition <strong>of</strong> <strong>the</strong> asset or as part <strong>of</strong> an item<br />
<strong>of</strong> <strong>the</strong> expense. Receivables and payables in<br />
<strong>the</strong> statement <strong>of</strong> financial position are shown<br />
inclusive <strong>of</strong> GST.<br />

2. memBers’ guArANtee<br />
On 8 June 2006 <strong>the</strong> members <strong>of</strong> <strong>the</strong> NADC<br />
resolved, by special resolution that <strong>the</strong> NADC<br />
repeal its existing Memorandum and Articles<br />
<strong>of</strong> Association and that <strong>the</strong> NADC adopt<br />
a new Constitution.<br />
On 28 June 2006, <strong>the</strong> NADC added <strong>the</strong><br />
Commonwealth to <strong>the</strong> members’ register and<br />
<strong>the</strong> o<strong>the</strong>r members <strong>of</strong> <strong>the</strong> NADC resigned <strong>the</strong>ir<br />
membership, making <strong>the</strong> Commonwealth <strong>the</strong><br />
sole member <strong>of</strong> <strong>the</strong> NADC.<br />
The company is limited by guarantee. If <strong>the</strong><br />
company is wound up, <strong>the</strong> articles <strong>of</strong> association<br />
state that each member is required to contribute<br />
a maximum <strong>of</strong> $100 towards meeting any<br />
outstanding obligations <strong>of</strong> <strong>the</strong> company. As<br />
at 30 June 2007 <strong>the</strong> Commonwealth is <strong>the</strong><br />
sole member <strong>of</strong> <strong>the</strong> NADC.<br />
In relation to <strong>the</strong> ‘Retained Pr<strong>of</strong>its’ shown under<br />
‘Members’ Equity’, it should be noted that Clause<br />
1.4 Restriction on application <strong>of</strong> pr<strong>of</strong>its <strong>of</strong> <strong>the</strong><br />
company’s constitution provides that: “subject<br />
to Rule 1.5, all pr<strong>of</strong>its (if any) and o<strong>the</strong>r income<br />
and property <strong>of</strong> <strong>the</strong> Company must be applied<br />
in promoting <strong>the</strong> Objects and no part <strong>of</strong> <strong>the</strong>m<br />
may be paid, directly or indirectly, by way <strong>of</strong><br />
dividend, bonus, fee or o<strong>the</strong>rwise, to Members<br />
or Directors.”<br />

20. eCoNomiC DepeNDeNCy<br />
The operations <strong>of</strong> <strong>the</strong> company are dependent on an annual monetary grant from <strong>the</strong><br />
<strong><strong>Australia</strong>n</strong> Government.<br />

As at 30 June 2007 <strong>the</strong> NADC employed eight full time and two part time employees.<br />

(a) interest rate risk<br />
The company’s exposure to interest rate risk, which is <strong>the</strong> risk that a financial instrument’s value will<br />
fluctuate as a result <strong>of</strong> changes in market interest rates and <strong>the</strong> effective weighted average interest<br />
rates on those financial assets and financial liabilities, is as follows on Page 43.<br />
(b) Credit risk<br />
The company’s exposure to interest rate risk, which is <strong>the</strong> risk that a financial instrument’s value will<br />
