Preface 

The Tanzania Commission for Universities (TCU) through its mandate as spelt out in the 

Universities Act, Cap. 346 of the Laws of Tanzania in collaboration with the National Council for 

Technical Education (NACTE), National Examinations Council of Tanzania (NECTA), the Higher 

Education Students Loans Board (HESLB) and higher education institutions have improved the 

Central Admissions System (CAS) which has been in operation since 2010/2011 academic year. 

Through the system, applicants to higher education institutions are able to lodge applications 

online and be selected to programmes of their choice centrally. The processing is based on the 

minimum programme entry and other requirements of each institution in the country including 

admission capacity and other parameters. The decision on the actual admission of applicants is 

then made by the individual institutions through their Governing Boards and Senates. 

The Admissions Guidebook (Guidebook) is meant to provide the applicants with basic 

information on matters related to the entire process of admissions through the Central Admission 

System. The Guidebook is for CAS and non-CAS institutions and will cover the 2012 – 2015 

period. Any additional information after the publication of this Guidebook will be issued as a 

supplement to this publication. The Guidebook indicates the programmes offered in each higher 

education institution as approved by TCU or NACTE. In addition, it indicates the minimum entry 

requirements, institutional capacity, fee structure for each programme, maximum loanable amount 

for programmes of national priority and other relevant information (For more information on 

Loans the applicant is advised to refer to the Guidelines and Criteria for Issuance of Student Loans 

and Grants for 2012/2013 academic year issued by the Higher Education Students’ Loans Board). 

The Guidebook provides a step-by-step procedure on how to apply through CAS using the Internet 

or SMS. Applicants are therefore, strongly advised to read the Admissions Guidebook before they

1. Introduction 


The Tanzania Commission for Universities (TCU) in collaboration with National Council 

for Technical Education (NACTE) have prepared this Admissions Guidebook as a tool to 

simplify the admission process in the country. The Admissions can be processed through two 

systems, Central Admission System (CAS) and direct applications to institutions. Through 

the Central Admission System applications can be lodged either through the Internet or the 

mobile phone SMS application. The process is interactive in such a way that the applicant 

can easily and conveniently follow the instructions given by the system in the course of 

lodging an application. In addition, the Guidebook has the following information: 

• Important dates to be adhered to during the application process; 

• List of participating institutions in the CAS; 

• Programme codes for each institution; 

• Minimum entry requirements for each programme; 

• Application fees and procedures for payment; 

• Maximum loanable amount for priority programmes (For more information on Loans 

refer to Issuance of Loans Guidelines and Criteria for academic year 2012/2013 

issued by HESLB); 

• Categories of applicants eligible to use the Central Admission System; 

• Procedure for application through Internet and SMS; 

• Other services offered by the Central Admission System. 

2. Important dates 

In order for the applications to be considered and processed without due stress, applicants 

are advised to observe and adhere to the dates indicated in Table 1. Failure to adhere to 

these dates may result into rejection of applications. In any case, no admission will be 

processed beyond the set deadlines.

3. Entry routes into higher education institutions 

For academic year 2012/2013, applicants into higher education institutions will be 

categorized as follows: 

a) Direct Applicants include: 

i) All who completed their Advanced Level Secondary Education in years 2010, 

2011 and 2012; 

ii) All who completed their Ordinary Diploma (NTA level 6) in years 2009/2010, 

2010/2011 and those who will complete their studies in 2011/2012; and 

iii) All who completed their Diploma in Teacher Education in years 2009/2010, 

2010/2011 and those who will complete their studies in 2011/2012 

b) Indirect Applicants 

i) All who completed their Advanced Level Secondary Education in years 1988 

to 2009; 

ii) All who completed their Ordinary Diploma (NTA level 6) in the year 2008; 

and 

iii) All who completed their Diploma in Teacher Education in years 1988 to 

2009. 

c) Equivalent Applicants include holders of: 

i) Diplomas (Non-NTA level 6) offered by Tanzanian institutions and have 

been recognized by NACTE; 

ii) Diplomas from outside Tanzania which have been recognized by NACTE; 

iii) Bachelor degrees related to the sought programme. e.g. B.Com -- or B.A 

Economics; 

iv) Post-Form VI Certificates of one year and above offered by universities or 

professional bodies such as NBAA and PSPTB (former NBMM) that have 

been recognized by NACTE. 

NB: 1. All applicants under Category a) and b) will apply through the 

Central Admission System 

2. All applicants under Category c) will apply directly to institutions of 

their choice. 

4. Types of higher education delivery modes 

Applicants should note that there are two modes of higher education delivery, namely, 

Conventional or Regular mode and Open and Distance Learning (ODL). Conventional 

mode of programme delivery is classroom-based while ODL is a mode where there are 

no regular classes. Students under ODL mode conduct their study using self-instruction 

materials and structured face-to-face interaction with their lecturers or instructors.

