1. INTRODUCTION / WELCOME

1.1 WELCOME

Welcome to the Rallye International du Valais, 11th round of the FIA European Rally Championship! Like the previous ones,

the 2009 edition was unanimously praised by all the drivers who tackled its challenging and varied route. This year will be

written the 50th chapter of an already rich history, blending the ingredients which led the rally to become the most important

event in Swiss motor sport.

In the heart of Europe, the Rallye International du Valais unfolds in breathtaking sceneries. The winding asphalt roads between

the mountains, valleys and forests of the region are among the most demanding. The stars of rallying who have sampled them

have underlined the exceptional character of this fixture, the quality of its organisation and the excellent high level facilities it

provides, as well as the warm welcome and the unique, splendid backdrop.

The relentless work of the organisers, with the aim of a constant progression, has been rewarded by the incorporation of the

Rallye International du Valais in the IRC in 2007 and 2009, with a return within the 2010 series in prospect. This year, the FIA

has acknowledged the merits of the RIV by including it in the European Rally Championship which features 11 rounds in as

many European countries. The RIV therefore accomplishes another prestigious step and its candidature to the World Rally

Championship is contemplated.

The region of Martigny, the traditional epicentre of the rally, offers the drivers an ideal environment to showcase their talent,

which explains the attraction of the Rallye du Valais to competitors and to the numerous enthusiast, connoisseur fans. As usual,

the rally is based in the spacious buildings of the CERM which hosts the service park, while the Hôtel du Parc houses the media

centre and rally HQ. The service park is the hub where the cars return on a regular basis to repair the unavoidable damage caused

by the merciless route which leaves no room for error.

The incorporation of the Rallye International du Valais in the IRC in 2007 and 2009 has increased the popularity of the Swiss

event. With its accession to the FIA European Rally Championship, the organisers are more than ever motivated to offer all

those involved a warm welcome. Although their unrivalled ability in terms of organisation is widely recognised, the key personal

do not intend to rest on their laurels. All aim at giving their best and at being equal to the challenging task.

The use of the most up-to-date techniques, the continuous quest for exemplary safety, the competence of all the parts of an

interdependent chain to ensure a smooth organisation and the quality of the show are as many trump cards to make of this 50th

edition another success.

As the last event of the 11-round FIA ERC calendar, the Rallye International du Valais wishes to be the climax of the series.

1.2 HISTORY

The Rallye International du Valais was first organised in September 1960 as part of a regional event that took place in Martigny

and was called "Le 1 er Comptoir de Martigny" (The 1st fair of Martigny). His founder, Philippe Simonetta, a wine dealer found of

rallying (he took part in the famous Monte-Carlo Rally), wanted to let the drivers see a different aspect of their sport. The

geography of the region was an ideal setting for a rally. With the help of other wine merchants from Wallis, the event took the

name of "Le Rallye du Vin" (The Rally of the Wine). The event was rapidly growing, maintaining its appellation and its

philosophy: To discover the region, the vineyards and the wines. An oenology contest was taking place after the race itself.

Until 1975, led by two other wine traders - among others - as clerks of the course (Jean-Pierre Favre during five years and

Jacques-Alphonse Orsat for one year), the "Rallye du Vin" was the place to be for a blend of tourism and automobile sport.

From 1976, with the support of the Ecurie 13 Etoiles (13 Star Team) - the most important squad of its kind at that time -, the

tourism aspect left place to a pure sporting event that will rapidly gain access to international championships. As a result, the

Rallye du Vin was included in the European Rally Championship from 1980 with coefficient 1, then 2 the following year.

Several renowned rally drivers entered the event to acquire experience, such as Per Eklund, Jimmy McRae, Jean Ragnotti, Guy

Colsoul, Sepp Haider, Harald Demuth, Patrick Snijers, Robert Droogmans, Bruno Thiry, etc.

The title of the rally was also evolving: from 1981 to 1984, it was called the Rallye International du Vin et du Valais, then, in

1985, it became the Rallye International du Valais. From then, the wine was no longer associated to a driving activity and the

geographic venue for the most important automobile competition in Switzerland was clearly identified.

