RESIDENTS OF HARRIS COUNTY MUD 105
Best Trash picks up your trash on Tuesday and Friday. Your
recycle collection day will be Friday. Please have trash and
recyclables out to the curb by 7 AM.
On each regularly scheduled collection day, Best Trash will
collect residential refuse at the curbside.
Trees, shrubs, brush trimmings and fencing must be bundled
in lengths no greater than 4 feet with no branch diameter
larger than 4 inches and bundles weighing no more than 40
lbs. The bundling is required to allow quick pickup and size
limitations are required to avoid damage to the compacting
equipment.
Heavy/bulky items (appliances, furniture, carpet up to 1
room rolled up 4 ft. wide and weighing less than 50 lbs) will
be picked up either collection day. By Federal Law, refrigerators,
freezers or any other item containing Freon must
have the Freon drained and have an accompanying bill to
validate such service was performed.
Items excluded from normal collection are dirt, rocks, bricks,
tires, cement, batteries, motor or cooking oil, waste generated
from a private contractor or any items deemed to be
hazardous materials. Best Trash will leave a tag explaining
the reasons for non-collection of the item.
An enhanced feature of the new provider will allow for collection
of items excluded by the contract if notified in advance.
Best Trash will meet with the customer prior to collection
day to determine a price to haul the non-contract items. If a
resident does not notify Best Trash of such a special pick-up
before its scheduled day, Best Trash will leave a notice for
the resident to contact Best Trash during normal business
hours before the next scheduled pick up day.
Please do not dispose of gasoline, motor or cooking oil,
paints or any other liquid item in a container that is not
visible to Best Trash personnel. If not visible and results in
spillage that causes a stain, Best Trash will not be responsible
for clean-up
Best trash takes great pride in our recycling efforts ensuring
the best program for our customers. Please remove caps,
liquids and food products from inside containers. Please
use the provided recycle bins for recyclable material and
not as extra trash bins.
Best Trash will collect paper, plastics, aluminum and tin cans
and glass (all colors) that are placed within the provided
recycling bin, if items exceed container capacity, please
place them adjacent to the bin marked as recyclable materials.
If you find items left in your bin, it means they are not
recyclable and the items should be disposed of in your trash
container for the next scheduled pick up.
Best Trash will provide each residence with one recycling
bin and will replace any bins that are defective or otherwise
become unusable through normal wear and tear. Theft, lost
or additional bins can be purchased for $9 each by calling
Best Trash.
YARD OF THE MONTH
Settlers Village wants to promote great yards. From May
through October, the Board will make a once a month
selection of the neighborhood’s best looking yard. Each
month’s top winner will be awarded a $100 gift card. Board
members and their families will not be eligible.
FROM YOUR HOA BOARD OF DIRECTORS
Please take a moment to visit the neighborhood’s new website located
at www.settlersvillagehoa.com. The Board is very interested in any
and all feedback.
There will be signs posted at the park/pool shortly to give all interested
parties notification that the area is being monitored via surveillance
cameras.
Please also remember the rules regarding personal sign postings.
Because your HOA is now responsible for the upkeep of sign and light
poles, placing of private signs of any type onto county owned sign poles
or Centerpoint owned light poles is expressly prohibited. Please do not
subject yourself to the embarrassment of having your signs removed
by the HOA or receiving a ticket from the sheriff who now patrols the
district. The HOA can now levy civil fines related to the costs of clean-up.
Lastly, a quick reminder that Steve Breard has volunteered to continue
collecting aluminum cans for the neighborhood with all proceeds going
to the capital improvement fund for our pool. In 2012 we collected
$306 and $177 in 2013. However, we only collected $114 in 2014 and
$65 in 2015, a pretty significant decrease. For 2016 we have collected
$42. Please rinse and bag the cans to minimize the attraction to bugs.
They can be dropped at 6642 Cove Lake Drive.
Board continues to note a number of properties having to be referred
for legal action because the owners/renters are not performing regular
maintenance. Please remember that not only are you contractually
obligated to maintain the property in which you live, it is also an
obligation to your neighbors. So take the time to mow and edge your
yard. Trim back the trees and bushes (which can also hide would-be
burglars). Keep your fence in repair and the house painted as needed.
