Gulbarga Biogas Project (CPA) under Biodigester Programme<br />
of Activity (PoA) SKG Sangha India, GOLD STANDARD LOCAL<br />

The project is to install a biogas unit in each household in Gulbarga, Bidar and Yadgir districts of<br />
Karnataka state in India. This plant will be fed with animal dung to produce biogas to be used as<br />
cooking fuel to replace the inefficient traditional wood fuel cook stove. This project is a CPA of a<br />
PoA. This project is eligible under the “Biogas (landfill gas and biogas from agro-processing, wastewater<br />
and other residues) “category of GS toolkit 2.1 Annex C. All the generated methane will be burned in<br />
the stove used for cooking. The replaced traditional wood fuel stove uses nonrenewable biomass<br />
as fuel. Steps to monitor and maintain the installed units were in place to assure the 100%<br />
functionality of the installed units.<br />
A. 2. Current project status<br />

The project is a CPA under a PoA. The PoA DD and CPA DD are under preparation. The project is<br />
going for CDM registration and with additional accreditation from GS. The project idea was<br />
introduced in the LSC meeting and financial arrangements for the Validation, registration and<br />
implementation are under way with the potential partners. The implementation of the units will start<br />
only after registration of the project by the UNFCCC.<br />

Non-Technical Summary<br />
Location of the Project: Villages in all the taluks in Gulbarga, Bidar and Yadgir Districts,<br />
Karnataka State, INDIA.<br />
SKG Sangha is a non-governmental organisation (NGO) working on various sustainable<br />
development projects in different States of India. SKG Sangha has already successfully<br />
implemented over 100,000 biogas units in India in the last 17 years. The proposed project will<br />
provide biogas units to households in the locations mentioned above in India.<br />
In the rural areas of Karnataka, energy demands are generally met with the use of firewood,<br />
charcoal and Kerosene. Also, the rural areas being the agricultural zone, many of the households at<br />
least have a few cattle to carry out the farming activities. Therefore, harmful greenhouse gases like<br />
the carbon dioxide are emitted by the use of firewood/kerosene for cooking/ heating purposes and<br />
methane gas is emitted from the unmanaged cattle excretes. SKG Sangha has taken the initiative<br />
to reduce these greenhouse gas emissions in the environment by implementing the biodigester<br />
project in the rural areas. The aim of the project is to reduce the amount of firewood / kerosene<br />
used for cooking and to replace inefficient traditional cooking stoves with cleaner biogas stoves.<br />
The project will also reduce methane emissions from cattle excreta that will be used to generate the<br />
biogas. This shows that the project will contribute strongly to the sustainable development of the<br />
rural households participating in the project.<br />
The biogas technology to be implemented is tried and tested in the country. In each of the<br />
households covered by the proposed project a family size biogas unit will be installed. The biogas<br />
unit will be of either 2m 3 or 3m 3 capacity (4 to 6 hours of burning time per burner a day) depending<br />
on the number and type of cattle owned by the household and the number of people in the<br />
household. The units will be monitored and maintained for a period of 10 years under this project.<br />
The beneficiary has to provide locally available material and labour as his share of contribution and<br />
the balance of the unit cost will be met out of the carbon funds and subsidy from the Government of<br />
India.<br />
SKG Sangha is conducting stakeholder consultation meeting to collect the opinion of the various<br />
stake holders, on 15/9/2011 at 11.00 am in Rangamandira, Department of Kannada and Culture,<br />
Government of Karnataka, in Bidar Town.<br />

Please explain how you decided that the above organisations/ individuals are relevant stakeholders<br />
to your project. Also, please discuss how your <strong>invitation</strong> methods seek to include a broad range of<br />
stakeholders (e.g. gender, age, ethnicity).<br />
The project is to install biogas plants at individual household level. The biogas plant will create<br />
sanitation, free time to women and children and good organic fertiliser to increase soil fertility. The<br />
generated biogas will be used for cooking and replace traditional wood fuel cook stove. Hence the<br />
forest, health, agriculture, education, child and women development, departments of the<br />
Government are the relevant stake holders. Participating households and elected peoples<br />
representatives are the main stake holders. As this projects deal with overall development of rural<br />
areas the local NGOs, National level NGOs and Gold Standard Foundation supporting NGOs are<br />
also the relevant stakeholders. As the project is going for CDM and Gold Standard Foundation<br />
accreditations the foundation local representatives and local DNA/CDM authority were also invited.<br />
Village level meetings:<br />
When the baseline surveys were under way the survey team members conducted meetings on<br />
village level to explain the villagers about the LSC meeting and invited them to participate in the<br />
meeting. Through the Village level meetings, people where addressed personally and it was<br />
assured that also illiterate people or people with no access to computers or newspapers were<br />
reached. During this course of time many women self help groups were also contacted by the<br />
survey team members. This process happened in the following villages where the baseline surveys<br />