1993 was a key date in the progression of the rally towards the internationalisation that the organisers were seeking. An

important partnership with a written media covering the entire country was signed, allowing widening the exposure and the

reputation of the RIV. At the beginning of 1994, an association was founded with the aim of gaining access to superior levels of

the European Rally Championship and - why not - to the World Rally Championship. In 1996, the efforts to expand the event

internationally and to attract foreign drivers were rewarded by the presence of four-time World Champion Juha Kannkunen who

unfortunately retired in the first special stage. In 1997, Andrea Aghini was the overall winner, facing opposition from Piero

Longhi, Janusz Kullig (Polish Rally Champion) and Jindrich Stolfa (Skoda work driver). In 1998, Olivier Burri won the RIV for

the fifth time. The following years (1999-2000), it was Cyril Henny's turn to take the honours. The year 2000 was also marked

by the promotion of the rally to coefficient 10 and in 2001, Burri added a sixth success to his tally. That same year, a crew

composed by Aleksandr Lesnikov and Andrei Rusov came from Russia. Driving a Ford Focus WRC, Pole Janusz Kulig won the

2002 edition while Burri achieved a seventh victory with his Subaru Impreza WRC the successive year which was blessed by

dreadful meteorological conditions. Winner of the 1997 Monte-Carlo Rally, Piero Liatti came first in 2004 with his Peugeot 206

Super 1600 while Patrick Heintz (Subaru Impreza STI group N) was crowned Swiss Rally Champion at the end of this 45th

edition. Olivier Gillet took the 2005 RIV, beating 1993 World Rally Championship runner-up François Delecour. Patrick Heintz

(Subaru Impreza STI group N) climbed on the third step of the final rostrum. Finally, the year 2006 was marked by the presence

of European TV channel Eurosport and an unprecedented eighth win for Olivier Burri with a Subaru Impreza group N, while the

rally was elevated to the new Intercontinental Rally Challenge.

In 2007, a 1-2 for Peugeot allows the French brand to claim both the IRC manufacturers and drivers' titles. The winners are

Nicolas Vouilloz/Nicolas Klinger (Peugeot 207 S2000), the runner-ups are Enrique Garcia-Ojeda /Jordi Barrabés-Costa (Peugeot

207 S2000), respectively crowned IRC driver and co-driver Champions, while the Abarth Grande Punto of Umberto

Scandola/Guido D’Amore takes third.

By finishing second of the 49th edition behind their Peugeot-Belgium team-mates Freddy Loix/Robin Buysmans, Nicolas

Vouilloz and Nicolas Klinger were crowned IRC Champions in 2009. Manufacturers' Champion for the second time running, the

French 206 S2000s overshadowed their rivals and snatched the first four positions, Luca Rossetti/Matteo Chiarcossi completing

the final rostrum while Bryan Bouffier/Xavier Panseri finished fourth. Giandomenico Basso/Mitia Dotta and Anton Alén/Timo

Alanne, the official Abarth crews, were classified fifth and sixth respectively after the retirement of the third works Grande

Punto S2000 entrusted to Umberto Scandola/Guido D'Amore, who were leading when they went off the road.

Location

The headquarters of the rally is located in Martigny, in the French speaking part of the Rhone upper valley, few kilometres away

from the Lake Geneva. This area is a major crossroads between France (Chamonix via the Forclaz Pass) and Italy (Aosta via the

Grand-Saint-Bernard tunnel or pass and Domodossola via the Simplon Pass), as well as an access to different parts of

Switzerland via the motorways to Lausanne or Berne.

Martigny is also known as a former Roman capital (Octodure), where many ancient ruins are still visible. International fairs are

frequently organised in the CERM while the Gianadda Foundation features art exhibitions and possesses a permanent

automobile collection with some unique pieces displayed.

Description

The Rallye International du Valais traditionally takes place the last week of October from Thursday to Saturday.

The administrative and technical checks take place on Thursday morning and are followed by the shake-down while the prizegiving

and the traditional "Big Night" go on Saturday night.

The route totals 830 kilometres that include around 290 kilometres of special stages representing 35%.

The Rallye International du Valais is divided in three legs with some 20 special stages. It actually consists of eight to 10 different

stages which are tackled once or twice. Their length varies from 7.70 to 37 kilometres. The rally has the reputation to be tough

for the men and machines, the stages unrolling between 400 and 1800 metres above see level.

