Guarantee of implementation by

an integral methodology approach

Each project – carried out with or without an external support – contains

a change-component which eventually influences the result. A tailored

and transparent approach with an integral methodology in the background

mainly contributes to the success.

In a large number of projects we can take the fear of the unknown away, something

that is normal in a strategy-based business design, by showing our methodical and

comprehensible approach. Thus the participants in the project know from the very

beginning which results are to be expected and which steps are necessary – without

any surprises and unknown elements. The person concerned becomes a participant

and develops the solution by himself, either by being directed or coached. And finally

it is him who implements ‘his’ solution.

The integral methodology approach covers the areas of strategy design, constitution

of the business process model [Macrodesign 5M (d) © and 5M(i) © ], process constitution

[Microdesign] and implementation. HPO usually takes the role of the supplier of methods

and coach. On the following pages you will find some examples of reference from the

areas of aviation and building industry.

Structured elaboration of a strategy with HPO

‘Skyguide national’ is part of Skyguide AG. Its field of duty comprises the

air-traffic control regarding the regional airports and the lower airspace as

well as the air force operation as a whole. In the course of the elaboration of

the strategy the business activities of Skyguide national were defined and

the future general framework was illustrated so as to fulfil the needs and

expectations of the clients.

Goals of the project

It was clear from the very beginning that the

strategy had to align with a targeted positioning

and a future service catalogue and that

precise implementation measures should be

phrased consequently. Supposing that the

structure of the company is part of the

strategy, it was drafted with a fast-prototyping

approach so as to illustrate possible structural

consequences. A requirement was that the

implementation had to be guaranteed by a

methodically transparent and comprehensible

approach.

Approach

The design of the project was carried out

by HPO according to the needs of Skyguide

national. Hereby the expected results were

included in a coherent and chronological development.

The HPO methodology ‘Strategyplan5S

© ’ was used as a basis. It was essential

for the success and the implementation of the

strategy that all the stakeholder groups (Federal

Office of Civil Aviation, Airforce, regional

airports, air companies, pilots as well as other

interest groups) were specifically involved in

team, which consisted of key personalities,

elaborated the contents.

HPO acted as a coach and supplier of methods.

In the workshops and meetings a ‘challenging’

of the developed results took place.

Hereby HPO could introduce industry competence

and know-how gained in other strategy

projects.

Results

Within an intensive nine-month process a

strategy with an appropriate targeted positioning,

a future service catalogue and a targeted

business structure could be developed and

it was accepted by internal and external stakeholders.

The measures which were developed

and favoured by the persons concerned are

implemented successfully today.

Implenia International Construction

Development of the conditions for an

internationalisation with HPO

The consistent implementation of a defined direction of impact is the basis

for the success factor for the sustainable development of a new business.

In terms of internationalisation Implenia counts on manageability and

transparency through a business process model conform to strategy and a

process-orientated organigram.

By introducing ‘Implenia Industrial Construction’

the company concentrates selected competences

in the area of tunnelling and prime

buildings. The services should be offered on a

national and international level as ‘pioneerdivision’.

Goals of the project

There was a wide range of goals: detailed

definition of the strategy, construction and international

operationalisation of both business

units ‘Tunnelling’ and ‘Prime buildings’ with

the help of business process models conform

to strategy and the formation of a flat processoriented

managerial structure. This also meant

a precise definition of the necessary central

and local capacities.

development of solutions. Hereby strategic

elements were developed which consequently

formed the framework for the constitution of

the organisational structure. Strategic direction

of impact, derived key processes and organisation

were developed in one continuous and

consistent approach.

Manageability and transparency were given

priority in the constitution of the business

process models and the derived organigram.

HPO guaranteed the progress of the project,

the continuous implementation of the concept

and the integration of know-how coming from

the industry itself but coming also from various

other projects in other industries.

Results

Implenia Industrial Construction has been

conducting operational activities since

January 1 st 2010. The developed business

process model and the organigram are the

basis for business activities. The head office

cooperates effectively and successfully with

the local units thanks to defined transparent

processes and defined interfaces.
