Annual Meeting in Wichita
on January 27th
The Kansas State High School Activities
Association annual meeting
will feature a speaker known
for his enthusiasm and appreciation
of educators. Harvey Alston,
author and former educator, will
provide the keynote address at
the KSHSAA’s Annual Meeting
in Wichita. The KSHSAA Annual
Meeting is held in conjunction with
the United School Administrators
Convention in Wichita and will begin
at 8:30 a.m. on Friday, January
27, 2012. Following a brief report
on KSHSAA business by Executive Director Gary Musselman
and Association staff, Mr. Alston will deliver his message. The
session will take place in the Hyatt conference center in Room
210 A-B-C. The KSHSAA session is open for all to attend,
whether or not they are registered for the convention.
Considered one of the most dynamic, “high octane” speakers in
America, Harvey Alston has been a full-time speaker since 1989.
Audiences throughout the United States have benefited not only
from his knowledge, but also from his practical wisdom.
Harvey Alston’s unforgettable words of individual responsibility
for achievement have improved spirits, spurred growth, and
changed lives. His powerful, soul-searching presentations uplift
audiences to a higher standard, and to a level where they strive
only for the best. Alston believes in solitary achievement, shared
accomplishment and the dignity of human beings.
Alston’s career has spanned positions from head football coach
of Columbus East High School in Ohio in 1968, to assistant
director of student financial aid at the university level. As an
educator he taught English, biology, health, life sciences and
math curricula. Over the years, Alston has received recognition
and awards from such diverse groups and organizations
as the Ohio House of Representatives as one of Ohio’s “Finest
Citizens”, the City of Columbus declared a Harvey Alston Day,
he was commissioned a Kentucky Colonel, and has received
numerous national recognitions and awards. People walk away
from Harvey Alston’s presentations knowing they have just
heard someone who “has been around the track a few times”
and one who shares it in a way that people won’t forget. He
has the courage it takes to remind people that life is only what
they make it, that self-respect does not come with the job, but is
brought to the job by people who do the best they can do, with
whatever work is available to them.
“Having heard Mr. Alston previously, we are excited to bring
his enthusiastic message to our annual meeting. We welcome
everyone to our session,” said KSHSAA Executive Director,
This is a companion form to KSHSAA Online Eligibility. ALL
SCHOOLS MUST FILE THE FORM WITHIN THE LISTED
TIME FRAME. When filing the report, if a school does not
have an ineligible student, simply write “NONE” and mail
or fax the report. (See December Journal page 5.)
Completion of C-1 and CM/J-1 reports students who were previously
listed as eligible but now are NOT eligible for second
semester participation, or remain ineligible.
Reminder—Please refer to pages 7-8 of the September Activities
Journal for complete information concerning KSHSAA Online
Eligibility. Students beginning their activity participation with
the second semester, whose names have NOT been previously
entered into the online eligibility system, must be entered online
before their first competition.
Eligibility Attendance
Requirements
Students who are required to attend eighteen weeks to become
eligible, must attend class in the nineteenth week. Those who
are required to attend a semester, for academic purposes, must
Football Helmet Reconditioning
The KSHSAA encourages each coach/athletic director, who is
considering reconditioning football helmets, to contact the
manufacturer directly to determine what their policies are regarding
reconditioning and warranties. This allows each KSHSAA
member school direct contact to determine the exact status and
recommendations regarding particular football helmets.
Attention Principals and AD's
Schools need to check the "Approved Events" link on our
website before attending any athletic or non-athletic event
that requires KSHSAA approval. Listing of approved events is
updated weekly. Please call the KSHSAA if an event is not on
our approved list.
All-Star Rule 24-1-1
Schools are reminded of All-Star Games Rule 24-1-1. It is not
permissible for any member school, its officials, or any employee
of the school to participate directly or indirectly in any All-Star
contests composed of undergraduate students. This includes
“promotion” which eliminates the possibility of schools furnishing
facilities or equipment, etc.
Undergraduate students include seniors who have completed
their eligibility in the sport, but have not yet graduated. These
students may participate in All-Star events, but may not be
coached by their school coach until after graduation.
Please check Rule 24 in the KSHSAA Handbook for details.
Questions pertaining to collegiate eligibility regarding All-
Star contests should be directed to the appropriate governing
body.
Delayed Telecasting of any
Interscholastic Activity
Requires Approval
KSHSAA has received reports that local cable television stations
borrow school tapes of athletic contests which have been played
away from home, and show them to viewers without permission
from the host school. During the season, each host school
has exclusive rights to those contests and unless permission
is given, local cable stations are violating federal statutes. In
post-season contests, those rights belong to the KSHSAA and
its member schools.
Tape-delayed televised and internet telecast contracts are available
on the KSHSAA website, www.kshsaa.org, under Media
Information link. In addition to other terms in the contract,
rights fees are as follows:
$ 25—72 and greater-hour delay
$ 50—48-hour delay
$100—24-hour delay
$300—for a playback following the last game of the
evening session
Live telecasting of any post-season competition is prohibited
unless a proper agreement is reached, which includes a fee of
$1,500 for each contest televised.
Specific instances of telecasting violations should be brought to
the attention of the KSHSAA as soon as possible.
4 KSHSAA Activities Association
Preventive Administration
Protecting Yourself, Your Students
and Your School
As we begin the new year, it is an appropriate time to review
methods that many schools take to protect staff, students and
schools from injury and possible litigation. The following list
may provide you with a simplified set of guidelines to review
with your staff. The following ideas are points which could be
covered at staff inservice with coaches/sponsors.
Common Sense
Use good common sense in making decisions relating to your
activity. Drills used by coaches in practice, the names given to
drills, supervision of participants, and techniques taught to
participants, should be reasonable and related to the improvement
of the student. The actions of the staff should always be
reasonable and prudent in the eyes of the law. Failing to meet
this standard invites the possibility of a lawsuit and possible
punitive damages.
