PRESIDENT’S MESSAGE<br />

Reflecting on a year of<br />

achievement for members<br />

<strong>The</strong> following is an edited extract of the President’s<br />

report to <strong>The</strong> <strong>Police</strong> <strong>Association</strong> Annual General Meeting<br />

held on 14 September 2012.<br />

Before delivering my annual report<br />

I ask that you pause with me to<br />

remember those of our members<br />

who have passed away since the<br />

last Annual General meeting:<br />

<strong>The</strong> first and the most important duty<br />

that I had as the incoming President of<br />

<strong>The</strong> <strong>Police</strong> <strong>Association</strong> in October, last<br />

year, was to preside over the finalisation<br />

of an outstanding result to Eb 2011<br />

negotiations. It contained outcomes that<br />

were unprecedented and a pay rise that<br />

was warmly embraced by the membership.<br />

<strong>The</strong>re are many key features of the success<br />

of Eb 2011, which include significant salary<br />

increases and a number of improvements<br />

in the terms and conditions of our overworked<br />

and, at times, underappreciated<br />

members who do such a great job keeping<br />

<strong>Victoria</strong> safe.<br />

we were very pleased that <strong>The</strong> <strong>Police</strong><br />

<strong>Association</strong>’s Eb 2011 campaign was<br />

formally recognised by the broader<br />

union movement, by receiving a high<br />

commendation at the recent ACTU national<br />

union awards. we were lauded for our hard<br />

work, professionalism and effectiveness in<br />

carrying out what the ACTU deemed to be<br />

one of the best communications campaign<br />

strategies undertaken by an Australian<br />

union in 2011.<br />

<strong>The</strong> <strong>Police</strong> <strong>Association</strong> welcomed the<br />

announcement by the Attorney General<br />

in April this year that the government<br />

will legislate to impose longer sentences<br />

for people who attack <strong>Police</strong> Officers and<br />

other emergency services workers whilst they<br />

are carrying out their duties. This is an issue<br />

of importance to <strong>The</strong> <strong>Police</strong> <strong>Association</strong> and<br />

its members. we have strongly advocated<br />

this stance for some time. <strong>The</strong> dismal<br />

statistics around this issue has consistently<br />

seen around 25% of all operational members<br />

being assaulted every year, with one<br />

member per day being seriously injured as a<br />

result of an assault. In our view, an assault<br />

on a <strong>Police</strong> Officer or other emergency<br />

services worker is tantamount to an assault<br />

on the community we serve.<br />

In July, this year, <strong>The</strong> <strong>Police</strong> <strong>Association</strong>’s<br />

work with regard to police pursuits was<br />

recognised when the state government<br />

expressed its support for a submission that<br />

it had received from <strong>The</strong> <strong>Police</strong> <strong>Association</strong>.<br />

Our submission called for the imposition<br />

of tougher sentences for those who trigger<br />

a police pursuit after failing to stop on the<br />

direction of a <strong>Police</strong> Officer. we have asked<br />

the government to consider making ‘evading<br />

police in a motor vehicle’ a serious indictable<br />

office, carrying an appropriate and lengthy<br />

term of imprisonment.<br />

In this regard, we believe that it is important<br />

to shift the focus on to the law breakers,<br />

rather than the focus being on our members,<br />

which is currently the case.<br />

As the President of <strong>The</strong> <strong>Police</strong> <strong>Association</strong>,<br />

it has been my pleasure to support<br />

a number of very worthwhile causes.<br />

<strong>The</strong> wall to wall Ride, for example,<br />

which is to be held again in September<br />

this year, in the lead up to National <strong>Police</strong><br />

Remembrance Day, has a purpose for our<br />

members and the community to remember<br />

and honour our fallen colleagues and to<br />

raise funds for police related charities<br />

and to promote safe and lawful motor<br />

cycle riding.<br />

<strong>Police</strong> Legacy is also a very worthy cause.<br />

<strong>Police</strong> Legacy has a responsibility to<br />

provide for the partners and families of our<br />

members who have died. Legacy is one of<br />

the most worthwhile causes in the policing<br />

family and as the President of <strong>The</strong> <strong>Police</strong><br />

<strong>Association</strong>, I am very proud to be part of<br />

its board and to take part in encouraging<br />

members to not only contribute, but to<br />

contribute a little more, if they can afford it,<br />

for the benefit of partners and families of<br />

our members who have died.<br />

A further worthy cause, of which I am<br />

very proud to be part of and to represent<br />

<strong>The</strong> <strong>Police</strong> <strong>Association</strong>, is the blue Ribbon<br />

foundation. <strong>The</strong> blue Ribbon foundation<br />

does a tremendous amount of work in<br />

raising funds to provide new and improved<br />

emergency facilities at public hospitals, in<br />

the name of our members who have been<br />

feloniously slain in the line of duty.<br />

SECRETARY’S MESSAGE<br />

Excellent wins for members<br />

well worth the fight<br />

<strong>The</strong> following is an edited extract of the Secretary’s report<br />

to <strong>The</strong> <strong>Police</strong> <strong>Association</strong> Annual General Meeting held<br />

