he <strong>Jewish</strong> <strong>Foundation</strong> is a trusted and expert resource for charitable gift planning and endowments and<br />
Tserves as a partner and resource for synagogues, local <strong>Jewish</strong> agencies, pr<strong>of</strong>essional advisors and<br />
donors. The <strong>Jewish</strong> <strong>Foundation</strong> is committed to promoting <strong>Jewish</strong> philanthropy, for the UJA-Federation,<br />
for our agencies, for <strong>Jewish</strong> education, for our synagogues, for Israel and for Jews in need at home, overseas,<br />
and in Israel.<br />
The virtue <strong>of</strong> giving is important and rewarding. The challenge <strong>of</strong> difficult times brings great opportunities to excel.<br />

and aCCompLishments.<br />
Corporate changes:<br />
n March 2011, the <strong>Jewish</strong> <strong>Foundation</strong> filed the necessary documents to become<br />
a non-stock corporation in the State <strong>of</strong> Connecticut. This change in corporate<br />
status will separate and protect the <strong>Jewish</strong> <strong>Foundation</strong> endowment funds from<br />
the operating activities <strong>of</strong> the <strong>Jewish</strong> Federation and the JCC. Prior to March<br />
I2011,<br />
the <strong>Jewish</strong> <strong>Foundation</strong> was not corporately separate from the <strong>Jewish</strong> Federation <strong>of</strong><br />
<strong>Greater</strong> <strong>New</strong> Haven, Inc. In addition, the <strong>Jewish</strong> <strong>Foundation</strong> has also applied to the IrS for<br />
its own tax-exempt determination letter.<br />
In order to protect the <strong>Jewish</strong> <strong>Foundation</strong> assets, a committee was formed to research<br />
and evaluate different types <strong>of</strong> asset protection and insurance structures for the <strong>Jewish</strong><br />
<strong>Foundation</strong>. The committee, in consultation with outside counsel and the <strong>Jewish</strong> Federations<br />
<strong>of</strong> North America, looked at a number <strong>of</strong> types <strong>of</strong> possible corporate structures—<br />
the structure that was chosen for the <strong>Jewish</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven, Inc. is<br />
a Type I Supporting Organization <strong>of</strong> the <strong>Jewish</strong> Federation <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven, Inc.<br />
This structure was recommended as the best means to help ensure that the <strong>Jewish</strong><br />
<strong>Foundation</strong> and the <strong>Jewish</strong> Federation continue to work together, while also providing<br />
protection for and separation <strong>of</strong> the <strong>Jewish</strong> <strong>Foundation</strong> assets.<br />

T his<br />
summer, Beth Israel Synagogue, Wallingford, established<br />
their first endowment fund with the <strong>Jewish</strong> <strong>Foundation</strong> <strong>of</strong><br />
<strong>Greater</strong> <strong>New</strong> Haven.<br />
The monies used to establish the endowment were part <strong>of</strong> a charitable<br />
bequest from the late Debra Kaplan Fallon. Debra’s parents were members<br />
<strong>of</strong> Beth Israel and as a child, Debra also attended Beth Israel.<br />
“One <strong>of</strong> the reasons we chose the <strong>Jewish</strong> <strong>Foundation</strong> is we are confident<br />
that the monies will be well managed. The <strong>Foundation</strong> provides independent,<br />
pr<strong>of</strong>essional oversight and their prudent management can ensure<br />
the endowment continues in perpetuity. We hope others will add to our<br />
endowment, either through charitable bequests or current gifts. We hope<br />
that in the future our endowment will be large enough to help provide for<br />
a full-time rabbi, educational programs, and ongoing capital costs,”<br />
states Beryl Bloch, Beth Israel President.<br />

Beth Israel. We can assist them not only in soliciting charitable bequests but<br />
also in managing their endowment monies. A strong endowment provides a<br />
synagogue with financial security,” states Lisa Stanger, <strong>Foundation</strong> Director.<br />

Custodial accounts<br />
The <strong>Foundation</strong>’s pr<strong>of</strong>essional staff and its centrality to the <strong>Jewish</strong> Federation insure<br />
continuous, permanent, and secure fund management. In addition, this enhances donor<br />
confidence and prestige and also serves to insulate financial management from the vicissitudes<br />
<strong>of</strong> synagogue and agency governance. Many local not-for-pr<strong>of</strong>it organizations have entrusted<br />
endowments to the <strong>Jewish</strong> <strong>Foundation</strong> for administration and management—these include:<br />

the JCC, <strong>Jewish</strong> Family Service, Congregation Beth Shalom rodfe Zedek, Congregation<br />
Or Shalom, Congregation B’nai Jacob and Temple Beth Tikvah.<br />