Follow the Rules
KSHSAA activities follow rules adopted by the National
Federation. Coaches should make every effort to make sure that
rules are taught and followed. Rules are not made to be broken.
If coaches disagree with a rule, they should visit with their
school administrator about going through the proper channels
to try to bring about a possible rule change. Part of the learning
experience in school activities is an exercise in understanding
and participating in the democratic process.
Record Keeping
Keeping good records can prevent many problems for coaches
and the school. Records need to be kept on incidents, accidents,
warning of risk, physicals, permit slips, facilities, policies, practice
plans, equipment inspections and proper procedures to be
utilized by staff and student assistants.
Injuries
Coaches should exercise caution to be sure that appropriate
procedures are followed when handling injuries. Some schools
are able to contract for services of a certified athletic trainer.
Although this is desirable, it may not be an option available to
every school. If a certified athletic trainer or another appropriate
licensed healthcare provider is not available, then consider
establishing a seminar or school inservice with coaches and other
key personnel which will cover injury prevention and management
issues. Many schools also provide CPR/AED training for
their staff members.
Facilities
Inspect all facilities on a regular basis. Inspection records should
be kept and items which need to be repaired before practices or
competitions should be noted. School guidelines for transporting
students to and from events at all facilities should be shared
with both students and parents.
Equipment
It is important to keep good records on equipment. Some equipment
must be reconditioned yearly and record keeping is vital.
Many schools consider a replacement system to replace old
inventory on a regular basis. Make every effort to provide safe
equipment which is properly fitted.
Inservice Training
Activities staff benefit from a well-planned inservice program
which educates them about school objectives, philosophy, methodology,
communication, time management as well as first-aid
education. All personnel deserve to be in-serviced to improve
their effectiveness as educators. Inservice training is a must and
directly benefits both the professional staff and the students
they serve. Good documentation of a well designed inservice
program is an important component of a school’s improvement
plan. These basic areas are by no means a comprehensive set of
guidelines but may serve to remind schools of how comprehensive
a well administered activities program can be. Best wishes
in your continuing efforts to provide a safe and educationally
sound activities program in your school.
Activities Association. Approved events are posted at www.
kshsaa.org under the "Approved Events" link.
All other activities, including academic events not identified as
Scholars’ Bowl competitions (i.e., head to head academic team
competition, quick response answers, time limits on questions,
use of recognition systems by participants) and those vocational
and technical activities, which are approved and governed solely
by the Kansas State Department of Education are not under the
jurisdiction of the KSHSAA, as they are not identified in the
KSHSAA Handbook.
Banners and Signs at
State Events
Banners and signs will be permitted at KSHSAA-sponsored
tournaments, provided they are not personal, negative, unsportsmanlike
or vulgar. Signs must be attached or fastened
to the facility with approval of the tournament manager; or if
held by one person they will be permitted in the stands as long
as they meet the above criteria. Signs may not exceed 4' x 12'.
Parading with flags, signs or banners will not be permitted.
Helium filled balloons, glitter or confetti will not be allowed
at any site. Signs may NOT cover any advertising or signage
presently up at the local site.
Game Contracts Still Binding
with New Leagues
The KSHSAA is often contacted concerning the responsibility
of schools to fulfill obligations of existing contracts when they
join or form new leagues.
When new conferences or leagues are formed and schedules
are completed, it must be with the understanding that member
schools are bound to any contracts previously signed, unless
dissolved by mutual agreement. In some cases, newly formed
leagues have agreed to select a league winner based upon percentages
of wins and losses in the event all schools cannot play
a complete schedule of league contests the first year or two.
What about Card D?
Leagues may eliminate the exchange of Card D if they take official
action to provide that all game times, jersey colors, officials’
names who will work each contest, etc., will be published in a
league brochure and distributed to its members prior to the first
contest in each league activity. This brochure should indicate that
each school principal is responsible for seeing that no student
participates while ineligible and Form ELG or ELG-M/J, “Athletic
Eligibility Certificate,” is on file in the KSHSAA office prior to the
first contest in that activity. For all non-league events, all schools
are to exchange Card D, found online at www.kshsaa.org.
Officials Contracts Important
Schools are reminded of the importance of using KSHSAA contracts
when selecting officials for interscholastic sports, especially
in activities where registered officials are required by KSHSAA
regulations. Forms are available online at www.kshsaa.org.
When contracts are made with athletic officials, principals
should make sure that all details of the forms are completed.
Full names and addresses of officials should be included on each.
This information is especially helpful when there is a change in
administration the following year. Please note the guidelines
listed below:
l. Secure the approval of your opponents in writing, prior to
issuing contracts to the officials.
2. Use the full names, addresses and telephone numbers of
each official on the contract.
3. Specify the game fee and mileage allowance (if applicable),
on the contract.
4. Complete the penalty clause provided on the contract.
5. Specify the contract is valid only if the contest is played on
the date indicated.
6. Schools, conferences, and leagues should review the fee
and mileage paid to the officials. The fee should be in line
with salaries for other services.
KSHSAA regulations provide that officials shall be approved
by opponents and it is recommended that such approval be in
writing before contracts are issued. The Association has always
felt an official’s word (verbal) is his/her bond and that contracts
accepted verbally are ethically to be honored, as well as those
accepted in writing.