on 14 September 2012.<br />

We are pleased to report<br />

that the past 12 months<br />

has been a very satisfying<br />

year of achievement for<br />

<strong>The</strong> <strong>Police</strong> <strong>Association</strong>.<br />

we have achieved an enterprise bargaining<br />

outcome that has won unprecedented<br />

support from our membership.<br />

we are in better financial shape than at any<br />

time in our history and we will use that base<br />

to improve our services to members.<br />

Our constant lobbying of the current and<br />

past governments with regard to police<br />

numbers is finally coming to fruition with a<br />

net additional 1700 <strong>Police</strong> Officers and 940<br />

Protective Services Officers to be appointed<br />

in the current term of government.<br />

I am also pleased to report that we have a<br />

Chief Commissioner and government with<br />

whom we can work effectively, not just for<br />

the overall benefit of our members, but also<br />

the <strong>Victoria</strong>n community.<br />

I am very proud of everyone who was<br />

involved in the effort to achieve the Eb 2011<br />

result, but I am particularly pleased that our<br />

members were prepared to stick together in<br />

an industrial action strategy that took place<br />

over a five month period between may and<br />

October, last year.<br />

we, of course, cannot rest on our laurels<br />

and, as is always the case, at the time<br />

of sign-off of an enterprise bargaining<br />

agreement, work has already commenced<br />

in preparation for the next enterprise<br />

bargaining negotiations which will take place<br />

in the lead up to the expiry of the current<br />

agreement on 1 December, 2015.<br />

Also on the industrial relations front,<br />

we are pleased to report that close to a<br />

million dollars in unpaid salaries, penalties<br />

and allowances have been recovered<br />

by <strong>The</strong> <strong>Police</strong> <strong>Association</strong> on behalf of<br />

hundreds of members since December<br />

last year after being short-changed by<br />

inadequacies in <strong>Victoria</strong> <strong>Police</strong>’s new<br />

payroll system, HR Assist.<br />

This massive recovery of unpaid<br />

entitlements has meant that some<br />

individual members have received<br />

thousands of dollars in monies owed,<br />

with one member receiving a lump sum<br />

payment of over $7,000 in salary pay back.<br />

<strong>The</strong> flaws in the beleaguered IT system<br />

have also been responsible for selling<br />

short various leave entitlements of<br />

some members such as long service<br />

leave and ATOs.<br />

Another significant success for <strong>The</strong> <strong>Police</strong><br />

<strong>Association</strong> in the past year has been<br />

the numbers of additional police that are<br />

starting to appear on the front line in police<br />

stations throughout the state.<br />

<strong>The</strong> work that <strong>The</strong> <strong>Police</strong> <strong>Association</strong> did<br />

leading up to the November 2010 state<br />

election, in speaking to all political parties<br />

to secure additional police numbers, has<br />

resulted in the current coalition government<br />

strictly adhering to its pre-election<br />

undertaking to employ a net additional 1700<br />

police in its current term. This undertaking<br />

has resulted in new <strong>Police</strong> Officers finally<br />

reaching larger metropolitan and country<br />

police stations and are flowing on to the<br />

growth corridors of melbourne and our<br />

bigger provincial cities.<br />

we are also pleased to welcome our new<br />

Protective Services Officer members, many<br />

of whom will continue their traditional work<br />

involving security in and around public<br />

buildings. we are pleased that PSOs are<br />

well trained when it comes to their duties<br />

and those critics who say otherwise are<br />

simply wrong. <strong>The</strong> <strong>Police</strong> <strong>Association</strong> will do<br />

all it can to ensure that our PSO members,<br />

whether they be deployed on railways<br />

stations or otherwise, remain an important<br />

part of our membership.<br />

Another successful outcome for <strong>The</strong> <strong>Police</strong><br />

<strong>Association</strong> has been the welcome<br />

announcement during the past 12 months<br />

that tasers will soon be rolled out to our<br />

operational members.<br />

This announcement is the culmination of<br />

over a decade of solid campaigning by the<br />

<strong>Association</strong> on this important issue.<br />

<strong>The</strong> successful trial of tasers involving<br />

our members at bendigo and morwell over<br />

an 18 month period proved all the critics<br />

wrong in that our members can, of course,<br />

be trusted to operate these devices<br />

responsibly and safely.<br />

A further initiative of <strong>The</strong> <strong>Police</strong> <strong>Association</strong><br />

has been the introduction of the integrated<br />

operational equipment vest. <strong>The</strong> IOEV has<br />

a load carrying capacity that we hope will<br />

alleviate the many injuries suffered by<br />

our members as a result of wearing their<br />

equipment on a belt. whilst there have<br />

been issues with regard to the fit of the<br />

vest, it is expected that these issues will be<br />

resolved over time.<br />

finally, I wish to acknowledge the support<br />

of the Executive, the delegates, assistant<br />

delegates and the Administration of<br />

<strong>The</strong> <strong>Police</strong> <strong>Association</strong>, our Assistant<br />

Secretary, bruce mcKenzie, our managers<br />

and all staff members in their efforts and<br />

support for our members."<br />

Under what circumstances<br />

does Legal Representation<br />

funding cease?<br />

It is not unusual for the Legal Section<br />

to receive calls from members about<br />

issues they are not quite sure about,<br />

but ‘challenged’ their curiosity.<br />

Interestingly, the Legal News article that<br />

appeared in our September 2012 edition<br />

of <strong>The</strong> <strong>Journal</strong> entitled "Accessing <strong>The</strong><br />