Organisation

The Rallye International du Valais has a permanent secretariat located in Sion (capital of the canton).

During the rally, the clerk of the course can rely on over 2400 volunteers who range from the marshals to the high skill doctors,

the fire-fighters, the breakdown mechanics and the all technical staff.

Twenty ambulances and six helicopters are also available, priority being given to security.

More than 120 journalists are accredited and the event benefits from the support of local and national radios, as well as the Swiss

TV. The organization has its own production and dispatches images to approximately 50 countries throughout the world.

The media and advertising coverage includes a 32 pages, four-colour tabloid insert with a circulation of 260000, an 88 pages

spectator leaflet (10000 copies), a national billposting campaign with preferential locations, brochures and TV and radio

announcements.

The federal, cantonal, communal and tourist authorities, as well as international and national automobile sport personalities

widely support the Rallye International du Valais.

1.4 GENERAL INFORMATION ABOUT THE RIV

For 2009, the layout of the course will be in accordance to the continuity and to the tradition of the event. As usual, the 50th

edition of the Rallye International du Valais will feature three full days of action. The special stages take place to a breathtaking

backdrop which suits the sport to perfection and features mountain roads that seem to have been made to put men and their

machines to the test. Even so, several changes have been made to add spice to a proven recipe.

The first day starts on the afternoon of Thursday 23 October and includes three special stages, all familiar to the regular visitors.

The day will end with Sion, a notorious stage that loops round Les Casernes, before the return to Martigny (CERM) service park

and parc fermé.

Friday, after the early morning service, the competitors will start the second leg which features several changes, although the

names of the stages sound familiar. They will tackle - among others - the legendary special stage of Les Cols, the longest of the

rally. This stage has been established for the first time on the occasion of the 40 th anniversary of the Rallye International du

Valais and it will again be the one where anything can happen. Then, the crews will head towards Martigny for a regroup and

another visit to the service park, which will be followed by two other groups of three special stages.

The same principle applies to Saturday with four special stages repeated twice. Between the two loops of the day, there will be a

regroup and service at the CERM in Martigny.

Exiting the last service park, the survivors will enjoy the final podium ceremony in Martigny (CERM). This will be followed by

a press conference in the Hôtel du Parc - where all the rally's facilities are based (welcome desk, stewards' meeting room, clerks

of the course offices, timekeeping, dispatching, GPS tracking system operations, media centre) - and the traditional prize giving

in the premises of the CERM.

How to go to the Rallye International du Valais office in Sion

From Motorway, take exit “SION OUEST”, then take left at junction and follow signs to “NENDAZ”

At the roundabout continue straight on, then pass over the bridge and take left (follow main road)

Then carry on straight on the main road. The RIV office is located just behind the HONDA dealer and

TAMOIL petrol station on your left. The RIV's office is at the 1 st floor.

European Rally Championship events are reserved for Group N cars, cars of Group A of which the corrected cylinder capacity

does not exceed 2000 cc, Super 1600 cars and Super 2000 cars.

Group A cars with a corrected cylinder capacity of less than 2000 cc, on condition that the homologation is accepted by the FIA

as eligible for the Championship concerned.

Cars homologated as Kit cars, where the capacity is greater than 1600 cc are not accepted. Cars homologated as Kit cars, where

the capacity is between 1400 and 1600 cc, may be accepted if they also comply with Article 255-6.2 “Weight” of Appendix J.

Two-wheel drive cars equipped with a supercharged diesel engine with a nominal cylinder capacity of less than 2000 cc are

accepted in Groups A and N.

For S1600 homologated cars, it will be possible to use expired errata without any penalty.

World Rally Cars are not authorised.

7. FUEL / TYRES

7.1 FUEL

Importing fuel in Switzerland is not permitted unless taxes are paid at the border.

Standard fuel (unleaded 98) may be used or, alternatively, racing fuel can be ordered to ELF / ETS: see appendix for the racing

fuel order form that must be completed and sent before 2 October 2009.

7.2 REFUELLING

Competitors may only refuel in the refuelling zones designated in the road book (Art. 54, 2009 FIA Regional Rally

Championships Sporting Regulations).

There will be a refuelling zone at the exit of the service park (see service park layout) and a remote refuelling zone in Sion (Agip

Petrol Station).