Officials Registration Statistics
Six fall and winter athletic activities administered by the KSHSAA
require member schools to contract officials who are registered
with the Association. These activities for the 2011-12 school year
are football, basketball, wrestling, volleyball, girls gymnastics
and soccer. The total number of officials registered for fall and
winter activities in 2011-12 is 4939 which is 52 less than the 2010-
11 total of 4991. The breakdown for each sport follows:
passing of House Bill HB 2182, The School Sports Head Injury
Prevention Act, in June of 2011. The bill was enacted on July 1,
2011. In brief, the legislation required that any student-athlete
suspected of sustaining a head injury (concussion) to:
1. Be removed from activity immediately
2. Be not allowed to return to activity that day
3. Be evaluated and cleared by a physician (MD or DO)
4. Pass a structured return to play progression
With this new legislated prevention plan, came more questions
and concerns from coaches, school administrators, athletic
trainers, physicians and parents. A local group of health care
providers associated with the Medical Society of Sedgwick
County decided to form a workgroup to dispense ‘appropriate
and useful’ information to the aforementioned groups to help
educate our communities on Traumatic Brain Injury (TBI or
Concussions). This group of health care providers is comprised
of neurologists, sports medicine physicians, athletic trainers,
neuropsychologists and school administrators. The purpose was
to disseminate this information in a way or format that would
allow all to understand and to provide a resource to parents,
physicians and coaches in our communities. The website was
developed to help these individuals understand the severity of
TBI/Concussions and to give them the information to manage
both appropriately and effectively. The website has information
regarding the recognition, management and return to play guides
for TBI/Concussions as well as general information directed at
each group; parents, coaches, athletes, school administrators
and physicians.
Furthermore, the website offers a place to retrieve information
that is in accordance with the State of Kansas Law and in line
with the Kansas High School Activities Association’s rules as
they relate to TBI/Concussions.
This workgroup will meet annually to review current TBI/Concussion
protocols and treatment plans and issue a “Consensus
Statement” and forward to all physicians practicing medicine
in the State of Kansas to ensure health care providers will have
the most up-to-date information to manage these injuries. I
would encourage anyone associated with any sports team or
group to utilize this information often and regularly to ensure
proper education, management and return to play guidelines are
maintained to protect our student athletes. I would encourage
our schools to utilize this information to develop a school policy
on how they will handle TBIs/Concussions at their respective
schools. The more we understand and know about this potentially
life threatening injury, the more we can limit the adverse
effects and protect our student athletes.
Six Quarter Rule
KSHSAAHandbookRules 33-2-5 & 33-3-2 provide for middle/junior
high and high school players to participate in a maximum of six
(6) game quarters per day. Kansas schools participating against
schools from neighboring states must follow the Kansas rules,
regardless of the rules for that individual state. Kansas basketball
players may not play in seven quarters. Violations of this rule are
to be reported to the KSHSAA. EXCEPTION: Should a non-varsity
contest be played in four quarters of four minutes each or less
(three minutes, middle/junior high), participating in one or two
four-minute quarters would be considered identical to that of one
eight-minute quarter as it relates to the six quarter participation rule.
Participation in any part of three or four quarters of four minutes
(three middle/junior high school) would count as two quarters.
Weekly Newsletter
Coaches, officials and school administrators should check the
KSHSAA Basketball page each week for information in the weekly
newsletter. Information on situations or clarifications on rules
and rule interpretations is included in the newsletter. You may
access the newsletter by going to kshsaa.org – athletic/basketball.
Scrimmage/Practice
Information
The KSHSAA has been asked if it is permissible for a group of boys
(not the boys basketball team) to come in and scrimmage the girls
basketball team. This is not permitted per KSHSAA Handbook
Rule 14-1-1 which states, “In order to be eligible for participation,
the student must be a bona fide undergraduate of that school and
in good standing. In order to participate in practice, the student
must be a bona fide undergraduate of that school and one who
is eligible or has the possibility of eligibility.” Because boys are
not able to participate on the girls basketball team, they are not
allowed to practice with or scrimmage against the girls teams.
A school may permit a boys school team to scrimmage against
a girls school team. Example: The freshmen boys scrimmaging
the Varsity girls or the 9th grade girls team scrimmaging the 8th
grade girls team.
Make sure coaches are aware they may not have a “boys practice
squad” come in and scrimmage/practice with your girls teams
during the season. Managers may help with traditional manager
duties during practice including but not limited to passing of balls,
rebounding for a player shooting, running the clock, etc. Managers
may not participate in practices/scrimmages.
School teams may not hold scrimmages with junior college teams
or other outside groups. Alumni scrimmages are permitted. During
a scrimmage there can be no score kept and no clock. Use of
officials is permitted. Should one or more game elements (score
or time) be involved, it would no longer be a scrimmage, but must
count toward the number of contests allowed during a season.
Headbands Defined
The NFHS has clarified the difference between a headband and
a hair control device. Headbands go around the entire head and
include items such as: elastic strips, elastic bands, pre-wrap,
moisture-absorbing terry cloth, other similar items. Headbands
must be worn on the forehead/crown, be nonabrasive, unadorned,
and a maximum of 2 inches. Only one school or manufacturer
logo is permitted. Head decorations (like ribbons) are prohibited.
Ponytail holders are considered hair control devices and do not
come under the restrictions of color, maximum size, logo restrictions
and team uniformity.
The colors permitted for headbands and wristbands are white,
black, beige or a school color. Only one headband may be worn
by each player. If more than one player is wearing a headband or
wristband they all must be wearing the same color, although they
may be a different style. Example player #10 maybe wearing prewrap
and player #12 an elastic band, as long as they are the same
color and meet the size and logo restrictions they are permitted.
Barrettes and bobby pins are not permitted.
Arm Compression Sleeves
NFHS Basketball rule 3-5-3 states that Arm Compression sleeves
shall:
a. be white, black, beige or a single solid school color;
b. be the same color for each team member;
c. meet the logo requirements in 3-6;
d. be worn for a medical reason.
