Das European Institute of Medicine
(EOM), welches im Jahr 2001 durch die
Europäische Akademie der Wissenschaften
und Künste gegründet wurde, hat sich
zum Ziel gesetzt, zur Entwicklung eines
optimalen Gesundheitssystems beizutragen,
zu dem alle in Europa lebenden
Menschen Zugang haben sollen. Um diesem
Ziel näher zu kommen, bemühen
sich prominente Vertreter verschiedener
medizinischer Berufsgruppen sowie von
Politik und Wirtschaft, gemeinsam einen
visionären Gesundheitsplan zu entwerfen,
der vor allem die politischen Fragen, die
die Gesundheitssysteme in Europa prägen,
durchleuchtet. Das EOM versteht
sich als Ratgeber, der die europäischen
Regierungen unterstützen soll, gesundheitsspezifische
Themen zu identifizieren
und zu analysieren.
Am 13. und 14. März 2002 fand in
Schloss Leopoldskron in Salzburg das

The European Institute of Medicine
(EOM), founded in the year 2001 by the
European Academy of Sciences and
Arts, has set itself the goal of contributing
toward the development of an optimal
health care system, to which all people
living in Europe should have access. In
order to approach this goal, notable representatives
of various medical professions
as well as politicians and businesspeople
are working together to create a
visionary health plan which will pay special
attention to the political questions
that affect the health care systems of
Europe. The EOM sees itself as an advisor
which should lend support to the
governments of Europe in identifying and
analyzing themes relating to health and
medicine.

erste Treffen des Board of Trustees des
EOM in diesem Jahr statt mit Vertretern
der Bereiche Medizin, Pharmazie und
Politik, darunter András Hoffman, Staatssekretär,
und Páva Hanna, stellvertretende
Staatssekretärin des ungarischen
Gesundheitsministeriums. Während dieses
Treffens wurde das Weißbuch des
EOM, welches den Titel „Vision 2025 -
Health in Europe“ trägt, diskutiert.
Dieser Generalplan für Europa beruht
auf Prinzipien wie der Förderung von
Innovationen im Gesundheitsbereich, der
besseren Anpassung der Gesundheitsversorgung
an die Bedürfnisse der PatientInnen,
der effizienteren Verteilung von
öffentlichen Mitteln im Gesundheitsbereich,
der Verhinderung eines Zweischichten-Gesundheitsversorgungssystems
und des verstärkten Miteinbeziehens
des Patienten in Gesundheitsentscheidungen.

first meeting of the Board of Trustees of the
EOM was held in Schloss Leopoldskron in

of the Hungarian Ministry of Health. During
this meeting, the white book of the EOM,
which bears the title „Vision 2025 - Health
in Europe,“ was discussed.
This master plan for Europe is based on
the principles of promoting innovations in
health care, better adapting health care to
the needs of patients, the more efficient
distribution of public funds, the prevention
of a two-tier health care system and the
increased inclusion of the patient in deci-

solide Basis für politische Entscheidungen
schaffen. Auch die Unterschiede zwischen
den verschiedenen Regionen Europas
sollen ausgearbeitet werden; vor
allem für jene Regionen, in denen schwere
Mängel in der medizinischen Versorgung
existieren, sollen Verbesserungsvorschläge
dargebracht werden.
Drei Clusters sollen in diesem Rahmen
geschaffen werden, um konkrete Empfehlungen
auszuarbeiten. Während Cluster I
die Organisation von Gesundheitssystemen
durchleuchten wird, beschäftigt
sich Cluster II mit Diagnose und
Behandlung, wobei neue Entwicklungen
in diesem Sektor definiert werden sollen,
um Wege zu einer optimalen Behandlung
zu erkennen. Cluster III wird die finanzielllen
Aspekte der Gesundheitssysteme
untersuchen und die Ursachen steigender
Kosten prüfen.

Three clusters shall be established in
this context in order to develop definite
suggestions. While cluster I shall examine
the organization of health care systems,
cluster II will work on diagnosis and treatment,
define new developments in this
area and discern paths toward optimal
treatment. Cluster III will study the financial
aspects of health care systems and examine
the causes of rising costs.
