This document describes the procedure for preparation, submittal, evaluation, and certification of<br />

products as defined in the scope for <strong>Hong</strong>-<strong>Kong</strong> S-<strong>Mark</strong> Approval.<br />

2 Scope<br />

TÜV Rheinland <strong>Hong</strong> <strong>Kong</strong> is a recognized Certification Body to issue the <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> certificate<br />

based on “Electrical Products (Safety) Regulation” (EPSR).<br />

All electrical products designed for household use and supplied in <strong>Hong</strong> <strong>Kong</strong> are covered by the<br />

“Electrical Products (Safety) Regulation” (EPSR).<br />

The following products are excluded from the regulations:<br />

1. Products for transit through <strong>Hong</strong> <strong>Kong</strong>,<br />

2. Manufactured in <strong>Hong</strong> <strong>Kong</strong> for export,<br />

3. Supplied for reconditioning,<br />

4. Supplied as scrap,<br />

5. Travel adapter,<br />

1.The EPSR distinguishes between “Prescribed Products“ and “Non-Prescribed Products”.<br />

”Prescribed Products“ include:<br />

1.Plugs,<br />

2.Adaptors,<br />

3.Lampholders,<br />

4.Flexible cords,<br />

5.Extension units and<br />

6.Unvented thermal storage type electric water heaters.<br />

Household electrical products other than these 6 types of prescribed products are “Non-Prescribed<br />

Products“.<br />

HOKLAS (<strong>Hong</strong> <strong>Kong</strong> Laboratory Accreditation Scheme) is an organization, which is able to accredit<br />

laboratories and manufacturers. It has entered into a mutual recognition agreement with different<br />

accreditation bodies (A2LA, UKAS, SINGLAS etc.). A HOKLAS endorsed test certificate is accepted as<br />

the Certificate of Safety Compliance.<br />

A manufacturer accredited by HOKLAS is called a “recognized manufacturer”.<br />

A certification body accredited by HOKLAS is called a “recognized certification body“.<br />

To comply with <strong>Hong</strong> <strong>Kong</strong> EPSR, the manufacturer or importer has to obtain test certification, which is<br />

endorsed by HOKLAS or TÜV Rheinland <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> certificate.

The S-mark certificates (Certificate of Safety Compliance) basically states compliance to the EPSR,<br />

made under the Electricity ordinance Cap. 406. The EPSR requires a certificate of safety compliance,<br />

which provides statutory control over the safety of all household electrical products, supplied in <strong>Hong</strong><br />

<strong>Kong</strong> with the objective to enhance public safety in the use of these products. It became effective in May<br />

1998 and will apply to all electrical products designed for household use and supplied in <strong>Hong</strong> <strong>Kong</strong><br />

(including those imported and manufactured locally). Under this regulation, all household electrical<br />

products will have to comply with the “essential safety requirements” to protect users from hazards<br />

arising from the electrical products and hazards which may be caused by external influences on the<br />

electrical products.<br />

Certificate of safety compliance for a “Non-Prescribed Product” can be:<br />

a) Self declaration of conformity issued by the product manufacturer<br />

b) A declaration of conformity issued by a “recognized manufacturer”<br />

c) A certificate or test report issued by a “recognized certification body“<br />

Certificate of safety compliance for a “Prescribed product” is only accepted by a recognized<br />

manufacturer or recognized certification body as stated in b) or c).<br />

There are currently no EMC requirements for <strong>Hong</strong> <strong>Kong</strong>.<br />

4 Why do you need this mark<br />

The EPSR stipulates that a “certificate of safety compliance“ (the <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> certificate is a<br />

certificate of compliance) will have to be issued in respect of an electrical product designed for<br />

household use before it can be supplied in the market.<br />

5 Technical country information<br />

Rated voltage in <strong>Hong</strong>-<strong>Kong</strong> is AC 220V/50Hz.<br />

6 Standards – Accreditation<br />

For <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> certification the product has to be tested against the applicable IEC/EN<br />

standard.<br />

8 Lead-time*<br />

The lead-time will be 2-3 weeks after all documents are provided. In case there is testing required, the<br />

lead-time may be longer.<br />

9 Certification Procedure<br />

The product has to be evaluated against the applicable standard.<br />

<strong>Hong</strong>-<strong>Kong</strong> office<br />

11 Samples<br />

No test sample is required if complete CB/IEC test report is provided.<br />

12 Labeling<br />

Requirements for correct labeling are as follows:<br />

Annual factory inspection is required for <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong>. Factory inspection shall be carried out<br />

by TÜV Rheinland subsidiary.<br />

(Exception can be made if mutual agreement between local subsidiary and other certification body<br />

exists for the recognition of factory inspection reports.)

<strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> certification is often based on existing CB test reports and manufacturers are not<br />

always listed with TÜV Rheinland. Therefore the factory inspection procedure can take much longer<br />

than the certification process for <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> itself. Therefore the following procedure applies:<br />

To issue a <strong>Hong</strong> <strong>Kong</strong> S-<strong>Mark</strong> certificate a CIG023 factory inspection report from foreign certification<br />

body (CB member only) will be accepted for the first year. The CIG023 report shall not be older than<br />

9 month. The follow up inspections shall be carried out by a TÜV Rheinland subsidiary.<br />

13 <strong>Mark</strong>s<br />
