Announced this past October, the new<br />

KSHSAA Network may be accessed by<br />

clicking on the icon on our homepage www.<br />

<strong>kshsaa</strong>.org. The icon links the user to a web<br />

portal featuring a number of KSHSAA post<br />

season championship contests. Volleyball,<br />

soccer, 8-man football and 11-man football<br />

games are currently featured and may be<br />

viewed free of charge by anyone with access<br />

to the internet. DVD copies of selected events<br />

may be purchased from the production<br />

company, by clicking on the appropriate<br />

icons. Plans for continuing live telecast and<br />

webcast coverage of winter and spring events<br />

are underway as we seek to utilize this new<br />

technology to increase exposure of a greater<br />

variety of our sports and an increased number<br />

Author to Headline KSHSAA<br />

Annual Meeting in Wichita<br />

on January 27th<br />

The Kansas State High School Activities<br />

Association annual meeting<br />

will feature a speaker known<br />

for his enthusiasm and appreciation<br />

of educators. Harvey Alston,<br />

author and former educator, will<br />

provide the keynote address at<br />

the KSHSAA’s Annual Meeting<br />

in Wichita. The KSHSAA Annual<br />

Meeting is held in conjunction with<br />

the United School Administrators<br />

Convention in Wichita and will begin<br />

at 8:30 a.m. on Friday, January<br />

27, <strong>2012</strong>. Following a brief report<br />

on KSHSAA business by Executive Director Gary Musselman<br />

and Association staff, Mr. Alston will deliver his message. The<br />

session will take place in the Hyatt conference center in Room<br />

210 A-B-C. The KSHSAA session is open for all to attend,<br />

whether or not they are registered for the convention.<br />

Considered one of the most dynamic, “high octane” speakers in<br />

America, Harvey Alston has been a full-time speaker since 1989.<br />

Audiences throughout the United States have benefited not only<br />

from his knowledge, but also from his practical wisdom.<br />

Harvey Alston’s unforgettable words of individual responsibility<br />

for achievement have improved spirits, spurred growth, and<br />

changed lives. His powerful, soul-searching presentations uplift<br />

Alston’s career has spanned positions from head football coach<br />

of Columbus East High School in Ohio in 1968, to assistant<br />

director of student financial aid at the university level. As an<br />

educator he taught English, biology, health, life sciences and<br />

math curricula. Over the years, Alston has received recognition<br />

and awards from such diverse groups and organizations<br />

as the Ohio House of Representatives as one of Ohio’s “Finest<br />

Citizens”, the City of Columbus declared a Harvey Alston Day,<br />

he was commissioned a Kentucky Colonel, and has received<br />

numerous national recognitions and awards. People walk away<br />

from Harvey Alston’s presentations knowing they have just<br />

heard someone who “has been around the track a few times”<br />

and one who shares it in a way that people won’t forget. He<br />

has the courage it takes to remind people that life is only what<br />

they make it, that self-respect does not come with the job, but is<br />

brought to the job by people who do the best they can do, with<br />

whatever work is available to them.<br />

“Having heard Mr. Alston previously, we are excited to bring<br />

his enthusiastic message to our annual meeting. We welcome<br />

everyone to our session,” said KSHSAA Executive Director,<br />

Gary Musselman.<br />

Administrators and activity and/or athletic directors are reminded<br />

Form C-1 and CM/J-1 are found online at www.<strong>kshsaa</strong>.<br />

org. Access them by logging into your school account at the<br />

KSHSAA website. Select Entry Forms, then click on January to<br />

find the form. These forms are due in the Association office<br />

within 10 school days after the completion of the first semester.<br />

This is a companion form to KSHSAA Online Eligibility. ALL<br />

SCHOOLS MUST FILE THE FORM WITHIN THE LISTED<br />

TIME FRAME. When filing the report, if a school does not<br />

have an ineligible student, simply write “NONE” and mail<br />

or fax the report. (See December Journal page 5.)<br />

Completion of C-1 and CM/J-1 reports students who were previously<br />

listed as eligible but now are NOT eligible for second<br />

semester participation, or remain ineligible.<br />

Reminder—Please refer to pages 7-8 of the September Activities<br />

Journal for complete information concerning KSHSAA Online<br />

Eligibility. Students beginning their activity participation with<br />

the second semester, whose names have NOT been previously<br />

entered into the online eligibility system, must be entered online<br />

before their first competition.<br />

Students who are required to attend eighteen weeks to become<br />

eligible, must attend class in the nineteenth week. Those who<br />

are required to attend a semester, for academic purposes, must<br />

attend a class in the new semester before participating.<br />

Football Helmet Reconditioning<br />

The KSHSAA encourages each coach/athletic director, who is<br />

considering reconditioning football helmets, to contact the<br />

manufacturer directly to determine what their policies are regarding<br />

reconditioning and warranties. This allows each KSHSAA<br />

member school direct contact to determine the exact status and<br />

recommendations regarding particular football helmets.<br />

Attention Principals and AD's<br />

Schools need to check the "Approved Events" link on our<br />

website before attending any athletic or non-athletic event<br />

that requires KSHSAA approval. Listing of approved events is<br />

updated weekly. Please call the KSHSAA if an event is not on<br />

our approved list.<br />

All-Star Rule 24-1-1<br />

Schools are reminded of All-Star Games Rule 24-1-1. It is not<br />

permissible for any member school, its officials, or any employee<br />

of the school to participate directly or indirectly in any All-Star<br />

contests composed of undergraduate students. This includes<br />

“promotion” which eliminates the possibility of schools furnishing<br />

facilities or equipment, etc.<br />

Undergraduate students include seniors who have completed<br />

their eligibility in the sport, but have not yet graduated. These<br />

students may participate in All-Star events, but may not be<br />

coached by their school coach until after graduation.<br />

Please check Rule 24 in the KSHSAA Handbook for details.<br />

Questions pertaining to collegiate eligibility regarding All-<br />

Star contests should be directed to the appropriate governing<br />

body.<br />

Delayed Telecasting of any<br />

Interscholastic Activity<br />

Requires Approval<br />

KSHSAA has received reports that local cable television stations<br />

borrow school tapes of athletic contests which have been played<br />

away from home, and show them to viewers without permission<br />

from the host school. During the season, each host school<br />

has exclusive rights to those contests and unless permission<br />

is given, local cable stations are violating federal statutes. In<br />

post-season contests, those rights belong to the KSHSAA and<br />

its member schools.<br />

Tape-delayed televised and internet telecast contracts are available<br />

on the KSHSAA website, www.<strong>kshsaa</strong>.org, under Media<br />

Information link. In addition to other terms in the contract,<br />

rights fees are as follows:<br />

$ 25—72 and greater-hour delay<br />

$ 50—48-hour delay<br />

$100—24-hour delay<br />

$300—for a playback following the last game of the<br />

evening session<br />

Live telecasting of any post-season competition is prohibited<br />

unless a proper agreement is reached, which includes a fee of<br />

$1,500 for each contest televised.<br />

Specific instances of telecasting violations should be brought to<br />

the attention of the KSHSAA as soon as possible.<br />

Preventive Administration<br />

Protecting Yourself, Your Students<br />

and Your School<br />

As we begin the new year, it is an appropriate time to review<br />

methods that many schools take to protect staff, students and<br />

schools from injury and possible litigation. The following list<br />

may provide you with a simplified set of guidelines to review<br />

with your staff. The following ideas are points which could be<br />

covered at staff inservice with coaches/sponsors.<br />

Common Sense<br />

Use good common sense in making decisions relating to your<br />

activity. Drills used by coaches in practice, the names given to<br />

drills, supervision of participants, and techniques taught to<br />

participants, should be reasonable and related to the improvement<br />

of the student. The actions of the staff should always be<br />

reasonable and prudent in the eyes of the law. Failing to meet<br />

this standard invites the possibility of a lawsuit and possible<br />

punitive damages.<br />

Follow the Rules<br />

