<strong>Quehenberger</strong> has been transporting industrial engines for lawn -<br />
mowers, snow blowers or power generators for the world's largest<br />
engine manufacturer Honda, going from the Honda European<br />
head office in Ghent (Belgium) via <strong>Quehenberger</strong>'s transshipping<br />
terminal in Bergheim (Austria) to Honda dealers, private importers<br />
and original brand producers in Austria as well as Eastern and<br />
South Eastern Europe.<br />
FÜR PHILIP MORRIS IN DEN OSTEN<br />
<strong>Quehenberger</strong> <strong>Logistics</strong> führt für den Tabakkonzern Philip Morris Komplettladungen<br />
von und nach Tschechien durch. Displays und Verpackungsmaterial<br />
werden von Westeuropa zum Werk in Kutná Hora transportiert. Weiters werden<br />
Rohmaterialien wie Zigarettenpapier, Filter und Metallfolien zu Philip<br />
Morris nach Russland, Serbien und in die Schweiz geliefert.<br />
GOING EAST FOR PHILIP MORRIS<br />
<strong>Quehenberger</strong> <strong>Logistics</strong> handles full truck loads to and from the Czech<br />
Republic for tobacco company Philip Morris. Displays and packaging<br />
materials are transported from Western Europe to the factory in Kutná Hora.<br />
Moreover, raw material such as cigarette papers, filters and metal foil are<br />
delivered to Philip Morris in Russia, Serbia and Switzerland.<br />

Verona–Köln hat das Rennen<br />
gemacht. Auf diese Verbindung<br />
legt <strong>Quehenberger</strong><br />
<strong>Logistics</strong> seinen intermo -<br />
dalen Schwerpunkt in den<br />
Deutschland-Italien-Verkehren. Derzeit<br />
werden zwei Termine in der Woche angeboten,<br />
schon bald soll aber ein eigener<br />
Ganzzug mit rund 30 Waggons wöchentlich<br />
die beiden pulsierenden Wirtschaftsräume<br />
verbinden. Mit Verona–Köln setzt<br />
<strong>Quehenberger</strong> <strong>Logistics</strong> zum Start seiner<br />
intermodalen Offensive auf eine Nord-<br />
Süd-Strecke, auf der das Unternehmen<br />
bereits starke Kompetenz hat. Verona als<br />
eines der ökonomischen Zentren des italienischen<br />
Nordens, Brückenkopf auf dem<br />
Weg über die Alpen, und Köln als Zentrum<br />
des Rheinlandes mit seiner geballten<br />

Die intermodale Zukunft hat bei <strong>Quehenberger</strong> <strong>Logistics</strong> bereits<br />
begonnen. Die Achse Verona–Köln macht den Anfang. Überlegt<br />
werden aber bereits weitere Destinationen.<br />

<strong>Logistics</strong>, kicking off with the Verona-Cologne route. Additional<br />
destinations are already being considered.<br />
Wirtschaftskraft inmitten der industrialisierten<br />
Regionen Deutschlands. Der<br />
Standort Verona wird seit dem Frühjahr<br />
2012 mit einer eigenen Niederlassung betrieben.<br />
Für die zahlreichen Kunden im<br />
Rheinland wurden 2010 in Köln und Herne<br />
zwei neue Standorte aufgebaut. „Im Rheinland<br />
spürt man bereits die Veränderung.<br />
Dort läuft schon viel Ladung auf der Bahn,<br />
das Aufkommen der reinen LKW-Aufträge<br />
sinkt“, sagt Christian Braunstein, Geschäftsführer<br />
bei <strong>Quehenberger</strong> <strong>Logistics</strong>.<br />
INFRASTRUKTUR SCHAFFEN<br />
Damit der intermodale Verkehr Bahn–<br />
LKW funktioniert, muss der LKW ausreichend<br />
Ladung aus dem Umfeld vorholen.<br />
Braunstein erläutert: „Wirtschaftlich sind<br />
diese Verkehre nur, wenn das Aufkommen<br />

stimmt und eine regelmäßige Auslastung<br />
erreicht wird. Der Nachtsprung mit der<br />
Bahn ist logistisch ohne Probleme zu bewältigen.“<br />
Allerdings: Auf der Schiene sind<br />
jene Bedingungen noch nicht gegeben,<br />
damit Bahntransporte ihre volle Stärke im<br />
internationalen Schwerverkehr ausspielen<br />
können. Es fehlt an Schienenzeiten, aber<br />
auch an der Infrastruktur und den Services<br />
für den Umschlag. Dennoch ist der Logis -<br />
tikexperte vom Transportmanagement mit<br />
Bahn und LKW überzeugt. „Die Verkehre<br />
werden berechenbarer, die Gewichtsgrenzen<br />
liegen höher, die Fahrzeiten sind länger<br />
und der Umweltaspekt kann stärker<br />
berücksichtigt werden.“<br />
TRANSPORTLÖSUNG DER ZUKUNFT<br />
Eigentlich liegt im intermodalen Verkehr<br />
für Braunstein die einzige Antwort auf die<br />
weiterhin steigenden Transportvolumina<br />
des Landverkehres. Denn die Straßen verkraften<br />
den Zuwachs nicht mehr. Der intermodale<br />
Transport wäre ab einer<br />
Entfernung von 700 Kilometern die ideale<br />
Verbindung zwischen wirtschaftlich starken<br />
Ballungsräumen: Vorholung und Distribution<br />
mit dem LKW, stabiler Hauptlauf<br />
mit der Bahn. Dutzende hoch leistungsfähige,<br />
intermodale Transportverbindungen<br />
könnten in Zukunft kreuz und quer über<br />
den Kontinent laufen. Deshalb denkt man<br />
bei <strong>Quehenberger</strong> <strong>Logistics</strong> bereits weiter.<br />
Von Barcelona über Südfrankreich nach<br />
Luxemburg sieht man Chancen für einen<br />
weiteren intermodalen Linienverkehr,<br />
genauso wie von Mitteleuropa nach<br />
Griechenland und weiter in die Türkei.<br />