While Kansas does not require the coach to show the official a
note that the doctor has indicated the sleeve must be worn, when
the official asks the coach in pregame “are your players legally
equipped and will they play in a sportsmanlike manner” the
coach shouldn’t be deceptive when answering the question. In
addition the coach should not encourage a player to be deceptive
if asked why they are wearing the sleeve. If a sleeve is to be worn
and it is for a medical reason the school should have a note from
the doctor on file. If not worn for a medical reason, compression
continued ➣
January 2012 9
sleeves are not to be worn. Reasons of it looks cool, it improves
my shooting, etc. are not medical reason. This is a playing rule
and applies grades 7-12.
Bench Decorum – Coaches
Box
The KSHSAA Executive Board has approved the use of the six
foot optional coaching box for the 2011-12 season. Administrators
should visit with their coaching staff and set expectations for
properly using the coaching box. Officials may issue a technical
foul to coaches who do not comply with coaching box restrictions,
but it is important expectations be set by the administration who
employs the coach. The box must be marked so it can be clearly
seen from the court (chairs can’t be sitting on top of it). Measure
22 feet from the end line and 28 feet from the end line to mark the
box on the floor, it must be marked for all levels of competition.
The purpose of the box is to provide fairness in coaching. Allowing
a coach to wander the sideline gives them an advantage over the
coach who follows the rule and coaches from the box. This is a FAIR-
NESS in coaching rule, please help educate coaches on the reason
for the coaching box. Coaches may stand in the six foot box during
play. For safety reasons they may not squat or kneel. Assistant
coaches may not stand except during timeouts and intermission.
Running Clock
By Executive Board action the running clock will be used during
all Sub-State games. It will not be used during State games.
The 30 point running clock may be used in regular season contests
by league adoption or school administrators may agree prior to
the contest that the running clock will be used. It is used in the
4th quarter only when the point differential reaches 30 points.
The clock shall continue to run except when stopped per NFHS
playing rules. (Injury, blood on the uniform, team calls a time
out) Officials should be notified prior to the contest by the school
administration whether the running clock is to be used during
the contest. The timer, scorer, PA announcer and coaches must
also be notified by school administration. The announcer should
make announcements concerning the running clock so that fans
will know why the clock is not stopping in the 4th quarter.
Use Registered Officials
Association regulations require high schools to use registered KSHSAA
basketball officials for varsity (first team) boys and girls basketball.
Middle/Junior High Schools are recommended to follow the same
procedure. (See KSHSAA Handbook Rules 11-2-1 and 11-3-1). High
School athletic directors or principals should verify all varsity officials’
registrations by checking the online Officials Directory.
Post season recommendations for officials are due to the
KSHSAA by February 8, 2012.
State Adopted Basketball
The Spalding TF-1000 Legacy basketball will be used for all postseason
contests.
Track &
Field
Starters & Referees
The KSHSAA Executive Board adopted the following regulation:
In order to qualify as a starter or referee for post-season
track and field meets, the individual must:
• fulfill the track and field online rules meeting requirement
• receive 90 percent or better on the NF Track & Field
Examination, Part I.
Track and Field starters who register with the KSHSAA will automatically
receive a copy of the 2012 Track & Field Examination, Part I and
NFHSTrack&FieldRulesbook(s). Athletic directors, track & field coaches
and/or school administrators who know of other individuals interested
in starting track meets should have them contact the KSHSAA.
Volleyball
White Volleyballs Required
for 2012-2013 Season
The Kansas State High School Activities Association Executive
Board is requiring that white volleyballs be used for all interscholastic
volleyball competition in the 2012-2013 school year.
NFHS volleyball rules will allow for the use of a colored panel
volleyball in competition per approval of the state association.
At their November Board Meeting the Executive Board discussed
this option throroughly and made the decision to stay with a
white ball for competition. The primary reason for their decision
was financial and the added burden placed on schools for
a product that is not needed or necessary. It was agreed that
not using a colored panel volleyball would not pose a safety
concern for athletes.
The official volleyball for the Kansas State High School Activities
Association post-season volleyball competition is the Baden
VX5E Perfection. Beginning January 1, 2012 the Kansas State
High School Activities Association will begin the 3nd year of a
3 year contract with Baden.
Spirit
Groups
State Basketball:
Halftime Request Procedure
Schools are welcome to provide halftime entertainment at KSH-
SAA state basketball tournaments. Request for a performance time
from the high school principal shall be made to the KSHSAA on
or after January 1, preceding the state basketball tournament.
Spirit groups will be considered and assigned, regardless of their
school’s having qualified a team for the state tournament. Note:
Schools are welcome to apply to sites outside of their classification
in an effort to reduce travel costs.
Spirit groups will perform only at the halftime of the
last game played on each of the four days. This policy is
necessary since participating basketball teams normally practice
at the halftime of the game preceding their contest in order to
adjust to the new surroundings of the state tournament site.
A maximum of two spirit groups may be allowed to perform at
the halftime of the last game which may necessitate extending
the halftime period. Each group will be limited to a maximum
five-minute performance, which includes the time necessary
for getting on and off the floor.
Cheer/Dance Rules Clarified
Regarding Glitter, Hair,
Jewelry, Fingernails
So often the most violated safety rules are the rules which are the
most easily fixed! National Federation of State High School Associations
(NFHS) Spirit Rules regarding gum, glitter, hair, jewelry,
and fingernails should be the easiest to enforce by our cheer/dance
coaches and they do not involve practice or stunt changes. It should
be easy for a coach to say: “Your hair is too long to be left down.
Please put it up in a pony tail so it is off your shoulders;” or “We
are stunting and your fingernails are too long;” or “I need you to
remove all jewelry before practices and performances. Period.”
If a coach explains that these are rules that have been set by the
NFHS and KSHSAA to prevent injury, perhaps cheerleaders
and dancers will realize the safety concerns. Coaches - be firm.
Enforce the rules for safety.
NF Rule 2-1-7: Participants are not permitted to chew gum or
have candy in their mouths during practice or performance.