KSHSAA activities follow rules adopted by the National<br />

Federation. Coaches should make every effort to make sure that<br />

rules are taught and followed. Rules are not made to be broken.<br />

If coaches disagree with a rule, they should visit with their<br />

school administrator about going through the proper channels<br />

to try to bring about a possible rule change. Part of the learning<br />

experience in school activities is an exercise in understanding<br />

and participating in the democratic process.<br />

Record Keeping<br />

Keeping good records can prevent many problems for coaches<br />

and the school. Records need to be kept on incidents, accidents,<br />

warning of risk, physicals, permit slips, facilities, policies, practice<br />

plans, equipment inspections and proper procedures to be<br />

utilized by staff and student assistants.<br />

Injuries<br />

Coaches should exercise caution to be sure that appropriate<br />

procedures are followed when handling injuries. Some schools<br />

are able to contract for services of a certified athletic trainer.<br />

Although this is desirable, it may not be an option available to<br />

every school. If a certified athletic trainer or another appropriate<br />

licensed healthcare provider is not available, then consider<br />

establishing a seminar or school inservice with coaches and other<br />

key personnel which will cover injury prevention and management<br />

issues. Many schools also provide CPR/AED training for<br />

their staff members.<br />

Facilities<br />

Inspect all facilities on a regular basis. Inspection records should<br />

be kept and items which need to be repaired before practices or<br />

competitions should be noted. School guidelines for transporting<br />

students to and from events at all facilities should be shared<br />

with both students and parents.<br />

Equipment<br />

It is important to keep good records on equipment. Some equipment<br />

must be reconditioned yearly and record keeping is vital.<br />

Many schools consider a replacement system to replace old<br />

inventory on a regular basis. Make every effort to provide safe<br />

equipment which is properly fitted.<br />

Inservice Training<br />

Activities staff benefit from a well-planned inservice program<br />

which educates them about school objectives, philosophy, methodology,<br />

communication, time management as well as first-aid<br />

education. All personnel deserve to be in-serviced to improve<br />

their effectiveness as educators. Inservice training is a must and<br />

directly benefits both the professional staff and the students<br />

they serve. Good documentation of a well designed inservice<br />

program is an important component of a school’s improvement<br />

plan. These basic areas are by no means a comprehensive set of<br />

guidelines but may serve to remind schools of how comprehensive<br />

a well administered activities program can be. Best wishes<br />

in your continuing efforts to provide a safe and educationally<br />

sound activities program in your school.<br />

Approval Criteria for<br />

Institution-Sponsored<br />

Activities<br />

The Kansas State High School Activities Association (KSHSAA)<br />

is responsible for all interscholastic activities under the jurisdiction<br />

of the Association, sponsored by outside agencies and nonmember<br />

schools, and advertised as middle/junior/senior high<br />

school events or contests. These activities must be approved by<br />

the KSHSAA Executive Board. Activities under the jurisdiction<br />

of the KSHSAA include: Baseball; Basketball; Bowling; Cross<br />

Country; Football; Golf; Gymnastics; Soccer; Softball; Swimming;<br />

Tennis; Track and Field; Volleyball; Wrestling; Music; Piano;<br />

Speech (Debate, Forensics, Drama); Spirit Groups (Cheer, Dance,<br />

Drill Teams, Pompon Squads, Flag Teams); Kansas Association<br />

for Youth; Student Council; and Scholars’ Bowl.<br />

Institutions, organizations and individuals planning to conduct<br />

such events, conferences and activities in accredited schools<br />

shall request approval from the Kansas State High School<br />

Activities Association at least thirty days prior to such events.<br />

Mail a request letter to KSHSAA, Box 495, Topeka, Kansas 66601.<br />

The following information shall be submitted to the Association<br />

for consideration:<br />

1. Date, site and starting time for activity.<br />

a. Saturdays are recommended for all one-day events<br />

and should be used as one of the days for any activities<br />

scheduled for more than one day.<br />

2. Amount of school time involved, including travel time.<br />

a. The event must not require frequent absence of participants<br />

from school.<br />

b. Travel distance for schools and participants must be<br />

reasonable and prudent.<br />

3. List of schools invited to participate or to be represented.<br />

a. All invitations and enrollment blanks shall be sent to<br />

the school principal or athletic director.<br />

b. Entry and enrollment fees must be reasonable.<br />

4. Purposes and objectives of the event.<br />

a. Contestants or participants shall not be excluded because<br />

of race, color or creed.<br />

b. The event must not place undue burdens on teachers,<br />

students, or schools.<br />

c. The event must serve the educational objectives of<br />

schools.<br />

d. The event must not be commercial, controversial sectarian<br />

nor concerned with propaganda or advertising.<br />

5. Detailed schedule of the conference, contest or activity.<br />

a. The activity must be properly planned and organized.<br />

6. List of awards and prizes.<br />

a. No cash or merchandise prizes shall be awarded to students.<br />

Medals, ribbons and certificates may be awarded.<br />

Scholarships payable to the educational institution of<br />

the student’s choice are acceptable.<br />

Schools shall not participate in events of this type unless such<br />

events have been approved by the Kansas State High School<br />

Activities Association. Approved events are posted at www.<br />

<strong>kshsaa</strong>.org under the "Approved Events" link.<br />

All other activities, including academic events not identified as<br />

Scholars’ Bowl competitions (i.e., head to head academic team<br />

competition, quick response answers, time limits on questions,<br />

use of recognition systems by participants) and those vocational<br />

and technical activities, which are approved and governed solely<br />

by the Kansas State Department of Education are not under the<br />

jurisdiction of the KSHSAA, as they are not identified in the<br />

KSHSAA Handbook.<br />

Banners and Signs at<br />

State Events<br />

Banners and signs will be permitted at KSHSAA-sponsored<br />

tournaments, provided they are not personal, negative, unsportsmanlike<br />

or vulgar. Signs must be attached or fastened<br />

to the facility with approval of the tournament manager; or if<br />

held by one person they will be permitted in the stands as long<br />

as they meet the above criteria. Signs may not exceed 4' x 12'.<br />

Parading with flags, signs or banners will not be permitted.<br />

Helium filled balloons, glitter or confetti will not be allowed<br />

at any site. Signs may NOT cover any advertising or signage<br />

presently up at the local site.<br />

Game Contracts Still Binding<br />

with New Leagues<br />

The KSHSAA is often contacted concerning the responsibility<br />

of schools to fulfill obligations of existing contracts when they<br />

join or form new leagues.<br />

When new conferences or leagues are formed and schedules<br />

are completed, it must be with the understanding that member<br />

schools are bound to any contracts previously signed, unless<br />

dissolved by mutual agreement. In some cases, newly formed<br />

leagues have agreed to select a league winner based upon percentages<br />

of wins and losses in the event all schools cannot play<br />

a complete schedule of league contests the first year or two.<br />

What about Card D?<br />

Leagues may eliminate the exchange of Card D if they take official<br />

action to provide that all game times, jersey colors, officials’<br />

names who will work each contest, etc., will be published in a<br />

league brochure and distributed to its members prior to the first<br />

contest in each league activity. This brochure should indicate that<br />

each school principal is responsible for seeing that no student<br />

participates while ineligible and Form ELG or ELG-M/J, “Athletic<br />

Eligibility Certificate,” is on file in the KSHSAA office prior to the<br />

first contest in that activity. For all non-league events, all schools<br />

are to exchange Card D, found online at www.<strong>kshsaa</strong>.org.<br />

Officials Contracts Important<br />

Schools are reminded of the importance of using KSHSAA contracts<br />

when selecting officials for interscholastic sports, especially<br />

in activities where registered officials are required by KSHSAA<br />

regulations. Forms are available online at www.<strong>kshsaa</strong>.org.<br />