If your sidewalk or drive-way needs repair, get it done before someone
gets hurt and sends you a lawsuit for your inattention. Residents should
be aware that the HOA fronts the legal expenses for deed restriction
enforcement. But the Board does come back to the property owner for
reimbursement of those costs including an assortment of administrative
fees. It can get really expensive really fast. Please also be aware that
trailers, boats, RVs must either be stored out of sight on your property.
The actual by-laws require them to be stored outside of Settlers Village
but inside a closed garage or in the backyard as long as they are below
the fence line and out of sight is also accepted. Covering an item with
a tarp is not acceptable.
BACK ON TRACK WITH NEW YEARS RESOLUTIONS
A study from the University of Scranton determined that only 8 percent
of people actually achieve their resolutions for the year. That same study
found that by January 15 th the number of people keeping their resolutions
has already dropped to 71 percent. Why do so many people fail to
follow through with their resolutions? There are a number of factors that
come into play, but the biggest reason is we skip the planning phase and
rely on willpower instead. We use up our willpower on everyday tasks
that have already been deemed necessary and therefore, resolutions
get pushed to the backburner. There is hope! Here’s what you can do
to restart those goals:
• Narrow It Down to ONE Thing: focus on just ONE Thing at a time; once
your new healthy habit is fully engrained you can move on to another
goal if you want to continue riding the wave of resolution success.
• Strengthen Your Willpower: If lack of willpower is the problem,
improving it is the solution.
• Envision your success: If you imagine indulging in a temptation at
a later time it can decrease the present desire. It also helps to think
about something else entirely – like how you’ll celebrate when you
reach your goal.
• Keep stress in check: Stress is a willpower killer. When your mind and
body work overtime to deal with stress, your ability to exercise control
diminishes.
• Plot Out Your Path to Success: Setting a goal is just the first step in
making it happen. To realize your resolution you’ll need to break your
ONE Thing down into smaller, more manageable steps.
THE LEGEND OF ST. VALENTINE
The history of Valentine’s Day-and the
story of its patron saint-is shrouded in
mystery. We do know that February
has long been celebrated as a month
of romance and that St. Valentine’s
Day, as we know it today, contains
vestiges of both Christian and ancient
Roman tradition. But who was Saint
Valentine and how did he become
associated with this ancient rite?
The Catholic Church recognizes at least three different saints
named Valentine or Valentinus, all of whom were martyred. One
legend contends that Valentine was a priest who served during
the third century in Rome. When Emperor Claudius II decided
that single men made better soldiers than those with wives and
families, he outlawed marriage for young men. Valentine, realizing
the injustice of the decree, defied Claudius and continued to
perform marriages for young lovers in secret. When Valentine’s
actions were discovered, Claudius ordered that he be put to death.
VALENTINE’S DAY - BY THE NUMBERS
Discover the history of the most romantic day of the year
by the numbers: (courtesy of: history.com)
Other stories suggest that Valentine may have been killed for
attempting to help Christians escape harsh Roman prisons,
where they were often beaten and tortured. According to one
legend, an imprisoned Valentine actually sent the first “valentine”
greeting himself after he fell in love with a young girl-possibly
his jailor’s daughter-who visited him during his confinement.
Before his death, it is alleged that he wrote her a letter signed
“From your Valentine,” an expression that is still in use today.
Although the truth behind the Valentine legends is murky, the
stories all emphasize his appeal as a sympathetic, heroic andmost
importantly-romantic figure. By the Middle Ages, perhaps
thanks to this reputation, Valentine would become one of the
most popular saints in England and France.
WALKS/RUNS
STEPS FOR STUDENTS:
A 5K RUN/WALK
Are you a runner who enjoys family-friendly
races? Are you an alumnus
of a parochial school? Do your children,
grandchildren or children of friends attend
a parochial school? Do you like to
have fun with 10,000+ plus people? If you
answered yes to any of these questions
or even if you didn’t, the 2017 Steps for
Students 5k Race/Walk is for you. Steps
for Students is a 5k USA Track and Field Association sanctioned race
which benefits Catholic education in the Archdiocese of Galveston-Houston.