Und dann gibt es da noch die West-Ost-<br />
Verbindungen, die für das starke Netz von<br />
<strong>Quehenberger</strong> <strong>Logistics</strong> im Osten wie geschaffen<br />
scheinen. „Die Musik wird in der<br />
Zukunft auf der Bahn spielen. Bei uns hat<br />
sie jedenfalls schon begonnen“, steht für<br />
Braunstein fest.<br />

Verona-Cologne has won the race.<br />
On this connecting route, <strong>Quehenberger</strong><br />
<strong>Logistics</strong>' puts its intermodal<br />
point of focus for transports going<br />
between Germany and Italy. Currently,<br />
there are two appointed transport times<br />
every week, and a weekly block train of<br />
about 30 carriages will also soon link these<br />
two pulsating economic zones. With Verona-Cologne,<br />
<strong>Quehenberger</strong> <strong>Logistics</strong> is<br />
launching its intermodal offensive by relying<br />
on a North-South route on which it is<br />
already very competent – Verona being<br />
one of the economic centres of Northern<br />
Italy and a bridgehead on the way across<br />
the Alps, and Cologne being the hub of the<br />
Rhineland, a concentrated economic<br />
power in the middle of the industrialised<br />
regions of Germany. The Verona location<br />
has been in operation with its own branch<br />
since Spring 2012. Two new locations were<br />
established in Cologne and Herne in 2010<br />
for the numerous customers in the Rhineland.<br />
"You can already feel the change in<br />
the Rhineland. A lot of cargo is already<br />
being shipped by rail, the amount of orders<br />
for truck transports only is decreasing", according<br />
to <strong>Quehenberger</strong> <strong>Logistics</strong> Managing<br />
Director Christian Braunstein.<br />
CREATING AN INFRASTRUCTURE<br />
For intermodal transportation by rail and<br />
truck to work, the trucks must first bring<br />
in a sufficient amount of goods from the<br />
surrounding area. As Braunstein explains,<br />
"these transports are only economical if<br />
the amount is correct and if they are loaded<br />
to capacity on a regular basis. The logistics<br />
of night-time transports by rail can<br />
be managed without any problems." How -<br />
ever, the conditions that would allow rail<br />
transport to demonstrate its full strength<br />
in international heavy goods transport do<br />
not exist yet. Track times are lacking, as<br />
are infrastructure and services for transshipment.<br />
Nevertheless, the logistics expert<br />
believes in transport management by<br />
rail and truck, stating that "transports become<br />
more predictable, weight limits are<br />
higher, driving times are longer and more<br />
consideration can be given to the environmental<br />
aspect."<br />
TRANSPORT SOLUTION OF THE<br />
FUTURE<br />
For Braunstein, the only answer to the<br />
continually growing volumes of land transport<br />
lies in intermodal transport, as roads<br />
can no longer cope with the increase.<br />
From a distance of 700 kilometres onwards,<br />
intermodal transport would be an<br />
ideal link for economically strong urban<br />
centres with collection and distribution<br />
using trucks, and stable terminal-to-terminal<br />
runs by rail. In future, dozens of highly<br />
efficient intermodal transport connections<br />
could be criss-crossing all over the continent.<br />
Staff at <strong>Quehenberger</strong> <strong>Logistics</strong> are<br />
thinking ahead for this reason. Possibilities<br />
for intermodal route transports going from<br />
Barcelona via the South of France to Luxembourg<br />
are being considered, as well as<br />
from Central Europe to Greece and onwards<br />
to Turkey. There are also connections<br />
going West to East, and these seem<br />
tailor-made for <strong>Quehenberger</strong> <strong>Logistics</strong>'<br />
strong Eastern network. One thing is certain<br />
for Braunstein. "In the future, the railways<br />
will be where the action is. At any<br />
rate, this action has already started for us",<br />
he asserts.

Was macht für Sie die Faszination<br />
von Logistik aus?<br />
Auf der einen Seite hat man<br />
mit Menschen auf der ganzen Welt zu tun,<br />
was einiges an Kommunikation erfordert.<br />
Auf der anderen Seite gibt es aufgrund der<br />
vielfältigen Aufgabenstellungen kaum<br />
einen Tag, der genauso abläuft wie der andere.<br />
Wenn man in der Früh ins Büro geht,<br />
weiß man nie genau, was einen erwartet.<br />
Welchen Herausforderungen hat sich<br />
die Logistik in Zukunft zu stellen?<br />
Ein wesentliches Thema wird die Verknüpfung<br />
der einzelnen Verkehrsträger<br />
sein. LKW ist und bleibt zwar wichtig,<br />
aber auch der Einsatz von Bahn, Flugzeugen<br />
und Schiffen wird eine größere Rolle<br />
spielen. Der richtige Mix in Kombination<br />
mit der richtigen Lagerpositionierung wird<br />
entscheidend für den Erfolg der Logistik<br />
sein.<br />
Deckt sich das mit Ihrer Vision für<br />
<strong>Quehenberger</strong> <strong>Logistics</strong>?<br />
Davon bin ich überzeugt. Meine Verantwortung<br />
wird hauptsächlich in Deutschland<br />
und Osteuropa liegen. Und gerade<br />
da gibt es einige infrastrukturelle Themen,<br />
die es zu bewältigen gilt. Umso wichtiger<br />
ist es, dort vom starken LKW-Fokus wegzukommen<br />
und Läger entsprechend zu<br />
positionieren, damit möglichst wenig Umschlag<br />
stattfindet und mehr direkt zu den<br />
Kunden, Produzenten oder Märkten transportiert<br />
werden kann.<br />
Welches Aufgabengebiet übernehmen<br />
Sie ab 1. Jänner 2013?<br />
Für den erwähnten regionalen Bereich<br />
werde ich COO sein, von der fachlichen<br />