When contracts are made with athletic officials, principals<br />

should make sure that all details of the forms are completed.<br />

Full names and addresses of officials should be included on each.<br />

This information is especially helpful when there is a change in<br />

administration the following year. Please note the guidelines<br />

listed below:<br />

l. Secure the approval of your opponents in writing, prior to<br />

issuing contracts to the officials.<br />

2. Use the full names, addresses and telephone numbers of<br />

each official on the contract.<br />

3. Specify the game fee and mileage allowance (if applicable),<br />

on the contract.<br />

4. Complete the penalty clause provided on the contract.<br />

5. Specify the contract is valid only if the contest is played on<br />

the date indicated.<br />

6. Schools, conferences, and leagues should review the fee<br />

and mileage paid to the officials. The fee should be in line<br />

with salaries for other services.<br />

KSHSAA regulations provide that officials shall be approved<br />

by opponents and it is recommended that such approval be in<br />

writing before contracts are issued. The Association has always<br />

felt an official’s word (verbal) is his/her bond and that contracts<br />

accepted verbally are ethically to be honored, as well as those<br />

accepted in writing.<br />

Officials Registration Statistics<br />

Six fall and winter athletic activities administered by the KSHSAA<br />

require member schools to contract officials who are registered<br />

with the Association. These activities for the 2011-12 school year<br />

are football, basketball, wrestling, volleyball, girls gymnastics<br />

and soccer. The total number of officials registered for fall and<br />

winter activities in 2011-12 is 4939 which is 52 less than the 2010-<br />

11 total of 4991. The breakdown for each sport follows:<br />

Partnership<br />

The information below is provided as a courtesy to our member schools<br />

The Kansas Sports Concussion Partnership (KSCP) was developed<br />

in the fall of 2011 following the Kansas State Legislature’s<br />

passing of House Bill HB 2182, The School Sports Head Injury<br />

Prevention Act, in June of 2011. The bill was enacted on July 1,<br />

2011. In brief, the legislation required that any student-athlete<br />

suspected of sustaining a head injury (concussion) to:<br />

1. Be removed from activity immediately<br />

2. Be not allowed to return to activity that day<br />

3. Be evaluated and cleared by a physician (MD or DO)<br />

4. Pass a structured return to play progression<br />

With this new legislated prevention plan, came more questions<br />

and concerns from coaches, school administrators, athletic<br />

trainers, physicians and parents. A local group of health care<br />

providers associated with the Medical Society of Sedgwick<br />

County decided to form a workgroup to dispense ‘appropriate<br />

and useful’ information to the aforementioned groups to help<br />

educate our communities on Traumatic Brain Injury (TBI or<br />

Concussions). This group of health care providers is comprised<br />

of neurologists, sports medicine physicians, athletic trainers,<br />

neuropsychologists and school administrators. The purpose was<br />

to disseminate this information in a way or format that would<br />

allow all to understand and to provide a resource to parents,<br />

physicians and coaches in our communities. The website was<br />

developed to help these individuals understand the severity of<br />

TBI/Concussions and to give them the information to manage<br />

both appropriately and effectively. The website has information<br />

regarding the recognition, management and return to play guides<br />

for TBI/Concussions as well as general information directed at<br />

each group; parents, coaches, athletes, school administrators<br />

and physicians.<br />

Furthermore, the website offers a place to retrieve information<br />

that is in accordance with the State of Kansas Law and in line<br />

with the Kansas High School Activities Association’s rules as<br />

they relate to TBI/Concussions.<br />

This workgroup will meet annually to review current TBI/Concussion<br />

protocols and treatment plans and issue a “Consensus<br />

Statement” and forward to all physicians practicing medicine<br />

in the State of Kansas to ensure health care providers will have<br />

the most up-to-date information to manage these injuries. I<br />

would encourage anyone associated with any sports team or<br />

group to utilize this information often and regularly to ensure<br />

proper education, management and return to play guidelines are<br />

maintained to protect our student athletes. I would encourage<br />

our schools to utilize this information to develop a school policy<br />

on how they will handle TBIs/Concussions at their respective<br />

schools. The more we understand and know about this potentially<br />

life threatening injury, the more we can limit the adverse<br />

effects and protect our student athletes.<br />

Country<br />

ACT Test Conflicts with State<br />

Meets<br />

In the fall of <strong>2012</strong>, the ACT Test date will conflict with State<br />