Held every year in February, Steps for Students has
grown to include over 10,000 participants, filling the streets around
the Co-Cathedral with runners, walkers, families, kids and adults.
Each Catholic school in the Archdiocese has its own team which you
can join or donate to. Race Day begins with a sunrise Mass at the
Co-Cathedral followed by the race itself. In 2017, the race will take
a new, East-West direction under I69, but it will still begin and end
at the Co-Cathedral. Afterward, you can enjoy the Post Race Party
in the nearby Race Day Village. All donations and registration fees
(minus a $3 fee) go directly to your designated school, where they
can be used to help fund scholarships, improve the campus, add to
the educational experience of the students or whatever is needed
or desired. If running and getting up early is not your thing, there is
even a Snooze option. You can also sponsor your favorite runner or
school by simply making a donation.
The date for the 2017 Steps for Students 5k Race/Walk is Saturday,
February 18, 2017. The sunrise Mass begins at 6:30 AM with the race
itself beginning at 8 AM. Registration is currently underway, but the
last day to register at the low price of $15 (which includes a t-shirt) is
February 1, 2017. After that, registration increases to $25, so register
early. Steps for Students is a great way to get out, get some exercise,
see our beautiful city with your own eyes and make some new friends,
all the while supporting Catholic education and the wonderful opportunities
it provides to students of all backgrounds and faiths. For
more information about Steps for Students go to
http://steps4students.org/. To register directly for the race, go to
FUN FAMILY EVENT BENEFITS TRAUMA VICTIMS
mile family fun walk (strollers welcome), children’s activities, local
t-shirt and are invited to an after-race celebration featuring a DJ, food
and a few surprises. Prizes for participants include race winners and
fund raising winners.
Northside Christian Church (20250 Kuykendahl in Spring) is hosting
this year’s fundraiser, with proceeds going to support Shield Bearer
We are raising awareness and funds for Congenital Heart Defect (CHD)
research. We knew nothing about heart defects before Graeme and
were shocked to learn:
• Congenital heart defects are America’s and every country’s #1 birth
defect. Nearly one of every 100 babies is born with a CHD.
• Congenital heart defects are the #1 cause of birth defect related deaths.
• Congenital heart defects are the leading cause of all infant deaths in
the United States.
• Each year approximately 40,000 babies are born in the United States
with a congenital heart defect. Thousands of them will not reach their
first birthday and thousands more die before they reach adulthood.
• Each year over 1,000,000 babies are born worldwide with a congenital
heart defect. 100,000 of them will not live to see their first birthday and
thousands more die before they reach adulthood.
Can Chiropractic Help ME ?
We are often asked, “What’s the best way of finding out whether or not a doctor
of chiropractic can help my problem?”
We believe the answer can be found in a complete chiropractic consultation and examination,
including x-rays. And to help find out for sure, we will do a complete consultation
and examination, including x-rays, if necessary,
(procedures that normally cost $187.00 or more) for $25.00.
We will make this special program available through February.
The only exception to the offer involves personal injury cases (workers’ compensation
and auto accidents) in which there is no charge directly to the patient.
ASK YOUR
NEIGHBORHOOD
PLANNER
By Craig Narum CFP®,
area resident
RESOURCES TO HELP THOSE CARING
FOR A LOVED ONE AT HOME
If you provide home-based care to a loved one, you are not alone.
Millions of Americans provide unpaid family care every year.
Being a caregiver can be overwhelming, particularly if you are juggling
other responsibilities, such as working or raising a family.
Knowing where to turn for help can make a difference -- both in the
quality of care your loved one receives and in lessening the stress
and responsibilities on you.
Where to Go for Assistance: Elder Care Support. If the person you are
providing care for is 65 or older, there are many resources available
to you. One of the first stops to make is the U.S. Administration on
Aging (AoA), which can be found online at www.aoa.gov. The AoA is
dedicated to helping “elderly individuals maintain their dignity and
independence in their homes and communities.”
The AoA also maintains a website called the Eldercare Locator
(www.eldercare.gov) that can help caregivers find local agencies
that provide home and community-based services such as transportation,
meals, home care and support assistance. Other helpful
online resources:
The Medicare website (www.medicare.gov) details the various types
of home health care services that are covered under Medicare and
furnishes tools designed to help those in need of care choose home
health care providers. Be sure to access the booklet “Medicare and
Home Health Care.”
