All flights landing on or taking-off Portuguese territory will be subject to Portuguese Civil Aviation legislation<br />
and penal determinations of police and public security in force in Portugal.<br />

Technical Stops_<br />
Technical stop means the use of the airport by an aircraft for other purposes than passenger, cargo or mail<br />
embarkation or disembarkation.<br />
Minimum charge per operation_<br />
Lisbon <strong>Airport</strong> applies a minimum charge per operation to aircraft whose MTOW does not exceed 25 tonnes.<br />
This charge is not applicable to scheduled air services related with public service, to position flights or ferry<br />
related to such flights and to the following aircraft:<br />

All passengers whose destination is any country subscribing Schengen Agreements, including Portugal (Mainland,<br />
Madeira and Azores).<br />

Passengers departing on non-Schengen intra-EU flights_<br />
Passengers travelling to a EU country that has not subscribed Schengen Agreements.<br />
Passengers departing on international flights_<br />
Passengers travelling to any other destinations not included in the two previous categories.<br />
Direct transit passenger_<br />
Passengers who stay temporarily at a given airport, continuing their journey in the same aircraft, without changing<br />
the flight number or in another aircraft, with the same flight number, due to technical problems.<br />
Aircraft using the airport are subject to the following charges, exclusive of VAT (Value Added Tax).<br />
TRAFFIC CHARGES_<br />
Traffic charges at Mailand <strong>Airport</strong>s has been in force since 1 st December 2008, under Governmental Decree<br />
nº. 1312/2008, 12 th November 2008.<br />
Traffic charges at Azores <strong>Airport</strong>s has been in force since 20 th January 2009, under Governmental Decree<br />
nº. 50/2008, 19 th January 2009.<br />
_LANDING/TAKE OFF<br />
Landing/Take-Off charge is due for each landing operation.<br />

Landing/Take-Off charge is levied on the basis of the maximum take-off weight (MTOW) as stated in the<br />
Certificate of Airworthiness or in any other document that may be considered appropriate for this purpose and<br />
is due for each aircraft landing.<br />

Amounts charged in each category are cumulative, i.e., aircraft with a MTOW over 25 tonnes will be charged<br />
accordingly with the amounts established for each intermediate category where they may fall into.<br />

_AIRCRAFT PARKING<br />
Parking charges are due for each parked aircraft, and are variable according to the parking areas (traffic areas,<br />
maintenance areas or other).<br />
Parking charges are not due for the first 90 minutes after landing and 90 minutes before take-off.<br />
Parking charges are due for certain periods of time and are based on the tonnage metrical unit of the aircraft<br />
maximum take-off weight.<br />

The following operations are exempt of parking charges in the first 48 hours after landing, provided that the<br />
airport is not used as their home base:<br />

_Operations by military aircraft or others, performing official military missions, non-remunerated or under special<br />

_Operations for search and rescue, medical emergencies, internal security, civil protection and humanitarian<br />
missions, as demonstrated by documents.<br />
_HANGAR<br />
This charge is levied on parked aircraft in hangars.<br />
Hangar charges are due for 24 h periods or part of and are based on the tonnage metrical unit of the aircraft<br />
maximum take-off weight.<br />
A charge of 2.95 is livied for Mainland and Azores <strong>Airport</strong>s<br />

_AIRPORT OPENING TIME<br />
This charge is due whenever the airport opens off-schedule, under exceptional circumstances. The request for<br />
such opening must be presented at least 3 hours prior notice.<br />
The values of this charge vary according to the nature of the operation, the schedule of the operation and the<br />
type of aircraft. The charge is levied every two-hour period or fraction.<br />

All operations of search and rescue as well as urgent humanitarian missions, urgent internal security missions or<br />
urgent civil protection missions, duly demonstrated, are exempt.<br />
PRM CHARGE (PERSONS REDUCED MOBILITY)_<br />
Airlines operating in <strong>ANA</strong> airports shall pay a charge of 0,50 per departing passenger. This value of PRM Charge<br />
will be on force from 1 st April <strong>2011</strong> until 31 st March 2012, according to Aviation Authority (INAC) approval,<br />
based on the Decree Law 241/2008, 17 th December.<br />
The invoice of this charge will follow the invoicing rules, including exemptions, applicable to passenger service<br />
charge. This charge is not applied to General Aviation.<br />

SECURITY CHARGE_<br />
Security charge is due for services rendered to air transport passengers and is meant to partially cover the costs<br />
of staff and equipment regarding civil aviation security for the prevention and suppression of unlawful interference<br />
against civil aviation.<br />
Pursuant to Decree Law nº 11/2004, 9 th January, two different components in the Security Charge were<br />
established:<br />
_One part relates to the installation, maintenance and operation of 100% hold baggage systems. A value of<br />
1,64 is charged on each departing passenger in national airports, for all flights. <strong>ANA</strong>, S.A. is responsible for<br />
collecting this component.<br />
_A second part of the security charge covers general costs related to civil aviation security services and<br />
responsibilities. An amount is charged for each departing passenger on national airports and will be settled<br />
according to the nature of the flight. National Institute of Civil Aviation (INAC) is responsible for collecting it.<br />

REGULATORY FRAMEWORK_<br />
<strong>Charges</strong> due by the use of facilities and airport services as well as commercial activities are ruled by the following<br />

in security charge: one component is related to the general responsibility for civil aviation security services and<br />
a second component concerns the installation, maintenance and operation of 100% hold baggage screening<br />