NF Rule 2-3-1: Jewelry must not be worn except for religious
or medical medals, which shall be taped to the body (without
a chain) under the uniform.
✔
NOTE: Jewelry that is illegal includes any pierced body
parts (navel, eyebrow, tongue or any other piercing). There can
be no earrings worn on any part of the ear as well. The
"no jewelry" rule also pertains to ankle bracelets, watches,
rings, and necklaces.
12 KSHSAA Activities Association
✔
✔
✔
The NFHS also states that tongue piercing has been
determined by the physicians on their board to be such
a great safety hazard, that it is not allowed in any sport.
"Spacers" that are placed in the tongue or any other part
of the body while the stud has been removed have also
been determined by the physicians to be illegal. Students
will NOT be allowed to loop fish line through any pierced
area to keep it open or cover jewelry with tape.
NF Rule 2-3-2: Fingernails, including artificial nails, must be
kept at an appropriate length (short, near the end of the fingers)
to minimize risk for the participants. That means the nails are
not visible beyond the end of the fingers when viewed from the
palm side of the hands.
NOTE: Artificial nails are legal, provided they are the
CORRECT LENGTH.
NF Rule 2-3-3: The hair must be worn in a manner to minimize
risk for the participant. Hair devices, if worn, must be secure
and appropriate for the activity.
NOTE: The legal devices to hold hair away from the face
and off the shoulders include: bobby pins, small triangle
clips, flat (old fashioned) barrettes, rubber/elastic bands.
Claw clamps of any size are illegal, as are bobby pins
with jewels glued on the ends (jewelry rules), bump its, etc.
Only very tight fitting 3/8" or less headbands are legal.
The only purpose of a legal headband is to secure hair
away from the eyes. Any headband with sequins, jewels
or glitter is illegal.
Hair Adornment (Feathers, Tensile, Etc. Not Permitted)
Cheerleaders/Dancers will not be allowed to wear feather
hair extensions (latest trend in adding style and texture to
hair), tensile, etc. in their hair during practice and competition.
This is considered "ADORNMENT" and is not
permitted by the NFHS and KSHSAA rule. All KSHSAA
sports codes are consistent. Feathering will not be permitted
during any activities under NFHS rule jurisdiction.
NF Rule 2-3-7: Participants shall not wear glitter that does not
readily adhere on their hair, face, uniform, costume or the body
(If it can fall off, it is illegal).
NOTE: Glitter will also be illegal on signs used by cheerleaders
unless the signs have been completely laminated.
Spirit Groups Should Set and
Observe High Standards
If spirit groups do not exercise good taste in selecting yells and
signs in opposition to their opponents, they will bring discredit to
their schools. The KSHSAA Board of Directors adopted Citizenship/Sportsmanship
Rule 52 to give recommended guidelines
for your school spirit groups (pep club, cheerleaders, drill teams,
pompon squads, etc.).
To help define desirable and unacceptable behavior, refer to the
KSHSAA Sportsmanship/Citizenship Manual, pages 5-6 and
15-16. Additional recommendations for your spirit groups can
be found in the National Federation of State High School Associations'
Spirit Rules Book, available from the KSHSAA for $6.50.
Elite Camp Option For
Summer 2012
KSHSAA is very excited to introduce the option for an ELITE
summer camp for the Summer of 2012! Elite camps are designed
for those teams who have mastered advanced stunts and are
ready for the next level. Elite camps feature faster paced stunt and
transition classes (participants will advance through liberties in
their first stunt class on day one), additional emphasis on spotting
and safety, and faster paced cheer and dance classes. Examples of
elite skills that are covered include: liberty variations and multiple
ways to get to a liberty, full up and 360 skills, various transitional
skills only taught at Elite camps, as well as the new 2012 stunts and
transitions. In addition, Elite camps offer an Elite Xtreme routine
for teams to learn that is different from the traditional camp. Elite
camps follow the same schedule as a traditional camp, just faster
paced covering more material and information.
Any team interested in enrolling in an Elite camp will be required
to "qualify" for the elite camp by demonstrating their current
stunting skills to their big brother/sister. Teams will be required to
show an Extension with a pop cradle before they can participate
in the Elite camp. (Any team who can’t meet qualifying skills
Regional and State (4-speaker)
Debate Tournaments
On December 16-17, debate teams from Kansas high schools
will gather at regional sites to try to talk their way into a berth
at the state debate tournaments in January. The top teams from
each of the regionals will be eligible to compete in the State
Tournament at Olathe Northwest HS (6A, 5A) or Silver Lake
HS (4A, 3-2-1A) on January 13-14.
Regional plaques and medals will be awarded. Those
schools qualifying for the state debate tournament are reminded
to have their principal complete Entry Card DE-5
and send it with the $90 entry fee to KSHSAA, Box 495, To-
peka. The card and fees are due to KSHSAA by January 3.
Make checks payable to the KSHSAA.
State (2-speaker) Debate
Tournaments
The State (2-speaker) Debate Tournaments to be held in conjunction
with the State (4-speaker) Debate Tournaments will be held
January 13-14. All rounds for classes 6A and 5A will be debated
at Olathe Northwest HS. All rounds for classes 4A and 3-2-1A
will be debated at Silver Lake HS. Regulations, scheduling
procedures and judging information are printed in the KSHSAA
Debate, Speech & Drama Manual, pages 12-16.
Speech Judging Ballots
Available from KSHSAA
Available from the Association office at a small charge are speech
and Lincoln-Douglas ballots for use by managers of invitational
speech events. These ballots are the same as those that will be
used at all regional and state speech and drama festivals and
state speech championships. An order blank is in the back of
the Debate, Speech & Drama Manual.