The <strong>Jewish</strong> <strong>Foundation</strong> works with donors, agencies and synagogues to solicit and cultivate<br />
new restricted endowment funds either through current gifts, bequests, trusts or annuities. For<br />
existing funds, the <strong>Foundation</strong> provides the donor and the beneficiary organization with quarterly<br />
personalized fund reports, provides the beneficiary organization with annual distributions, and<br />
works with the beneficiary organization to provide the donor with ongoing stewardship.<br />
In addition, the <strong>Foundation</strong> serves as a resource concerning policies, regulations, and laws<br />
pertaining to charitable giving as well as the investment and management <strong>of</strong> endowment funds.<br />

The <strong>Foundation</strong> administers and promotes the Build a Tzedakah Fund program which<br />
enables young adults to establish their own <strong>Foundation</strong> endowment fund and also, in<br />
conjunction with CJLL, includes local programs, classes and projects on philanthropy.<br />
the israel and overseas endowment funds<br />
The <strong>Jewish</strong> <strong>Foundation</strong> holds restricted endowment funds that guarantee that our community will<br />
continue to support Israel and <strong>Jewish</strong> communities in need overseas. These funds make annual<br />
distributions for the <strong>Jewish</strong> Agency for Israel, the American <strong>Jewish</strong> Joint Distribution Committee, or<br />
to donor designated charitable organizations which support Israel and Jews in need overseas.<br />
Birthright israel<br />
The <strong>Jewish</strong> <strong>Foundation</strong> helps fund the <strong>New</strong> Haven community’s share for Birthright Israel<br />
which allows many <strong>New</strong> Haven area students a life transforming experience in Israel.<br />
access to funding<br />
The <strong>Foundation</strong> manages 66 philanthropic funds (donor-advised charitable funds) that, in the<br />
last fiscal year, distributed over $953,404. Our donors may use these funds to recommend<br />
distributions to any not-for-pr<strong>of</strong>it organization. The <strong>Foundation</strong> compiles a quarterly “Funding<br />
Opportunities” mailing to all <strong>of</strong> our philanthropic fund donors. These mailings are a wish list <strong>of</strong><br />
programs and projects in need <strong>of</strong> funding at our local synagogues and organizations.<br />
advisory funds<br />
heLping those in need<br />
The Maimonides and Devorah Funds<br />
The Maimonides and Devorah Funds at the <strong>Jewish</strong> <strong>Foundation</strong> continue to provide anonymous<br />
financial assistance for emergencies and/or medical needs, as requested by our rabbis, <strong>Jewish</strong><br />
Family Service and other referring agencies. Both funds were established to follow the precepts<br />
<strong>of</strong> rabbi Moshe Ben Maimon (better known as Maimonides), who, in defining levels <strong>of</strong> tzedakah<br />
(charity) deemed one <strong>of</strong> the highest levels to be matan b’seter (giving in secret) in which the<br />
benefactor has no knowledge <strong>of</strong> the recipient and the latter has no knowledge <strong>of</strong> the donor.<br />
Women <strong>of</strong> vision<br />
In 1996, The Women <strong>of</strong> Vision Society at the <strong>Jewish</strong> <strong>Foundation</strong> was created to ensure that a<br />
permanent, restricted endowment fund would be available to enhance the quality <strong>of</strong> life for future<br />
generations <strong>of</strong> <strong>Jewish</strong> women and their families in <strong>Greater</strong> <strong>New</strong> Haven, in Israel, and around the<br />
world. The Society was created by one hundred women who each contributed a minimum <strong>of</strong><br />
$1,000 to establish the original endowment from which annual grants have been made since<br />
1998. In 2002, Women <strong>of</strong> Vision Society Too was launched to allow additional members <strong>of</strong> the<br />
community the opportunity to participate. Each year, a Women <strong>of</strong> Vision grants committee makes<br />
grant awards that are funded from the Women <strong>of</strong> Vision Society endowment. Since 1998, over<br />
$110,000 has been awarded for programs and projects <strong>of</strong> concern to <strong>Jewish</strong> women.<br />
youth philanthropy<br />
The TACT Teen Tzedakah Fund allows teens, on an annual basis, to work together to<br />
allocate money to charities--which they choose.<br />
<strong>Jewish</strong> scholarship initiative<br />
recognizing the rising cost <strong>of</strong> “living <strong>Jewish</strong>ly” and the importance <strong>of</strong> <strong>Jewish</strong> education and<br />
camping to our community and continuity, the <strong>Jewish</strong> Scholarship Inititative (“JSI”) was established<br />
at the <strong>Jewish</strong> <strong>Foundation</strong> to provide scholarships for children in <strong>Greater</strong> <strong>New</strong> Haven to attend<br />
local day schools, synagogue schools, <strong>Jewish</strong> pre-schools, youth programs and camps. Awards<br />
are based on financial need and are decided by the <strong>Jewish</strong> Scholarship Initiative committee,<br />
working with the Center for <strong>Jewish</strong> Life and Learning (CJLL), the <strong>Jewish</strong> <strong>Foundation</strong>, and our local<br />
synagogues, camps and schools. Last year, JSI provided $173,500 in scholarship awards.<br />