ElderCarelink (www.eldercarelink.com) is a referral service consisting
of over 50,000 senior care providers across the United States
and includes nursing homes, assisted living facilities, adult daycare
and home care services.
The Visiting Nurse Association of America (VNAA) website (www.
vnaa.org) has a database of visiting nurses in your area. The VNAA is
an association of individuals who provide cost-effective health care
to the elderly and the disabled.
If your loved one is a veteran, the U.S. Department of Veterans Affairs
(www.va.gov) provides a detailed listing of VA health care benefits.
Additional services can be obtained from the nonprofit Disabled
American Veterans (www.dav.org), including claims assistance and
transportation to VA hospitals.
The consumer-facing site of the National Association for Home Care
and Hospice (www.nahc.org/consumer) offers guidance and resources
to help caregivers find services in their area. Both the National
Cancer Institute (www.cancer.gov) and Cancer.Net (www.cancer.net)
have extensive sections devoted to caregivers that include guidance
on finding support services, including home health care.
Where to Go for Assistance: Caregiver Support. The National Family
Caregivers Association (NFCA) has a wealth of resources for caregivers
at its Web site (www.thefamilycaregiver.org), including an
online support network and a library of helpful tips on topics ranging
from reducing stress to care management techniques. Other resources
include:
The Family Caregiver Alliance (www.caregiver.org) started as a
small task force created to assist San Francisco-based caregivers. It
has now grown into a national organization dedicated to advancing
the development of high-quality, cost-effective programs for caregivers
in every state.
AARP (www.aarp.org) has a number of online communities devoted
to caregivers, including those specific to loved ones who are suffering
from cancer and Alzheimer’s. There is no age requirement to
participate in any of AARP’s communities.
The National Alliance for Caregiving (www.caregiving.org) also has
online resources to help those who are providing help to others,
including its Family Caregiving 101 site (www.familycaregiving101.
org), which offers education and support.
The average family caregiver works either full or part-time - in addition
to nearly 20 hours of care per week. Those responsibilities really
add up. So do your best to heed the advice of the many advocacy
groups encouraging caregivers to carve out some time to take care
of themselves, both physically and mentally.
A TALE OF TWO SUPER BOWLS
2004 VS. 2017
The last time Space City hosted the Big
Game was 13 years ago. Needless to say, a
lot has changed for the fourth-largest city in
the U.S. Here’s a quick peek at Houston of
Super Bowls Past vs. Houston of 2017:
Population:
In 2004 the Houston metro population was
5.1 million; in 2017 an estimated 6.6 million
will call Houston home.
Transportation:
• In 2004, Houston airports served 44 million
passengers; in 2015 that figure grew to
55 million and is expected to continue to
expand in 2016 with new direct service.
• In 2004, the two passenger airports
served 100 domestic and 50 international
destinations; in 2015 that figure grew to 124
domestic and 74 international destinations.
In 2004, Houston had 7.5 miles of rail; in
2017 it will boast nearly 23 miles.
Hospitality and Tourism:
• In 2004, the Houston area had roughly
44,000 hotel rooms; by 2017 there will be
more than 84,000 hotel rooms.
BEST THINGS TO BUY IN FEBRUARY
February is a good month for deals - and
most consumers are ready to open their
wallets again. Retailers know this and that,
combined with a few holidays, means the
promotions are flying. Here’s what’s likely
to be on sale this month:
Tax prep software. No, it’s not romantic. But it
must be done, so you might as well do it at a discount.
RetailMeNot has a deal on TurboTax that
could get you up to $20 off and Coupons.com has
a similar deal for 20% off H&R Block software.
President’s Day sales. Dealnews says we’re
likely to see deals at clothing and department
Settler’s Village | February 2017
• Space Center Houston, the visitors center
for NASA Johnson Space Center, saw
attendance of just over 704,000 in 2004; in
2016 that figure is expected to be close to 1
million visitors.
• In 2004, about 17 million people visited
the Houston Galleria (the largest shopping
complex in Texas); in 2015 more than 30
million people passed through the Galleria.
