General Manager of TICON Logistics Park Co.,<br />

Ltd (TPARK). On the occasion of the 10th<br />

issue anniversary of the TPARK Newsletter,<br />

it is a great pleasure to write this column.<br />

I would like to start with a brief introduction<br />

about myself and my responsibilities.<br />

In 2005, I had an opportunity to join TICON<br />

Industrial Connection Public Company Limited<br />

(TPARK’s parent company) as Head of Investment,<br />

responsible for real estate investments and<br />

strategic acquisitions for the company. In 2009,<br />

I took up a new challenge as General Manager<br />

at TPARK with overall responsibilities for the<br />

management and execution of the company’s<br />

strategic and operational plans in order to achieve<br />

its business goals. With over 21 <strong>year</strong>s experiences<br />

in engineering, finance and investment<br />

across a range of industries, it is a great challenge<br />

to move TPARK forward in the future. Even if we<br />

faced the inevitable threats or unexpected events<br />

like the <strong>flood</strong> disaster <strong>last</strong> <strong>year</strong>, we made a valiant<br />

effort to recover the site and also added other<br />

facilities to complete the renovation.<br />

After the biggest <strong>flood</strong> <strong>last</strong> <strong>year</strong>, the demand for<br />

warehouses spaces in Ayudhaya has declined,<br />

whereas the demand for warehouses in Chonburi<br />

and Rayong has been overwhelming. <strong>The</strong>refore,<br />

to meet customer demands, we have recently<br />

developed 4 new locations; TPARK Sriracha,<br />

TPARK Laemchabang II, TPARK Eastern<br />

Seaboard II and TPARK Bowin. <strong>The</strong> total rentable<br />

area of these 4 locations is approximately<br />

600,000 sq m. However, we still continue to find<br />

more strategic locations in order to develop<br />

quality logistics facilities to provide greater<br />

choices for our customers. TPARK is committed<br />

to constantly develop the Right warehouses in<br />

Winning Locations.<br />

IN MID-OCTOBER LAST YEAR, TPARK WANGNOI WAS<br />

HIT BY THE BIGGEST FLOOD. THE FLOOD WATER<br />

COVERED THE ENTIRE SITE UNTIL DECEMBER 2011.<br />

SINCE THE FLOOD LEVEL STARTED TO REDUCE UNTIL<br />

THERE WAS NO FLOOD IN THE SITE, TPARK HAS<br />

NEVER STOPPED MITIGATING THE DAMAGES.<br />

<strong>The</strong> main priority after the <strong>flood</strong> receded was to ensure that our customers<br />

could operate inside their warehouses as soon as possible. With much effort, we<br />

were able to recover the site by the beginning of January this <strong>year</strong>. ■<br />

TPARK has been continuously maintenance<br />

and repaired the road, traffic<br />

signs, and traffic equipment around<br />

TPARK Wangnoi. Some areas of the<br />

road inside the project sank due to the<br />

<strong>flood</strong> water, so we had to repair those<br />

areas and return them to their normal<br />

condition.<br />

All the drains around the project were<br />

repaired and cleaned to be in good<br />

condition, so that the drains would not<br />

be clogged.<br />

<strong>The</strong> services cover the warehouses,<br />

shutter doors.<br />

Moreover, TPARK also added other<br />

facilities to complete the renovation<br />

of TPARK Wangnoi.<br />

UP DISTRIBUTION CENTERS TO SUPPORT<br />

THEIR LOGISTICS OPERATIONS. THE<br />

PROJECT WAS AFFECTED BY THE BIGGEST<br />

FLOOD IN THAILAND’S HISTORY LAST YEAR.<br />

AFTER WE RECOVERED THE SITE INTO THE<br />

SAME CONDITION, WE ALSO PREPARED<br />

A FLOOD PROTECTION PLAN FOR ANY<br />

FUTURE UNFORTUNATE EVENT.<br />

TPARK contacted Dr. Pornkasem Jongpradit, at King Mongkut’s<br />

University of Technology Thonburi, and his team to be our<br />

consultants in designing a dike around TPARK Wangnoi I. <strong>The</strong><br />

design was completed and construction commenced in mid-April<br />

<strong>2012</strong>. Construction will be completed in Quarter 3 this <strong>year</strong>.<br />