<strong>Association</strong>’s Legal Representation Cost<br />

fund − Do you fully Understand your<br />

Responsibilities?" has generated some<br />

interest and as a result, we have fielded<br />

a number of telephone calls surrounding<br />

some issues arising out of the topic.<br />

One common area of enquiry was; when<br />

does access to the Legal Representation<br />

Cost fund conclude?<br />

Generally there are two specific events<br />

that, if presented, will remove a previous<br />

successful applicant’s access to the Legal<br />

Representation Cost fund.<br />

<strong>The</strong> first of these is when the applicant<br />

member has been committed to stand trial<br />

to answer the criminal charges alleged. <strong>The</strong><br />

second is where the member has changed<br />

their ‘not guilty’ plea to that of ‘guilty’.<br />

Access to <strong>The</strong> <strong>Association</strong>’s Legal<br />

Representation Cost fund is not only<br />

predicated on the satisfaction of the<br />

relevant rule of the Constitution under<br />

which the applicant member has applied,<br />

but also on the condition that the applicant<br />

member denies the charge or enters a<br />

‘not guilty’ plea.<br />

This condition is established under policy<br />

that has been formulated and approved by<br />

the Executive. <strong>The</strong> consideration of such a<br />

policy is established by virtue of Rule 79 of<br />

the Constitution and is specifically applicable<br />

when considering an application to access<br />

the Legal Representation Cost fund.<br />

<strong>The</strong>re are (through the process of criminal<br />

proceedings), circumstances presented<br />

where the members’ legal representative<br />

believes that in order to achieve the best<br />

outcome for the member the applicant<br />

member may be better placed to alter his/<br />

her plea to that of ‘guilty’.<br />

Once the member changes his/her plea,<br />

their access to the Legal representation Cost<br />

fund immediately ceases, in accordance<br />

with the <strong>Association</strong>’s policy.<br />

<strong>The</strong> second and more common situation<br />

where previously granted access to the Legal<br />

Representation Cost fund ceases is when<br />

the member is committed for trial to answer<br />

the charges preferred. However, unlike the<br />

‘change of plea’ situation, the member is<br />

entitled to make a further application to<br />

Representation Cost fund is not only predicated<br />

on the satisfaction of the relevant rule of the<br />

Constitution under which the applicant member<br />

has applied, but also on the condition that the<br />

a ‘not guilty’ plea.<br />

at his/her trial.<br />

This "continuance" application is made<br />

under the same rule that any original<br />

application is made. This application must<br />

be accompanied by a "memorandum of<br />

advice" prepared by the member’s legal<br />

counsel. This advice must set out events of<br />

a contentious nature that are defensible at<br />

trial and an overall considered opinion of the<br />

counsel of the applicant members prospects<br />

of success at his/her trial. <strong>The</strong> member is<br />

again required to appear before the Legal<br />

Representation Cost fund Committee where<br />

he/she is to present those facts in support<br />

of their application.<br />

Constable David Edward mcGrath<br />

was tragically murdered while<br />

on duty in October of 1915.<br />

Since his death the Coburg<br />

gravesite where he was originally<br />

put to rest slowly deteriorated; time taking<br />

its toll on the old gravestone.<br />

Late last year, Herald-Sun reporter<br />

Geoff wilkinson reported on<br />

Government agencies spending up to<br />

20 months and $88,000 to confirm Ned<br />

Kelly’s identity, while the remains of<br />

Constable David Edward mcGrath lay<br />

under weeds, rubble and scrap timber<br />

at Coburg cemetery.<br />

At the time, <strong>Police</strong> <strong>Association</strong> Secretary<br />

Greg Davies said the state of Constable<br />

mcGrath’s grave was extremely<br />

disappointing.<br />

"It’s upsetting and distressing to find<br />

that the Government would spend so<br />

much money identifying a convicted

murderer’s remains, yet allow this situation<br />

to continue," said Greg.<br />

As a result of the publicity garnered from<br />

wilkinson’s article and successful lobbying<br />

action of <strong>The</strong> <strong>Police</strong> <strong>Association</strong>, and the<br />

through the action of <strong>Police</strong> minister<br />

Peter Ryan, the Government immediately<br />

provided funding of $50,000 for the<br />

restoration of several police gravesites.<br />

Since then, <strong>The</strong> <strong>Police</strong> Graves Restoration<br />

Committee has been coordinating the<br />

Thursday, 27 September saw the<br />

first of the restorations complete,<br />

the restoration of Constable David Edward<br />

mcGrath’s gravesite. <strong>The</strong> restoration was<br />

marked with a rededication ceremony<br />

at Coburg cemetery.<br />

"Since it was David mcGrath’s grave<br />

that initially brought this issue to light,<br />

it was our view that it should be the first<br />

to be restored," said Greg.<br />

Among those that attended the<br />

rededication ceremony was <strong>Police</strong><br />

<strong>Association</strong> Secretary Greg Davies, Chief<br />

Commissioner Ken Lay, the minister<br />

for Veterans Affairs Hugh Delahunty,<br />

several mcGrath descendants and the<br />

<strong>Police</strong> Graves Restoration Committee.<br />

"This ceremony is a timely reminder to<br />

me and every police member just how<br />

dangerous policing can be," said Chief<br />

Commissioner Ken Lay.<br />

"<strong>The</strong> <strong>Police</strong> Graves memorial fund is a<br />

mark of respect for those Officers killed<br />

while serving <strong>Victoria</strong>. <strong>The</strong> graves of these<br />