Linking each individual transport carrier is<br />
going to be one essential topic. Trucks are<br />
and will remain important, but the use of<br />
rail, airplanes and ships will play a larger<br />
part. The right mixture, combined with<br />
correct warehouse positioning, will be decisive<br />
for the success of logistics.<br />

I'm convinced that yes, it does. My responsibilities<br />

Wochen hat das bestätigt. Jeder LKW<br />
hatte einen Liter Sprit pro 100 Kilometer<br />
eingespart. Bei einer Fahrleistung von monatlich<br />
10.000 Kilometern gibt man damit<br />
jährlich 1.200 Euro weniger aus. Die Flotte<br />
bewegte sich zwar etwas langsamer, aber<br />
auch gleichmäßiger. Deshalb soll der Tempobegrenzer<br />
vor allem bei fix getakteten<br />
Routen eingesetzt werden.<br />

A first test involved equipping vehicles<br />
with speed limiters that curbed the speed<br />
to 84 km/h. "Fuel consumption does not<br />
increase in a linear fashion between 34 and<br />
38 tonnes as well as between 80 and 90<br />
km/h, but in progression. 84 km/h is the<br />
optimal speed for this", Managing Director<br />
Christian Braunstein, whose area of responsibility<br />
includes the <strong>Quehenberger</strong><br />
<strong>Logistics</strong> vehicle fleet, explains. The evaluation<br />
that followed several weeks after<br />
confirmed this. Each truck had saved one<br />
litre of fuel per 100 kilometres. With a<br />
monthly mileage of 10,000 kilometres,<br />
1,200 EUR less would be spent every year.<br />
The fleet moved a bit more slowly, but also<br />
in a more consistent fashion. The speed<br />
limiter is thus to be used particularly on<br />
routes that are clocked.<br />

Kosteneinsparungen?<br />
Kosteneinsparungen stehen nicht mehr<br />
im Vordergrund, sondern es geht darum,<br />

Seit drei Jahren gibt es die Sartre-Initiative<br />
(„Safe Road Trains for the<br />
Environment“) der Europäischen<br />
Union. Ziel ist es in erster Linie, die Zahl<br />
der Unfälle zu reduzieren und die Verkehrssicherheit<br />
dauerhaft zu verbessern.<br />
Bisher wurden rund 10.000 Testkilometer<br />
gefahren, allerdings noch kein einziger<br />
davon in der Öffentlichkeit. Nun hat im<br />
Mai auf einer spanischen Autobahn in der<br />
Nähe von Barcelona zum ersten Mal eine<br />
Road-Train-Kolonne autonom eine<br />
Strecke von 200 Kilometern zurückgelegt<br />
und sich in den fließenden Verkehr integriert.<br />
Hinter einem von einem Menschen<br />
gelenkten Führungsfahrzeug reihten sich<br />
vier weitere Fahrzeuge zu einem Road<br />
Train ein und überließen die Steuerung<br />
komplett den elektronischen Systemen.<br />
SICHERER IN DER KOLONNE<br />
„Wir sehen in solchen Fahrzeugkolonnen<br />
eine mögliche Lösung für die zukünftigen<br />
Herausforderungen im Transport“, sagt<br />
Andreas Ekfjorden, zuständiger Projektmanager<br />
für Intelligent Vehicle Technologies<br />
bei Volvo Trucks, einem der<br />
Kooperationspartner im Sartre-Projekt.<br />
„Denn sie bieten ein erhebliches Potenzial<br />
zur Einsparung von Treibstoff bei einem<br />
gleichbleibenden oder sogar verbesserten<br />
Maß an Verkehrssicherheit.“ Geführt<br />
wurde die Kolonne von dem ersten Volvo<br />
FH Truck, ein zweiter und die drei PKW<br />
dahinter reagierten vollautomatisch in<br />
einem Abstand von jeweils sechs Metern<br />
und bei einer Geschwindigkeit von 85 km/h<br />
auf das Beschleunigen, Bremsen oder die<br />
Lenkbewegungen des Führungsfahrzeugs.<br />
Mehr als zehn Prozent Benzin konnte in<br />
dem Test eingespart werden. Aus technischer<br />
Sicht kann im Prinzip jedes Fahrzeug<br />
das Führungsfahrzeug einer solchen<br />
Kolonne sein. Der Fahrer des ersten Fahrzeugs<br />
braucht jedoch eine professionelle<br />
Ausbildung, denn er ist für sämtliche<br />
Autos in der Kolonne verantwortlich.<br />

Initiative ("Safe Road Trains for<br />
the Environment") has been in<br />
operation for three years. Its primary aim<br />
is to reduce the number of accidents and<br />
to lastingly improve road safety. Around<br />
10,000 test kilometres have been driven<br />
so far, but none of them in public. In May,<br />
however, a Road-Train convoy for the first<br />
time independently covered a 200-km<br />
stretch on a Spanish motorway close to<br />
Barcelona and joined moving traffic.<br />
Behind a tractor unit driven by a person,<br />
a further four vehicles, steered entirely<br />
by means of electronic systems, lined up<br />
as part of a road train.<br />
SAFER AS PART OF A CONVOY<br />
"We regard vehicle convoys of this nature<br />
as a possible solution to future transport<br />
challenges", said Andreas Ekfjorden, project<br />
manager responsible for intelligent<br />
vehicle technologies at Volvo Trucks, one<br />
of the cooperation partners in the Sartre<br />
project. "They offer considerable potential<br />
<strong>Logistics</strong><br />
for saving fuel, while preserving or even<br />
improving road safety.” The convoy was<br />
driven by the first Volvo FH truck, with a<br />
second and a further three cars, each six<br />