cross country meets. Member school coaches, counselors and<br />

administrators should schedule cross country and volleyball<br />

athletes to take the ACT exam during one of the earlier or<br />

later examination periods to avoid this conflict!! On Saturday,<br />

October 27, the State Cross Country meets will be held for all<br />

Six Quarter Rule<br />

KSHSAAHandbookRules 33-2-5 & 33-3-2 provide for middle/junior<br />

high and high school players to participate in a maximum of six<br />

(6) game quarters per day. Kansas schools participating against<br />

schools from neighboring states must follow the Kansas rules,<br />

regardless of the rules for that individual state. Kansas basketball<br />

players may not play in seven quarters. Violations of this rule are<br />

to be reported to the KSHSAA. EXCEPTION: Should a non-varsity<br />

contest be played in four quarters of four minutes each or less<br />

(three minutes, middle/junior high), participating in one or two<br />

four-minute quarters would be considered identical to that of one<br />

eight-minute quarter as it relates to the six quarter participation rule.<br />

Participation in any part of three or four quarters of four minutes<br />

(three middle/junior high school) would count as two quarters.<br />

Coaches, officials and school administrators should check the<br />

KSHSAA Basketball page each week for information in the weekly<br />

newsletter. Information on situations or clarifications on rules<br />

and rule interpretations is included in the newsletter. You may<br />

Scrimmage/Practice<br />

Information<br />

The KSHSAA has been asked if it is permissible for a group of boys<br />

(not the boys basketball team) to come in and scrimmage the girls<br />

basketball team. This is not permitted per KSHSAA Handbook<br />

Rule 14-1-1 which states, “In order to be eligible for participation,<br />

the student must be a bona fide undergraduate of that school and<br />

in good standing. In order to participate in practice, the student<br />

must be a bona fide undergraduate of that school and one who<br />

is eligible or has the possibility of eligibility.” Because boys are<br />

not able to participate on the girls basketball team, they are not<br />

allowed to practice with or scrimmage against the girls teams.<br />

A school may permit a boys school team to scrimmage against<br />

a girls school team. Example: The freshmen boys scrimmaging<br />

the Varsity girls or the 9th grade girls team scrimmaging the 8th<br />

grade girls team.<br />

Make sure coaches are aware they may not have a “boys practice<br />

squad” come in and scrimmage/practice with your girls teams<br />

during the season. Managers may help with traditional manager<br />

duties during practice including but not limited to passing of balls,<br />

rebounding for a player shooting, running the clock, etc. Managers<br />

may not participate in practices/scrimmages.<br />

School teams may not hold scrimmages with junior college teams<br />

or other outside groups. Alumni scrimmages are permitted. During<br />

a scrimmage there can be no score kept and no clock. Use of<br />

officials is permitted. Should one or more game elements (score<br />

or time) be involved, it would no longer be a scrimmage, but must<br />

count toward the number of contests allowed during a season.<br />

Headbands Defined<br />

The NFHS has clarified the difference between a headband and<br />

a hair control device. Headbands go around the entire head and<br />

include items such as: elastic strips, elastic bands, pre-wrap,<br />

moisture-absorbing terry cloth, other similar items. Headbands<br />

must be worn on the forehead/crown, be nonabrasive, unadorned,<br />

and a maximum of 2 inches. Only one school or manufacturer<br />

logo is permitted. Head decorations (like ribbons) are prohibited.<br />

Ponytail holders are considered hair control devices and do not<br />

come under the restrictions of color, maximum size, logo restrictions<br />

and team uniformity.<br />

The colors permitted for headbands and wristbands are white,<br />

black, beige or a school color. Only one headband may be worn<br />

by each player. If more than one player is wearing a headband or<br />

wristband they all must be wearing the same color, although they<br />

may be a different style. Example player #10 maybe wearing prewrap<br />

and player #12 an elastic band, as long as they are the same<br />

color and meet the size and logo restrictions they are permitted.<br />

Barrettes and bobby pins are not permitted.<br />

Arm Compression Sleeves<br />

NFHS Basketball rule 3-5-3 states that Arm Compression sleeves<br />

shall:<br />

a. be white, black, beige or a single solid school color;<br />

b. be the same color for each team member;<br />

c. meet the logo requirements in 3-6;<br />

d. be worn for a medical reason.<br />

While Kansas does not require the coach to show the official a<br />

note that the doctor has indicated the sleeve must be worn, when<br />

the official asks the coach in pregame “are your players legally<br />

equipped and will they play in a sportsmanlike manner” the<br />

coach shouldn’t be deceptive when answering the question. In<br />

addition the coach should not encourage a player to be deceptive<br />

if asked why they are wearing the sleeve. If a sleeve is to be worn<br />

and it is for a medical reason the school should have a note from<br />

the doctor on file. If not worn for a medical reason, compression<br />

sleeves are not to be worn. Reasons of it looks cool, it improves<br />

my shooting, etc. are not medical reason. This is a playing rule<br />

and applies grades 7-12.<br />

Bench Decorum – Coaches<br />

Box<br />

The KSHSAA Executive Board has approved the use of the six<br />

foot optional coaching box for the 2011-12 season. Administrators<br />

should visit with their coaching staff and set expectations for<br />

properly using the coaching box. Officials may issue a technical<br />

foul to coaches who do not comply with coaching box restrictions,<br />

but it is important expectations be set by the administration who<br />

employs the coach. The box must be marked so it can be clearly<br />

seen from the court (chairs can’t be sitting on top of it). Measure<br />

22 feet from the end line and 28 feet from the end line to mark the<br />

box on the floor, it must be marked for all levels of competition.<br />

The purpose of the box is to provide fairness in coaching. Allowing<br />

a coach to wander the sideline gives them an advantage over the<br />

coach who follows the rule and coaches from the box. This is a FAIR-<br />

NESS in coaching rule, please help educate coaches on the reason<br />

for the coaching box. Coaches may stand in the six foot box during<br />

play. For safety reasons they may not squat or kneel. Assistant<br />

coaches may not stand except during timeouts and intermission.<br />

Running Clock<br />

By Executive Board action the running clock will be used during<br />

all Sub-State games. It will not be used during State games.<br />

The 30 point running clock may be used in regular season contests<br />

by league adoption or school administrators may agree prior to<br />

the contest that the running clock will be used. It is used in the<br />

4th quarter only when the point differential reaches 30 points.<br />

The clock shall continue to run except when stopped per NFHS<br />

playing rules. (Injury, blood on the uniform, team calls a time<br />

out) Officials should be notified prior to the contest by the school<br />

administration whether the running clock is to be used during<br />

the contest. The timer, scorer, PA announcer and coaches must<br />

also be notified by school administration. The announcer should<br />

make announcements concerning the running clock so that fans<br />

will know why the clock is not stopping in the 4th quarter.<br />

Use Registered Officials<br />

Association regulations require high schools to use registered KSHSAA<br />

basketball officials for varsity (first team) boys and girls basketball.<br />

Middle/Junior High Schools are recommended to follow the same<br />

procedure. (See KSHSAA Handbook Rules 11-2-1 and 11-3-1). High<br />

School athletic directors or principals should verify all varsity officials’<br />

registrations by checking the online Officials Directory.<br />

Post season recommendations for officials are due to the<br />

KSHSAA by February 8, <strong>2012</strong>.<br />

State Adopted Basketball<br />

The Spalding TF-1000 Legacy basketball will be used for all postseason<br />

contests.<br />

Starters & Referees<br />

The KSHSAA Executive Board adopted the following regulation:<br />

In order to qualify as a starter or referee for post-season<br />

track and field meets, the individual must:<br />

• fulfill the track and field online rules meeting requirement<br />

• receive 90 percent or better on the NF Track & Field<br />

Examination, Part I.<br />

Track and Field starters who register with the KSHSAA will automatically<br />

receive a copy of the <strong>2012</strong> Track & Field Examination, Part I and<br />

NFHSTrack&FieldRulesbook(s). Athletic directors, track & field coaches<br />

and/or school administrators who know of other individuals interested<br />

in starting track meets should have them contact the KSHSAA.<br />

Volleyball<br />

White Volleyballs Required<br />

for <strong>2012</strong>-2013 Season<br />

The Kansas State High School Activities Association Executive<br />

Board is requiring that white volleyballs be used for all interscholastic<br />

volleyball competition in the <strong>2012</strong>-2013 school year.<br />

NFHS volleyball rules will allow for the use of a colored panel<br />

volleyball in competition per approval of the state association.<br />

At their November Board Meeting the Executive Board discussed<br />

this option throroughly and made the decision to stay with a<br />

white ball for competition. The primary reason for their decision<br />

was financial and the added burden placed on schools for<br />

a product that is not needed or necessary. It was agreed that<br />

not using a colored panel volleyball would not pose a safety<br />

concern for athletes.<br />

The official volleyball for the Kansas State High School Activities<br />

Association post-season volleyball competition is the Baden<br />

VX5E Perfection. Beginning January 1, <strong>2012</strong> the Kansas State<br />

High School Activities Association will begin the 3nd year of a<br />

3 year contract with Baden.<br />

The 26th Annual Regional and State Scholars Bowl Competition is<br />

rapidly taking shape! Twenty-nine coaches assembled in the KSH-<br />

SAA offices during November to review and validate approximately<br />

6,000 questions submitted by schools entering regional competition.<br />

Class 6A Class 4A Class 2A<br />

Regional host sites and assignments to regional Scholars Bowl<br />

tournaments are available on the KSHSAA website (www.<br />

<strong>kshsaa</strong>.org). Scholars Bowl teams from 321 high schools have<br />