[slain Officers] will give <strong>Victoria</strong>ns cause<br />

to pause and to reflect on the very real<br />

dangers faced by our police members on<br />

a daily basis. I thank <strong>Police</strong> Officers for the<br />

work they do for <strong>Victoria</strong>," said minister for<br />

Veteran Affairs, Hugh Delahunty.<br />

Constable David Edward mcGrath<br />

was killed while investigating a<br />

burglary at Trades Hall in Carlton<br />

on 1 October, 1915. He responded,<br />

with other police, and discovered an<br />

attempt had been made to open the<br />

safe. David mcGrath confronted two<br />

burglars in a hallway and a number<br />

of shots were fired. John Jackson,<br />

the offender who fired the fatal<br />

shot, was convicted of murder<br />

and hanged at the Old melbourne<br />

Gaol, making him the last person<br />

in <strong>Victoria</strong> to be executed for<br />

murdering a policeman.<br />

Delegates reunite at<br />

September conference<br />

Last month’s delegates’ conference presented another opportunity<br />

for our delegates to reunite and discuss the important issues<br />

affecting the broader membership.<br />

the September conference,<br />

congratulating delegates and<br />

members on the good work they do for<br />

the community.<br />

"I have great regard for the blue; I’ve said it<br />

with great pride over the years. I’ve formed<br />

many associations with members, and it’s<br />

given me an insight into the type of work<br />

that you do. I pay regard to you and what<br />

you’re engaged in," said mr Ryan.<br />

following the opening addresses, a variety<br />

of issues surrounding pay entitlements,<br />

staffing levels and rosters emerged as key<br />

themes. <strong>Police</strong> resourcing was a major<br />

concern shared by all delegates, with many<br />

concerned about various risks members<br />

are exposed to due to poor resourcing and<br />

under-staffing at station level despite more<br />

police being recruited.<br />

Chief Commissioner Ken Lay, spoke before<br />

the lunch break, providing delegates with a<br />

brief overview of the current issues affecting<br />

policing in <strong>Victoria</strong>. Amongst the challenges<br />

mr Lay spoke about were state budget cuts,<br />

sustainable government initiatives and<br />

police resourcing.<br />

"with 1,700 additional uniforms, we can’t<br />

afford for those uniforms to be leaking into<br />

the back office. we need to change the<br />

way we do business to ensure that doesn’t<br />

happen. This is going to be a challenge for<br />

me, the Executive and the Organisation<br />

to figure out how we’re going to pull these<br />

numbers from the back office without<br />

impacting on operations," said mr Lay.<br />

<strong>The</strong> Chief Commissioner also spoke<br />

about new police uniforms, as well as the<br />

importance of supporting PSOs through the<br />

initial rollout period.<br />

A special presentation introducing the new<br />

<strong>TPAV</strong> smartphone application, <strong>TPAV</strong> Assist, was<br />

well received, sparking particular interest from<br />

interstate and New Zealand police associations<br />

who are yet to go down the ‘Smartphone’ path.<br />

Another keynote speaker was James<br />

merlino, Deputy Leader of the Opposition<br />

and Acting Shadow <strong>Police</strong> & Emergency<br />

Services minister. mr merlino spoke about<br />

past and future Labor policies and initiatives,<br />

allowing delegates to hear views from both<br />

sides of the political spectrum throughout<br />

the course of the day.<br />

<strong>Association</strong> Secretary, Greg Davies, provided<br />

delegates a thorough overview of the past<br />

six months from an <strong>Association</strong> perspective<br />

in his Secretary’s report, while Reverend Jim<br />

Pilmer and Reverend Dr John broughton<br />

gave an important welfare presentation in<br />

regards to what to do and how to prepare in<br />

the event of a death. Any members wanting

to the welfare Officer at the <strong>Association</strong>.<br />

Alan wroblewski and Dave Tognon were<br />

recognised for their years of service, while<br />

Geoff Nash was formally recognised for<br />

used with great effect during last year’s<br />

successful pay campaign. Lord mayor,<br />

Robert Doyle, entertained delegates with<br />

an after-dinner speech during which he<br />

expressed his sincere gratitude to all<br />

members for their efforts during the Occupy<br />

melbourne protests late last year.<br />

All agreed that it was a successful and<br />

productive conference, with time for<br />

serious debate on a number of key issues.<br />

headlined last month’s 2012<br />

<strong>Police</strong> <strong>Association</strong> Annual<br />

General Meeting (AGM).<br />

<strong>The</strong> motion to bestow the <strong>Association</strong>’s<br />

highest accolade to both Keith and<br />

Dave was carried unanimously and<br />

without hesitation by members present<br />

in due recognition for their unwavering<br />

commitment, dedication and personal<br />

sacrifices they have made on behalf of the<br />

<strong>Association</strong> members they’ve represented<br />

in their local area for more than a decade.<br />

Keith Patterson, who still serves as a<br />

delegate, has been representing his local<br />

constituent members in the wellington<br />

Shire since 2000.<br />

both he and Dave mark, who served as a<br />

delegate representing members at Swan Hill,<br />

Gannawarra and buloke between 2000 and<br />

2011, worked tirelessly throughout all of the<br />

<strong>Police</strong> <strong>Association</strong>’s major campaign successes<br />