SKG Sangha is an NGO working in the line of sustainable energy, sustainable agriculture,<br />
waste management, rural employment and climate change. The organization is working in 16<br />
districts of Karnataka state along with Tamil Nadu, Kerala, Andhra Pradesh, West Bengal,<br />

Manipur and Meghalaya States. The organization won the 2007 International Ashden Award for<br />
Sustainable Energy under food security category, 2008 Tech Museum award under Equality<br />
category and EI award of Energy Institute, London under the environment category.<br />
SKG Sangha has formulated a project, “Gulbarga Biogas project” meant for the rural areas of all<br />
the taluks of Bidar, Gulbarga and Yadgir districts as a CPA of Programme of Activities under<br />
CDM. This project will receive major portion of financial assistance from Carbon Markets because<br />
of its certification through Gold Standard.<br />
This is important to collect local stakeholder comments on this project under Gold Standard.<br />
Already comments from local stakeholders, prominent persons and NGOs were collected. Final<br />
stakeholder consultation meeting will be held at Rangamandira, Department of Kannada and<br />
Culture, Government of Karnataka, situated in Bidar Town on 15 th September, 2011 at 11-00 AM<br />
to collect comments from local stakeholders.<br />

SKG Sangha has decided to implement Gold Standard certified CDM PoA biogas project in<br />

through the revenue from clean development mechanism, Government of India Subsidy and a small<br />
portion of the unit cost will be expected from the beneficiaries in the form of locally available<br />
material and physical labour.<br />
From this project beneficiaries will get biogas units which will produce biogas needed to<br />
burn a stove 4 to 6 hours a day. The biogas burner will replace the traditional cook stove.<br />
Benefits from this project:<br />
1) Smokeless kitchen, 2) saving of time from collection of fuel wood and saving of cooking<br />
time, 3) Sanitation through proper management of organic waste, 4) Soil fertility and yield increase<br />
by application of biogas spent slurry to the agriculture lands and many more.<br />
This meeting is arranged to collect stakeholder comments on this project.<br />

Comments accompanying Annex 1<br />
People from many walks of life attended the LSC meeting. Local and regional policy makers,<br />
Government officials, elected representatives, local NGOs, GS regional representative and public in<br />
general attended the meeting. No one from Indian and international NGOs and GS supporter NGOs<br />
attended the meeting even though we have invited many of them. As the distance form Yadgir and<br />
Gulbarga districts to the meeting venue is long a few representatives were attended from those<br />
districts.<br />
The meeting was scheduled at 11 AM. As one of the high level state official is reviewing the<br />
development in the district on the same day the PP is forced to postpone the meeting until 3 PM to<br />
ensure the attendance of the government officials belongs to many of the departments. This time<br />
change has been announced to the public in the form of advertisement in the local news paper one<br />
day in advance. SKG Sangha personnel were stationed at the venue to guide the people who came<br />
to attend the meeting without knowing the postponement. Many of the people who had come at 11<br />
am came back to attend the meeting at 3pm.<br />

Overall opinion is that the meeting is more informative and participants learnt many things about<br />

most in the project and many of them also expressed that the environment protection is possible<br />

Report of the Stake holder consultation meeting, organised on 15 th September 2011at<br />
Rangamandira, Bidar<br />
The meeting was started at 4 pm. Mr. SK Umesh, Director SKG Sangha welcomed all the<br />
participants. Mr. Rajendra Jonnekere, Accounts Officer, Zilla Panchayath, Bidar acted as event<br />
organiser and invited guests on to the dais. The president of the Bidar Zilla Panchayath, Mr. Kushal<br />
Patil inaugurated the meeting by lighting a lamp. In his inaugural address Mr. Kushan Patil said<br />
“Biogas unit is not only economical but also eco-friendly, scarcity of fuel and increasing cost of<br />
energy forcing us to biogas again, biogas saves forests, reduces dependence on fossil fuels,<br />
provides smoke free clean cooking and lighting; and Zilla Panchayath provides all assistance for<br />
this kind of eco-friendly projects”. Mr. Jithendra Nayak, Chief Executive Officer while explaining the<br />
existing government sponsored biogas programme (Jaivanila Yojane) stated that there is only 50<br />
plants target for the district and the achievement is very little to 4 & 17 plants in the last two years.<br />
As a renewable energy project it reduces the dependence on electricity and fossil fuels he said.<br />
The regional manager of the Gold Standard Foundation, Mrs. Neha Rao said that the GS is striving<br />
hard to encourage sustainable rural development projects.<br />
Mr. Vidya Sagar Devabhaktuni, President SKG Sangha, presented the project. While explaining the<br />
project he said that the ever increasing cost of the biogas plant becomes an un-attainable dream to<br />
the rural poor. The cost increase and lesser number of subsidy targets forced SKG Sangha to look<br />
for other alternatives to finance the units. Clean Development Mechanism is one among them. The<br />
project is aiming to limit the burden of 20% unit cost on the beneficiary in the form of locally<br />
available material and physical labour. It is trying hard to get the remaining cost from carbon<br />
markets and Govt. of India in the form of subsidy.<br />
In the question and answer session the attendees participated very actively. Few of the questions<br />

