Solvay’s lime.<br />
In July 1999, the company signed an agreement with CETESB and<br />
the São Paulo Public Prosecutor, agreeing to share the necessary<br />
information in order to clarify the reasons for the contamination of the<br />
lime deposit. The company admits that dioxins are present in 10% of<br />
the deposit, but denies the presence of 2,3,7,8-TCDD (type of dioxin<br />
associated with cancer in rats). <strong>Greenpeace</strong> disagrees with this<br />
claim 79 .<br />
In December 1999, Solvay signed an agreement with the Public<br />
Prosecutor, CETESB and <strong>Greenpeace</strong>, in which they agreed to<br />
decontaminate the Rio Grande riverbed and their lime deposit within<br />
two years. They also committed to building an emergency barrier to<br />
contain the leakage of toxic material to the environment. The<br />
possibility of incinerating the material was rejected due to the volume<br />
of accumulated material. Solvay also agreed that they would not<br />
market or distribute lime from their storage site 80 .<br />
In 2000 the company presented a study proposing to build only a<br />
barrier for hydraulic confinement of the wastes, a technology that<br />
was criticised by <strong>Greenpeace</strong>. The matter is still being discussed in<br />
São Paulo’s Public Prosecutor’s Office 81 . After more then 2 years of<br />
discussions Solvay has not agreed to implement destruction<br />
technologies to clean up the contaminated area.<br />
Legal outcome Solvay has not fulfilled the agreement amongst the parties to contain<br />
the contaminated site and decontaminate the critical areas. Solvay<br />
has also not been further investigated for selling contaminated lime.<br />

Solvay is avoiding responsibility for clean up and compensation. A<br />
global instrument on corporate accountability would extend the<br />
liability to its headquarters in Europe.<br />