TOPICS — The KSHSAA does not furnish extemporaneous
speaking topics or improvised duet acting topics for invitational
or league speech festivals or tournaments. The Association office
does, however, supply the topics to be used at the regional and
state speech and drama festivals and state speech championships.
Invitational Tournament
Schedules – Posted Online
To find the list of invitational tournaments across the state, you
will need to access the KSHSAA Speech & Drama web page.
Once there, under the Other Information section click on the
“Tournament schedule” link. All tournaments that are submitted
to date will appear.
If you are planning on hosting a Speech Invitational Tournament
you will need to go online and log in behind the school login
and enter your Spring Invitational Tournament Date(s). This is
an automated process and the KSHSAA will no longer accept
emails giving us your dates or asking us to change your dates.
Contact KSHSAA if you need additional instructions.
Once you submit your invitational tournament, it will go live immediately.
You may edit your entries anytime throughout the school
year. For example, should you need to change the tournament date?
There is a section for comments so you can include information
regarding your specific tournament, deadline entry dates
or how many schools will be accepted, etc. “New” is a section
titled “Site Contract.” This is where you can upload a PDF of
your school invitational letter and/or contract.
welcome to apply to sites outside their classification in an
effort to reduce travel costs.
Piano entrants qualify to represent their school in regional and
state piano festival when the three following requirements are
met:
1. The student meets all eligibility requirements of the KSHSAA
for individual participation.
2. The student has contributed to the musical program of the
school. Interpretation: The word “contribution” shall be
interpreted to mean the student participates in the music
program and/or plays the piano as an accompanist or as a
performer for any phase of the school program.
3. The student’s qualifications are approved by the local principal. It is
also the principal who makes the final determination as to whether
the student is to represent the school as one of the allotted entrants.
Students must receive a First Division rating at the Regional
Piano Festival to qualify for the State Piano Festival. (Refer to
the December Activities Journal for additional information.)
Participation of Bands at
Basketball Contests
Part of the excitement at many of our interscholastic basketball
contests involves the spirited music supplied by the pep band.
The performance of the musical group is enjoyed by all attending
the game.
To ensure full appreciation of the group’s performance, guidelines
indicating when to play should be followed. Band directors are
reminded that as a courtesy to the teams and cheerleaders of
both schools, performances by the band should be limited to
appropriate times. Guidelines listed below indicate appropriate
playing times for the band:
1. The band may play before the game begins. The director
should coordinate the schedule so that team members may
be introduced by the host school.
2. The band may play at halftime of the contest.
3. The band may play at the end of the contest if desired.
4. The band may play during time-outs or between quarters.
However, cheerleaders need the opportunity to lead cheers
and players and coaches need to be able to communicate
with each other during time-outs.
5. Musical instruments may not be used as noisemakers during
the contest.
The director and his/her performing group should display
courtesy and respect to players and cheerleaders by playing at
appropriate times. With good planning and cooperation, the
school pep band can be an integral part of the excitement and
spirit of the contest.
The Executive Board reviewed the list of schools not submitting
recommendations for post-season fall sports officiating.
Schools not responding in football were Kansas City-Sumner
Academy and Oxford. Schools not responding in soccer and
volleyball: Kansas City-Sumner Academy. All other KSHSAA
member senior high schools submitted recommendations on
officials in all sports.
3. The Sunflower League is proposing a change in the 6A football
seeding procedures. On page 17 of the football manual,
Section 3, 3.A.1-Class 6A and 5A Bracket, delete the following
sentence – “They will be placed on the opposite quarters
of the bracket from the district winners in the respective
districts (so that the two teams from the same district, if
they won in regional and sectional rounds would play each
other in the sub-state round.)”
Note: Our rationale for this change means we are treating
the 5th thru 8th seeded teams the same as the 1st thru 4th
seeded teams by using the criteria listed on pages 19-20.
The Board heard reports from Executive Director Gary
Musselman and the Assistant Executive Directors regarding
the status of programs and services of the Association. The
staff reviewed fall activities which have been completed. The
Executive Director gave a financial report and provided an
overview of the annual report to the Kansas State Board of
Education at their October meeting.
INFORMATION ONLy
Per Bylaws, Article VI, powers and Duties of the Executive
Board, Section 1h, the Executive Board designates the
duties of the Executive Director and adopts regulations necessary
for the effective operation of the office. One of the duties
delegated to the Executive Director is to handle and process
certain violations. The Executive Board asked that a synopsis
of some of these be listed in the Minutes as “case book” studies
for the member schools to follow in applying the specific rules
or policies identified.
The Executive Director reported 71 middle/junior and 259
senior high schools were represented by 364 people who attended
the seven KSHSAA Regional administrator and Board
of Education Meetings.
Attendance figures were as follows:
Transfer Rule 18-1-6: A member middle school self reported
a violation of the transfer rule when it discovered a student
had been inadvertently allowed to participate in three A
team volleyball matches, when the student only qualified
for sub-varsity participation by rule. The school notified
their opponents and forfeited all matches and sent letters
of apology. The school administration was reprimanded
for the violation.
Assistant Executive Director David Cherry, staff liaison to
the Student Advisory Team, reported on the SAT meeting
held October 12th. Six students are new to the team each
year, joining six senior students who carry over from last year.
Juniors joining the team this fall will serve two year terms
on the committee. With the assistance of WIBW in Topeka,
all twelve members of the Student Advisory Team wrote and
recorded three public service announcements which are playing
throughout the state on WIBW and the Kansas Information
Radio Network. Selected student advisory PSA messages are
also available on the KSHSAA website under media information.
Mr. Cherry also reported on the completion of the regional
Student Council conferences and on the Student Council
Advisor’s Workshop conducted in the KSHSAA office during
buffer week. Forty-five Student Council advisors from Kansas
schools attended.
