New Mexico Association of Regional Councils (New Marc)<br />

The current economic conditions that are asking New Mexican citizens and governments to do more<br />

with less has inevitably resulted in the brainstorming and research of more efficient or perhaps<br />

overlooked opportunities to help fill the gap. <strong>NewMARC</strong>, the New Mexico Association of Regional<br />

Councils, is one such opportunity.<br />

The seven regional Councils of Government that comprise <strong>NewMARC</strong> are in a favorable position to play<br />

a key role in the rethinking and implementation of government–to–government policies, procedures,<br />

planning, and funding initiatives throughout the state. In concert with performing strongly as individual<br />

Councils of Government, <strong>NewMARC</strong> is building upon its statewide efforts to streamline operations<br />

based on needs, issues, and best practices to the benefit of all New Mexicans.<br />

The new use of a long standing organization presents an opportunity to consolidate the operational<br />

oversight and administrative coordination of the seven COGs. It will also allow for the sharing of<br />

resources and the distribution of responsibilities such as website and GIS development as well as other<br />

technical assistance or data collection and information sharing initiatives. Most importantly, it will<br />

harvest a clear, concise, and consistent network of communication, ensuring a systematic approach to<br />

providing community development solutions to rural communities throughout the state.


North Central New Mexico Economic Development District (<strong>NCNMEDD</strong>) Council of Governments<br />

<strong>NCNMEDD</strong> realizes that community planning and development is essential to sustaining livable<br />

communities now and in the future; maintaining this position with the full understanding that many<br />

communities in our region have limited staff for community planning and development tasks.<br />

<strong>NCNMEDD</strong> helps communities optimize government resources by offering assistance in a variety of<br />

project types that require research, planning, design, and administrative services that are specific to<br />

information gathered from community needs and resources data, and established community priorities.<br />

<strong>NCNMEDD</strong> strongly advocates that in order for a community to survive, much less thrive, an all-inclusive<br />

approach needs to be pursued by realizing that all major societal requirements are intrinsic with one<br />

another including but not limited to employment, economy, education, health, recreation,<br />

transportation, water, food, government, and people, revitalizing and building community’s that will<br />

provide enough incentive for our modern population to invest their lives.<br />

<strong>NCNMEDD</strong> will demonstrate capacity in the area of Capital Infrastructure by identifying four government<br />

programs that have resulted in statewide, regional, and local rural community development.<br />

Northern Pueblos Regional Transportation Planning Organization (NPRTPO)<br />

NPRTPO is an initiative of the New Mexico Department of Transportation to support its mission of<br />

providing a safe and efficient transportation system for the traveling public, while promoting economic<br />

development and preserving the environment of New Mexico.<br />

NPRTPO Develops a Rural Transportation Improvement Program Recommendations (RTIPR) that is a list<br />

of prioritized projects proposed by local and tribal governments that make up RTPO voting membership.<br />

After a project has been through the Project Feasibility Form (PFF) and Project Identification Form (PIF)<br />

process and has been deemed in line with the State Long-Range Plan (SLRP), Regional Work Plan (RWP),<br />

and district criteria, the RTPO will conduct an official meeting where local and tribal governments will<br />

present their projects amongst their peers, based on prioritization methods developed by each<br />

respective RTPO, the result is a transparent and locally driven document that demonstrates both the<br />

need and priority of the RTPO region.<br />

The RTIPR helps develop a Statewide Transportation Improvement Plan (STIP) that is cooperatively<br />

and/or consultatively planned, comprehensive in scope through the innovative use of fiscally<br />

constrained Federal and State resources, attempts to address the multimodal transportation needs of<br />

New Mexico’s transportation customers.<br />

State Grant In Aid (SGIA)<br />

State Grant In Aid strengthens <strong>NCNMEDD</strong>’s community outreach efforts for technical assistance to rural<br />

local and tribal governments, rural water associations, land grants, and other rural organizations and<br />

rural communities. The State of New Mexico is continuously developing and refining legislation to<br />

optimize funding scenarios, laws, and requirements that inevitably impact rural capacity for local and<br />

regional project development. <strong>NCNMEDD</strong> is an appropriate vehicle for supporting the communication<br />

and implementation of existing and new processes.<br />

The (SGIA) Regional Work Program is an established set of functions and tasks designed to serve as a<br />

building block towards Long Range State Wide Planning goals of New Mexico. This is accomplished by<br />

employing prioritization, outreach, and technical assistance methods that result in an accessible<br />

transparent and locally driven program that emphasizes capacity, demonstrates need and identifies<br />

priorities of the <strong>NCNMEDD</strong> region.<br />

Aging Long Term Services Department (ALTSD)<br />

Non Metro Area Agency on Aging (Non Metro- AAA)<br />

Non Metro Area Agency on Aging (Non Metro- AAA operating under the umbrella of <strong>NCNMEDD</strong>, is a<br />

pass-through agency of federal and state dollars to local communities for the provision of services to<br />

older New Mexicans. As outlined by the New Mexico ALTSD, the state’s Planning and Service Areas (PSA)<br />

2, 3 and 4 make up Non-Metro AAA jurisdiction. We contract with seventy (70) providers throughout the<br />

state to provide critical services to the elderly population in 32 of the 33 New Mexico counties;<br />

excluding only Bernalillo County.<br />

Non-Metro AAA has long been committed to ensuring that the supports seniors need to live in the<br />

community are accessible, providing an opportunity to participate in communities that value their<br />

contributions. Non-Metro AAA continuously seeks to enhance and improve the broad range of supports<br />

that individuals may need to live with respect and dignity as full members of their communities. Of the<br />

16 services funded, the predominant services throughout the state are:<br />

American Reinvestment Recovery Act (ARRA)<br />

REDI Net<br />

REDI Net is a high-speed, open access, community broadband network located in Northern New Mexico.<br />

It is owned and operated by a consortium of local and tribal governments through the North Central<br />

New Mexico Economic Development District (<strong>NCNMEDD</strong>).<br />

REDI Net has its roots in the 2008 regional economic development effort called REDI, which stands for<br />

Northern New Mexico Regional Economic Development Initiative. REDI identified high-speed broadband<br />

as the region’s number one infrastructure priority, resulting in an application for American Recovery and<br />

Reinvestment Act funding.<br />

In August 2010, <strong>NCNMEDD</strong> received $10.6 million from the Broadband Technology Opportunities<br />

Program (BTOP) in the National Telecommunications and Information Administration (NTIA) to build<br />

REDI Net. Construction of the network began in June 2011 and will be completed in Fall 2013.