during this period. <strong>The</strong>se included last<br />

year’s EbA and the recent Save Our Streets<br />

campaign which resulted in both sides of<br />

politics committing to a record boost in police<br />

numbers ahead of the 2010 state election.<br />

Keith and Dave join an elite club as the<br />

123rd and 124th person honoured with <strong>Police</strong><br />

<strong>Association</strong> Life membership throughout its<br />

95-year history. That’s some achievement when<br />

considering there have been over 30,000 former<br />

and current serving members during this period.<br />

<strong>Police</strong> <strong>Association</strong> Secretary, Greg Davies<br />

was effusive in his praise for both<br />

<strong>Association</strong> stalwarts.<br />

"I’m really pleased for both men. Not only<br />

are they thoroughly decent gentlemen,<br />

they’ve done everything expected of them<br />

as delegates and a whole lot more. <strong>The</strong>ir<br />

constituent members who work in the Sale<br />

and Swan Hill areas have been fortunate<br />

to be represented by them", said Greg.<br />

Our newest Life members will be honoured at<br />

this year’s annual Retired and Life members’<br />

Dinner with a special presentation.<br />

Apart from awarding life memberships, most<br />

of the business dealt with at the 2012 AGm<br />

was to report on <strong>The</strong> <strong>Police</strong> <strong>Association</strong>’s<br />

key achievements and activities during the<br />

2011/12 financial year.<br />

This long list was dominated by the successful<br />

EbA 2011 campaign, which produced an<br />

outstanding outcome for members in terms<br />

of substantial pay rises and other significant<br />

improvements to their working conditions.<br />

Secretary Greg Davies was particularly<br />

praiseworthy of the united effort shown<br />

by all concerned to achieve this result.<br />

"I am very proud of everyone who was<br />

involved in the effort to achieve the EbA<br />

2011 result, but I am particularly pleased<br />

that our members were prepared to stick<br />

together in an industrial action strategy that<br />

took place over a five month period between<br />

may and October last year", reported Greg.<br />

<strong>The</strong> AGm also heard that <strong>The</strong> <strong>Police</strong> <strong>Association</strong><br />

continues to remain in an extremely healthy<br />

financial position, recording a net worth of over<br />

$36 million at the end of the 2012 financial<br />

year. This includes the Legal Representation<br />

Cost fund is now valued at record highs<br />

of in excess of $20 million.<br />

<strong>The</strong> AGm officially welcomed Ron Iddles<br />

as a newly elected member of <strong>The</strong> <strong>Police</strong><br />

<strong>Association</strong> Executive Committee. Ron<br />

replaces Dermot Avon who was thanked<br />

at the AGm for his contribution and service<br />

to the <strong>Association</strong> in his capacity as an<br />

Executive member, which included a twoyear<br />

stint as Assistant Treasurer.<br />

Prior to the AGm getting underway, all in<br />

attendance paused in silence to remember<br />

a number of serving members who had<br />

passed away since last year’s Annual<br />

General meeting.<br />

Stay informed about<br />

counterfeit cash<br />

<strong>The</strong> advice in this article is produced for the benefit<br />

of <strong>TPAV</strong> members by the Reserve bank of Australia.<br />

Australia has experienced low levels of counterfeit<br />

activity for many years both in an absolute sense<br />

− with fewer than 10,000 counterfeits detected in<br />

circulation each year − and relative to experiences<br />

in other countries.<br />

However, with the proliferation of affordable<br />

digital technologies, Australia’s rising currency<br />

makes it more vulnerable to counterfeiting<br />

attacks. This vulnerability was highlighted in<br />

2010, when around 18,000 counterfeits from one<br />

production source were detected in circulation.<br />

for some time now, the Reserve<br />

bank of Australia (RbA) has been<br />

working closely with the AfP<br />

and state police on a number<br />

of initiatives that will assist the<br />

law enforcement community in fighting<br />

counterfeit crime. <strong>The</strong> police investigation<br />

in 2010 resulted in the arrests of several<br />

people and the seizure of more than 1,800<br />

counterfeits. <strong>The</strong> effectiveness of these<br />

initiatives highlights the important role<br />

that the police play in preserving public<br />

confidence in Australia’s currency.<br />

In the first instance, the RbA’s Counterfeit<br />

Examination Laboratory can assist police<br />

investigations by providing considerable<br />

information about the counterfeits that<br />

have been detected and seized in Australia.<br />

This includes information about the<br />

techniques used to produce the counterfeits,<br />

how the counterfeits can be readily<br />

identified including the serial numbers used<br />

and information relating to where and how<br />

the counterfeits have been passed.<br />

<strong>The</strong>re are many other ways, however, that<br />

the RbA is able to provide support and<br />

assistance. Over the past year, for example,<br />

RbA counterfeit examiners have provided<br />

64 witness statements and, in some<br />

instances, have testified in court.