• In 2004, roughly 6,000 restaurants and
nightlife establishments were active in the
Houston area; in 2015 that number had
expanded to approximately 10,000.
Parks:
• In 2004, Discovery Green was just a parking
lot. Since it’s opening in 2008, the 12-acre
park has become downtown’s premiere
green space and entertainment destination.
Discovery Green and Kinder Lake will serve
as party headquarters for the Super Bowl
LIVE festival leading up to the big game.
• In 2004, Hermann Park, the heart of the
Houston Museum District, had recently
undergone a $9 million renovation. Since
then more than $46 million has been spent
to add major additions like McGovern
Centennial Gardens, the Bill Coats Bridge,
extensive landscaping and Lake Plaza.
stores during the upcoming three-day weekend,
so if you’re in the market for clothing,
bedding, tools or other household items, you
might want to wait it out.
Perfume. It makes a great Valentine’s Day
gift. Look for gift-with-purchase deals or fragrance
gift sets, says the Wall Street Journal.
Canned goods. Stick with us - we know this
isn’t the normal best buy. But February is
National Canned Food month, according to
Daily Finance and grocery stores are likely
to be running discounts to celebrate. Stock
up on your favorite items or buy a few things
to donate to a local charity or food pantry.
Candy.
Sports:
In 2004, Houston was home to four major
league sports teams with the Astros,
Rockets and Texans; now two more teams
have joined the roster, the Houston Dynamo
and Dash (soccer)
Technology:
• In 2017, Reliant and NRG Energy have
installed a dozen NRG Go stations across
the facilities. These stations each have 120
portable power chargers available for free
on game days, so fans can grab a charger
and keep using their phones to take action
shots, share moments and keep connected.
Pre-Game Festivities:
In 2004, a record 200,000 attended the “NFL
Experience” inside the GRB. In 2017, the 10-
day Super Bowl LIVE festival will spread over
35 blocks of downtown and is expected to
attract over 1 million fans with free concerts
by some of the biggest names in music,
local culinary experiences, NFL fan games
and much more.
media/press-releases/post/a-tale-of-twosuper-bowls-houston-in-2004-vs-2017
After Valentine’s Day, that is - all of those
heart-shaped boxes and traditional romantic
candies will be going on sale. Treat yourself
or celebrate a day late. If your valentine is a
bargain hunter, he or she won’t mind.
As for what to skip, may we suggest dinner
out? On February 14 th , at least. Many restaurants
have prix fixe menus, which often
means jacked up prices and limited selection.
You’re better off cooking at home. Serious
Eats has a large collection of recipes for two.
FREE! SHROVE TUESDAY PANCAKE DINNER
Take a break from cooking dinner on Tuesday, February 28 th ! Join us
at Epiphany Lutheran Church for our Annual Shrove Tuesday Pancake
Dinner. Dinner is served from 5-7 PM. Enjoy some Mardi Gras music while
you eat dinner! Children will create an Alleluia Banner, Mardi-Gras masks
and Crowns and end the evening with a Parade and sing-a-long as we
bury our Alleluias in preparation for Lent. Shrove Tuesday is a day of
celebration as well as penitence, because it’s the last day before Lent.
Lent is a time of abstinence, of giving things up. So Shrove Tuesday came
about as the last chance to indulge yourself and to use up the foods
that weren’t allowed in Lent. Giving up foods: but not wasting them. In
the old days there were many foods that observant Christians would
not eat during Lent: foods such as meat and fish, fats, eggs and milky
foods. So that no food was wasted, families would have a feast on the
shriving Tuesday and eat up all the foods that wouldn’t last the forty
days of Lent without spoiling. The need to eat up the fats gave rise to
the French name Mardi Gras; meaning fat Tuesday. Pancakes became
associated with Shrove Tuesday as they were a dish that could use up
all the eggs, fats and milk in the house with just the addition of flour.
