the same sentence the situation of the French, the Greeks, the
German the Irish and the Finnish controllers is senseless.
How can anyone ignore the dramatic situation of the Greek
provider, who has, for the past ten years, repeatedly failed to
apply the simplest European obligation of separation
between oversight and service provision? How can anyone
pretend not to know that that the dramatic situation of the
Greek controllers who have seen their salaries reduced by
more than 30% – a unique situation in Europe – is the result
of a total absence of management? We appreciate that it is
difficult for CANSO to admit that, as the Greek provider is a
CANSO member, but still?
How can anyone pretend that he knows nothing of the very
tense situation in Germany created by DFS management?
From the very beginning of 2010, GdF, the trade union, was
working hard with DFS management to find solutions to the
massive controller shortage in Germany. This unusual but
promising form of social dialogue was put to a brutal end by
DFS at the end of 2010. Since then, the social climate rapidly
deteriorated. DFS decided to ignore all the warning and
signals received from GdF, who acted as a responsible
partner, and who fought hard to find a negotiated solution.
How can CANSO then call – with a straight face – for its
controllers not to paralyze the ATM when it is its German
member who requested that all form of minimum service
(except for ambulance and states flights) be terminated at
the end 2010? Should the German controllers strike, no
aircraft will be allowed to fly in the German airspace. Mr Lake
cannot ignore that this would not only a choice but a demand
from DFS! So who is really acting “recklessly“?
In the German case, one could simply have hoped for a more
“valiant” behavior from the supposedly almighty German
provider. And, more important, one could hope that they
would learn from their mistakes, and do not despise their
staff creating the conditions for a strike to happen. But that
is a side issue.
The main issue is that other CANSO members would, once
again, let the ignorant, yet obedient Mr Lake publish such
senseless statements. It is high time CANSO gets back to its
senses, and returns to a more balanced and respectful
attitude of staff and employers. For that attitude is not only
disrespectful of workers. It is also an insult to its members.
Labor practices and rights vary all throughout Europe. That
staff would be allowed to strike is not outrageous, and
despite Mr Lake’s wild dreams, that right will remain. ATCEUC
calls for CANSO members to ensure that their organization is
not used by one or the other to try to disguise the
shortcomings of the policies they implemented.
We will go on working, while Mr Lake goes on dreaming of an
ATM world where the only outrageous amounts are those
who are paid to CANSO top executive, or to some senior
managers in a few selected European providers. Who already
happen to be amongst the highest in the whole ATM
industry.
But then is this really a dream?
Or could that be a sad reality?
Who can, aside from Mr Lake, ignore those facts in CANSO?
No one obviously.
What happened here is simple. DFS, unable to find a
negotiated solution to a crisis they created, is criticized in all
major German Medias for its recklessness and
mismanagement. They know they are cornered, because the
staff demands are anything but “outrageous”. Rather than
assuming, and learning from their mistakes, they went crying
to their “CANSO mother”, trying to gain whatever support
could be gained here.
In itself, this is not surprising. It had even happened before,
when AENA, the Spanish provider undertook the systematic
bashing of its controller workforce. AENA went weeping to
CANSO and begged Mr Lake for support. Despite the reluctance
of all major European CANSO members (too aware of what
was happening there to allow themselves to be dragged in the
Spanish mess), Mr Lake finally complied and published what
will be remembered as yet another masterpiece of servility.