entered regional competition and will be assigned to a regional<br />

site in all Classes. Regional tournaments for all Classes will be<br />

Coaches and administrators are urged to read carefully the<br />

2011-12 KSHSAA Scholars Bowl Manual for further information<br />

pertaining to regional and state tournament competition.<br />

Spirit<br />

Groups<br />

State Basketball:<br />

Halftime Request Procedure<br />

Schools are welcome to provide halftime entertainment at KSH-<br />

SAA state basketball tournaments. Request for a performance time<br />

from the high school principal shall be made to the KSHSAA on<br />

or after January 1, preceding the state basketball tournament.<br />

Spirit groups will be considered and assigned, regardless of their<br />

school’s having qualified a team for the state tournament. Note:<br />

Schools are welcome to apply to sites outside of their classification<br />

in an effort to reduce travel costs.<br />

Spirit groups will perform only at the halftime of the<br />

last game played on each of the four days. This policy is<br />

necessary since participating basketball teams normally practice<br />

at the halftime of the game preceding their contest in order to<br />

adjust to the new surroundings of the state tournament site.<br />

A maximum of two spirit groups may be allowed to perform at<br />

the halftime of the last game which may necessitate extending<br />

the halftime period. Each group will be limited to a maximum<br />

five-minute performance, which includes the time necessary<br />

for getting on and off the floor.<br />

Cheer/Dance Rules Clarified<br />

Regarding Glitter, Hair,<br />

Jewelry, Fingernails<br />

So often the most violated safety rules are the rules which are the<br />

most easily fixed! National Federation of State High School Associations<br />

(NFHS) Spirit Rules regarding gum, glitter, hair, jewelry,<br />

and fingernails should be the easiest to enforce by our cheer/dance<br />

coaches and they do not involve practice or stunt changes. It should<br />

be easy for a coach to say: “Your hair is too long to be left down.<br />

Please put it up in a pony tail so it is off your shoulders;” or “We<br />

are stunting and your fingernails are too long;” or “I need you to<br />

remove all jewelry before practices and performances. Period.”<br />

If a coach explains that these are rules that have been set by the<br />

NFHS and KSHSAA to prevent injury, perhaps cheerleaders<br />

and dancers will realize the safety concerns. Coaches - be firm.<br />

Enforce the rules for safety.<br />

NF Rule 2-1-7: Participants are not permitted to chew gum or<br />

have candy in their mouths during practice or performance.<br />

NF Rule 2-3-1: Jewelry must not be worn except for religious<br />

or medical medals, which shall be taped to the body (without<br />

a chain) under the uniform.<br />

NOTE: Jewelry that is illegal includes any pierced body<br />

parts (navel, eyebrow, tongue or any other piercing). There can<br />

be no earrings worn on any part of the ear as well. The<br />

"no jewelry" rule also pertains to ankle bracelets, watches,<br />

rings, and necklaces.<br />

The NFHS also states that tongue piercing has been<br />

determined by the physicians on their board to be such<br />

a great safety hazard, that it is not allowed in any sport.<br />

"Spacers" that are placed in the tongue or any other part<br />

of the body while the stud has been removed have also<br />

been determined by the physicians to be illegal. Students<br />

will NOT be allowed to loop fish line through any pierced<br />

area to keep it open or cover jewelry with tape.<br />

NF Rule 2-3-2: Fingernails, including artificial nails, must be<br />

kept at an appropriate length (short, near the end of the fingers)<br />

to minimize risk for the participants. That means the nails are<br />

not visible beyond the end of the fingers when viewed from the<br />

palm side of the hands.<br />

NOTE: Artificial nails are legal, provided they are the<br />

CORRECT LENGTH.<br />

NF Rule 2-3-3: The hair must be worn in a manner to minimize<br />

risk for the participant. Hair devices, if worn, must be secure<br />

and appropriate for the activity.<br />

NOTE: The legal devices to hold hair away from the face<br />

and off the shoulders include: bobby pins, small triangle<br />

clips, flat (old fashioned) barrettes, rubber/elastic bands.<br />

Claw clamps of any size are illegal, as are bobby pins<br />

with jewels glued on the ends (jewelry rules), bump its, etc.<br />

Only very tight fitting 3/8" or less headbands are legal.<br />

The only purpose of a legal headband is to secure hair<br />

away from the eyes. Any headband with sequins, jewels<br />

or glitter is illegal.<br />

Hair Adornment (Feathers, Tensile, Etc. Not Permitted)<br />

Cheerleaders/Dancers will not be allowed to wear feather<br />

hair extensions (latest trend in adding style and texture to<br />

This is considered "ADORNMENT" and is not<br />

permitted by the NFHS and KSHSAA rule. All KSHSAA<br />

sports codes are consistent. Feathering will not be permitted<br />

during any activities under NFHS rule jurisdiction.<br />

NF Rule 2-3-7: Participants shall not wear glitter that does not<br />

readily adhere on their hair, face, uniform, costume or the body<br />

(If it can fall off, it is illegal).<br />

NOTE: Glitter will also be illegal on signs used by cheerleaders<br />

unless the signs have been completely laminated.<br />

Spirit Groups Should Set and<br />

Observe High Standards<br />

If spirit groups do not exercise good taste in selecting yells and<br />

signs in opposition to their opponents, they will bring discredit to<br />

their schools. The KSHSAA Board of Directors adopted Citizenship/Sportsmanship<br />

Rule 52 to give recommended guidelines<br />

for your school spirit groups (pep club, cheerleaders, drill teams,<br />

pompon squads, etc.).<br />

To help define desirable and unacceptable behavior, refer to the<br />

KSHSAA Sportsmanship/Citizenship Manual, pages 5-6 and<br />

15-16. Additional recommendations for your spirit groups can<br />

be found in the National Federation of State High School Associations'<br />

Spirit Rules Book, available from the KSHSAA for $6.50.


Elite Camp Option For<br />

Summer <strong>2012</strong><br />

KSHSAA is very excited to introduce the option for an ELITE<br />

summer camp for the Summer of <strong>2012</strong>! Elite camps are designed<br />

for those teams who have mastered advanced stunts and are<br />

ready for the next level. Elite camps feature faster paced stunt and<br />

transition classes (participants will advance through liberties in<br />

their first stunt class on day one), additional emphasis on spotting<br />

and safety, and faster paced cheer and dance classes. Examples of<br />

elite skills that are covered include: liberty variations and multiple<br />

ways to get to a liberty, full up and 360 skills, various transitional<br />

skills only taught at Elite camps, as well as the new <strong>2012</strong> stunts and<br />