In addition, Mr. Cherry reported, Friday and Saturday of buffer
week, twenty-eight educators participated in the Scholars
Bowl Question Validation Committee, finalizing questions
for regional and state tournaments. Utilizing the KSHSAA’s
online system, questions from 320 schools were submitted for
tournament competition. This annual meeting is vital to the
Amateur Rule 21-1-6: A member senior high school reported
a violation by a 9th grade golfer who participated
in a scramble tournament in which the scramble team
consisting of other adults, accepted prize money. Upon
learning of the situation, the athletic director worked with
the student and other members of the scramble team, to
return the prize money to the organizers of the event. Upon
confirmation of the return of all prize money, the student’s
eligibility was reinstated.
Tennis Rule 41-2-5: Two members of a senior high tennis
team were disqualified from the state tournament prior to
the meet, when it was discovered they had exceeded the
allowed number of competitions during the school season.
Subsequently, their regional meet place and points were
forfeited and team awards adjusted accordingly. The school
and coach were reprimanded.
EDUCATION REQUIREMENTS
Mr. Musselman provided the Executive Board with two potential
future initiatives for consideration in the coming months. Both
aim to minimize risk and enhance safety of students participating
in spirit activities as well as increasing the knowledge
and professionalism of the adults employed by member schools
to coach and direct spirit activities. The two initiatives to be
considered in the near future would be:
1. Require KSHSAA rule meeting attendance every
year instead of every-other-year. This requirement
could be fulfilled through attendance at one
of the spirit rule/safety meetings offered in conjunction
with KSHSAA summer camps and fall spirit
spreader clinics as is presently done. In addition,
KSHSAA staff have created the ability to deliver an
online spirit rules meeting for experienced coaches,
consistent with other sports.
2. The second initiative would require all spirit
coaches to complete the NFHS Fundamentals of
Coaching Cheer and Dance online course in order
to be employed by a KSHSAA member school in a
spirit coaching capacity. This requirement would
be in effect regardless of whether or not the coach
possesses a teaching certificate issued by the Kansas
State Department of Education. It is noted the
National Federation of State High School Association
(NFHS) has an online course available at a
price of less than $50.
This information was taken under advisement by the Executive
Board. No action was taken. It is anticipated further
discussion on these initiatives will occur at future meetings
of the Executive Board.
Class 6A: 32 largest member schools playing 11-Man
Class 5A: 32 next largest member schools playing 11-
Man football
Class 4A: 64 48 next largest member schools playing
11-Man football
Class 3A: 64 next largest member schools playing 11-
Man football
Class 2-1A: All other member schools playing 11-Man
football
8-Man: participating schools will be assigned to two
separate Divisions, as established by the Executive Board
NOTE: For 8-Man district football participation, assignments
shall be limited to those schools with a maximum
enrollment of 100 students in grades 9, 10 and 11. (See
Rule 35-2-3, Football.)
Schools not requesting a football district assignment will
have their position filled in each category by the next
school moving up in enrollment.
Class 1A Exception: Class 1A schools shall compete
in two separate divisions in volleyball, basketball and
scholar’s bowl for post-season and KSHSAA state championship
competition.
Following annual classification and determination of
schools assigned to Class 1A, the half of the schools with
the larger enrollments will be assigned to Division I and
the half with smaller enrollments will be assigned to
Division II. If Class 1A has an odd number of schools, Division
I will be assigned one more school than Division II.
c. On those days when school time is used, only two
matches or tournaments may start prior to 3 p.m. C.T.
and four two additional matches or tournaments may
start no earlier than 1 p.m. C.T. The two four remaining
matches must begin no earlier than 3 p.m. C.T.
Class 2A would remain at 64 schools by moving the smallest
enrollment 16 schools from Class 2A down to 1A.
Class 1A would gain the 16 schools moving down from Class
2A which in part would offset some of the loss of Class 1A
schools being experienced due to school consolidations and
closures.
2. North Central Kansas League: To place all private schools in the next classification above the
enrollment based classification. (The Board of Directors took no votes on the proposals, as neither had
been submitted through the petition process required in the KSHSAA Bylaws.)
KSHSAA Strategic Planning, School Classification & Public Private School Issues
Timeline
June 23, 2010
Members of the 2009-10 and 2010-11 Executive Boards meet for an all day strategic plan work session.
During the six hour session, Mr. Musselman presented information on state associations using enrollment
multiplier formulas in Missouri, Illinois, Arkansas and Georgia. Discussion also centered on states that
have discontinued use of multiplier formulas and states that considered multipliers but chose not to
implement them. The 2007 Public Private Study Committee report was given an extensive review. Board
members gave a great deal of attention to the present method of school classification and the number of
classes in the present system. Kansas demographic factors and changing enrollment patterns were also
noted. Two questions were identified for the 2010 October regional administrator meetings as a result of
this special work session.
1. Should 9 th graders be included in the annual classification count?
2. Should the 18 week transfer period be extended to one year of ineligibility?
March 2006 through September 2007
Eighteen member KSHSAA Public & Private School Study Committee meets five times. Committee
Charged to: Study the similarities and differences between private and public schools which maintain
membership in KSHSAA. Final Report published September 26, 2007. Committee’s Conclusion: “The
Committee recognizes and agrees that inequities exist between member schools; however, not all
inequalities fall between public and private lines. The numerous factors referenced in this report help
distinguish one school from another and provide differing opportunities for school communities to achieve
and grow. The Committee challenges each school to dedicate its efforts in working to achieve the goals
and principles of a healthy interscholastic program.”
October 2008
Executive Board surveys member schools on interest in strategic planning at the seven regional
administrator and board of education meetings.
February 2009
Executive Board conducts two week on-line survey of 779 member schools in preparation for strategic
planning committee meeting. 51% of senior high schools and 26% of junior high and middle schools
respond.