ST. CUTHBERT EPISCOPAL CHURCH
17020 West Road www.stcuthbert.org
You are invited to St. Cuthbert Episcopal Church’s Shrove Tuesday Pancake
Supper on February 28 th from 5:30-7 PM. We will eat pancakes and
play bingo! Shrove Tuesday originated during the Middle Ages. Food
items like meats, fats, eggs, milk and fish were regarded as restricted
during Lent. To keep such food from being wasted, many families would
have big feasts on Shrove Tuesday. The English tradition of eating pancakes
on Shrove Tuesday came about as a way to use as much milk,
fats and eggs as possible before Ash Wednesday began. In France, the
consumption of all fats and fatty foods on this day coined the name
“Fat Tuesday” or Mardi Gras.
You are also invited to the Ash Wednesday services at St. Cuthbert
Episcopal church on March 1 st at 6:30 AM, 4:30 PM and 7 PM. All services
have Holy Communion and the imposition of ashes. The 4:30 PM service
is designed for children and their families. Ash Wednesday marks the
beginning of the season of Lent, which is dedicated to reflection, prayer
and fasting in preparation for Easter.
Lenten Study: Forty Days in the Force
Join St. Cuthbert Episcopal Church on Wednesday nights March 8 th
through April 5 th , from 6:30-7:30 PM for our Lenten series, Forty Days in
the Force. All ages are invited to participate. We will explore the many
spiritual themes that weave throughout the Star Wars films. From the
Force to the dark side, the issues presented in the films have a moral
and spiritual complexity that, if paid attention to, can help us better
understand our place in the world and our relation to others and to
God. Through Forty Days in the Force we hope to see the challenges and
victories in our everyday Christian life. There will always be a teacher
HOW MUCH DO YOU KNOW ABOUT OUR NATIONAL SYMBOL?
By Cheryl Conley, TWRC Wildlife Center
Against Benjamin Franklin’s wishes, the Bald Eagle became our national symbol in 1782 and by 1970, they were nearly extinct. There are
several reasons for this. It was legal to hunt eagles for sport and the long-held belief that eagles picked up lambs and children with their
talons was another reason to kill the birds. Since the diet of the eagle is mostly fish, eagles were killed to protect fishing grounds. The use
of pesticides proved disastrous to the survival of the eagles. The chemicals collected in the fish that were eaten by the birds. These chemicals
severely limited their ability to reproduce and when they did produce, the egg shells were very thin and weak. The chemical DDT was
restricted in 1972. When restrictions were put in place and DDT was banned, the eagle population began to rebound. It was removed from
the US government’s list of endangered species in 1995 and went from being classified as endangered to threatened. In 2007 it was de-listed
and has been assigned a risk level of “Least Concern.”
Bald eagles mate for life but recent research suggests there may be an occasional “divorce” and if a mate dies, an eagle will “remarry.” They
work together to construct the largest nest of any North American bird which they return to every year. The work to build the nest is what
actually “cements” their bond. Typically the nests are 5 to 6 feet in diameter and 2 to 4 feet wide and since they tend to use the same nest
every year, the nest can continue to get a little bigger every year. They prefer to nest in old growth at least 65 feet high, near open water
and away from human habitation but have been seen in populated areas.
Because the Bald Eagle is our national symbol, it has been given protection by the Bald and Golden Eagle Protection Act. The Act prohibits
anyone, without a permit issued by the Secretary of the Interior, from “taking” bald eagles. Taking is described to include their parts, nests
or eggs, molesting or disturbing the birds. The Act provides criminal penalties for persons who “take, possess, sell, purchase, barter, offer
to sell, purchase or barter, transport, export or import, at any time or any manner, any bald eagle ... [or any golden eagle], alive or dead or
any part, nest or egg thereof.”
In the winter of 1999, a pair of Bald Eagles decided to make The Woodlands their home. Normally staying away from populated areas,
these eagles didn’t seem to mind the noise and traffic in the area. The eagles have returned every year and have fledged 22 eaglets. The
Woodlands Development Company in cooperation with the US Fish and Wildlife Service developed a habitat conservation plan protecting
their nesting area from development.
FAST FACTS
• The only difference in appearance between the male and the female is that she is bigger. Eagles have an average wingspan of 6 to 8 feet.
• Bald Eagles can live up to 35 years of age. Of course, there are older Bald Eagles on record.
• During courtship, eagles will soar into the air, chase each other, fly upside down, lock talons and take death-defying spirals back to the
ground. This is done with both potential mates and competitors. Timing is everything! Poor timing can result in death for both birds.
