Develop<strong>in</strong>g <strong>the</strong> APPM<br />

<strong>Action</strong> 108 of Quality and Fairness set out that <strong>the</strong> APPM would be published <strong>in</strong> October 2002. The development of <strong>the</strong> plan has been <strong>the</strong> responsibility of <strong>the</strong><br />

Department of <strong>Health</strong> and Children (DoHC) and <strong>the</strong> <strong>Health</strong> <strong>Service</strong> Employers Agency (HSEA) <strong>in</strong> consultation with <strong>the</strong> National Partnership Forum (NPF).<br />

Follow<strong>in</strong>g <strong>the</strong> example of Quality and Fairness it was decided that a consultative approach would be adopted <strong>in</strong> develop<strong>in</strong>g <strong>the</strong> APPM. The development process<br />

was commenced <strong>in</strong> February 2002 when DoHC organised a meet<strong>in</strong>g with some of <strong>the</strong> major stakeholders on <strong>the</strong> management side to assess <strong>the</strong> scope of <strong>the</strong><br />

project. The stakeholders <strong>in</strong>cluded <strong>the</strong> HSEA, DoHC, <strong>the</strong> Office <strong>for</strong> <strong>Health</strong> <strong>Management</strong> (OHM), <strong>the</strong> Human Resource Directors (HRDs) of <strong>the</strong> <strong>Health</strong> Boards<br />

and Eastern Regional <strong>Health</strong> Authority (ERHA), and <strong>the</strong> Human Resource Managers from <strong>the</strong> Dubl<strong>in</strong> Academic Teach<strong>in</strong>g Hospitals (DATHs). Follow<strong>in</strong>g <strong>the</strong> <strong>in</strong>itial<br />

meet<strong>in</strong>g, <strong>the</strong> <strong>Health</strong> <strong>Service</strong> National Partnership Forum was briefed on <strong>the</strong> approach and four trade union representatives jo<strong>in</strong>ed <strong>the</strong> plenary group.<br />

In recognition of <strong>the</strong> significant work that has taken place <strong>in</strong> recent years it was decided to develop <strong>the</strong> plan us<strong>in</strong>g a three staged approach. The first step was a<br />

diagnosis of <strong>the</strong> current position. This set out where <strong>the</strong> current positives and negatives lie. The next stage was to determ<strong>in</strong>e <strong>the</strong> vision of HRM <strong>for</strong> <strong>the</strong> health<br />

service follow<strong>in</strong>g <strong>the</strong> implementation of <strong>the</strong> APPM. The f<strong>in</strong>al stage was determ<strong>in</strong><strong>in</strong>g <strong>the</strong> appropriate actions that are required to move from <strong>the</strong> current position,<br />

towards <strong>the</strong> future vision.<br />

In order to progress <strong>the</strong> plan between plenary sessions a subgroup was <strong>for</strong>med. The composition of this group is set out below:<br />

� Ms Síle Flem<strong>in</strong>g, Director of Human Resources, Eastern Regional <strong>Health</strong> Authority<br />

� Ms Helen Frankl<strong>in</strong>, National Secretary, Medical Laboratory Scientists Association<br />

� Dr Lara<strong>in</strong>e Joyce, Deputy Director, Office <strong>for</strong> <strong>Health</strong> <strong>Management</strong>
