The brick a vandal tossed through a Pittsburgh printing
shop’s window Monday fetched its new owner $1,150
in an impromptu auction Tuesday organized to raise
money for repairs. Business owner Dan Rugh said what
was initially a frustration turned into a big moneymaker,
with people and businesses pitching in prizes for the
Facebook auction. Rugh said $2,200 worth of stuff was
donated in the one-day auction, and fixing the window

lift, but you can’t pay through your
phone. (There’s another new reason
to look at MyTaxi: Last week, the
company expanded service to

The original idea was
a dating site that set up shared taxi
rides. Adam Eagle, a freshman at
MIT, thought his pal’s concept had

suggests matches to contact. The
booking and paying are up to you
to figure out (although that may
become part of the app soon). One
big catch is you have to have an .edu
email address to use it — the first
target demo is college kids looking
to share rides to the airport. For

but Eagle predicts that D.C. will go

D.C. Flush With Cash? Not Quite
City officials explain
that rising costs may
offset new revenues

The run of good financial news
over recent months — a $417 million
fiscal 2012 surplus, a $190 million
fiscal 2013 revenue upgrade
and a $178 million fiscal 2014 revenue
upgrade — has had the District’s
elected officials salivating
over the prospect that they might
have resources for significant new
spending initiatives for the first
time in five years.
But city officials explained
Thursday that forthcoming revenue
thus far certified by chief financial
officer Natwar Gandhi isn’t exactly
the parting “bouquet” some observers
have called it. Barring another
round of upward revisions later
this year, the rising costs of government
threaten to quickly outstrip
the new revenue projections.
Mayor budget director Eric
Goulet laid out the math Thursday
at the D.C. Fiscal Policy Institute’s
annual pre-budget-season
briefing: Thanks to the natural rise
in the costs of governing, the city
next year has to spend an additional
$107 million just to maintain the
same level of government services
offered this year.

More Spending
There are other pressures to
consider with D.C.’s budget as well:
A growing public school
enrollment, officials estimate, will
require $60 million in additional
spending.
The city expects to lose $30
million in federal funds from the
Temporary Assistance for Needy
Families program that will have to
be made up with local funds.
According to actuaries, the city
will have to send an additional $40
million to public employee
retirement funds to keep them fully

built around the entire monument
to George Washington, repairs will
involve sealing cracks, repainting
the mortar and strengthening
weak spots.
The marble and granite obelisk
has been closed to the public since
a 5.8-magnitude earthquake shook
the region on Aug. 23, 2011. The
upper portion of the monument
sustained large cracks.
The total cost of the repairs is
$15 million.
Offi cials have said it will take
four to five months to build the

Strong winds associated with
Wednesday’s storm toppled trees,
resulting in property damage, injuries
and one death.
A Fauquier County man died
Wednesday while trying to clear
storm-damaged trees from his property.
One of the trees fell on 52-yearold
Joseph John Brozina, striking
him in the head, according to the
county sheriff’s offi ce.
In Montgomery County, a tree
fell on an occupied SUV in Silver
Spring. The man and woman
inside the vehicle sustained minor
injuries, offi cials said. Another tree
fell onto a Prince George’s County
house while a family was inside.
There was damage to the roof, but

He admitted as much before
he ever coached a game at Maryland,
saying at his introductory
news conference in May 2011 that
he was honest, perhaps to a fault,
but suggesting that at least the
media would appreciate it.
The Terrapins’ loss to North
Carolina on Wednesday likely
closed the door on any legitimate
NCAA tournament hopes, and a
weary Turgeon didn’t hold back
during the postgame news conference.
“It’s disappointing. I’m disappointed.
I wanted to be better
tonight, and we weren’t. The
first play of the game we made a
bad decision. We couldn’t make a
shot. We didn’t really have a lowpost
game. We didn’t guard well
enough,” he said. “I have to keep
coaching them the best I can.”
Turgeon is running out of
opportunities to coach this particular
bunch. The regular season
wraps up for Maryland (20-10, 8-9

With one regular-season game
remaining before the ACC
tournament, the Terps have work
to do to make a case for an NCAA
tournament at-large bid. Here’s a