A Service Road Book from SP to RZ and RZ to SP will be provided to all teams.

The refuelling zones are subject to the standard FIA regulations (remainder: service prohibited)

Two mechanics will be allowed in the refuelling zone

IMPORTANT NOTICE: Refuelling is not allowed at the end of legs (After TC 3C, TC 10B and TC 19). After the service, the

cars go directly to the parc fermé without going through the refuelling zone.

7.3 FUEL TANK CAPACITY

All cars must have a minimum fuel autonomy enabling them to drive at least (TBA) km including (TBA) km of special stages

7.4 TYRE MARKING ZONE

The tyre marking zone is located just before the refuelling zone at the CERM.

Only one Team member is allowed in the Tyre marking zone to survey the proceedings.

8. IMPORT OF VEHICLES AND SPARE PARTS

As Switzerland is not part of the European Community, the following documents are required when crossing the border with the

vehicle and the parts and must be presented to the custom office:

12. RECONNAISSANCE

12.1 PROCEDURE FOR REGISTRATION

There is no recce pass or stickers for reconnaissance cars.

One member of the crew must be present when collecting the material for reconnaissance in order to sign the “advice to the

competitors” and to get the last instructions from the organiser.

12.3 SPECIFIC REGULATIONS

Before and during the reconnaissance, the Cantonal Police, the Municipal Police, the officials, the members of the organising

comitee and the marshals will control the reconnaissance proceedings and the respect of the traffic regulations.

Be aware that there are a lot of speed checks on the Swiss roads and motorways.

The different police forces are equipped with last generation fix and mobile radars

12.4 RECONNAISSANCE CARS

All reconnaissance operation, for all crews, may only be carried out using standard stock production cars complying with the

specifications defined in the Art. 23.1. of the 2009 FIA Regional Rally Championships Sporting Regulations.

Throughout the entire rally, the crews must observe all traffic laws, especially speed and noise limitations.

The Organiser will carry out controls. The control method will be free.

12.5 SPEED CHECK AND CAR TRACKING DEVICE DURING RECONNAISSANCE

Each car will be fitted with a GPS tracking system device during the reconnaissance. Details concerning the installation will be

announced at the time of collection of the reconnaissance material.

The GPS tracking system device must be fitted on the reconnaissance car entered by the competitor for the all duration of the

reconnaissance.

Only during the recce, the GPS tracking device will be used to check the speed and the number of passes in the special stages.

Competitors are responsible for functioning of the GPS. In case of anomaly, they must report immediately to the rally office.

Any inappropriate use of the GPS tracking system device during the reconnaissance will be reported to the Stewards.

Failure to comply will be reported to the Stewards.

12.6 PROGRAMME

There will be no dispensation.

In compliance with article 23.2 of the 2009 FIA Regional Rally Championships Sporting Regulations, the number of passes is

limited to two for each driver in each special stage or, if applies, section (the special stages run twice are considered as being one

single stage).

Failure to comply with this rule will be reported to the Stewards.

For SS 3, 14 & 18 - Sion Casernes, recce must be conducted by foot (recce with a car is forbidden)

12.7 SANCTIONS

Any breach of the reconnaissance regulations will be reported to the Stewards, who may impose a penalty as indicated in Articles

152 and 153 of the International Sporting Code.

In case of a competitor being denied the right to start, the entry fee will not be refunded.

13. SCRUTINEERING, SEALING AND MARKING

13.1 ADMINISTRATIVE CHECKS

14. SHAKEDOWN

14.1 GENERAL INFORMATION

Shakedown for cars entered in the rally will be organised, on a portion of road representative of the characteristics of the roads

on which the rally is run. The shakedown road will be a part of a stage but in reverse direction.

Competitors who wish to participate in the shakedown must inform the organiser when sending the entry form.

14.2 SHAKEDOWN ROAD BOOK

A road book will be given to each crew when collecting the material for reconnaissance.

14.3 IMPORTANT INSTRUCTIONS FOR THE SHAKEDOWN

For insurance reasons, the cars must have passed scrutineering.

All members of the crew must wear their helmet and overall as ruled by the standard FIA regulations.