über die Cloud ist einfacher, da die<br />
Anwendungen nicht mehr vor Ort eingerichtet<br />

seien, dass man sich einerseits die Kosten<br />
für die IT-Infrastruktur im Unternehmen<br />
erspare und anderseits auf einen großen<br />

of. Everything – from transport<br />
planning to order processing, purchasing<br />
to customer relationship management –<br />
can be managed using cloud computing, as<br />

are located in the cloud, and from there we<br />
can obtain services that are tailored to<br />
needs and are accurately billed on the basis<br />

REDUCING COSTS<br />
Everybody involved in the transport chain<br />
interacts via external IT service providers<br />
and is thus able to access shared data<br />
worldwide. This means that complex supply<br />
chains can be built up quickly and flexibly<br />
– and managing them via the cloud<br />
is easier because applications no longer<br />
need to be installed locally. The IT expert<br />
emphasises that further advantages are<br />
cost savings in terms of IT infrastructure<br />
within the company and access to a wide<br />
range of IT services in the cloud. For<br />
example, software suppliers such as<br />
map&guide offer tools for truck route<br />
planning, calculating emissions and<br />
working out tolls and transport costs.<br />
UNCERTAINTY FACTORS<br />
However, not all the security issues and<br />
legal aspects have yet been settled. The<br />
most critical aspect is that of security on<br />
the open cloud environment and the legal<br />
framework governing personal data. In<br />
addition, stable and rapid internet access<br />
is a vital prerequisite that must be<br />
guaranteed.<br />

Es ist über 40 Jahre her, dass der kombinierte<br />
Verkehr im deutschsprachigen<br />
Raum zum ersten Mal politische<br />
Aufmerksamkeit und aktive öffentliche<br />
Förderung erfahren hat: Mit dem „Leber-<br />
Plan“ von 1968 wurde erstmals ein Millionenbudget<br />
für kombiverkehrsfähiges<br />
Equipment und für erste intermodale Terminals<br />
eingeführt, zusammen mit einer<br />
Belastungsabgabe für den Straßengüterfernverkehr<br />
(der „Leberpfenning“). Ausgelöst<br />
wurde der Plan von der Beobachtung,<br />
dass das Fernstraßennetz überlastet ist<br />
und der Straßengüterverkehr in der damals<br />
boomenden Wirtschaftswunder-<br />
Konjunktur viel schneller wächst als der<br />
Schienenverkehr. Eine aktive Verlagerungspolitik<br />
sollte diese Entwicklung korrigieren.<br />
Der intermodale Verkehr ist tatsächlich zu<br />
einem festen Bestandteil der europäischen<br />
Güterverkehrssysteme geworden. Das gilt<br />
ganz besonders für die Seehafen-Hinterlandverkehre<br />
– also den Ab- und Zutransport<br />
von Containern – und für die alpen -<br />
querenden Verkehre. Nüchtern betrachtet,<br />
sieht die Realität allerdings so aus: Im Vergleich<br />
der Transportleistungen verschiedener<br />
Verkehrsträger hat der intermodale<br />
Verkehr einen niedrigen ein stelligen Prozentanteil<br />
am gesamten weit räumigen<br />
Güterverkehr. Eine massive Entlastung der<br />
Straßenverkehrsinfrastruktur durch Intermodalität<br />
ist bis heute nicht gelungen.<br />
Das darf angesichts der Herausforderungen<br />
der Zukunft nicht so bleiben. Die Erhaltung<br />
der Umwelt und die dramatische<br />
Verknappung von Energie und Fahrpersonal<br />
muss mit der fortbestehenden Notwendigkeit<br />
der modernen Wirtschaft<br />
vereinbar bleiben, Güter an jedem Ort –<br />
eben nicht nur dort, wo Gleis- oder Hafenanschlüsse<br />
bestehen – verladen zu können.<br />

ohne Weiteres kombiverkehrsfähige europäische<br />
Trailer-Flotte schnell und kostengünstig<br />
auf die Schiene zu bringen. Wir<br />
müssen neue Formen von Terminals- und<br />
Umlademöglichkeiten auch an zweitrangigen<br />
Knoten finden und jene Unternehmen<br />
fördern, die die notwendigen Aufkommensmengen<br />
auf geeigneten Relationen<br />
bündeln. Denn das ist die Voraussetzung<br />
für effiziente Ganzzüge. Es müssen nicht<br />
zuletzt die Prioritäten und die Organisation<br />
der Bahngesellschaften verändert werden,<br />
um bei der kritischen Frage der<br />
Schienen-Trassenzuweisung dem Güterverkehr<br />
mehr Platz zu schaffen.<br />
Wunder sind nicht zu erwarten. Aber<br />
durch intelligente und beharrliche Kombination<br />
solcher Initiativen ist eine gute Zukunft<br />
des intermodalen Verkehrs möglich.<br />

Combined transports first received<br />
political attention and active public<br />
support in German-speaking<br />
regions more than 40 years ago. With<br />
the "Leber Plan" of 1968, a budget worth<br />
millions was introduced for combinedtransport-capable<br />
equipment and the first<br />
intermodal terminals, together with a<br />
charge for long-distance goods transport<br />
on roads (the "Leber penny"). This plan<br />
was triggered by the observation that in<br />
the booming miracle economy of the time,<br />
the trunk roads network was overburdened<br />
and goods transport on roads was increasing<br />
much faster than rail transport.<br />
An active transfer policy was supposed to<br />
correct this development.<br />
Intermodal transport has actually become<br />
an integral part of European goods transportation<br />
systems. This particularly applies<br />
to seaport to back country transports –<br />
meaning transporting containers to and<br />
from these locations – as well as for transalpine<br />
transports. In reality and from a rational<br />
viewpoint, however, things are as<br />
follows: When comparing various carriers'<br />
transport performances, the share of intermodal<br />
transports in all long-range goods<br />
transport activities is only a low, one-figure<br />