In coach Tony Bennett’s first
two seasons in Charlottesville, the
Cavaliers hovered around .500 and
lost more than they won in the ACC.
Last season, his third at the helm,
brought 22 wins and the school’s
first NCAA tournament appearance
since 2007.
And this season, the Cavaliers
are battling for fourth in the ACC
— worth a first-round bye in next
week’s conference tournament —
and appear on track for a secondstraight
trip to the NCAA tournament,
something the program
hasn’t done in nearly 20 years.
The Cavaliers beat Maryland
in College Park in the teams’ first
meeting of the season, helped by
17 points and nine rebounds from
freshman Justin Anderson, who
initially committed to play for the
Terps before backing out and heading
to Virginia.
Virginia will be looking to finish
the ACC season a perfect 9-0
at home, a mark made more surprising
because the Cavaliers lost
at home against Delaware and
Old Dominion in November and
December.
Maryland, meanwhile, has
struggled away from the Comcast
Center, winning just three

After the Hoyas’ 67-57 loss at Villanova
on Wednesday night, Georgetown
surrendered sole possession of
fi rst place in the Big East standings.
With one game left, No. 5 Georgetown,
No. 8 Louisville and No. 15
Marquette have identical 13-4 conference
records.
With the Big East title on the line,
Georgetown (23-5) faces No. 17 Syracuse.

set to close his career.
The New York Yankees’ reliever
plans to announce this weekend that
he will retire after the 2013 season, a
person familiar with the decision told
the Associated Press on Thursday.
The person spoke to the AP on
condition of anonymity because
there was no announcement. A
news conference was called for
Saturday at the Yankees’ spring
training complex in Tampa, Fla.
The 43-year-old closer is baseball’s
saves leader with 608. He is
regarded as one of the best clutch
pitchers in history, posting a record
42 postseason saves with an 0.70
ERA while helping the Yankees win
five World Series championships.
Rivera missed most of last season
after he tore a ligament in his
right knee while catching fly balls

If you go see “Oz the Great and Powerful,”
you’ll most likely be handed
3-D glasses, the better to appreciate
an expensive, lavishly produced special
effects extravaganza. But you’ll
need to supply your own air quotes.
A healthy sense of irony is needed
not only to stomach the title —
great and powerful the shifty, wispy
protagonist of this “Wizard of Oz”
prequel is not — but also the fi lm
itself, which constantly falls short

City mayor, who died last month,
reminiscing about looking out the
window of an airplane as he returned
to the Big Apple from a trip. “There was
the city of New York, laid out before
me,” he says. “I thought to myself,
‘This belongs to me.’ ” Like the city he
so adored, the Koch in “Koch” comes
across as brash, contradictory, almost
endlessly fascinating and just a little

entry in the growing list of globalwarming
documentaries opens, horror
movie-style, with dramatic footage
of lightning storms, floodwaters,

were expecting a calmly reasoned
argument from a film called “Greedy
Lying Bastards”? The movie is slick,
and has a sense of urgency that makes
it part infomercial, part call to man the

the star-crossed 2002 romance “Yossi &
Jagger,” about soldiers who were secret
lovers. Now a cardiologist, the closeted
Yossi (Ohad Knoller, above) spends his
days floating hollowly from task to task.
It’s clear he hasn’t made much headway
emotionally since Lior (aka Jagger) died
in the first film. The film and Yossi both
feel precarious, teetering on the edge of

who’s infiltrated the brutal gang
of Alphonse (Terrence Howard) to

Rapace’s Beatrice, who spies him
across from a neighboring high-rise,
and blackmails him into killing the
drunk driver who crashed into her.
She’s mad with murderous fury
at the blemish it left on her face and
— despite her obvious, unmarred
beauty — is chased by rock-throwing
kids for her supposed disfigurement.
“Dead Man Down” either
can’t stomach having its star actress
appear actually maimed, or it’s simply
too lazy to make Beatrice’s motivations
plausible.
The film was partially financed
by the WWE, so perhaps it’s fitting
that “Dead Man Down”
should climax with a pickup ramming
into a mansion — the automotive
equivalent of a body slam.

