Kvartalsvis Orientering 4/2008 Quaterly Information 4/2008 Having finished the repairs, VIRGINIABORG departed Skagen for its US destination on 11 October 2008. Analysis and conclusion The contact with the the concrete wall when entering the lock in Brunsbüttel caused an indentation but no crack in the ships side. However, the damage deteriorated the structural strength in the area. The stress in the steel caused by the movements in the sea during the voyages from the Kiel-canal to Oxelösund and from Oxelösund to Skagen and/or the cargo operations in Oxelösund caused a crack to develop. During his inspection following the oilspill on board VIRGINIABORG, the class surveyor inspected the damage to the ships side originating from hitting the lock entrance in Brunsbüttel. He found a crack in the ships side outside the no 6 starboard HFO tank. The crack was approximately 8 cm in length by 1,5 cm in width (see figure 1). Figure 1 During the bunkering, watchmen was on deck on both vessels. The oil spill was discovered by the duty AB on DANA. Following the discovery of the oil spill, the subsequent actions is considered appropriate and initiated as quickly as could be expected. The oil spill was caused by: Crack causing the oil spill • Due to stress from sea and cargo operations the known indentation devoloped into a crack in the plating. When the level of the HFO taken on board in the no 6 starboard HFO tank reached the crack, the oil leak occured. 40
Kvartalsvis Orientering 4/2008 Quaterly Information 4/2008 Recommendations The apparent small degree of damage caused by hitting the lock entrance in Brunsbüttel resulted in the master and the superintendent representing VIRGINIABORGs managing company to consider it unnecessary to contact the local class society representative. • The investigation division therefore recomends, that the managing company introduces procedures ensuring that the class society is contacted in connection with all such damages. 13 November 2008 The Division for Investigation of Maritime Accidents 41