percentage. Using intermodality to massively<br />
unburden the road traffic infrastructure<br />
has not been successful to date.<br />
In light of future challenges, this may not<br />
remain the same. Environmental preservation<br />
as well as the dramatic shortage of<br />
energy and driving staff must remain reconcilable<br />
with the persistent modern economy<br />
requirements of loading goods at all<br />
locations, not just where there is a railway<br />
or harbour connection. We have to increase<br />
efforts! We have to be a lot more<br />
creative in our use of transshipment techniques<br />
in order to put the European trailer<br />
fleet, which is enormous and not readily<br />
capable of combined transport, onto the<br />
rail track in a quick and cost-efficient way.<br />
We have to find new forms of terminals<br />
and transshipment opportunities even at<br />
secondary nodes, and foster those companies<br />
that are pooling the required volumes<br />
on suitable relations. This is the prerequisite<br />
for efficient block trains. Last but not<br />
least, the priorities and organisation of rail<br />
companies must be changed in order to<br />
make more space for goods transports<br />
when dealing with the key issue of allocating<br />
train paths on the railways.<br />
We shouldn't expect any miracles to happen.<br />
However, it is possible to create a positive<br />
future for intermodal transport by<br />
combining such initiatives in an intelligent<br />
and persistent way.<br />

Margen und lässt vielen Anbietern die<br />
Umsetzung einer Strategie der Spezialisierung<br />
angebracht erscheinen. „Es ist vermessen,<br />
zu glauben, man kann als euro päischer<br />
Spediteur den Kunden einen Zentralasien-<br />
Service aus einem Guss anbieten. Dagegen<br />
spricht allein schon die politische und sozioökonomische<br />
Vielfalt in dieser Region.<br />
Es gibt unterschiedliche Regierungsformen<br />
und Mentalitäten, die auch Auswirkungen<br />
im Hinblick auf die Anforderungsprofile<br />
und gesetzlichen Vorgaben an die speditionelle<br />

Sowohl in den südlichen Republiken der<br />
Russischen Föderation (Stichwort: Olympische<br />
Winterspiele 2014 in Sotschi) als<br />
<strong>Logistics</strong><br />
auch in Kasachstan, Turkmenistan und<br />
Aserbeidschan fließen hohe Beträge in die<br />
Verbesserung der Verkehrsinfrastrukturen,<br />
in den Aufbau von modernen Großindustrien<br />
und in die Schaffung leistungsfähiger<br />
Systeme zur Förderung von Erdöl und<br />
Erdgas. Damit ist eine große Nachfrage<br />
nach leistungsfähigen und zuverlässigen<br />
multimodalen Transportkonzepten für die<br />
Beschickung von Baustellen mit Werkzeugen,<br />
Baustoffen/Bauelementen und Großkomponenten<br />
verbunden. Bei der Planung<br />
und Durchführung der entsprechenden<br />
Transporte kommen praktisch alle Verkehrsträger<br />
ins Spiel. Neben Straßen-<br />
und Bahntransporten in allen erdenklichen<br />
Varianten und Kombinationen spielen<br />
Seefracht und Flussschifffahrt eine wichtige<br />
Rolle. Liniendienste von türkischen<br />
Speditionen verbinden die Ladehäfen im<br />
Mittelmeer (Marmara) und im Schwarzen<br />
Meer mit großen Ports am Kaspischen<br />
Meer, darunter Aktau (Kasachstan),<br />
Turkmenbashi (Turkmenistan), Bandar<br />
Anzali (Iran) und Baku (Aserbeidschan).<br />
Das Routing dieser Verkehre stützt sich<br />
auf das von der Wolga, dem Wolga-Don-<br />
Kanal, dem Don und dem Asowsche<br />
Meer gebildeten Flusssystem. Nutzbar ist<br />
dieser Verkehrsweg in der Zeit von April<br />
bis November. Dann erfordern die harten<br />
Wintermonate den Einsatz anderer<br />
Lösungen.<br />
UNTERSCHIEDLICHE VORGABEN<br />
ALS HERAUSFORDERUNG<br />

ab Deutschland, Italien<br />
und Zentraleuropa. Jedoch sollte man für<br />
diese Verbindungen im Interesse der Kunden<br />
strenge Verhaltensmaßregeln bei ISO-<br />
Zertifizierung, Routenplanung, dem<br />
Schutz der Ware und der Wahrung der<br />
Rechtssicherheit einhalten. Daran ist die<br />
Empfehlung von hohen Absicherungen<br />
und dem Abschluss von Verträgen mit<br />
Geschäftspartnern mit europäischen Gerichtsständen<br />
nach europäischen Verträgen<br />
geknüpft. Letzteres schützt die Auftrag -<br />
geber im Fall von eventuell auftretenden<br />
Transportschäden vor bösen Überraschungen.<br />