the right time at the right place.<br />
The blind sustainable development exercise was conducted by the event organiser and was<br />
recorded.<br />
Monitoring of sustainable development aspects were thoroughly discussed in the meeting and was<br />
recorded.<br />
Later the feedback forms were completed by the participants and were collected by the organisers.<br />
The meeting was concluded at 6pm with vote of thanks by the president of SKG Sangha<br />
Local news dailies reported the meeting proceedings on the next day. Scanned report is attached<br />
in Annex 4.<br />
ii. Minutes of other consultations<br />
When the baseline surveys were under way the survey team members met many villagers, and<br />
conducted meetings and explained about the LSC meeting and invited them to participate in the<br />
meeting. During this course of time many women self help groups were also contacted by the<br />
survey team members. This process happened in many villages where the baseline surveys were<br />
conducted.<br />
In many of the local level consultation meetings people demanded to start the project immediately.<br />
Participants told that they are very eagerly waiting to have the biogas plant in their premises. Few of<br />
them expressed to lessen the beneficiary burden to 15% as they are poor and could not afford the<br />
cost. Many of them expressed that monitoring of plant functionality will answer many of the<br />
sustainable development aspects.<br />

person and get the feedback from them. A public notice will be pasted in Gram Panchayath offices<br />
asking the public in general to see the Passport and LSC reports available in the Gram Panchayath<br />
offices and to pass comments on the prescribed form available along with the documents. These<br />
feedback forms will be collected by SKG Sangha personnel. Public in general also can send their<br />
feedback by post.<br />
For the category D and E the Passport and LSC report or its link will be sent by Email requesting<br />

BIOGAS: LESS COST, MORE PROFIT<br />
Bidar: President, Zilla Panchayath, Mr. Kushal Patil Gadagi said that biogas is economical, eco<br />
friendly. He addressed the Gulbarga Biogas project local stakeholder meeting organized by SKG<br />
Sangha and Zilla Panchayath, Bidar. Earlier biogas usage is popular. He told that increasing cost<br />
and adverse impacts on climate forcing us to look at the biogas again.<br />
“Forest will be saved and dependence on fossil fuel will reduce by using biogas” he stated. Again he<br />
said that there will not be any smoke and also provide lighting. He assured all help for realizing this<br />
kind of eco friendly projects by Zilla Panchayath.<br />
Chief Executive officer, Zilla Panchayath told that biogas is very useful in all respects. There is a<br />
need to create awareness about the biogas in the Bidar District. Usage of biogas in other district is<br />
more popular. During the year 2008-09 the target for Bidar was 50. Only 4 units were installed.<br />
Out of Rs.3.85 lakh availability only Rs.28,000/- was spent. During 2009-10 the target was 50<br />
again and only 17 units were installed. Less achievement is there even in 2010-11. He told that<br />
biogas usage will save environment and more convenient for cooking. He also stated that as an<br />
alternative energy it reduces stress on electricity.<br />
Mrs. Neha Rao of Gold Standard foundation also addressed the meeting and told that the<br />
Foundation gives more thrust to the sustainable projects meant for rural development.<br />
The meeting organizer, Mr. D. Vidya Sagar, President, SKG Sangha has given more information<br />
about the usefulness of biogas. Food scarcity, fuel scarcity and global warming are become serious<br />
problems. There is a possibility of 7 degrees global temperature increase by 2050 and he worried<br />
that the life existence is in danger. It is not possible to stop the problems arising by the global<br />
warming, but we can work not to increase the global temperature. In this regard the biogas plays<br />
an important role. He also stated that they are implementing biogas projects in 13 districts and now<br />
combining Gulbarga, Bidar and Yadgir districts formulated “Gulbarga Biogas Project” in Karnataka.<br />
Mr. Prabhu Shetty Mengha, President, Standing Committee, Agriculture and Industry, Mr.<br />
Ganapathi Rathode, President, Taluk Panchayath, Bidar, Mr. Sriranga Parihara, President, Taluk<br />
Panchayath, Aurad and other dignitaries are on the dias. Mr. Rajendra Jonnakeri, Accounts Officer,<br />
Zilla Panchayath, Bidar acted as the event organizer. Mr. Umesha, Director, SKG Sangha welcome<br />
the gathering.<br />