Applicants should thus bear in mind that all programmes offered by the Open University of 

Tanzania (OUT) are delivered through ODL mode. Therefore there are no regular classes 

or continuous interaction with lecturers/ instructors at he open University of Tanzania. 

Likewise, some programmes offered by Kampala International University Dar es Salaam 

Constituent College (KIUDCC) are also through the ODL mode. 

5. CAS Institutions 

The Government directed from 2010/2011 academic year onwards that higher education 

institutions should admit students through the Central Admission System. Institutions not 

participating in CAS will continue to process the admissions through their institutions and 

upload the selected applicants into the system for TCU and NACTE approval. Table 2 shows 

the list of participating institutions in CAS in 2012/2013 academic year. Institutions which 

will participate in CAS after the publication of this guide book will be included provided 

they are approved by TCU and NACTE. Applicants seeking admission into institutions not 

listed in Table 2 should apply directly to the respective institutions.

6. Scholarships through the Tanzania Government 


The Government of Tanzania offers Scholarships on behalf of the Governments of Algeria 

and Mozambique for undergraduate studies through bilateral agreements. The scholarships 

are for studies tenable in institutions in the respective countries. 

7. Minimum entry requirements for Admission into Higher Education Institutions 

The minimum entry requirements set by TCU for University institutions and NACTE for 

non-University institutions are as follows: 

(a) For those with ‘A’ Level Secondary Education qualifications, the minimum entry 

into degree programmes offered by universities shall be TWO principal passes and 

a total of 2.5 points; 

(b) For those with NTA Level 6 qualifications, the minimum entry into degree 

programmes offered by universities shall be Second Lower Class; 

(c) For those with Diploma in Teacher Education qualifications, the minimum entry 

into degree programmes shall be an average of ‘B’ Grade; 

(d) For those with other Diploma qualifications, the minimum entry into degree 

programmes offered by universities shall be as follows: 

i. For classified awards: The minimum entry shall be “Second Lower Class”; 

ii. For classified awards in terms of Distinction, Credit or Pass” The minimum 

entry shall be “Credit” and 

iii. For unclassified awards such as Health-related awards: The minimum entry 

shall be “an average of ‘B’ grade ‘B’ Grade; 

(e) For holders of a one year post Form VI Certificates, the minimum entry qualification 

into degree programmes shall be an average of ‘B’ grade. 

(f) One year Post-Form IV Certificate obtained after the candidate has engaged for 

Certificate studies beyond Form IV, and with a working experience of not less than 

two years, the minimum entry qualification into degree programmes shall be an 

average of ‘B’ Grade; 

(g) For those with Full Technician Certificate (FTC) qualifications, the minimum entry 

intro degree programmes shall be an average of ‘C’ grade. 

However, institutions may set the requirements higher than those of TCU or 

NACTE. 

8. Application fee 

Tanzanians will be required to pay an application fee of TShs 30,000/- payable through 

NBC branches countrywide 

Non-Tanzanians will be required to pay US$ 60 through CAS Account at any NBC Bank 

countrywide (TCU-CAS Acc. No. 074139000021). 

Applicants residing outside Tanzania will be required to pay US$ 60 through CAS Account 

number (TCU-CAS Acc. No. 074139000021). The swift code: NLCBTZTX 

Branch code: 074 

Note: The pre-paid cards should be retained after use for future reference when need 

arises. Cards once sold cannot be returned, exchanged or refunded.

9. Students Loan 

Those intending to finance their studies through student loans should be aware that the 

Government has set priority programmes for which applicants can expect to get loans. The 

Guidebook indicates the priority and non-priority programmes and possible loan amount 

for priority programmes in order to help applicants prepare themselves in finding alternative 

sources of financing their studies. 

Applicants are advised to carefully go through the criteria for one to qualify for student loans 

as spelt out by the Higher Education Students’ Loans Board before selecting programmes

10. How to apply 

Applications shall be made using one of the two ways, namely, Internet and SMS 

applications. Applicants should not submit their applications to TCU or NACTE by e-mail, 

fax, or deliver them in person. 