On request, the RbA also conducts short<br />

counterfeit deterrence and banknote<br />

awareness presentations for police. <strong>Police</strong><br />

in New South wales, Queensland, <strong>Victoria</strong>,<br />

South Australia and the Northern Territory<br />

have all taken advantage of this offer.<br />

In addition, a new one-day counterfeit<br />

deterrence workshop, which is open to<br />

federal and state police officers, is scheduled<br />

for 21 November in Sydney and will<br />

cover topics relating to legislation, media<br />

management and counterfeit detection.<br />

the RbA has also launched a new website<br />

(banknotes.rba.gov.au) aimed at increasing<br />

the public’s knowledge in this area.<br />

Along with this website, a dedicated law<br />

enforcement Portal has been developed<br />

for inclusion on police intranet sites.<br />

<strong>The</strong> Portal, which was developed with the<br />

input of the AfP, contains all the information<br />

police need for identifying, handling and<br />

submitting counterfeits (see breakout 1<br />

for an example of the type of information<br />

contained in the Portal).<br />

If police wish to access the services<br />

mentioned above or have any suggestions<br />

and feedback, the RbA is available at any<br />

time (see details opposite).<br />

What to do with Suspect banknotes<br />

Non-Evidentiary Counterfeits<br />

If you have in your possession a suspected counterfeit banknote that is not the subject<br />

of a criminal investigation or prosecution, fill out a suspect counterfeit banknote form,<br />

available on the AFP website (www.afp.gov.au), and send it along with the suspected<br />

counterfeit banknote(s) via registered mail to the AFP Currency Team postal address:<br />

A property receipt will be forwarded to your property office once the property is received.<br />

Evidentiary Counterfeits<br />

Any seized article (i.e. counterfeits, or material or equipment connected to the production<br />

of counterfeits such as printers, tools, paper, etc.), may be retained for 90 days after<br />

the seizure. If a prosecution for an offence against the Crimes (Currency) Act 1981 is<br />

instituted before that date, then the evidence can be retained. Qualified RBA examiners<br />

are able to provide expert witness statements if required.<br />

Following a successful prosecution and where the court is satisfied that an article is<br />

forfeited under Section 29 of the Crimes (Currency) Act 1981, a condemnation order<br />

should be sought for the disposal of the articles. <strong>The</strong> articles, together with a copy of<br />

the order, should then be sent to the AFP Currency Team who will coordinate their<br />

destruction in accordance with the Crimes (Currency) Act 1981.<br />

Where a prosecution has not been instituted before the expiration of 90 days after the<br />

seizure of articles connected to the making of counterfeits, those articles should be sent,<br />

together with a completed a suspect counterfeit banknote form available on the AFP<br />

website (www.afp.gov.au), via registered mail to the AFP Currency Team postal address<br />

(given above). A property receipt will be forwarded to your property office once the<br />

property is received.<br />

Where to go for advice<br />

<strong>The</strong> AFP Currency Team may be able to assist with your questions related to<br />

investigations into counterfeiting, such as how to respond to counterfeiting incidents,<br />

obtaining warrants and handling of suspect counterfeit banknotes. <strong>The</strong> AFP Currency<br />

Team also has an information package that can be provided to law enforcement agencies<br />

considering undertaking an investigation into currency counterfeiting.<br />

A special presentation was also made to<br />

retired Chief Superintendent Peter Ryan,<br />

for his 20 years of work with the Sacred Heart<br />

misson’s football team as a volunteer coach.<br />

"I’ve had a wonderful police career, and a<br />

wonderful career coaching down at St Kilda<br />

[Sacred Heart misson]. Thanks so much for<br />

the award and the invitation, being here has<br />

brought back some wonderful memories,"<br />

says Peter Ryan.<br />

Throughout the night, special guest speakers<br />

Lauren boden (London Olympian, 400 metre<br />

hurdles), Sarah wall (Australian netball<br />

player) and Charlie Payne (former Essendon<br />

player) shared anecdotes and words of<br />

wisdom with those attending the event.<br />

<strong>The</strong> Sports and welfare Society supports<br />

nearly 40 clubs covering a range of sports from<br />

fishing to rugby, with the aim of encouraging<br />

police involvement in sport and recreation<br />

and enhancing the image of <strong>Victoria</strong> <strong>Police</strong>.<br />

<strong>The</strong> <strong>Police</strong> <strong>Association</strong> is also proud to<br />

