einer Verbesserung der Effektivität und Effizienz aller Abläufe im Krankenhaus zu gelangen
und die Bereitstellung qualitativ hochwertiger Leistungen sicherzustellen. 601 Zudem kann
Standard 9, „Allgemeines Management“, als Delegation von Verantwortung an hierachisch
untergeordnete Stellen interpretiert werden, die entsprechend der Ausführungen im Kapitel
„Zentrale Prinzipien des TQM“, als Bestandteil der Verantwortung des Top Managements für
das Qualitätsmanagement angesehen werden. 602
Als wesentlich unproblematischer erweist sich die Identifikation von Qualität als strategi-
schem Unternehmensziel. Die zuvor erwähnten Abschnitte 1.1 und 1.3 enthalten bzgl. dieses
TQM Bausteins die entsprechenden Standards, wie die nachfolgende Darstellung belegt: 603
1.1 General Management Arrangements
A General Management
The hospital should be managed effictively and efficiently in accordance with its
mission and objectives.
1. There is a mission statement which sets out the values and objectives of the hospital.
2. This has been agreeded by the hospital‘s governing body.
3. There is a Business Plan for the implementation of the objectives of the hospital and a
mechanism for its regular review.
4. The objectives of each clinical service are clearly defined.
1.3 Quality Management
A Policy
There should be a written policy on quality management and documented plans for its
implementation.
1. The hospital has, or is included in, a comprehensive written programme for quality
management and evaluation.
2. The programme:
- integrates patient, clinical and managerial approaches
- specifies the nature and purpose of clinical audit
- actively involves all staff.