10.1 Application through Internet 

10.1.1 Holders of Tanzanian certificates applying through the Internet should go through 

the following steps: 

i) Open the TCU website (http://www.tcu.go.tz) 

ii) Click CAS on the top menu of the TCU website to open the Central Admission 

System 

iii) The TCU Central Admission System will open, the home page containing two links 

Home and Registration 

iv) Click Home if you are an existing user (already registered) and need to login in your 

account: 

a. Enter your User Name (Form Four Index number and year you sat for 

examination. Example: S0123/4567/2012) as it was provided by the 

system. 

b. Enter Password. The one you created during registration. 

v) For a new user, Click on Registration. A window with information about registration 

will open. 

a. Select either to register as Form VI or Diploma (NTA Level 6) or Diploma 

(Teachers Education). 

b. If in v (a) above you selected Form VI path then enter your Form VI index 

number 

c. If in v (a) above you selected Diploma (NTA 6) path then enter your 

registration number 

d. If in v (a) above you selected Diploma (Teachers Education) path then enter 

your registration number

vi) Enter your O level index number and the year you sat for CSEE 

vii) Select Your Gender 

viii) Enter your postal address 

ix) Enter your valid mobile number and confirm your number 

x) Enter your valid email address and confirm your email address 

xi) Enter payment pin code number (obtained from the Bank) 

xii) Enter your valid password and confirm your password 

xiii) Then Click Register you will receive a message confirming that, “You have 

successfully registered, Your Username is xxxxxxxxxxxxxxxxx (Form Four index 

number and the year of examination) and your password will be sent to your email 

address. When you click OK button you will be directed to the login page. 

xiv) In the login page enter your Username (that will automatically be displayed when 

you have successfully Registered). 

xv) Enter your password (the one you created during registration) 

xvi) Click Login 

xvii) Your User Area will open with five links. 

• Application Form 

• Selected Programmes 

• My Profile (to view or change personal information) 

• Add ‘O’ Level Sitting 

• Add ‘A’ Level Sitting 

xviii) To select programmes, click the Application Form. 

a. Enter program codes and click to add into the list. Remove button will be 

used to remove program from list. 

b. If the number of selected programmes in xviii (a) above is less than the 

minimum number required the message to notify you add more program will 

be displayed. 

c. During application process you will be receiving different notifications, so 

please read the notifications carefully before you continue; otherwise you 

will never complete your registration process. 

d. Click Confirm application button when finished. 

xix) To change, remove or add programmes click “Selected program” 

xx) To view your personal information click “My Profile” 

xxi) To add Form IV sitting click “Add ‘O’ Level Sitting” for applicants with more 

than one Form IV sitting 

xxii) To add Form VI sitting click “Add ‘A’ Level Sitting” for applicants with more 

than one Form VI sitting 

xxiii) Click “log out” 

You will have completed the application process.

Note: 

1. Applicants should remember their passwords, as they will be needed when reviewing 

their applications. For the system to assist the applicant who may forget his password, 

the applicant will be required to enter his registered username (which is ‘O’ Level 

index number and year of completion) as well as his registered valid email address 

so that the system can send a new password through his email address. 

2. An applicant is advised to keep his password known to himself, to avoid malicious 

people who may try to change the applicant’s information.

10.1.2 Applicants holding foreign certificates should apply online and should follow the 

following steps: 

a) Log into the TCU website www.tcu.go.tz 

b) Click CAS on the top menu of the TCU website to open the Central Admission

f) Fill the form online. 

g) Enter payment pin code number (obtained from the Bank) 

h) Attach the scanned certified copies of certificates and a validation letter from 

NECTA/NACTE and bank slip. 

i) Click the “SUBMIT” button.

11. Required documents 


Applicants holding certificates issued by the National Examination Council of Tanzania 

and holders of NTA Level 6 Certificates are not required to submit any documents when 

lodging an application. 

11.1 How to select programmes 

Since it is an applicant’s decision to select preferred programmes in the preference order 

he/she likes, applicants are strongly advised to list their programme selections in their order 

of preference, starting with their highest preference programme and ending with the lowest 

preference programme. 

Each programme has been assigned a code; therefore, applicants are required to know the 

codes of the programmes they wish to pursue. Before lodging an application, the applicant 

should first go through Table 3 and record the code of each programme he/she would wish 

to join. 

11.2 Conditions on programme selection 

When selecting programmes applicants are required to observe that they: 

• Can select up to eight programmes from different institutions 

• Cannot select less than six programmes from different institutions 

• Cannot select more than three programmes from one institution. 

11.3 Conditions on programme change 

The conditions for programme change are that applicants: 

• Can add, delete or change the order of their preference before the closing deadline 

• Can only change their preferences through the Internet or mobile phone SMS 

messages, 

NB: Applicants cannot change their preferences through e-mails, letters or fax to 

TCU or through institutions they have applied for admission. 

12. The Selection Process 

Possession of the required entry qualifications does not guarantee admission into the 

institution of the applicant’s choice. If the applicant is not selected for the first preference, 

he/she will be considered equally with all other applicants for his/her second preference, 

and so on until his/her 8th preference. 

13. Successful applicants 

Successful applicants will be notified upon completion of the selection process.
