Kappel vindmøllepark

Måling af støjemission i henhold til bekendtgørelse nr. 304/1991 fra Miljøministeriet,

samt beregning af støj ved naboer

ÅF-Ingemansson er akkrediteret af SWEDAC til denne målemetode. Målingen er udført i fuld overensstemmelse med metoden.

Resumé: Der er foretaget måling af støjemission fra 4 stk. DVT400 møller i Kappel vindmøllepark.

Møllerne er udvalgt som værende blandt de mest støjende i mølleparken. Møllernes

A-vægtede lydeffektniveau ved referencevindhastigheden 8 m/s (LWA,ref) varierede

mellem 96.2 og 99.3 dB re. 1pW, med energimiddelværdien 98.1 dB.

På baggrund heraf, er støjbidraget fra de 18 idriftværende møller beregnet ved 3

naboejendomme til et A-vægtet lydtrykniveau på mellem 34.2 og 36.7 dB re. 20

μPa, idet der ikke er fundet belæg for korrektion for tydeligt hørbar tone eller impulser.

Værdierne gælder ved referencevindhastigheden 8 m/s. De beregnede niveauer

overskrider ikke grænseværdierne.

Uden for rapportens akkreditering er der foretaget en orienterende støjmåling ved

ejendommen Vesternæsvej 56, men det var ikke muligt at bestemme møllernes bidrag

til støjimmissionen på grund af vindstøj i vegetationen.

1. Indledning

Denne rapport dokumenterer støjemissionen fra 4 stk. DVT400 400 kW vindmøller placeret i Kappel

vindmøllepark på Lolland. Desuden er støjimmissionen fra møllerne beregnet ved 3 naboejendomme

omkring mølleparken. Undersøgelsen opfylder de krav til Miljømåling, ekstern støj, der er

beskrevet i Miljøstyrelsens vejledning nr. 5/1993, ”Beregning af ekstern støj fra virksomheder” samt

i Miljøministeriets bekendtgørelse nr. 304/1991 ”Bekendtgørelse om støj fra vindmøller”.

Det var oprindelig planlagt at måle støjemission fra 5 møller, men som følge af lang ventetid på de

rette målebetingelser blev det besluttet at basere undersøgelsen på 4 møller. På baggrund af de

opnåede emissionsmåleresultater, som viser en standardafvigelse på 1.4 dB, forventes det ikke, at

måleresultatet fra yderligere én mølle vil påvirke de beregnede støjbelastningsbidrag væsentligt. I

henhold til bekendtgørelse nr. 304/1991, er det i øvrigt tilstrækkeligt, at basere beregning af mølleparkens

støjbelastningsbidrag på den målte støjemission fra 3 møller.

I forbindelse med undersøgelsen har der været personer involveret fra Dong Energy samt fra ÅF-

Ingemansson AB. I bilag 1 findes en liste med kontaktpersoner for de involverede parter.

2. Måleobjekt

Kappel vindmøllepark består af 24 stk. DVT400 møller opstillet i 1990. Møllerne er placeret langs

havdiget i en nordvest-sydøst-gående række. Møllerne er nummereret 1-24 nordfra.

Den indbyrdes afstand mellem møllerne er ca. 100 m. Afstanden mellem møllerne og de omliggende

beboelser varierer mellem ca. 500 m og ca. 2900 m. Figur 1 viser en plan af situationen.

Vindmøllerne er af typen horisontal aksel. Møllerne er forsynet med en 3-bladet opvind pitchreguleret

rotor med diameter 35 m, som gennem en gearkasse trækker en 400 kW generator. Møllerne er

monteret på et rørtårn af stål med navhøjden 32 m. Rotoromdrejningstallet er 35 o/min.

Enkelte af møllerne er taget ud af drift på grund af tekniske problemer. Det gælder i efteråret 2007

møllerne: 1, 5, 10, 14, 20 og 24.

3. Måling af støjemission

3.1. Målemetode

Støjemissionen er målt i henhold til retningslinierne i Miljøministeriets bekendtgørelse nr. 304/1991,

Bekendtgørelse om støj fra vindmøller. Støjen blev målt med mikrofonen placeret på terræn (reflekterende

plade 1.5x2.0 m 2 ) 50 m bag møllen. Der blev målt med såvel møllen i drift som møllen

standset (baggrundsstøj). Under måling var begge nabomøller standset.

Vindhastigheden blev målt med et kalibreret kopanemometer placeret 10 m over terræn 50 m foran

møllen. På grund af de lokale terrænmæssige forhold, var det ikke i alle tilfælde muligt at anbringe

anemometret foran møllen. I de tilfælde blev anemometret placeret ca. 50 m ved siden af møllen.

Det vurderes, at denne afvigelse ikke har haft væsentlig indflydelse på de målte støjemissioner.