This scenario is also causing an increasing<br />
number of transportation and logistics service<br />
providers to enter the scene. Turkish<br />
forwarders in particular are playing a<br />
major role and a large number of European<br />
newcomers are hot on their heels. This is<br />
putting pressure on margins and causing<br />

many providers to think that it would be<br />
appropriate to implement a specialisation<br />
strategy. "It is presumptuous to think that a<br />
European forwarder can offer an impeccable<br />
Central Asia service to customers. The<br />
political and socio-economic diversity in<br />
the region in itself is an argument against<br />
this. There are various forms of government,<br />
as well as mentalities that have an<br />
effect on forwarding work in terms of requirement<br />
profiles and legal standards," as<br />
an expert with profound knowledge in the<br />
matter states from experience.<br />
INTERMODAL TRANSPORTS<br />
ON THE COME-UP<br />
In the Russian Federation's Southern republics<br />
(the key word being Sochi Winter<br />
Olympics 2014) as well as in Kazakhstan,<br />
Turkmenistan and Azerbaijan, large<br />
amounts of money are going towards improving<br />
traffic infrastructures, setting up<br />
large modern industries and creating efficient<br />
systems for petroleum and natural<br />
gas production. This is linked with a high<br />
demand for efficient and reliable multimodal<br />
transportation concepts for tools,<br />
building materials and large components<br />
to be sent to building sites. Virtually all<br />
carriers are used when planning and carrying<br />
out the appropriate transports. In<br />
addition to all possible variations and<br />
combinations of road and rail transport,<br />
sea cargo and river traffic also play an important<br />
role. Liner services from Turkish<br />
forwarders link the ports of loading in the<br />
Mediterranean Sea (Marmara) and in the<br />
Black Sea with large ports in Caspian Sea,<br />
which include Aktau (Kazakhstan), Turkmenbashi<br />
(Turkmenistan), Bandar Anzali<br />
(Iran) and Baku (Azerbaijan). The route<br />
for these transports relies on the river system<br />
formed by the Volga, the Volga-Don<br />
Canal, the Don and the Sea of Azov. This<br />
transport route can be used from April<br />
until November – then, other solutions<br />
become necessary due to the hard months<br />
of winter.<br />
DIFFERENT TARGETS AS A<br />
CHALLENGE<br />
Experts in the matter give particular attention<br />
to the topic of customs clearance. A<br />
lot of focus is necessary for compiling the<br />
certificates of origin as well as other certifications.<br />
Customs guidelines and policies,<br />
which are quite different from one another<br />
at times, are the pivotal factors in this.<br />

of effective safeguards as well as the<br />
conclusion of contracts with business partners<br />
whose legal domicile is in Europe on<br />
the basis of European contracts are associated<br />
issues. This last point protects the<br />
client from nasty surprises in the case of<br />

Ist Skyfall der beste Bond, den<br />
Sie bisher gedreht haben?<br />
Ich finde schon. Auf jeden<br />
Fall war es der befriedigendste:<br />
Ich war ja von Anfang an involviert<br />
und habe insgesamt vier<br />
Jahre daran gearbeitet. Ich bin<br />
stolz auf Skyfall, und ich bin auch stolz darauf,<br />
dass er zum 50 Jahre Bond-Jubiläum herauskommt.<br />
Haben Sie nicht einige Enthüllungen über<br />
Bonds Vergangenheit im Film überrrascht?<br />
Nein, weil ich schon beim Skript mitgeholfen<br />
habe und von Stunde Null an bei allen<br />
Diskussionen und Meetings mit dabei war.<br />
Verstehen Sie ihn jetzt besser?<br />
Ich verstehe ihn, zumindest ein bisschen, aber<br />
er ist immer noch James Bond, und er wird<br />
immer James Bond bleiben. Es ist sinnlos, ein<br />
Drama oder eine Shakespeare-Tragödie aus<br />
Bond machen zu wollen.<br />
War es letztlich der Bond, den Sie auf der<br />
Leinwand sehen wollten?<br />
Unser Plan war, einfach den bestmöglichen<br />
Bond zu machen. Und wir hatten Glück:<br />
Roger Deacons war unser Director of Photography<br />
und er hat Skyfall unglaublich stylish<br />
aussehen lassen, was mich mit dem Film sehr<br />
zufrieden macht.<br />
Haben Sie das Gefühl, dass Sie das beste<br />
Team gefunden haben?<br />
Man will immer die beste Mannschaft haben,<br />
und die besten Schauspieler, aber das ist nicht<br />
so einfach: Schauspieler lassen sich oft nur für<br />
ein Projekt gewinnen, zu dem Sie auch einen<br />
emotionalen Bezug haben. Ich glaube, weil<br />
Sam Mendes Regie geführt hat und das Buch<br />
gut war, war es auch mit den Stars kein Problem.<br />

Wie war es mit Javier Bardem, Ralph<br />
Fiennes und Judi Dench?<br />
Naja, sie gehören zu den Besten auf ihrem<br />
Gebiet und es macht Spaß, mit ihnen zu<br />
drehen. Sie nehmen ihre Arbeit ernst und<br />
dadurch ist es auch für mich nur halb so<br />
schwer. Es macht es einfach um so vieles<br />
leichter.<br />
Es sieht so aus, als ob Sie in den Bond-<br />
Filmen sehr viel aushalten müssten. Ist<br />
die Erschöpfung größer als bei anderen<br />
Projekten?<br />
Ein Bond-Dreh dauert einfach viel länger<br />
als normal und es ist manchmal schwierig,<br />
das Energielevel hochzuhalten, weil wir<br />
nun einmal alle mal müde werden.<br />
Machen die Action-Szenen eigentlich<br />
süchtig? Ich meine, wegen des Adrenalins?<br />
Ich weiß nicht… Wenn ich mit einem<br />
Dreh fertig bin , ist es eigentlich das letzte,<br />
was ich tun will (lacht). Ich meine, ich<br />
gehe nicht skydiven in meiner Freizeit.<br />
Warum, glauben Sie, hat James Bond<br />
50 Jahre überlebt?<br />
Das ist eine gute Frage und ich bin mir<br />
nicht ganz sicher, was die richtige Antwort<br />
ist. Aber ich weiß, irgendwie haben es die<br />