transitions. In addition, Elite camps offer an Elite Xtreme routine<br />

for teams to learn that is different from the traditional camp. Elite<br />

camps follow the same schedule as a traditional camp, just faster<br />

paced covering more material and information.<br />

Any team interested in enrolling in an Elite camp will be required<br />

to "qualify" for the elite camp by demonstrating their current<br />

stunting skills to their big brother/sister. Teams will be required to<br />

show an Extension with a pop cradle before they can participate<br />

in the Elite camp. (Any team who can’t meet qualifying skills<br />

will simply be moved to the traditional camp sessions). After<br />

the initial qualification the fast paced fun begins.<br />

will gather at regional sites to try to talk their way into a berth<br />

at the state debate tournaments in January. The top teams from<br />

each of the regionals will be eligible to compete in the State<br />

Tournament at Olathe Northwest HS (6A, 5A) or Silver Lake<br />

HS (4A, 3-2-1A) on January 13-14.<br />

Regional plaques and medals will be awarded. Those<br />

schools qualifying for the state debate tournament are reminded<br />

to have their principal complete Entry Card DE-5<br />

and send it with the $90 entry fee to KSHSAA, Box 495, To-<br />

peka. The card and fees are due to KSHSAA by January 3.<br />

Tournaments<br />

The State (2-speaker) Debate Tournaments to be held in conjunction<br />

with the State (4-speaker) Debate Tournaments will be held<br />

January 13-14. All rounds for classes 6A and 5A will be debated<br />

at Olathe Northwest HS. All rounds for classes 4A and 3-2-1A<br />

will be debated at Silver Lake HS. Regulations, scheduling<br />

procedures and judging information are printed in the KSHSAA<br />

Speech Judging Ballots<br />

Available from the Association office at a small charge are speech<br />

and Lincoln-Douglas ballots for use by managers of invitational<br />

speech events. These ballots are the same as those that will be<br />

used at all regional and state speech and drama festivals and<br />

state speech championships. An order blank is in the back of<br />

the Debate, Speech & Drama Manual.<br />

TOPICS — The KSHSAA does not furnish extemporaneous<br />

speaking topics or improvised duet acting topics for invitational<br />

or league speech festivals or tournaments. The Association office<br />

does, however, supply the topics to be used at the regional and<br />

state speech and drama festivals and state speech championships.<br />

you will need to go online and log in behind the school login<br />

and enter your Spring Invitational Tournament Date(s). This is<br />

an automated process and the KSHSAA will no longer accept<br />

emails giving us your dates or asking us to change your dates.<br />

Once you submit your invitational tournament, it will go live immediately.<br />

You may edit your entries anytime throughout the school<br />

year. For example, should you need to change the tournament date?<br />

There is a section for comments so you can include information<br />

or how many schools will be accepted, etc. “New” is a section<br />

titled “Site Contract.” This is where you can upload a PDF of<br />

your school invitational letter and/or contract.<br />

your name, User ID and coach’s password. Please see<br />

your school administrator if you do not know the User<br />

ID and coach's password. Once logged in, click on the<br />

“Activities” link at the top of the page, scroll until you<br />

find the Speech & Drama section, and click on “Host<br />

Tournament Report.” This is an online entry report.<br />

Complete the needed information (email address is<br />

required) and click “submit” button. You will receive<br />

a confirmation email when the report is received by<br />

KSHSAA. Print and save this confirmation for your<br />

records. Failure to file the report may cause disqualification<br />

to regional and/or state competition.<br />

Star-Spangled Banner<br />

Request Procedure<br />

School performances of the Star-SpangledBanner are welcomed<br />

at the KSHSAA State Basketball tournaments. On or after January<br />

1, the high school principal may submit a request for an<br />

opportunity to perform to the KSHSAA. Vocal performing<br />

groups will be considered and assigned, regardless of their<br />

school’s team qualifying for the tournament. Letters of request<br />

will be accepted until 12 noon on Friday, preceding<br />

state basketball tournament week. Note: Schools are<br />

welcome to apply to sites outside their classification in an<br />

effort to reduce travel costs.<br />

The Star-Spangled Banner will be performed before the first<br />

game of each session on each of the four days. Performance times<br />

not assigned by the KSHSAA will be scheduled by tournament<br />

management during state basketball tournament week.<br />

Piano Festival Entry<br />

Procedure<br />

Music instructors are reminded separate regional and state festivals<br />

for piano soloists will be held on Saturday, February 4 and<br />

Saturday, February 18. Schools are to enter their nearest regional<br />

festival. Please note we will be using Festival Manager to enter<br />

and schedule all Regional and State Music Festivals. Schools<br />

no longer fax or mail entry forms for music. All entries are to<br />

be made directly online. To access online entry instructions go<br />

to "Festival Manager" link on KSHSAA music page. Then click<br />

"Solo & Ensemble" link on grey toolbar above login information.<br />

Piano entrants qualify to represent their school in regional and<br />

state piano festival when the three following requirements are<br />

met:<br />

1. The student meets all eligibility requirements of the KSHSAA<br />

for individual participation.<br />

2. The student has contributed to the musical program of the<br />

school. Interpretation: The word “contribution” shall be<br />

interpreted to mean the student participates in the music<br />

program and/or plays the piano as an accompanist or as a<br />

performer for any phase of the school program.<br />

3. The student’s qualifications are approved by the local principal. It is<br />

also the principal who makes the final determination as to whether<br />

the student is to represent the school as one of the allotted entrants.<br />

Students must receive a First Division rating at the Regional<br />

Piano Festival to qualify for the State Piano Festival. (Refer to<br />

the December Activities Journal for additional information.)<br />

Participation of Bands at<br />

Basketball Contests<br />

Part of the excitement at many of our interscholastic basketball<br />

contests involves the spirited music supplied by the pep band.<br />

The performance of the musical group is enjoyed by all attending<br />

the game.<br />

To ensure full appreciation of the group’s performance, guidelines<br />

indicating when to play should be followed. Band directors are<br />

reminded that as a courtesy to the teams and cheerleaders of<br />

both schools, performances by the band should be limited to<br />

appropriate times. Guidelines listed below indicate appropriate<br />

playing times for the band:<br />

1. The band may play before the game begins. The director<br />

should coordinate the schedule so that team members may<br />

be introduced by the host school.<br />

2. The band may play at halftime of the contest.<br />

3. The band may play at the end of the contest if desired.<br />

4. The band may play during time-outs or between quarters.<br />

However, cheerleaders need the opportunity to lead cheers<br />

and players and coaches need to be able to communicate<br />

with each other during time-outs.<br />

5. Musical instruments may not be used as noisemakers during<br />

the contest.<br />

The director and his/her performing group should display<br />

courtesy and respect to players and cheerleaders by playing at<br />

appropriate times. With good planning and cooperation, the<br />

school pep band can be an integral part of the excitement and<br />

spirit of the contest.<br />

Kansans to Serve on NASC<br />

Advisory Board<br />

Kansas will be well served with two members on the National<br />

Association of Student Councils (NASC) Advisory Board for<br />

the next two years. Lori Kiblinger, Assistant Principal and Student<br />

Council Advisor at Royster Middle in Chanute and Jenny<br />

Angleton, a Royster Middle School seventh grader, will serve<br />

as the national middle school representatives.<br />

The NASC National Advisory Council works to:<br />

1. Identify and bring forth student council-related issues, topics,<br />

and concerns that provide opportunities for NASSP/NASC<br />

input or response.<br />

2. Provide critical review, feedback, and recommendations on<br />

issues, topics or concerns as requested by the NASSP Board<br />

and staff.<br />

3. Provide periodic review and recommend revisions or enhancements<br />

for NASC Awards programs as requested.<br />

4. Assist NASSP/NASC staff as called upon during the NASC<br />

National Conference.<br />

5. Represent NASC at occasional special events and meetings<br />

as called upon by NASSP staff.<br />

conference, student delegates must be members of the eighth<br />

through the twelfth grades in the fall of <strong>2012</strong>. Students who have<br />

graduated at the time of the conference are not eligible to attend.<br />

reservation forms must be postmarked January 15 or later<br />

and be received in our office before March 1, <strong>2012</strong>. Checks<br />

2. Once your reservation form and fees have been received by<br />

the KSHSAA, you will be notified if your school has been<br />

accepted. Registration will be completed online. No registration<br />

forms or names are due when checks and reservation<br />

forms are submitted. Remember, fees of accepted delegates<br />

are not refundable.<br />

3. The completed registration blank is due on or before April<br />

15, <strong>2012</strong>. After that date, substitutions may not be made. A<br />

reminder, a completed registration blank includes the signature<br />

of the delegate and his or her parents, principal, also<br />

the signature of the adult advisor who will accompany the<br />

Preparations are now underway by the host clubs for the <strong>2012</strong><br />

KAY Unit Conferences. KAY Clubs from across the state have<br />

been invited to attend one of twelve unit conference sites during<br />

January and February where they will experience the excitement<br />

of "The Power of One". Conference sites, dates and club assignments<br />

are located in the KAY Handbook, Section 3, page 8. Clubs<br />

interested in attending who were not given an assignment should<br />

contact the KAY state office immediately.<br />

KAY unit conferences provide the opportunity for students to<br />

meet KAY members from neighboring schools, participate in<br />

small group discussions, to share and gather new ideas, learn<br />

from skilled speakers on various topics of interest and gain a<br />

better understanding of the KAY program. Focus at the <strong>2012</strong><br />

conferences will center on group interaction and teamwork.<br />

<strong>kshsaa</strong>.org along with $3 per delegate and sponsor must reach<br />