September 2010
Executive Board received report from Mr. Musselman on the Minnesota State High School League’s
classification reduction formula as they begin discussion on the participation of low socio economic status
students. It was the consensus of the Executive Board to use the upcoming regional administrator
meetings to brief member schools of the possibility of an upcoming study regarding student participation.
June 11-12, 2009
Twenty-eight member KSHSAA Strategic Planning Committee meets with facilitator, Marty Hickman, PhD.,
Executive Director of the Illinois High School Association. The Committee develops a new mission
statement and fifteen belief statements about the KSHSAA for consideration by the Executive Board. The
Committee also develops seven potential future strategies for the Association to consider.
October 2010
The votes from the seven regional administrator meetings, on the following questions were:
1. Should 9 th graders be included in the annual classification count? Yes 240 No 25
2. What is the optimum number of classifications? 7classes = 55, 6 classes = 195, 5 classes = 13
3. In priority order, what are the highest priorities regarding classifications:
a. Total number of schools in each classification
b. Enrollment range of schools within the classification
c. Total number of students in the classification (combined enrollment of all schools in the class)
4. Should the 18 week transfer period be extended to one year of ineligibility? Yes 89 No 310
November 2010
1. Executive Board voted to refer Classification Rule 5 change (count 9 th grade in annual
classification) to the Board of Directors agenda for final action.
2. Executive Board voted to conduct an in depth survey of participation by low SES students in all
member high schools, to determine if a significant disparity exists in the participation rate of that
population.
October 2009
During the regional administrator and board of education meetings, member schools prioritize the seven
future strategic initiatives identified by the Strategic Planning Committee as follows: (Listed below in
priority order)
1. Develop training, recruiting and retention plans for officials and coaches.
2. Study issues involved in classification of member schools.
3. Study the influence of club teams, year around sports, specialization of athletes and their effects
on students and school programs.
4. Develop a plan to address public/private school issues.
5. Develop a financial plan to meet the needs of the Association while considering the economic
implications for member schools.
6. Continue to evaluate and implement a technology plan to meet the needs of the Association and
its member schools.
7. Develop a public relations plan.
January 2011
Data from 328 schools responding to the Executive Board’s survey on participation levels of low SES
students was presented. KSDE data indicates 39.75% of all Kansas high school students qualify for free
and reduced lunch. The KSHSAA study indicates low SES students participate at a 12% lower rate than
other students. The Executive Board felt the statistical significance of this finding did not justify
implementation of an enrollment reduction factor.
March 2010
Executive Board hears a presentation from Dr. Kerwin Urhahn, Executive Director of the Missouri High
School Activities Association on their state’s eight year experience with a 1.35 enrollment multiplier
adopted in 2002. Finding: “There has been no statistically significant change in the distribution of
championships won by public and private schools in Missouri over the eight year period.”
The Executive Board began discussion on a proposal that would reduce Class 4A from 64 to 48 schools, by
moving the smallest enrollment 16 Class 4A schools down to Class 3A. This proposal would ripple down
into classes 2A and 1A by each receiving the 16 smallest schools from the classification above.
March 2011
The Executive Board voted to refer the Class 4A proposal (described above), to the April meeting of the
Board of Directors for discussion only, to be conducted in round table groups. A proposal to remove
Article 6 from Classification Rule 5, Section 2, by St. John’s Military School was referred to the Board of
Directors for action. The proposal would eliminate the doubling of enrollments for single gender senior
By a vote of 64 in favor, none opposed, the Board of Directors voted to modify Classification Rule 5-2,
Articles 3-6, to include 9 th grade students in the annual classification count. By a vote of 60 in favor, 4
opposed, the Board also removed Article 6 from Classification Rule 5, eliminating the doubling of the
enrollment count for St. John’s Military School, as a single gender school. Following a power point
presentation and overview by President Bill Faflick, David Morford and Bruce Krase, Board of Director
members engaged in one hour of classification breakout group discussion on the merits of the Class 4-3-2-
1A proposal. No action was scheduled nor taken.
September 2011
By unanimous vote, the Executive Board voted to place the proposal to modify Classes 4A, 3A, 2A & 1A to
the agenda of the October regional administrator and board of education meetings.
2011 – 12 classification of schools incorporates 9 th grade count. 3 Non Public schools moved up one
classification (Wichita - Collegiate-4A, Salina - Sacred Heart-3A, Pittsburg - St. Mary’s Colgan-3A). 2 Non Public
schools moved down one classification (Salina – St. John’s Military-3A, Prairie Village – Kansas City Christian-2A).
October 2011
The proposal to modify Class 4A from 64 to 48 schools, rippling down the smallest 16 4A schools to 3A,
then 2A, then 1A, was discussed at the regional administrator and board of education meetings, and grass
roots feedback was gathered through member school votes. The statewide vote of senior high schools on
the proposal was 103 in favor with 96 schools opposed. Class 4A voted in favor 43-10, Class 3A voted 17
in favor with 28 opposed, Class 2A voted 20 in favor with 25 opposed, and Class 1A voted 23 in favor with
33 opposed.
November 2011
The Executive Board evaluated the regional meeting statewide vote on the proposal to change
classification of 4A, 3A, 2A and 1A schools. Noting the overall vote reflected a majority, it was voted to
refer the proposal to the agenda of the Board of Directors for their action in April of 2012. It was noted
the Board of Directors would have to vote by a simple majority (51%) to move the proposal to the final
step in the process outlined in Bylaw Article XII, Section 4. If a majority of the Board of Directors does not
vote in favor of the proposal, it dies. If the Board of Directors vote is a majority, then a special ballot of all
schools in the four classifications is required. Bylaw Article XII, Section 4 specifies, “Any proposal, before
it becomes effective, shall be approved first by the KSHSAA Board of Directors, and second, by a majority
of all schools affected and a majority of all Classes affected.”