Raising and managing endowment funds for the Federation, its programs, synagogues, local agencies,<br />
and the entire community, is central to the <strong>Foundation</strong>’s mission. During this past fiscal year, the following<br />

trust assets will be distributed to the family members (or<br />

Daughters <strong>of</strong> 1853 was founded<br />
in 1853 by 16 German <strong>Jewish</strong><br />
Women. Originally called the Ahavas<br />
Achus Society (Love <strong>of</strong> Sisters), it<br />
he<br />
Twas established to care for the sick and prepare<br />
the dead according to <strong>Jewish</strong> ritual.<br />
Since 1978, The Daughters has awarded over<br />
$80,000 in nursing scholarships and continues<br />
to award annual scholarships to nursing school<br />
students at quinnipiac and Sothern Connecticut<br />
State University. During this past year, The<br />
Daughters worked with the <strong>Jewish</strong> <strong>Foundation</strong><br />
to transfer their remaining assets to the <strong>Jewish</strong><br />
<strong>Foundation</strong> to ensure that their annual nursing<br />
scholarship awards would continue.<br />
The <strong>Jewish</strong> <strong>Foundation</strong> is thrilled to be able to<br />
partner with the Daughters <strong>of</strong> 1853 and allow<br />
them to continue with their mission in perpetuity.<br />

grant, isaBeL BaiLin Created and organiZed the<br />
LifeBoard proJeCt for residents <strong>of</strong> the toWers<br />
As a volunteer at Tower One/Tower East in <strong>New</strong> Haven for the<br />
past four years, Isabel Bailin, a junior at Hopkins School, created<br />
a project unlike any other— The LifeBoard Project was formed to<br />
create personalized visual displays for Towers’ residents capturing:<br />

w Cherished memories<br />
A LifeBoard is a collage <strong>of</strong> magazine photographs and other printed materials<br />
that are pasted on self-adhesive foam boards that visually describe a story.<br />
Over three workshops, Isabel led residents in the creation <strong>of</strong> their own personal<br />
LifeBoards. Sitting with local high school students, Tower’s residents – ranging in<br />
age from mid-70s to mid-90s — recounted episodes <strong>of</strong> their lives and chose<br />
photographs and words from old Life magazines to evoke and illustrate<br />
personal memories and feelings.<br />
Isabel’s initial hope was that the project would enhance the quality <strong>of</strong> life for<br />
<strong>Jewish</strong> men, women and their families by providing a unique tool to encourage<br />
elderly members to talk about their lives, lessons learned, and the experiences<br />
they have had with other women, with their children, with their grandchildren<br />
and with their great-grandchildren. The Towers, grounded in <strong>Jewish</strong> values and<br />
traditions, attracts residents who abide by those values and who seek opportunities<br />
to live by them. This was clearly the case as many <strong>of</strong> the residents<br />
made a point to talk about how they were going to show the LifeBoards to<br />
their families at their next visit, especially their younger family members. The two<br />
most meaningful outcomes <strong>of</strong> this project were the very poignant personal<br />
stories shared by the residents as each described their LifeBoard to the rest<br />
<strong>of</strong> the group and also the relationship formed between the residents and Isabel<br />
during the creation <strong>of</strong> the LifeBoards.<br />