the conference host at least two weeks prior to the conference.<br />

The conference host will contact the invited clubs with directions<br />

are limited to 25 delegates and if unable to attend are to contact<br />

their host school immediately.<br />

The annual meeting of the six KAY Area Sponsors and the KAY<br />

state director took place in Topeka on November 21, 2011. Mary<br />

The Executive Board reviewed the list of schools not submitting<br />

recommendations for post-season fall sports officiating.<br />

Schools not responding in football were Kansas City-Sumner<br />

Academy and Oxford. Schools not responding in soccer and<br />

volleyball: Kansas City-Sumner Academy. All other KSHSAA<br />

member senior high schools submitted recommendations on<br />

officials in all sports.<br />

3. The Sunflower League is proposing a change in the 6A football<br />

seeding procedures. On page 17 of the football manual,<br />

Section 3, 3.A.1-Class 6A and 5A Bracket, delete the following<br />

sentence – “They will be placed on the opposite quarters<br />

of the bracket from the district winners in the respective<br />

districts (so that the two teams from the same district, if<br />

they won in regional and sectional rounds would play each<br />

other in the sub-state round.)”<br />

Note: Our rationale for this change means we are treating<br />

the 5th thru 8th seeded teams the same as the 1st thru 4th<br />

seeded teams by using the criteria listed on pages 19-20.<br />

EDUCATION MEETINGS<br />

The Board heard reports from Executive Director Gary<br />

Musselman and the Assistant Executive Directors regarding<br />

the status of programs and services of the Association. The<br />

staff reviewed fall activities which have been completed. The<br />

Executive Director gave a financial report and provided an<br />

overview of the annual report to the Kansas State Board of<br />

Education at their October meeting.<br />

INFORMATION ONLy<br />

Per Bylaws, Article VI, powers and Duties of the Executive<br />

Board, Section 1h, the Executive Board designates the<br />

duties of the Executive Director and adopts regulations necessary<br />

for the effective operation of the office. One of the duties<br />

delegated to the Executive Director is to handle and process<br />

certain violations. The Executive Board asked that a synopsis<br />

of some of these be listed in the Minutes as “case book” studies<br />

for the member schools to follow in applying the specific rules<br />

or policies identified.<br />

The Executive Director reported 71 middle/junior and 259<br />

senior high schools were represented by 364 people who attended<br />

the seven KSHSAA Regional administrator and Board<br />

of Education Meetings.<br />

yOUTH<br />

Transfer Rule 18-1-6: A member middle school self reported<br />

a violation of the transfer rule when it discovered a student<br />

had been inadvertently allowed to participate in three A<br />

team volleyball matches, when the student only qualified<br />

for sub-varsity participation by rule. The school notified<br />

their opponents and forfeited all matches and sent letters<br />

of apology. The school administration was reprimanded<br />

for the violation.<br />

Assistant Executive Director David Cherry, staff liaison to<br />

the Student Advisory Team, reported on the SAT meeting<br />

held October 12th. Six students are new to the team each<br />

year, joining six senior students who carry over from last year.<br />

Juniors joining the team this fall will serve two year terms<br />

on the committee. With the assistance of WIBW in Topeka,<br />

all twelve members of the Student Advisory Team wrote and<br />

recorded three public service announcements which are playing<br />

throughout the state on WIBW and the Kansas Information<br />

Radio Network. Selected student advisory PSA messages are<br />

also available on the KSHSAA website under media information.<br />

Mr. Cherry also reported on the completion of the regional<br />

Student Council conferences and on the Student Council<br />

Advisor’s Workshop conducted in the KSHSAA office during<br />

buffer week. Forty-five Student Council advisors from Kansas<br />

schools attended.<br />

In addition, Mr. Cherry reported, Friday and Saturday of buffer<br />

week, twenty-eight educators participated in the Scholars<br />

Bowl Question Validation Committee, finalizing questions<br />

for regional and state tournaments. Utilizing the KSHSAA’s<br />

online system, questions from 320 schools were submitted for<br />

tournament competition. This annual meeting is vital to the<br />

Amateur Rule 21-1-6: A member senior high school reported<br />

a violation by a 9th grade golfer who participated<br />

in a scramble tournament in which the scramble team<br />

consisting of other adults, accepted prize money. Upon<br />

learning of the situation, the athletic director worked with<br />

the student and other members of the scramble team, to<br />

return the prize money to the organizers of the event. Upon<br />

confirmation of the return of all prize money, the student’s<br />

eligibility was reinstated.<br />

Tennis Rule 41-2-5: Two members of a senior high tennis<br />

team were disqualified from the state tournament prior to<br />

the meet, when it was discovered they had exceeded the<br />

allowed number of competitions during the school season.<br />

Subsequently, their regional meet place and points were<br />

forfeited and team awards adjusted accordingly. The school<br />

and coach were reprimanded.<br />

SpIRIT ACTIVITy SAFETy<br />

EDUCATION REQUIREMENTS<br />

Mr. Musselman provided the Executive Board with two potential<br />

future initiatives for consideration in the coming months. Both<br />

aim to minimize risk and enhance safety of students participating<br />

in spirit activities as well as increasing the knowledge<br />

and professionalism of the adults employed by member schools<br />

to coach and direct spirit activities. The two initiatives to be<br />

considered in the near future would be:<br />

1. Require KSHSAA rule meeting attendance every<br />

year instead of every-other-year. This requirement<br />

could be fulfilled through attendance at one<br />

of the spirit rule/safety meetings offered in conjunction<br />

with KSHSAA summer camps and fall spirit<br />

spreader clinics as is presently done. In addition,<br />

KSHSAA staff have created the ability to deliver an<br />

online spirit rules meeting for experienced coaches,<br />

consistent with other sports.<br />

2. The second initiative would require all spirit<br />

coaches to complete the NFHS Fundamentals of<br />

Coaching Cheer and Dance online course in order<br />

to be employed by a KSHSAA member school in a<br />

spirit coaching capacity. This requirement would<br />

be in effect regardless of whether or not the coach<br />

possesses a teaching certificate issued by the Kansas<br />

State Department of Education. It is noted the<br />

National Federation of State High School Association<br />

(NFHS) has an online course available at a<br />

price of less than $50.<br />

This information was taken under advisement by the Executive<br />

Board. No action was taken. It is anticipated further<br />

discussion on these initiatives will occur at future meetings<br />

of the Executive Board.<br />

Schools not requesting a football district assignment will<br />

have their position filled in each category by the next<br />

school moving up in enrollment.<br />

Class 1A Exception: Class 1A schools shall compete<br />

in two separate divisions in volleyball, basketball and<br />

scholar’s bowl for post-season and KSHSAA state championship<br />

competition.<br />

Following annual classification and determination of<br />

schools assigned to Class 1A, the half of the schools with<br />

the larger enrollments will be assigned to Division I and<br />

the half with smaller enrollments will be assigned to<br />

Division II. If Class 1A has an odd number of schools, Division<br />

I will be assigned one more school than Division II.<br />

c. On those days when school time is used, only two<br />

matches or tournaments may start prior to 3 p.m. C.T.<br />

and four two additional matches or tournaments may<br />

start no earlier than 1 p.m. C.T. The two four remaining<br />

matches must begin no earlier than 3 p.m. C.T.<br />

STATUS IN <strong>2012</strong>-13<br />

NExT MEETING<br />

The next regularly scheduled meeting will be held as follows:<br />

Principal Steve Adams, President Rick Lukianuk, and Athletic<br />

Director Tammie Wolt of Heritage Christian Academy of Olathe<br />

met with the Executive Board to provide an overview of their<br />

school and to express interest in seeking membership in the<br />

KSHSAA in the <strong>2012</strong>-13 school year. Presently, the school is on<br />

the KSHSAA Approved School list and competes with several<br />

member schools. Information pertaining to accreditation of the<br />

school, qualifications of teachers and coaches, compliance with<br />

KSHSAA rules and regulations, as well as student financial<br />

aid policies was discussed. No action was taken regarding<br />

membership at this meeting. It was agreed Mr. Musselman will<br />

conduct an onsite visit at the school’s senior high attendance<br />

center later this year. It is anticipated the school’s application<br />

for membership will be forthcoming in June of <strong>2012</strong>.<br />

BOARD pOLICy UpDATED<br />

Mr. Musselman provided information for the Board to review<br />

relevant to mileage reimbursement for representatives serving<br />

on KSHSAA governing boards. Following discussion, it was<br />

voted to set the rate at $0.46 per mile for reimbursement to<br />

members of the KSHSAA Board of Directors, Appeals Board,<br />

and Executive Board for attendance at Association meetings.<br />

include the thirty-two (32) high schools with the largest<br />

enrollments; Class 5A the next thirty-two (32); 4A the<br />

next sixty-four (64) (48); 3A the next sixty-four (64); 2A<br />

the next sixty-four (64); and Class 1A, the remainder.<br />

Based on the vote at Regional Meetings, the Executive Board<br />

voted to refer the following proposal to the agenda of the<br />

KSHSAA Board of Directors for action at their meeting April<br />

27, <strong>2012</strong>:<br />

FOOTBALL ExCEpTION: Classifications, for the<br />

purpose of determining district football assignments,<br />

shall be based on the total enrollment in the school’s<br />

ninth, tenth and eleventh grades as submitted to the<br />

KSHSAA on the date established by state statute for<br />

official enrollment.<br />

For the purpose of district football, utilizing this exception,<br />

member schools will be classified as follows:<br />

Art. 7: No student representing a member school shall participate<br />

in more than eight days of interschool competition<br />

during a season, exclusive of regional and state tournaments.<br />

a. Two dual matches, either nine or 18 holes, may be substituted<br />

for one day of the allowed eight days of competition<br />

provided no loss of instruction time would take place<br />

for competition and/or travel.<br />

b. Schools are encouraged to schedule as many quadrangular<br />

or smaller events as possible. It is recommended<br />

these events start after school hours.<br />

KSHSAA Board of Directors hears testimony and discusses at length, two separate proposals from:<br />

1. Frontier League: To establish 8 classes of schools (10 for football) with all private schools being<br />

assigned to a separate private school class, ( two divisions in football).<br />

2. North Central Kansas League: To place all private schools in the next classification above the<br />

enrollment based classification. (The Board of Directors took no votes on the proposals, as neither had<br />

been submitted through the petition process required in the KSHSAA Bylaws.)<br />

KSHSAA Strategic Planning, School Classification & Public Private School Issues<br />

Timeline<br />

June 23, 2010<br />

Members of the 2009-10 and 2010-11 Executive Boards meet for an all day strategic plan work session.<br />