Anvendte instrumenter er kalibreret med sporbarhed til nationale og internationale referencer i henhold til Ingemanssons

kvalitetssystem, som er i overensstemmelse med ISO/IEC 17025.

3.3. Målebetingelser

Støjmålingerne blev foretaget den 12. september og den 16. oktober 2007. I måleperioden var de

meteorologiske forhold som angivet i tabel 2.

Landskabet omkring møllerne er åbne marker med enkelte levende hegn, og med havet sydvest for

mølleparken. Ved bebyggelsen omkring Vesternæsvej forekommer træbeplantning i en vis udstrækning.

3.4. Måleusikkerhedhed

Ubestemtheden på det A-vægtede lydeffektniveau er ±2 dB (coverage factor K=1.96 => 95% konfidensinterval).

4.1. Lydeffektniveau

Totalstøj

Baggrundsstøj

Møllernes støjemission er bestemt i henhold til Miljøministeriets bekendtgørelse nr. 304. Lydeffektniveauet

ved referencevindhastigheden 8 m/s er bestemt som:

LWA,ref = LAeq,ref +10log4π(d 2 +h 2 )-6; hvor d er 50 m og h er 32 m.

Lydtrykniveauet Leq,ref ved referencevindhastigheden er bestemt ved lineær regression som det lineære

estimat ved 8 m/s for hvert af oktavbåndene mellem 63 Hz og 8000 Hz. Leq,ref er bestemt separat

for støjen med møllen i drift (totalstøjen), og med møllen standset (baggrundsstøj). Totalstøjen

er derefter korrigeret for baggrundsstøj til møllestøj.

Generelt var forskellen mellem totalstøj og baggrundsstøj mindre end minimumsværdien 6 dB i 8

kHz frekvensbåndet, men støjen i det pågældende frekvensbånd har dog ingen betydning for det

totale A-vægtede lydeffektniveau.

Lydeffektniveauet i dB re. 1 pW pr. 1/1-oktav frekvensbånd er vist i tabel 3-6.

4.2. Toneindhold

Der er foretaget smalbåndsfrekvensanalyse af støjen til bestemmelse af toneindholdet. Subjektivt

vurderet under målingerne var der hørbar - i visse tilfælde tydeligt hørbar - tonestøj fra møllerne i

målepositionerne 50 m bag møllerne. Der kunne også forekomme eksempler på impulsstøj fra krøjebremser.

Supplerende er der foretaget en objektiv tonekorrektionsanalyse efter retningslinierne i

Miljøstyrelsens vejledning nr. 6/19984 samt orientering nr. 22 fra Miljøstyrelsens Referencelaboratorium

for støjmålinger ”Støj fra vindmøller”. Resultatet af smalbåndsanalyserne er vist i figur 6-9.

Der kan som vist i figur 6-9 objektivt konstateres tonekomponenter forskellige steder i spektrene.

Disse var i flere tilfælde tydeligt hørbare i målepositionerne 50 m bag møllerne, men vurderes ikke

at være tydeligt hørbare ved nabobeboelserne 500-2900 m fra møllerne.

4.3. Lydtrykniveau som funktion af afstand

Som angivet i Miljøministeriets bekendtgørelse 304, er der foretaget en beregning af det forventede

A-vægtede lydtrykniveau i større afstand fra møllen. Resultatet af beregningen er vist i figur 10-13.

4.4. Lydtrykniveau ved naboer

Ved 3 naboejendomme i området øst for Kappel vindmøllepark, er det totale støjbelastningsbidrag

fra de 18 i drift værende møller beregnet i henhold til Miljøministeriets bekendtgørelse 304. Supplerende

er støjbelastningsbidraget beregnet ved drift af alle 24 møller.

Hver af møllernes støjemission er antaget som værende energimiddelværdien af støjemissionen for

de 4 målte møller (LWA,ref = 98.1 dB re. 1 pW). Resultatet er gældende for referencevindhastigheden

8 m/s. Resultatet af beregningen er sammenfattet i tabel 7, og vist detaljeret i bilag 2.

Det samlede beregnede støjbelastningsbidrag fra de 18 møller ved referencevindhastigheden 8

m/s, svarer således til et A-vægtet lydtrykniveau på mellem 34.2 og 36.7 dB re. 20 μPa ved nabobeboelser,

idet der ikke skal korrigeres for tydeligt hørbar tone eller impulser.

5. Konklusion

Der er foretaget måling af støjemission fra 4 stk. DVT400 møller i Kappel vindmøllepark. Møllerne

er udvalgt som værende blandt de mest støjende. Møllernes A-vægtede lydeffektniveau ved referencevindhastigheden

8 m/s varierede mellem 96.2 og 99.3 dB re. 1pW, med energimiddelværdien

98.1 dB.

