IN THE HIGH COURT OF DELHI AT NEW DELHI C.M. WRIT PETITION NO.20916 OF 2002 D.D. 17.7.2002 Hon’ble Mr. Justice G.P.Mathur & Hon’ble Mr. Justice N.K. Mehrotra Jata Shankar Shukla Vs. ... Petitioner U.P.S.C. & Ors. ... Respondents Examination: Whether a candidate can change the information furnished in the application form at a subsequent stage? - No Petitioner with M.A. in History while applying for Civil Services (Preliminary) Examination 2002 indicated in the application form Agriculture (Code 01) as optional subject in respect of History (Code 10) – Admit card issued showing Agriculture (Code 01) – Petitioner as per interim order appeared for Preliminary Examination in History as optional subject – High Court heard the case on merits – In the photocopy of the application petitioner indicated Agriculture (Code 01) as optional subject – In view of Instruction No.7 of Information Brochure–No addition/alteration in the entries made in the form is allowed at any subsequent stage, High Court dismissed the writ petition. Held: Instruction clearly shows that a candidate cannot change the entries made in the application form at any subsequent stage. The plea of the petitioner that he wants to appear in the subject of History cannot be accepted at the present stage. Case referred: 1997 (3) JT 587 - L.Chandrakumar Vs. Union of India ORDER The petitioner applied for appearing in Civil Services (Preliminary) Examinations, 2002, and filled in the prescribed form for the said purpose. The case of the petitioner is that he has passed MA in History and had filled in History (Code-10) as his optional subject in the application form. However, the admit card received by him mentioned that his optional subject was Agriculture (Code-01). He then filed the writ petition on 17.5.2002 praying that a writ of mandamus be issued directing the respondents to permit him to appear in the Civil Services (Preliminary) Examinations, 2002, with History as an optional subject.