During the six hour session, Mr. Musselman presented information on state associations using enrollment<br />

multiplier formulas in Missouri, Illinois, Arkansas and Georgia. Discussion also centered on states that<br />

have discontinued use of multiplier formulas and states that considered multipliers but chose not to<br />

implement them. The 2007 Public Private Study Committee report was given an extensive review. Board<br />

members gave a great deal of attention to the present method of school classification and the number of<br />

classes in the present system. Kansas demographic factors and changing enrollment patterns were also<br />

noted. Two questions were identified for the 2010 October regional administrator meetings as a result of<br />

this special work session.<br />

1. Should 9 th graders be included in the annual classification count?<br />

2. Should the 18 week transfer period be extended to one year of ineligibility?<br />

March 2006 through September 2007<br />

Eighteen member KSHSAA Public & Private School Study Committee meets five times. Committee<br />

Charged to: Study the similarities and differences between private and public schools which maintain<br />

membership in KSHSAA. Final Report published September 26, 2007. Committee’s Conclusion: “The<br />

Committee recognizes and agrees that inequities exist between member schools; however, not all<br />

inequalities fall between public and private lines. The numerous factors referenced in this report help<br />

distinguish one school from another and provide differing opportunities for school communities to achieve<br />

and grow. The Committee challenges each school to dedicate its efforts in working to achieve the goals<br />

and principles of a healthy interscholastic program.”<br />

October 2008<br />

Executive Board surveys member schools on interest in strategic planning at the seven regional<br />

administrator and board of education meetings.<br />

February 2009<br />

Executive Board conducts two week on-line survey of 779 member schools in preparation for strategic<br />

planning committee meeting. 51% of senior high schools and 26% of junior high and middle schools<br />

respond.<br />

September 2010<br />

Executive Board received report from Mr. Musselman on the Minnesota State High School League’s<br />

classification reduction formula as they begin discussion on the participation of low socio economic status<br />

students. It was the consensus of the Executive Board to use the upcoming regional administrator<br />

meetings to brief member schools of the possibility of an upcoming study regarding student participation.<br />

June 11-12, 2009<br />

Twenty-eight member KSHSAA Strategic Planning Committee meets with facilitator, Marty Hickman, PhD.,<br />

Executive Director of the Illinois High School Association. The Committee develops a new mission<br />

statement and fifteen belief statements about the KSHSAA for consideration by the Executive Board. The<br />

Committee also develops seven potential future strategies for the Association to consider.<br />

October 2010<br />

The votes from the seven regional administrator meetings, on the following questions were:<br />

1. Should 9 th graders be included in the annual classification count? Yes 240 No 25<br />

2. What is the optimum number of classifications? 7classes = 55, 6 classes = 195, 5 classes = 13<br />

3. In priority order, what are the highest priorities regarding classifications:<br />

a. Total number of schools in each classification<br />

b. Enrollment range of schools within the classification<br />

c. Total number of students in the classification (combined enrollment of all schools in the class)<br />

4. Should the 18 week transfer period be extended to one year of ineligibility? Yes 89 No 310<br />

November 2010<br />

1. Executive Board voted to refer Classification Rule 5 change (count 9 th grade in annual<br />

classification) to the Board of Directors agenda for final action.<br />

2. Executive Board voted to conduct an in depth survey of participation by low SES students in all<br />

member high schools, to determine if a significant disparity exists in the participation rate of that<br />

population.<br />

October 2009<br />

During the regional administrator and board of education meetings, member schools prioritize the seven<br />

future strategic initiatives identified by the Strategic Planning Committee as follows: (Listed below in<br />

priority order)<br />

1. Develop training, recruiting and retention plans for officials and coaches.<br />

2. Study issues involved in classification of member schools.<br />

3. Study the influence of club teams, year around sports, specialization of athletes and their effects<br />

on students and school programs.<br />

4. Develop a plan to address public/private school issues.<br />

5. Develop a financial plan to meet the needs of the Association while considering the economic<br />

implications for member schools.<br />

6. Continue to evaluate and implement a technology plan to meet the needs of the Association and<br />

its member schools.<br />

7. Develop a public relations plan.<br />

January 2011<br />

Data from 328 schools responding to the Executive Board’s survey on participation levels of low SES<br />

students was presented. KSDE data indicates 39.75% of all Kansas high school students qualify for free<br />

and reduced lunch. The KSHSAA study indicates low SES students participate at a 12% lower rate than<br />

other students. The Executive Board felt the statistical significance of this finding did not justify<br />

implementation of an enrollment reduction factor.<br />

March 2010<br />

Executive Board hears a presentation from Dr. Kerwin Urhahn, Executive Director of the Missouri High<br />

School Activities Association on their state’s eight year experience with a 1.35 enrollment multiplier<br />

adopted in 2002. Finding: “There has been no statistically significant change in the distribution of<br />

championships won by public and private schools in Missouri over the eight year period.”<br />

The Executive Board began discussion on a proposal that would reduce Class 4A from 64 to 48 schools, by<br />

moving the smallest enrollment 16 Class 4A schools down to Class 3A. This proposal would ripple down<br />

into classes 2A and 1A by each receiving the 16 smallest schools from the classification above.<br />

March 2011<br />

The Executive Board voted to refer the Class 4A proposal (described above), to the April meeting of the<br />

Board of Directors for discussion only, to be conducted in round table groups. A proposal to remove<br />

Article 6 from Classification Rule 5, Section 2, by St. John’s Military School was referred to the Board of<br />

Directors for action. The proposal would eliminate the doubling of enrollments for single gender senior<br />

high schools.<br />

April 2011<br />

By a vote of 64 in favor, none opposed, the Board of Directors voted to modify Classification Rule 5-2,<br />

Articles 3-6, to include 9 th grade students in the annual classification count. By a vote of 60 in favor, 4<br />

opposed, the Board also removed Article 6 from Classification Rule 5, eliminating the doubling of the<br />

enrollment count for St. John’s Military School, as a single gender school. Following a power point<br />

presentation and overview by President Bill Faflick, David Morford and Bruce Krase, Board of Director<br />

members engaged in one hour of classification breakout group discussion on the merits of the Class 4-3-2-<br />

1A proposal. No action was scheduled nor taken.<br />

September 2011<br />

By unanimous vote, the Executive Board voted to place the proposal to modify Classes 4A, 3A, 2A & 1A to<br />

the agenda of the October regional administrator and board of education meetings.<br />

2011 – 12 classification of schools incorporates 9 th grade count. 3 Non Public schools moved up one<br />

classification (Wichita - Collegiate-4A, Salina - Sacred Heart-3A, Pittsburg - St. Mary’s Colgan-3A). 2 Non Public<br />

schools moved down one classification (Salina – St. John’s Military-3A, Prairie Village – Kansas City Christian-2A).<br />

October 2011<br />

The proposal to modify Class 4A from 64 to 48 schools, rippling down the smallest 16 4A schools to 3A,<br />

then 2A, then 1A, was discussed at the regional administrator and board of education meetings, and grass<br />

roots feedback was gathered through member school votes. The statewide vote of senior high schools on<br />

the proposal was 103 in favor with 96 schools opposed. Class 4A voted in favor 43-10, Class 3A voted 17<br />

in favor with 28 opposed, Class 2A voted 20 in favor with 25 opposed, and Class 1A voted 23 in favor with<br />

33 opposed.<br />

November 2011<br />

The Executive Board evaluated the regional meeting statewide vote on the proposal to change<br />

classification of 4A, 3A, 2A and 1A schools. Noting the overall vote reflected a majority, it was voted to<br />

refer the proposal to the agenda of the Board of Directors for their action in April of <strong>2012</strong>. It was noted<br />

the Board of Directors would have to vote by a simple majority (51%) to move the proposal to the final<br />

step in the process outlined in Bylaw Article XII, Section 4. If a majority of the Board of Directors does not<br />

vote in favor of the proposal, it dies. If the Board of Directors vote is a majority, then a special ballot of all<br />

schools in the four classifications is required. Bylaw Article XII, Section 4 specifies, “Any proposal, before<br />

it becomes effective, shall be approved first by the KSHSAA Board of Directors, and second, by a majority<br />

of all schools affected and a majority of all Classes affected.”<br />