På baggrund heraf, er støjbidraget fra de 18 idriftværende møller beregnet ved 3 naboejendomme

til et A-vægtet lydtrykniveau på mellem 34.2 og 36.7 dB re. 20 μPa, idet der ikke er fundet belæg for

korrektion for tydeligt hørbar tone eller impulser. Værdierne gælder ved referencevindhastigheden 8

m/s. De beregnede niveauer overskrider ikke grænseværdierne.

6. Målinger uden for akkreditering

Som supplement til måling af møllernes støjemission, er der foretaget orienterende måling af støjimmissionen

ved ejendommen Vesternæsvej 56. Immissionsmålinger er ikke omfattet af Miljøministeriets

bekendtgørelse nr. 304/1991 ”Bekendtgørelse om støj fra vindmøller”, og målingen er derfor

ikke en del af den akkrediterede rapport.

Ejendommen Vesternæsvej 56 er placeret ca. 10 m øst for Vesternæsvej. Mikrofonen blev placeret

1.5 m over terræn i haven mellem beboelseshuset og vejen. I samme position blev vindhastigheden

målt 10 m over terræn. Området omkring ejendommen er tæt bevokset med træer og buske, hvilket

medfører en vis vindstøj i vegetationen. Endvidere er vindhastigheden målt 10 m over terræn væsentligt

lavere end vindhastigheden ved møllerne langs kysten på grund af vegetationen.

Målingen blev foretaget den 16. oktober 2007 i tidsrummet kl. 11.30-13.15. Der blev foretaget måling

dels med alle 18 driftsklare møller i drift, dels med alle møller standset. I måleperioden var vinden

sydvestlig ca. 230 grader, og vindhastigheden målt på stedet 10 m over terræn var 3-5 m/s.

Vinden ved kysten var i samme periode i middel ca. 8 m/s.

Der er foretaget bestemmelse af det energiækvivalente A-vægtede lydtrykniveau med integrationstid

1 minut (LAeq,1min) som funktion af vindhasigheden målt på stedet. Ved analysen er uvedkommende

støj fra fx. biler, markarbejde og overflyvninger udeladt. Figur 14 viser resultatet af målingen.

drift. Sammenfattende var det ikke muligt at måle støjbidraget fra møllerne under de givne forhold,

idet forskellen mellem totalstøjen (dvs. møllestøj plus baggrundsstøj) og baggrundsstøjen var mindre

end 1 dB.

Støjniveauet på stedet var under de givne forhold domineret af vindstøj i vegetationen. Ved en

vindhastighed på 3-4 m/s var det energiækvivalente A-vægtede lydtrykniveau på stedet ca. 43 dB

med 18 møller i drift, dvs. under grænseværdien på 45 dB. Denne observation understøttes af, at

den beregnede støjimmission på stedet er ca. 34 dB, dvs. væsentligt under det målte niveau. Ved

en vindhastighed på stedet svarende til referencehastigheden 8 m/s, må det A-vægtede lydtrykniveau

forventes at være ca. 50 dB jfr. figur 14.

Subjektivt kunne der ikke konstateres tydeligt hørbare toner eller impulser i målepositionen. Som

støtte for denne vurdering er der foretaget smalbåndsfrekvensanalyse af støjen i målepositionen

som vist i figur 15. Den objektive analyse støtter denne vurdering.

områder, begge ved en vindhastighed på 8 m/s.Hvis een mølle har

DANISH RULES FOR NOISE CALCULATION.

The calculation is based on the "Bekendtgørelse nr. 1518 af 14. dec 2006" from the Danish

Environmental Agency.

The noise impact from WTGs are not allowed to exceed the following limits: (Wind speeds in 10

m height)

1) At outdoor areas maximum 15 m from neighbor settlements in the open land.

a) 44 db(A) at wind speed 8 m/s.

b) 42 db(A) at wind speed 6 m/s.

2) At outdoor areas in residential or recreational areas.

a) 39 db(A) at wind speed 8 m/s in residential areas.

b) 37 db(A) at wind speed 6 m/s in residential areas.

If a WTG has pure tones in the noise emission, a penalty of 5 dB is added.

The calculation is based on the "Bekendtgørelse nr. 1518 af 14. dec 2006" from the Danish

Environmental Agency.

The noise impact from WTGs are not allowed to exceed the following limits: (Wind speeds in 10

m height)

1) At outdoor areas maximum 15 m from neighbor settlements in the open land.

a) 44 db(A) at wind speed 8 m/s.

b) 42 db(A) at wind speed 6 m/s.

2) At outdoor areas in residential or recreational areas.

a) 39 db(A) at wind speed 8 m/s in residential areas.

b) 37 db(A) at wind speed 6 m/s in residential areas.

If a WTG has pure tones in the noise emission, a penalty of 5 dB is added.