The reconnaissance of the Shakedown will take place during Wednesday 28 October from 10:45 to 12:00

14.4 SHAKEDOWN SERVICE PARK

The Shakedown service park is located at the CERM (main service park). Service is strictly forbidden outside this area.

15. START PROCEDURE

15.1 OFFICIAL START

All the competitors must bring their cars into the parc fermé at least 1 hour before the start time of the first car from TC 0.

15.2 OFFICIAL TIME DURING THE RALLY

Throughout the event, the official time is that of the speaking clock (Phone 161). Only the stopwatches at the

control posts will be taken into consideration for the times written on the time card.

16. ARRIVAL PROCEDURE

16.1 ARRIVAL

The arrival of the rally will be at TC 19 (service park I out). After that the competitors must follow the marshals' orders and

they are under parc fermé rules.

16.2 FINISH PODIUM

The finish podium ceremony will be organised in accordance with the ERC protocol.

16.3 FINISH PARC FERME

The drivers are not allowed to perform doughnuts in the parc fermé.

30 minutes after the posting of the final official classification, the organisers will no longer provide security for the cars in the

parc fermé.

16.4 PRIZE GIVING

Safety belts are compulsory for all the passengers of the vehicle.

Motorway toll

There is no toll on Motorway in Switzerland BUT you must buy a sticker at the border or in a petrol station. This sticker must be

affixed on the windscreen. Price CHF 40. - (about 27 €)

The Rally cars must also get this sticker as they will use the motorway between Sion and Martigny.

Speed checks

Be aware that there are many, many speed checks in Switzerland!!!

The different police forces are equipped with last generation fix and mobile radars.

Exceeding the speed limit by more than 15 kph inside a built area or by more than 25 kph on a motorway are considered as

serious offences and may be subject to report.

ANNEXE 1 - ADDITIONAL INFORMATION

SPECIAL STAGE IN FORM OF LOOP (SS 3/14 and 18)

For the S.S. in form of a loop to be run several times, the following rules apply:

� The S.S. in form of loop is considered as a neutral section. The next section begins at the TC after the SS, possibly

combined with the STOP control.

� The two crew members must be on board.

� Any help or service is forbidden, except to bring the car back on the road, or to clear the road.

� From the ideal start time, the person in charge gives the signal of the start at a time of his choosing by the mean of a green flag.

The exact starting time will be recorded by a photoelectric cell located 1 metre in front of the car stopped on the starting line,

every car setting off the above mentioned cell is considered as having started.

� The arrival is considered launched and the timing recorded by a photoelectric cell.

� In the area between the arrival and start of each section respectively between the arrival and “Stop point”, the cars

shall be subject to the Parc Fermé rules

� If the road is completely blocked by an accident or obstruction, a new start can be given

� In case of a new start, all the planned loops of the special stage must be run. Any loops and times realised before the intervention

will not be considered.

� The car responsible for the obstruction will not be allowed to start again.

� The classification shall be established on the basis of the total time realised for all the loops.

� If a crew passes the STOP control or crosses the finish line (leaves the SS) before the end of all the required loops,

his time will be equal to 150 percent of the worst time realised.

� If a crew leaves the special stage after more than the required loops, he will be credited with the effective time

registered at his last crossing of the finish line.

The access to the stages is free except for SS3 14 & 18 (10.00 CHF). The access remains free for Passes Holders

(ERC, Team manager, Press, Organisation, etc.)

26. SAFETY / YELLOW FLAGS

Remainder of the FIA safety regulations (summary):

� As far as possible, warn crews of any obstructions in the special stage, through the use of yellow flags.

� The yellow flag will be displayed to crews only on the instruction of the clerk of the course.

� The flags may only be displayed by a marshal wearing a distinctive yellow jacket on which is marked the radio point symbol.

� The time of deployment of the flag will be recorded and notified to the stewards by the clerk of the course.

� On passing a displayed yellow flag, drivers must immediately reduce speed and follow the instructions of any marshals or safety

car drivers they encounter.

� Flags will be displayed at all radio points preceding the incident.

� Failure to comply with this rule will entail a penalty at the discretion of the Stewards.

� A crew which has been shown the yellow flag will be given a notional time for the stage, according to the procedures laid down

in Article 19.16.

� No flag other than the yellow flag may be deployed at any point in a special stage.