support many of the police sporting clubs<br />

via various grants for which the clubs and<br />

Awards’ most outstanding<br />

team of the year, <strong>The</strong><br />

<strong>Victoria</strong> <strong>Police</strong> Soccer Club.<br />

Originally formed in 1949,<br />

<strong>Victoria</strong>n <strong>Police</strong> Soccer Club<br />

provides those interested in<br />

soccer an opportunity to play<br />

amongst peers while raising<br />

funds for those less fortunate. <strong>The</strong> club<br />

places a great emphasis on community<br />

and charity events, and with a long list of<br />

achievements it is easy to see why this club<br />

took out the big title for the fifth time at the<br />

recent 2012 <strong>Police</strong> Sports Awards.<br />

In february of this year, the Soccer Club<br />

travelled to Vietnam and Cambodia on a<br />

‘Good will’ charity tour, then flew direct to<br />

New Zealand to win Gold at the Australasian<br />

<strong>Police</strong> and Emergency Services Games.<br />

while in Vietnam, the team played a round<br />

robin tournament in front of thousands of<br />

spectators at the Hanoi <strong>Police</strong> Academy.<br />

following the game, the team delivered a<br />

cheque for $4,200 to the birla Orphanage in<br />

Hanoi. <strong>The</strong> team also participated in another<br />

soccer tournament while in Ho Chi minh City,<br />

then delivered a similar donation to ‘Pacific<br />

Links’, an organisation which rescues and<br />

rehabilitates girls from sexual slavery.<br />

As a result of the successful ‘Good will’<br />

tour, the club was invited to compete in


the 2012 <strong>Association</strong> of South East Asian<br />

Nations Cup in Vietnam. Subsequently the<br />

Soccer Club has extended an invitation to<br />

a number of Asian teams to compete in<br />

the 2014 Australasian <strong>Police</strong> & Emergency<br />

Services Games.<br />

On the home front, they were awarded<br />

the <strong>Victoria</strong>n multicultural Commission’s<br />

most prestigious award of 2012 −<br />

the ‘Premier’s Award for Community<br />

Harmony’. This award recognises<br />

the work that the club has done with<br />

multicultural and multi-faith communities.<br />

<strong>The</strong> Premier, in presenting this award,<br />

made special mention of the Soccer COPPS<br />

program which is designed to provide<br />

choices, opportunities, partnerships<br />

and participation for young people in<br />

regional <strong>Victoria</strong>.<br />

How important is charity<br />

to <strong>The</strong> <strong>Victoria</strong> <strong>Police</strong><br />

Soccer Club?<br />

<strong>The</strong> vast majority of the Club’s events<br />

are based around community or charity<br />

work and I believe this is why the Club is<br />

so successful. <strong>The</strong> combination of sport<br />

and community service gives players<br />

and administrators a wonderful sense<br />

of achievement, making all the work<br />

needed to make these events happen so<br />

worthwhile.<br />

What are some of the more<br />

memorable ‘Soccer Club’<br />

experiences of the past year?<br />

<strong>The</strong>re have been so many, with games<br />

played at venues ranging from local<br />

parks to AAMI Park! <strong>The</strong> Good Will tour<br />

of Vietnam and Cambodia in February<br />

was a fantastic trip, but to be invited<br />

back in August, when we had the<br />

opportunity to see the positive results<br />

from our initial work at Birla orphanage<br />

and Pacific Links, then to compete in a<br />

truly International tournament, was a<br />

life changing experience for our players.<br />

How often does the club<br />

meet up/practice/play during<br />

the year?<br />

<strong>The</strong> Club does not play in a regular<br />

league. Our busiest times are between<br />

August and April each year, but we have<br />

events throughout the year.<br />

What do people need to do<br />

if they want to get involved<br />

with the club?<br />

<strong>Victoria</strong> <strong>Police</strong> Soccer Club always<br />

welcomes new players, administrators<br />

and supporters, regardless of age,<br />

another man’s treasure<br />

Long lost war medals<br />

find their way back to<br />

their rightful family,<br />

fifteen years ago, <strong>Police</strong> <strong>Association</strong><br />

President Phil Pearson, was<br />

performing a police operation in<br />

an office located out at Essendon<br />

Airport. As a result an Aero Club<br />

closure, a large amount of aero-related<br />

paraphernalia was dumped into a skip<br />

bin shared by the occupants of the building<br />

Phil was working in.<br />

"I was out there one day and I found two<br />

war medals lying near the bin, they looked<br />

interesting so I took them home with me<br />

for a closer inspection," says <strong>Association</strong><br />

President, Phil Pearson.<br />

what Phil found were two war medals from<br />

the Second world war; the war medal 1939-<br />

1945, a british medal awarded to british and<br />

Commonwealth forces, and the Australian<br />

"I looked at the front and back and couldn’t<br />

locate an owner. I then put them in a drawer,<br />

where they sat for 15 years," says Phil.<br />

It was only after recently listening to a radio<br />

segment on 3Aw that Phil was able to track<br />

down the original owner of the medals.<br />

"I heard a story on war medals and<br />

discovered that the recipient’s details


were usually engraved around the edges.<br />

After some research it was then I discovered<br />

that the medals belonged to a Sydney<br />

woman by the name of Joyce Ruth muirhead,<br />

one of Australia’s first female pilots."<br />

with the help of Paul murray’s afternoon<br />

drive show on popular Sydney talk radio<br />

station 2UE, and a friendly listener, Phil was<br />

able to get in touch with David muirhead,<br />

one of Joyce’s sons.<br />

David, who now lives in Queensland, was<br />

introduced to Phil on Paul murray’s radio<br />

