in einem solchen Fall nicht um Standards handelt, die auf eine Veränderung der Unterneh-
menskultur und der damit beabsichtigten Denk- und Verhaltensänderung i. S. Crosbys abzie-
len, stellen sie i.w.S. Präventivmaßnahmen zur Fehlervermeidung dar. Da das HAP in seinem
Handbuch wiederholt der Sicherheit von Strukturen und Prozessen eine große Bedeutung
beimißt, enthält es eine Anzahl von Standards, die dies gewährleisten sollen. In der Grund-
satzerklärung zum Abschnitt 1.2 „Gesundheit und Sicherheit“ heißt es: “A duty of any hospi-
tal should be to protect patients, visitors and staff from harm. Promotion of health and safety
and the avoidance of risk (Hervorh. d. Verf.) should be integrated within the organisation and
among all levels of staff.” 608 Wie dieser Forderung entsprochen werden soll, beschreibt ein
Standard im nachfolgenden Unterpunkt „Betriebliche Verfahrensweisen“: “ Each area has
protocols for standard operating procedures. The protocols include information on:
- risks assessments, which should be written and reviewed.
- Preventative and protective (Hervorh. d. Verf.) means of ensuring health and safety and
guidance on personal protective equipment.
- identifiable control measures in the event of serious or immanent danger to staff, patients
or visitors.” 609
Dieser Präventionsaspekt bezieht sich ebenfalls auf die Ausbildung der Mitarbeiter und deren
Handlungsbefugnisse, wie die nachfolgend aufgeführten 2 Standards belegen: 610