There is one other price to pay,
though: the PR gauntlet. After
screenings, the PR people handling
the films (who are all great, by the
way) stand outside and gauge reactions.
Which poses a problem for
me, because I was raised to be both
honest and absurdly polite. This
is a problem when I don’t like the
movie. The PR reps aren’t responsible
for the film, of course, so I don’t
think they’d take it personally if I
grabbed one of them by her collar,
shoved her against the wall and told
her that the film was so bad that the
director should be tried for crimes
against humanity, that it was a real
shame we no longer put people in
stocks in the town square because
that’s the only punishment appropriate
for anyone associated with
the film, and there is no water hot
enough, no loofah abrasive enough,
and no soap strong enough for me
to get the stink of said movie out
of my very pores.
I tend to say, “It had some nice
moments,” which is not a lie. The
fi lm did end, after all, and that was
a nice moment. Or a noncommittal
“ ’salright,” accompanied with a

the truth. It’s just that, right after
a film, I rarely know what the
truth is.

Manolo says ayyyyy! It is always like
this in the Washington, D.C., when
the biggest snowstorm of the year
finally arrives and the city is plunged
into chaos and despair.
As some wag once said, D.C. is
the city of Southern efficiency and
Northern charm, the statement
that is never more true than during
the snow emergencies, when the
mere four inches of white flakes
turn the entire town into the sort of
dangerous, post-apocalyptic Ice Age
wasteland.
Not only do all ordinary services
cease, but those few pedestrians who
are brave enough to venture forth
from their poorly-heated caves are
continually in danger of being crushed
to death by the mammoth SUVs that
are skidding off the unplowed street
with shocking regularity.
Happily, joyously, it is already
March, and the spring, which is by far
the best time of the year to be in
Washington, is just around the corner,
and we will soon be freed from our
dreary cold-weather wear.

Kardashians, the Smithsonian Channel’s new “L.A. Frock
Stars” catwalks out something refreshingly different: A look
at how top vintage clothing dealer Doris Raymond shops for
and sells 20th-century garb to movie stars (like actress Debi
Mazar, shown). Tidbits of fashion history (Chanel invented the
little black dress! Paco Rabanne got famous for metal skirts
in the 1960s!) interweave with scenes of shopping and try-ons.

Nigella Lawson
Watching Food Network star Nigella Lawson cook
is as comforting as a bowl of mac-n-cheese. The
British beauty turns her attention to pasta and
panna cotta in her new cookbook, “Nigellissima:
Easy Italian-Inspired Recipes” ($35, Clarkson
Potter). The judge for ABC cooking competition “The
Taste” dished with us about why she loves food and
why she took a stand against airbrushing.
You say in the book that you
decided you wanted to be Italian
as a teenager. Why?
When I was growing up, everyone
was very Francophile and wanted
to be Parisian. I suppose it was my
small way of having a small rebellion.
It’s a bit like when you fall in
love with a person; you can’t say
exactly why, you just feel a sense
of kinship straight away.
What helped create that connection?
There’s something about the Italian
character. They’re very practical
and steely, but at the same time
they’re very passionate and spontaneous.
What I love about Italy
is that everyone is super involved
with what they’re eating. You
could ask anyone and they’d have
an opinion; it’s not just those who
are cooking. Being in Italy is like
a lifelong cooking class.
What is it about Italian food that
appeals to you?
It’s a very simple, direct way of
cooking. An Italian recipe will
never be overburdened with ingredients.
[Chefs] trust they’ll speak
for themselves. Italians teach you
to use every bit of every ingredient.

Does Italian cooking allow for
innovation and improvisation?
I think it does for me. I’m very precise
and will say which are traditional
recipes and which are ones
that I have tinkered with. I felt that
there was already a huge library of
works written by Italians about
Italian food; I wanted to share my
gratitude and write a culinary love
letter to Italy and show how it’s
inspired the way I cook. You can
borrow from other people’s creativity,
because it fires up your own.
A lot of people get stressed out
by cooking. Why?
People want to overreach. They see
chefs cooking and don’t take into
account that while they’re cooking
solo on a TV program, in reality
in a restaurant kitchen there may
be 30 people doing all of the prep
work. So it will never translate into
a home kitchen.
You spoke out against the use
of airbrushing in promo photos
for “The Taste.” Why was that
important to you?
I just said do not airbrush my
tummy out. It sounds like I’m being
noble, but I just didn’t want to give
a false impression. I feel that you
can’t eat food and have no tummy.
I don’t like the sense that everyone
has to be perfect in order to be on
TV. Who’s to say it’s a bad thing to
have a tummy? My husband would
be absolutely horrified if I suddenly
didn’t have a tummy. I would rather
say this is me, take it or leave it.