Eder Brothers, Inc., a wholesale liquor<br />
distributor, worked together and gave<br />
together. In 1954, they established the<br />
Sidney and Arthur Eder <strong>Foundation</strong>, Inc. to support<br />
charitable organizations in Stamford and <strong>New</strong> Haven<br />
where they lived, respectively, with their families. In early<br />
1980, they involved Sidney’s son, Andrew, and Arthur’s<br />
daughter, Jill, in the activities <strong>of</strong> their <strong>Foundation</strong>.<br />
Sidney died in 1985 and Arthur in 2006. Andy and<br />
Jill wanted to make sure that their fathers’ legacies<br />
would continue and be honored. They worked with the<br />
<strong>Jewish</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven to establish<br />
designated endowment funds at the <strong>Jewish</strong> <strong>Foundation</strong><br />
that would be funded through the Sidney and Arthur<br />
Eder <strong>Foundation</strong>. These endowment funds are<br />
designated for the following organizations:<br />
w The Anti-Defamation League <strong>of</strong> Connecticut’s<br />
education-related programs, including<br />
Confronting Anti-Semitism and the A World<br />
<strong>of</strong> Difference Institute.<br />
w Juvenile Diabetes research <strong>Foundation</strong><br />
International<br />
w The Arts Council <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven for the<br />
<strong>New</strong> Haven Clay and Paint Club’s annual juried<br />
exhibition, something Arthur had consistently<br />
supported for over 30 years.<br />
w PACE (Perpetual <strong>Annual</strong> Campaign Endowment)<br />
to benefit the <strong>Jewish</strong> Federation <strong>of</strong> <strong>Greater</strong><br />
<strong>New</strong> Haven <strong>Annual</strong> Campaign. Funds will help to<br />
support the <strong>Jewish</strong> community in <strong>Greater</strong> <strong>New</strong><br />
Haven, as well as <strong>Jewish</strong> communities in need in<br />
Eastern Europe, the Balkans, North Africa, India,<br />
Latin America, the former Soviet Union and Israel.<br />
Each <strong>of</strong> these funds will continue in perpetuity<br />
and will be managed and invested through the<br />
<strong>Jewish</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven.<br />
“Closing the Sidney and Arthur Eder <strong>Foundation</strong>, and<br />
transferring the assets to the <strong>Jewish</strong> <strong>Foundation</strong> made<br />
sense,” said Andy Eder. “The monies that my father<br />
and uncle donated will continue to support the<br />
organizations which were most important to them<br />
over many years. Both Jill and I have confidence in the<br />
<strong>Jewish</strong> <strong>Foundation</strong> managing and administering these<br />
endowments. This will insure that the legacy started<br />
by Sidney and Arthur continues. Furthermore, It also<br />
reduces the administrative and legal costs that would<br />
have been incurred if our family foundation continued<br />
as a separate entity “<br />
The <strong>Jewish</strong> community was <strong>of</strong> particular importance<br />
to both brothers. Sidney was a past President <strong>of</strong> The<br />
<strong>Jewish</strong> Federation <strong>of</strong> Greenwich and was one <strong>of</strong> the<br />
founders <strong>of</strong> The <strong>Jewish</strong> Home for the Elderly in Fairfield.<br />
When he retired to Palm Beach, he continued working<br />
in both the <strong>Jewish</strong> community and the arts community<br />
there. Arthur, along with his friends Pat Goodwin and<br />
Sam Glazer, was one <strong>of</strong> the founders <strong>of</strong> the <strong>Jewish</strong><br />
<strong>Foundation</strong> <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven. During his lifetime,<br />
Arthur established funds at the <strong>Foundation</strong> for the benefit<br />
<strong>of</strong> Congregation Mishkan Israel in Hamden, and the<br />
<strong>Jewish</strong> Community Center in Woodbridge. He served<br />
on many committees for the benefit <strong>of</strong> the community.<br />
“Jill and I know that this is what they would have<br />
wanted,” stated Andy. “We are honored to continue to<br />
support those organizations that were so important to<br />
them. We both learned a tremendous amount from our<br />
fathers and only hope that we can continue to carry on<br />
their good works. We could not be more proud <strong>of</strong> their<br />
generosity and their accomplishments.”<br />

Women <strong>of</strong> Vision & Women <strong>of</strong> Vision Too<br />
The Women <strong>of</strong> Vision Society was created in 1996 in order to ensure that a permanent, restricted endowment fund would forever be available to<br />
enhance the quality <strong>of</strong> life for <strong>Jewish</strong> women and their families in <strong>Greater</strong> <strong>New</strong> Haven. One hundred women contributed $1,000 each to establish the<br />
original endowment from which grants have been made annually since 1998. The Women <strong>of</strong> Vision Society Too initiative was launched in 2002 to<br />
allow additional members <strong>of</strong> the community the opportunity to help increase the monies available for grants which support scholarships for <strong>Jewish</strong><br />
women to study in Israel or do graduate work in a <strong>Jewish</strong> related subject, speakers for <strong>Jewish</strong> women’s programming and projects <strong>of</strong> concern to the<br />
<strong>Jewish</strong> home and family. Since 1998, over $110,000 has been distributed in grants.<br />