Produzenten, die Broccolis geschafft. Jedes<br />
Mal, wenn sie einen Film drehen, wenden<br />
sie die gleichen Regeln an: Sie machen den<br />
denkbar besten Film fürs Publikum, denn<br />
nur das zählt. Ohne das Publikum würde<br />
es uns gar nicht geben. Außerdem, glaube<br />
ich, haben alle Bond-Filme, auch die<br />
schlechten, diese wunderbare Aura: Sie<br />
sind wirkliche Film-Events und machen<br />
einfach Spaß. Das macht sie einzigartig.<br />
Die Broccolis heuern natürlich nur die<br />
besten Leute an und das allein spricht Bände<br />
über ihre Fähigkeiten als Produzenten.<br />
Glauben Sie, die Tatsache, dass nie ein<br />
Studio die Kontrolle übernommen hat,<br />
könnte etwas damit zu tun haben?<br />
Das glaube ich auf jeden Fall. Wenn ein<br />
Studio am Ruder wäre, wäre James Bond<br />
längst tot.<br />
Finden Sie, dass der neue Bond jetzt<br />
schon ganz der Ihre ist?<br />
Ich würde es mir wünschen. Wenn er<br />
ganz der Meine wäre, dann wäre ich ein<br />
viel reicherer Mann. (lacht)<br />
Aber auch wenn Sie so reich wären,<br />
würden Sie doch immer noch schauspielen,<br />
oder?<br />
Ich liebe die Schaupielerei. Sagen Sie es nicht<br />
den Produzenten, aber ich würde schon<br />
für Kost und Logis arbeiten. (lacht)<br />

o you think Skyfall is the best of<br />
the three Bond movies you have<br />
done so far?<br />
I think so, I think it’s the most satisfying<br />
that I’ve done. I’ve been very, very involved<br />
with this movie from the beginning, from<br />
the very early meetings. I’ve been working<br />
on it for four years and so I am very proud<br />
of it, I’m very proud that it’s also come out<br />
in the 50th year.<br />
Were you surprised by some of the revelations<br />
about Bond’s past that came up in<br />
the film?<br />
No, because I helped with the writing and<br />
I was involved with it and I was there from<br />
the very beginning discussing it.<br />
Do you understand him more?<br />
You do understand it, you understand him<br />
a little bit, but he’s still James Bond. He<br />
can’t stop being James Bond and suddenly<br />
be something else. You can’t make a movie<br />
like a drama and like a Shakespeare play<br />
about Bond.<br />
Was this the Bond you wanted to see on<br />
screen?<br />
My only plan that everyone was involved<br />
with, was to make the best Bond film we<br />
could. We were incredibly lucky, we had<br />

who has made the film look incredibly<br />
stylish and I feel very satisfied with the way<br />
it looks.<br />
Do you feel that you guys are investing in<br />
the best team players?<br />
The plan is you want to get the best players<br />
you can, the best people, the best actors,<br />
but it doesn’t always work out like that, I<br />
mean, actors will only come and do something<br />
if they feel passionate about it.<br />
I think that because Sam Mendes was<br />
directing it and we had a good script, it<br />
meant that those actors were happy to be<br />
involved. You could have all the money in<br />
the world, actors obviously like money,<br />
but they won’t do a job unless they are<br />
passionate about it.<br />
Can you talk about working with Javier<br />
Bardem, Ralph Fiennes and Judi Dench?<br />
Well all of them are some of the best<br />
actors around and they all are fun to work<br />
with. They take their jobs really seriously<br />
and when I am working with really good<br />
actors, my job is cut in half, it makes it<br />
so much easier for me.<br />
It seems that you go through so much<br />
in these films. The level of exhaustion is<br />
bigger on this film than others?<br />
I think on a Bond film it is, you film for<br />
much longer than you do on any other<br />
movie and the hard part is keeping your<br />
energy levels up. We’ll all get ex hausted.<br />
Do you get addicted to those kinds of<br />
scenes? Is it the adrenaline of an action<br />
scene?<br />
I don’t know, because when I stop work,<br />
it’s the last thing I ever want to do, (laughs)<br />
I don’t go skydiving in my spare time.<br />
Why do you think the franchise has<br />
lasted 50 years?<br />
It’s a good question, I’m not sure completely<br />
what the answer is, but I know that the<br />
Broccoli’s have managed to. Each time<br />
they make a movie they always apply the<br />
same rules, which is to make the best<br />
movie you can for an audience, because the<br />
audience are the people who count. We<br />
don’t exist without them, and I think all of<br />
the Bond movies, even when they are bad,<br />
have a wonderful kind of sense of fun and<br />
a wonderful sense of occasion about them.<br />
And that’s why it’s kind of unique and they<br />
employ great people and that’s a real<br />
testament to their ability as producers.<br />
Do you think one of the reasons is that<br />
this franchise has never been controlled<br />
by a studio?<br />
I do, I think that, yes. I do genuinely<br />
think that if a studio took it over, that<br />
the franchise would have died away.<br />

Do you feel you own Bond now?<br />
I wish I did own Bond, I would be a much<br />
richer man. (laughs)<br />
But I’m sure that if you owned Bond and<br />
you were so rich, you would still be acting.<br />
I love acting. Don’t tell my producers but<br />
I would work for food. (laughs)<br />

Im Experiment wird dieser Effekt meist<br />
anhand eines Gewinnspiels geprüft, bei<br />
dem dieselben Chancen einmal als Gewinn<br />
und einmal als Verlust formuliert<br />
werden. Im ersten Fall müssen sich die<br />
Teilnehmer entscheiden zwischen einem<br />
sicheren Gewinn von 240 Dollar und einer<br />
Chance auf 1.000 Dollar, allerdings nur mit<br />
einer Wahrscheinlichkeit von 25 Prozent.<br />
Zu 75 Prozent erhalten sie gar nichts. Im<br />

