PRAGUE DECLARATION OF THE CENTRAL-

AND EASTERN EUROPEAN NETWORK

ON THE EUROPEAN INSTITUTE OF TECHNOLOGY - EIT

ENSURE ADEQUATE COHERENCE

The Central– and Eastern European Network 1

(CEEN) recognizes that the Commission proposal

to establish an EIT addresses the right objectives. It may be a useful instrument for

the integration of higher education, research and innovation in Europe.

It is the opinion of the CEEN that a number of issues remain to be addressed. These

fall into three categories. The following CEEN recommendations address some of these

issues:

• Institutional setting: Will the distributed institutional structure be efficiently manageable?

Will the Governing Board be the sole decider of the strategic priority areas (a task usually

accomplished through elaborated foresight activities at different levels)? Will EIT lack

the institutional culture and creative atmosphere based on everyday interaction of staff

(cf. MIT)? Will research institutes of National Academies be able to participate in EIT on

equal footing with universities?

Recommendation: It must be ensured that research institutes of National Academies will

have the possibility to become full partners in EIT, including issuing joint academic

degrees with EIT.

• Funding: None of the potential considered contributors / stakeholders (Community,

Member States, local authorities, enterprises, banks / venture capital operators) have a

budget line dedicated to EIT. There is so far no commitment by the private sector to be

the main actor. How will the so far “allocated” amount of 380 MEUR (Chapter 1A) cover

the estimated overall cost of 2.4 BEUR?

Recommendation: In the context of the mid-term review of EU Financial Perspective for

the period 2007-13, the EU authorities must allocate adequate dedicated funds for EIT.

These funds should be in addition to already allocated FP7 funds.

• Value added: The Impact Assessment 2

does not sufficiently assess the EIT’s value

added. Neither is the interaction with new instruments such as Joint Technology

Initiatives, European Technology Platforms and European Research Council addressed

adequately.

Recommendation: Every effort must be made to introduce the market/ business drive as

it was anticipated in the Aho Report recommendations 3