The Build-a-Tzedakah program allows young adults to engage in charitable giving<br />
by contributing $600 from their Bar or Bat Mitzvah gifts, with a match <strong>of</strong> $400<br />
from a community donor. With this, the young adult now has a $1000 named<br />
charitable fund at the <strong>Jewish</strong> <strong>Foundation</strong> —they, or others, can add to the fund at<br />
anytime and in honor <strong>of</strong> special occasions- and, every December (Hanukkah time),<br />
they will be given the opportunity to choose to which charity(ies) they want to make<br />
a distribution (distributions are based on the <strong>Jewish</strong> <strong>Foundation</strong>’s spending policy).<br />

$30,000 to more than 54 organizations!<br />

Benjamin and Freda Cohen<br />
Benjamin and<br />
Freda Cohen were<br />
married for 46<br />
years. Together<br />
they were longtime members<br />
<strong>of</strong> Young Israel <strong>of</strong> <strong>New</strong> Haven,<br />
supporters <strong>of</strong> the <strong>Jewish</strong> Federation<br />
<strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven<br />
<strong>Annual</strong> Campaign, as well as<br />
numerous <strong>Jewish</strong> and non-<strong>Jewish</strong><br />
charities, both in <strong>New</strong> Haven<br />
and in Israel. Ben was born in<br />
<strong>New</strong> Haven and is a graduate<br />
<strong>of</strong> Yale University, class <strong>of</strong><br />
1942. He was an influential part<br />
<strong>of</strong> the core group <strong>of</strong> people<br />
who founded the Slifka kosher kitchen at Yale and Tower One/Tower<br />
East. In World War II he served in the South Pacific and afterwards<br />
worked in Puerto rico for a company called Crane China Corporation.<br />
Ben left Puerto rico because he wanted to live an observant <strong>Jewish</strong> life<br />
and find a <strong>Jewish</strong> wife and felt that at the time, he could not do that in<br />
Puerto rico. Back in <strong>New</strong> Haven, Ben met Freda.<br />
Freda and her siblings, Benjamin Bardasch and, rebecca Winston,<br />
grew up in Waterbury, Connecticut. Ben’s siblings were Kathryn<br />
Levine, Frances Cohen, Belle Cohen and Natalie Schain. Both Freda<br />
and Ben had the same commitment to their community, their country,<br />
their synagogue, their charitable endeavors and the State <strong>of</strong> Israel.<br />
Whoever practices charity and justice fills the world with loving-kindness.<br />
B. Talmud Sukkah 49b<br />
<strong>Jewish</strong> <strong>Foundation</strong> oF <strong>Greater</strong> new haven<br />
Together, Ben and Freda started Manpower <strong>of</strong> <strong>New</strong> Haven, a<br />
temporary workforce agency. For as long as they were well, they<br />
spent time in Israel every winter where they maintained an apartment,<br />
and wherever they were, they were exceedingly benevolent in terms<br />
<strong>of</strong> their generosity, especially with respect to Israeli and domestic<br />
<strong>Jewish</strong> causes.<br />
Freda passed away in 2008 and Ben in 2010. Together they<br />
established designated endowment funds at the <strong>Jewish</strong> <strong>Foundation</strong><br />
for the benefit <strong>of</strong> the Hebrew High School <strong>of</strong> <strong>New</strong> England, the<br />
<strong>Jewish</strong> Federation <strong>of</strong> <strong>Greater</strong> <strong>New</strong> Haven, the <strong>Jewish</strong> <strong>Foundation</strong>,<br />
Young Israel <strong>of</strong> <strong>New</strong> Haven, <strong>Jewish</strong> Family Service, the Center for<br />
<strong>Jewish</strong> Life and Learning (formerly the Department <strong>of</strong> <strong>Jewish</strong><br />
Education <strong>of</strong> the <strong>Jewish</strong> Federation) and to benefit the <strong>Jewish</strong> frail<br />
and elderly. In addition, through the <strong>Jewish</strong> <strong>Foundation</strong> they made<br />
charitable distributions to numerous national and Israeli <strong>Jewish</strong><br />
charities including ArMDI, Yad Sarah, JNF and the National Yiddish<br />
Book Center. They also partnered with the <strong>Jewish</strong> <strong>Foundation</strong> to<br />
provide for numerous local charities including the Downtown Evening<br />
Soup Kitchen, St. raphael’s, and Connecticut Hospice.<br />
Ben is survived by his sister Natalie Schain, as well as several<br />
nieces and nephews and their children. Freda is survived by her<br />
only nephew, Gerald Bardasch, his wife, and their children and<br />
grandchildren.<br />
The endowment funds they created will help fund our community<br />
for many, many generations. Their legacy and their names will truly<br />
continue and be an enduring blessing.<br />

