Living well, within the limits of our planet
The European Commission has proposed a new Environment Action Programme (EAP) for the EU entitled
„Living well, within the limits of our planet” in November 2012. It will guide environment policy up to 2020.
The proposal aims to enhance Europe‘s ecological resilience and transform the EU into an inclusive and sustainable
green economy. Despite progress in some areas, Europe continues to face significant environmental
challenges. Nine priority aims should help stimulate sustainable growth and create new jobs to set the Union
on a path to becoming a better and healthier place to live within the limits of our planet. Protecting natural
capital, encouraging more resource efficiency and accelerating the transition to the low-carbon economy are
key features of the programme. The European Commission is thinking about new regulation to internalize
the external cost and to transform our economy into a green economy before the existing environmental
legislation is fully implemented in the EU-member states. The impacts on the competitiveness of our industry
should therefore be recognized.

die nächsten acht Jahre

Die Europäische Kommission hat
am 29. November 2012 einen Vorschlag
für ein allgemeines Umweltaktionsprogramm
der EU für die Zeit
bis 2020 mit dem Titel „Gut leben
innerhalb der Belastbarkeitsgrenzen
unseres Planeten“ veröffentlicht. Die
Umweltaktionsprogramme (UAP)
bilden seit 1973 den strategischen
Rahmen für die Tätigkeit der EU im
Umweltbereich. Mit dem vorliegenden
siebten UAP soll die Umweltpolitik
einen stärkeren Beitrag
zu einem ressourceneffizienten
und CO 2 -armen Wirtschaftssystem
leisten, das das Naturkapital erhält
und verbessert, die Gesundheit der
Bürger schützt und ihr Wohlergehen
sichert.
Die Europäische Kommission
weist zwar darauf hin, dass die
europäische Umweltpolitik erfolgreich
zur Verringerung der Schadstoff
belastung von Luft, Gewässern,
Böden und Produkten beigetragen
hat. Viele Umweltentwicklungen in
der EU hält sie jedoch für „besorgniserregend“.
Sie betont, dass
• nur 17 % der unter die FFH-Richtlinie
fallenden Arten und Lebensräume
sich in gutem Zustand
befinden,
• Degradation und der Rückgang
unseres Naturkapitals zunehmen,
• Ressourcen nach wie vor weitgehend
auf nicht nachhaltige
und ineffiziente Weise genutzt
werden,