program. He remembers his mother fondly,<br />

who unfortunately passed away in 1980.<br />

"She was very proud of her military service,<br />

and one of the first women in Australia to<br />

learn how to fly!" says David.<br />

Joyce’s husband, bob muirhead, was equally<br />

delighted with the find, and goes on to<br />

describe how they first met all those years<br />

ago; "because I was a fairly senior flight<br />

Commander at the time, the Commanding<br />

Officer invariable chose me to fly her to<br />

parades and meetings at neighbouring Air<br />

force Stations. I would do the take-offs<br />

and landings and hand it over to her for<br />

the straight and level flying. She was a<br />

wonderful wife and mother, as well as a<br />

tremendous supporter of me in my career,"<br />

says bob.<br />

Phil is happy to see that the medals are<br />

finally back with its rightful owner, thanking<br />

those involved in making the introduction<br />

possible, "Joyce Ruth murihead was a<br />

great pioneer in Australian aviation history<br />

and I’m pleased that we’re able to honour<br />

her memory."<br />

About Joyce Ruth Muirhead<br />

(4/11/1916 to 2/8/1980)<br />

Joyce Muirhead, originally Joyce Grouse, was born in<br />

Marrickville, Sydney on the 4th of November 1916, she<br />

sadly passed away on the 2nd of August, 1980. In January<br />

1942, at age 25, she enlisted as an Airwoman in the Royal<br />

Australian Air Force and successfully rose through the<br />

ranks, eventually becoming a Section Officer within the<br />

air training division. She was part of the Women’s<br />

Auxiliary Australian Airforce branch and was called up<br />

for the duration of the war and for a period of 12 months<br />

thereafter. She was discharged on compassionate grounds<br />

on 31 July, 1943.<br />

Mirror, mirror on the wall ...<br />

A van crew was responding to a job, but<br />

were struggling to locate the right address.<br />

After a short while, the crew arrived<br />

and requested another crew to attend<br />

and assist.<br />

believing they found the right address,<br />

a member radioed to the rest of the shift<br />

and said, "I’ve got the right address because<br />

I can see another van crew parallel to where<br />

we’re parked."<br />

He then asked the first attending officer<br />

to come to the door and let the rest of the<br />

team in, but it quickly became apparent<br />

that the members were in the wrong place<br />

when a colleague realised that the ‘other’<br />

car the officer had seen was in fact a mirror<br />

reflection of their own vehicle he’d parked<br />

out the front. Thankfully the correct address<br />

was found a short time later.<br />

A ‘Capsicum’ spray<br />

It’s not only members in the big smoke who<br />

are called upon to combat serious crime and<br />

anti-social behaviour.<br />

A sinister turn of events recently unfolded<br />

in a small country town where there were<br />

several reports of pedestrians and cars being<br />

struck by a variety of fruit and vegetables<br />

thrown by youths in a passing car.<br />

<strong>The</strong> police took this seriously and the local<br />

Sergeant went public, seeking help to track<br />

down the miscreants. Some locals didn’t<br />

exactly take it as seriously with some<br />

emailing the station saying "Is this a driveby<br />

fruiting?" Another said, "Lettuce not carrot<br />

away. Peas help beet this. I hope no one’s<br />

bean hurt." One wag even offered: "<strong>The</strong>y’ll<br />

definitely do thyme for this."<br />

It is believed the offenders have left the area<br />

and are possibly living in AVOCAdo!<br />

Not quite, all aboard<br />

A routine twilight shift foot patrol at<br />

Dandenong Rail Station became eventful<br />

one evening.<br />

when a train arrived a member and his<br />

partner were set to hop on board. One<br />

member entered the front carriage, but his<br />

partner − who had not yet entered the train<br />

- became distracted when he saw a group of<br />

teenagers laying back with their feet up on<br />

the seat and drinking from Vb cans. when<br />

the member looked at one of the young<br />

males, the smart alec raised his can and<br />

gave him a ‘cheers’.<br />

At this point the member heard the train<br />

doors closing and the train started to move.<br />

He stood there on the platform watching<br />

the train head off trying to work out what he<br />

should do. He phoned the Dandenong police<br />

station and spoke to a young Constable and<br />

explained his predicament, highlighting the<br />

word discretion and asking if there was a<br />

spare unit to drive him to the Springvale<br />

train station.<br />

As the member waited for his transport, he<br />

heard on the police radio, "Dandenong 900,<br />

is there any unit clear to transport a Transit<br />

member to Springvale as he missed his train<br />

and left his colleague on board".<br />

A Dandenong HwP member then arrived<br />

laughing at the member’s predicament.<br />

<strong>The</strong> journey from Dandenong to Springvale<br />

didn’t get any better for the stranded<br />

member, as his driver was in tears of laughter<br />

while he was being told the full story.<br />

Dear Phil,<br />

On the 4th of September 2012 I will retire<br />

from the job after 38 years. I would like to<br />

thank the TPA Executive, past and present<br />

for their assistance to me over the journey.<br />

I had the need to use your services a few<br />

times in relation to discipline matters and<br />

the support I received from the <strong>Association</strong><br />

was excellent. I was fortunate enough not to<br />

require the need for the TPA welfare services<br />

and applaud you and the Executive in the<br />

manner you assist members and families<br />

when the need arises. I cannot understand<br />

why some members feel the need not to be<br />

part of the TPA.<br />

I would like to thank you all for your help<br />

and hard work over the years and wish<br />

whom I have worked with and forged great<br />