and amputating his revelry.<br />
As a camper at Laurelwood the summers<br />
<strong>of</strong> 1940,’41 and ‘42, I remember that this was<br />
a popular song as the Bugler woke us each<br />
morning by tooting revelry.<br />
I did not actually know the bugler; only that he<br />
was one <strong>of</strong> the older kids and that his name<br />
was Dick.<br />
Fast forward—on June 6, 1954,<br />
richard Grossman and roberta Davis married.<br />
When we talked about our days at Laurelwood,<br />
it became evident that I had married the Bugler!<br />
While he no longer bugled, he did spend our<br />
wonderful married years waking me up each morning.<br />

foundation endoWment funds<br />
For the fiscal year ending July <strong>31</strong>, 2011, the <strong>Foundation</strong>’s managed portfolio had a<br />
rate <strong>of</strong> return <strong>of</strong> 15.5%. The <strong>Foundation</strong>’s Investment Committee, in consult with the<br />
<strong>Foundation</strong>’s outside independent consultant, continues to employ a conservative and<br />
expert investment strategy and long-term outlook concerning the investment and management<br />
<strong>of</strong> the <strong>Foundation</strong>’s endowment funds. In addition, the <strong>Foundation</strong>’s long-term approach<br />
to endowment spending has sought to maintain and grow each endowment fund<br />
while providing the beneficiary organization with guaranteed and consistent distributions.<br />
The <strong>Foundation</strong>’s investments are guided by an independent investment consultant,<br />
Prime Buchholz, who, on a regular basis, meets with and reports to the <strong>Foundation</strong>’s<br />
Investment Committee. Prime Buchholz’s responsibilities include recommending,<br />
researching and conducting due diligence on all fund managers as well as regular<br />
monitoring and reviewing <strong>of</strong> the fund managers. In addition, Prime Buchholz recommends<br />
an asset mix within established asset allocation guidelines, monitors portfolio<br />
performance, and recommends investment policy to the investment committee, which<br />
in turn must be voted upon by the <strong>Foundation</strong> Board <strong>of</strong> Trustees.<br />

(i) ensuring that the <strong>Foundation</strong> can continue to distribute according to a prudent<br />
spending policy from restricted and unrestricted funds<br />
(ii) providing for the long-term growth <strong>of</strong> the endowment, while<br />
(iii) constantly trying to balance these objectives against risk. The <strong>Foundation</strong> and<br />
its Investment Committee are committed to ensuring the preservation <strong>of</strong> our<br />
community’s endowment.<br />

The <strong>Foundation</strong> will continue to maintain a disciplined, well-diversified portfolio<br />
which is regularly monitored and rebalanced. 29.1% <strong>of</strong> the portfolio is composed<br />
<strong>of</strong> fixed-income securities and inflation hedging investments. Another 39.8%<br />
includes domestic and international equity. The balance <strong>of</strong> the managed fund<br />
includes alternative assets such as emerging markets, private capital, and two<br />
hedge funds, both <strong>of</strong> which are carefully monitored, vetted and have continued<br />
to perform well. The <strong>Foundation</strong> also holds cash, life insurance and Israel Bonds.<br />

Each year, the Board <strong>of</strong> Trustees <strong>of</strong> the <strong>Jewish</strong> <strong>Foundation</strong> approves a prudent<br />
spending policy that is applied to all unrestricted funds as well as <strong>Foundation</strong><br />
owned restricted funds. The spending policy is developed in consultation with<br />
the outside Investment Consultant, Prime Buchholz, as well as the <strong>Foundation</strong>’s<br />
Finance and Investment committees. In making its decision, the Board follows<br />
the Uniform Prudent Management <strong>of</strong> Institutional Funds Act, and approves a<br />
spending policy that takes into account the uses, benefits, purposes, and<br />
duration <strong>of</strong> the endowment.<br />