<strong>The</strong>re are 2 types of dikes around TPARK Wangnoi I; a soil dike,<br />

and a reinforce concrete wall due to the limited land area. <strong>The</strong>re<br />

are 3 steps in making the dikes.<br />

Reinforce concrete wall<br />

SITE INVESTIGATION<br />

To investigate the existing conditions of the soil around<br />

TPARK Wangnoi I in order to identify its quality, as well<br />

as to measure the height from ground level on each side<br />

of the project.<br />

<strong>The</strong> result from the investigation around TPARK Wangnoi I<br />

found that there was no suitable type of soil for making<br />

dikes. <strong>The</strong>refore, TPARK had to import a certain type<br />

of soil from other areas.<br />

DESIGN OF DIKES<br />

(BASES ON TPARK’S CRITERIA)<br />

• <strong>The</strong> height of dike must be at least<br />

50 cm higher from the previous <strong>flood</strong> level.<br />

• Safety Factor<br />

A. Can accept the water pressure during<br />

a <strong>flood</strong> with a safety factor of 150%<br />

B. Seepage: must avoid all types of seepage<br />

- Seepage through the dike<br />

- Seepage under the dike<br />

CONSTRUCTION<br />

PERIOD<br />

• Make certain that the quality of soil to be used for<br />

constructing the dikes is of an appropriate quality<br />

• For soil dike: Soil compaction every 50 cm

TPARK’s <strong>flood</strong> protection plan is designed to protect TPARK<br />

Wangnoi I from the <strong>flood</strong>ing. <strong>The</strong>re will be mix of both soil dike and<br />

reinforce concrete wall around the site. However, we need to retain<br />

easy access to the site. We designed a ramp of 1 meter height at<br />

the Park entrance, with <strong>flood</strong> protection materials prepared for use<br />

during a <strong>flood</strong>. With this design, we are able to seal our project,<br />

and prevent <strong>flood</strong> penetration inside the Park.<br />

At the same time, the retention pond as well as the water pump was<br />

designed to release drain water and rain water out of the project. ■<br />

<strong>flood</strong> <strong>situation</strong> <strong>last</strong> <strong>year</strong> <strong>created</strong> a huge impact to all<br />

parties, including living qualities of the people in residential areas,<br />

as well as to the manufacturing and logistics industries. TPARK were<br />

also affected by the <strong>situation</strong>. We believe that all sectors are still paying<br />

attention to the government’s policies regarding the <strong>flood</strong> prevention<br />

plan and <strong>flood</strong>way. <strong>The</strong>refore, we would like to present you some parts<br />

of the <strong>flood</strong> prevention plan, specifically the <strong>flood</strong>way, by the Water and<br />

Flood Management Committee. <strong>The</strong> details are as follows:<br />

THE <strong>FLOODWAY</strong> IS DIVIDED INTO TWO<br />

ROUTES; THE EASTERN AND THE WEST-<br />

ERN SIDE OF THE CHAO PHRAYA RIVER.<br />

For the eastern side, the <strong>flood</strong>way covers<br />

some areas of Ayudhaya, Saraburi, Pathum<br />

Thani, Nakhon Nayok, Chachoengsao and<br />

Samut Prakan provinces.<br />

<strong>The</strong> <strong>flood</strong>way on the eastern side covers<br />

some canals as follows: Rapeepat canal (Narai<br />

<strong>flood</strong>gate), Rapeepat canal Yak Tai, Rangsit<br />

Ongkarak canal, Sib Sam canal, Hok Wa Sai<br />

Lang canal, Sib See canal, Sib Ha canal, Sib<br />

Hok canal, Bang Canard canal, Nueng Khet<br />

canal, Phra Ong Chaiyanuchit canal, Pravetburirom<br />

canal, Bangpakong river, Dan canal<br />

and Saen Saeb canal.<br />

Likewise, on the western side it covers<br />

some areas of Ang Thong and Ayudhaya provinces,<br />

and covers some districts (or Amphurs) in<br />

Suphanburi, Samut Sakorn, Samut Songkhram,<br />

Ratchaburi and Nakhon Pathom province.<br />

<strong>The</strong> <strong>flood</strong>way on the western side covers<br />

some canals as follows: Phraya Banlue canal,<br />

Khunphra Prachasai canal, Phra Pimol canal,<br />

Maha Sawat canal, Maha Sawat <strong>flood</strong>gate and<br />

Rhenus ProLog Logistics Co., Ltd. is<br />

its customers. UTi Worldwide signed an agreement to lease a warehouse<br />

– VIA Logistics Co., Ltd. was invited to<br />

celebrate the signing of lease agreements<br />

between VIA Logistics and TPARK. VIA<br />

Logistics is the well-known Japanese<br />

logistics service provider company. <strong>The</strong>ir<br />

services include warehousing, freight<br />

trucking, customs clearance, packaging,<br />

etc.<br />

visit to KIKU, a Japanese restaurant for lunch. <strong>The</strong> restaurant is<br />

located on Highway 331, which is very close to TPARK Eastern<br />

Seaboard II. KIKU serves a wide range of Japanese dishes at<br />

reasonable prices. Recommended menus are such as Mixed<br />

Sashimi, Sushi, California Maki, Tempura, Tonkatsu, Okonomiyaki,<br />

Grilled Snow Fish with Salt and Saikoro steak (Beef steak)<br />
