the same sentence the situation of the French, the Greeks, the<br />

German the Irish and the Finnish controllers is senseless.<br />

How can anyone ignore the dramatic situation of the Greek<br />

provider, who has, for the past ten years, repeatedly failed to<br />

apply the simplest European obligation of separation<br />

between oversight and service provision? How can anyone<br />

pretend not to know that that the dramatic situation of the<br />

Greek controllers who have seen their salaries reduced by<br />

more than 30% – a unique situation in Europe – is the result<br />

of a total absence of management? We appreciate that it is<br />

difficult for CANSO to admit that, as the Greek provider is a<br />

CANSO member, but still?<br />

How can anyone pretend that he knows nothing of the very<br />

tense situation in Germany created by DFS management?<br />

From the very beginning of 2010, <strong>GdF</strong>, the trade union, was<br />

working hard with DFS management to find solutions to the<br />

massive controller shortage in Germany. This unusual but<br />

promising form of social dialogue was put to a brutal end by<br />

DFS at the end of 2010. Since then, the social climate rapidly<br />

deteriorated. DFS decided to ignore all the warning and<br />

signals received from <strong>GdF</strong>, who acted as a responsible<br />

partner, and who fought hard to find a negotiated solution.<br />

How can CANSO then call – with a straight face – for its<br />

controllers not to paralyze the ATM when it is its German<br />

member who requested that all form of minimum service<br />

(except for ambulance and states flights) be terminated at<br />

the end 2010? Should the German controllers strike, no<br />

aircraft will be allowed to fly in the German airspace. Mr Lake<br />

cannot ignore that this would not only a choice but a demand<br />

from DFS! So who is really acting “recklessly“?<br />

In the German case, one could simply have hoped for a more<br />

“valiant” behavior from the supposedly almighty German<br />

provider. And, more important, one could hope that they<br />

would learn from their mistakes, and do not despise their<br />

staff creating the conditions for a strike to happen. But that<br />

is a side issue.<br />

The main issue is that other CANSO members would, once<br />

again, let the ignorant, yet obedient Mr Lake publish such<br />

senseless statements. It is high time CANSO gets back to its<br />

senses, and returns to a more balanced and respectful<br />

attitude of staff and employers. For that attitude is not only<br />

disrespectful of workers. It is also an insult to its members.<br />

Labor practices and rights vary all throughout Europe. That<br />

staff would be allowed to strike is not outrageous, and<br />

despite Mr Lake’s wild dreams, that right will remain. ATCEUC<br />

calls for CANSO members to ensure that their organization is<br />

not used by one or the other to try to disguise the<br />

shortcomings of the policies they implemented.<br />

We will go on working, while Mr Lake goes on dreaming of an<br />

ATM world where the only outrageous amounts are those<br />

who are paid to CANSO top executive, or to some senior<br />

managers in a few selected European providers. Who already<br />

happen to be amongst the highest in the whole ATM<br />

industry.<br />

But then is this really a dream?<br />

Or could that be a sad reality?<br />

Who can, aside from Mr Lake, ignore those facts in CANSO?<br />

No one obviously.<br />

What happened here is simple. DFS, unable to find a<br />

negotiated solution to a crisis they created, is criticized in all<br />

major German Medias for its recklessness and<br />

mismanagement. They know they are cornered, because the<br />

staff demands are anything but “outrageous”. Rather than<br />

assuming, and learning from their mistakes, they went crying<br />

to their “CANSO mother”, trying to gain whatever support<br />

could be gained here.<br />

In itself, this is not surprising. It had even happened before,<br />

when AENA, the Spanish provider undertook the systematic<br />

bashing of its controller workforce. AENA went weeping to<br />

CANSO and begged Mr Lake for support. Despite the reluctance<br />

of all major European CANSO members (too aware of what<br />

was happening there to allow themselves to be dragged in the<br />

Spanish mess), Mr Lake finally complied and published what<br />

will be remembered as yet another masterpiece of servility.<br />