For decades, economists and cognitive<br />
psychologists assumed that the<br />
"Homo Oeconomicus" model, meaning<br />
a human that makes rational decisions<br />
in order to maximise its own benefit, was<br />
accurate. This human draws up a list of<br />
alternatives, assesses all consequences and<br />
works out their likelihood. What has become<br />
clear by now is that gut instinct always<br />
plays a part in decisions. Intuition,<br />
based upon simple rules of thumb and experience,<br />
becomes particularly important<br />
where alternatives are not all known,<br />
meaning that the situation where the<br />
decision is made is complicated and characterised<br />
by uncertainty. In moments<br />
such as these, intuition provides us with<br />
good reasons for being able to say "yes,<br />
I'll do it", or "no, I'd better leave it". The<br />
advantage is that such decisions through<br />
gut instinct are made rapidly.<br />
Emotions also play a part where decisions<br />
involve the willingness to take risks. This is<br />
where the so-called framing effect, discovered<br />
by mathematician and philosopher<br />
Daniel Kahnemann, comes in. It essentially<br />
refers to "framing" the basis for one's decision<br />
in a positive or negative way.<br />
RISK OR SAFETY<br />
The effect is usually tested in experiments<br />
using a prize game, where the same prospects<br />
are formulated once as win and<br />
once as loss. In the first case, participants<br />
must choose between winning 240 dollars<br />
for certain or a 25 percent chance of winning<br />
1,000 dollars, with a 75 percent<br />
chance of not winning anything. In the<br />
other case, the choice is between losing
750 dollars for certain, or a<br />
75 percent chance of losing<br />
1,000 dollars and a 25 percent<br />
chance of not losing<br />
anything.<br />
The results showed that<br />
the "win group" almost<br />
unanimously chose the<br />
certain bonus, whereas<br />
those that went with the loss<br />
option predominately opted<br />
for gambling and risk. The<br />
most recent investigations at<br />
the University of London<br />
found that a lot of activity in<br />
the amygdala, the brain's emotional<br />
centre, could be measured<br />
during risky or speculative decisions,<br />
along with rather faint activity<br />
in the prefrontal cortex,<br />
which is in charge of reason. If,<br />
however, decisions with a "certain<br />
outcome" are made, this image tends<br />
to be reversed.<br />

nicht gerne gesehen sind. Aus der anfänglichen<br />
Selbstverteidigung ist jedoch längst<br />
eine einträgliche Einkommensquelle geworden.<br />
Die Anzahl der Angriffe und Lösegeldforderungen<br />
ist seit 2005 regelrecht<br />
explodiert. Das Geschäftsmodell dahinter:<br />
die Entführung der Schiffe samt der Besatzung,<br />
um dann Lösegeld zu fordern. Nicht<br />
weniger als 40 Schiffe mit mehr als 1.000<br />
Geiseln dümpeln derzeit vor Somalia vor<br />
sich hin.<br />

Das Schicksal eines der ärmsten Länder<br />
Afrikas ist längst zum globalen Problem<br />
geworden: Nicht weniger als 25.000 Schiffe<br />
– und damit ein Fünftel des gesamten<br />
Welthandels – passieren jährlich auf ihrem<br />
Weg zum Suezkanal auch den Golf von<br />
Aden und damit lebensgefährliches Piratengebiet.<br />

2011 zwölf Milliarden Euro. Die einzige<br />
Alternative – der Umweg rund um den<br />
afrikanischen Kontinent – dauert 18 Tage<br />
länger und kostet weitere Millionen. Kein<br />
Wunder also, dass die Forderung nach militärischem<br />
Schutz immer größer wird.<br />
Aktuell sind neun Kriegsschiffe im Rahmen<br />
der EU-Mission „Atalanta“ vor Somalia im<br />
Einsatz. Zwar zeigen die internationalen<br />
Einsätze erste Erfolge. Doch die endgültige<br />
Lösung für die Probleme liegt an Land:<br />

die Piraten auf hoher See weiterhin für<br />

pirates of the 21st century have nothing in<br />
common with the romantic cliché of the<br />
buccaneer. The resurgence of this crime,<br />
which had died out several centuries ago,<br />
is above all the consequence of greed and<br />
environmental pollution.<br />

Since 1991, Somalia has had none of the<br />
trappings of a functioning state. Because<br />
there has also been no coastguard service<br />
for more than 20 years, the number of<br />
foreign ships entering the waters off East<br />
Africa to exploit its extremely rich fishing<br />
resources has drastically increased.<br />
Trawlers from Spain, Japan and Taiwan<br />
have in the meantime caught fish worth<br />

no wonder that foreign ships off the coast<br />
of Somalia are not a popular sight. But<br />
initial attempts at self-defence long since<br />
turned into a profitable source of income.<br />
The number of attacks and ransom demands<br />
has truly exploded since 2005. It is<br />
based on a genuine business model: Ships<br />
and their crew are kidnapped in order to<br />
be able to demand a ransom. No fewer<br />
than 40 ships and more than a thousand<br />
hostages are currently floating off the coast<br />
of Somalia.<br />
LONG JOHN SILVER AS THE ONLY<br />
CAREER MODEL<br />
The fate of one of the poorest countries in<br />
Africa has long been a global problem.<br />
Each year, no fewer than 25,000 ships –<br />
and with them a fifth of the world's trade –<br />
pass through the Gulf of Aden, and thus<br />
this perilous piracy zone, on their way to<br />
the Suez Canal. The cost to shipping companies<br />
and ship owners in terms of high<br />
insurance premiums, security measures<br />
and ransom payments was € 12 billion in<br />
2011 alone. The only alternative – the long<br />
detour around the African Continent –<br />
lasts 18 days longer and costs millions<br />
more. It is therefore no wonder that the<br />
demand for military protection is growing.<br />
Nine war ships are currently being deployed<br />
off the coast of Somalia as part of<br />
the EU "Atalanta" mission. These international<br />
deployments are starting to show<br />
signs of success. But the ultimate solution<br />
to the problem lies ashore. As long as Long<br />
John Silver remains the only career model<br />
in Somalia, the pirates will continue to sow<br />
fear and terror on the high seas.<br />