• They lay 1 to 3 eggs and incubation takes about 35 days. The eggs hatch a few days apart in the order they were laid. It can take
12-48 hours for them to hatch.
• It’s not uncommon for the first-born to kill the smaller one. Parents do not intervene.
• 40% of young eagles don’t survive their first flight.
• They reach full adult size at 2 months. Eaglets fledge at about 3 months but it takes 4 to 5 years to become an adult.
This is when they get their distinctive white plumage.
• The site of their first flight is where they will return to nest and raise their young.
• Once fledged, the young ones will remain around the nest for up to 9 weeks learning to fly and hunt. The parents will continue to feed them.
• Bald Eagles have 7,000 feathers.
For those of you interested in observing live Bald Eagles in the nest, go to EAGLES.ORG. This is a great way to let your children watch as
these parents tend to the eaglets. TWRC Wildlife Center is a 35-year-old 501(C)(3) organization that rehabilitates injured orphaned and
displaced wildlife. Admissions average 6,000 animals/year. If you have wildlife questions or would like to explore how you can help, go to
HARRIS COUNTY LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know
your pet is friendly, an animal running at someone who is walking by is very scary for that person.
Many children are afraid of animals and become frightened, which could result in the child getting
hurt trying to avoid the animal.
Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the
unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to
have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”
Restraint is defined as “the control of a dog or cat under the following circumstances:
1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is
held by a human being, who is capable of controlling or governing the dog or cat in question
2. When it is within a fully enclosed vehicle
SB 062015
34 Settler’s Village | February 2017

3. When it is on the premise of the custodian and the animal does
not have access to sidewalk or street.”
While it may be nice to have your animal out in the yard while you work
or play, it is against the law, unless the animal is properly restrained.
Let’s all help keep our community a safe and comfortable place for all
our residents by being responsible pet owners. This will not only protect
anyone who may be walking or bicycling in the area, but also the pet
owner who could be held legally responsible or possibly sued for failing
to properly restrain their pet.
To make a complaint or report an animal that is not properly restrained
please contact:
Harris County Precinct #5, Contract #87: 281-463-6666
Harris County Animal Control: 281-999-3191
5 STEPS TO A HAPPIER HEALTHIER PET
1. Protect your pet from extreme weather (heat, cold, rain, etc.).
2. Keep indoors or in a fenced yard and on a leash when walked.
3. Make sure they’re up to date with vaccinations.
4. Always make sure they’re wearing identification, so they
can be returned to you if lost.
5. Spay or neuter your pet.
Texas Lab Rescue has labs available that are waiting to go to their forever
home. Please check out their website at txlabrescue.org.
SCOOPAGE PET POOPAGE
It may not be a fabulous way to walk, but please have courtesy to
please scoop when your pet poops during your walks. Throughout the
community trails, you will find areas to toss your pet’s poopage and in
some areas, there are also bags. Carry your own grocery bags - you’ll be
recycling at the same time! Many of your neighbors work hard with their
lawncare and landscaping. Come with a scooper and a recycled grocery
bag or anything else. Picking up after your pets shows your respect for
every homeowner and our beautiful community. Pet feces damages
lawns and many residents are working hard to maintaining their grass!
PREVENT EXCESSIVE BARKING!
Dogs left alone all day get lonely, bored and restless. Many find relief
in barking. Some respond noisily to any and all activity. Nothing is as
annoying as incessant barking-even for dog lovers. If your dog is a yapper
or a yowler, please consider some of these bark-abatement ideas to keep
the noise down in your area. Your neighbors will thank you!
• Training. Training not only helps your dog,
you’ll be surprised how much it helps you,
too. You may get some insight into why your
dog barks so much, or what it is trying to communicate.
• Citronella collars.
• Confinement. Sometimes simply bringing an
outspoken dog indoors
or confining it to a crate cuts down on the disturbance
to neighbors.
• For inside dogs, reduce stimulus. Close drapes
to help muffle
street noise, or leave a radio on to mask it.
• Companionship. Dogs are pack animals; they need
companionship-a cat, bird or another dog. Consider
a mid-day visit from a pet-sitting service or drop your
pooch off at a friend’s place or a day-care facility
once or twice a week.
