Over 80% said that there was a fall in the number of people cut off from the<br />
commun<strong>it</strong>y, and more than two thirds said they had a better understanding of<br />
cultures or lifestyles.<br />
This report says that <strong>art</strong>s programmes and projects were effective in producing what<br />
the author describes as ‘commun<strong>it</strong>y development outcomes’. These include<br />
development of commun<strong>it</strong>y ident<strong>it</strong>y, decrease in social isolation, improvements in<br />
recreational options, development of local enterprise and improvement in public<br />
facil<strong>it</strong>ies. The author of the report also suggests that creating or strengthening<br />
commun<strong>it</strong>ies often creates the need for social change.<br />
Case study 5 10<br />
Between 1996 and 1998 the Combat Poverty Agency (CPA) in Ireland and an<br />
organisation called CAFÉ (Creative <strong>Arts</strong> for Everyone) ran a programme <strong>to</strong> identify<br />
the role the <strong>art</strong>s have in commun<strong>it</strong>y development. The use of the <strong>art</strong>s by groups <strong>to</strong><br />
‘express their views on and influence the processes that shape their daily lives’<br />
became known by the CPA as ‘developmental commun<strong>it</strong>y <strong>art</strong>s’. The pilot<br />
programme found that the aims of developmental commun<strong>it</strong>y <strong>art</strong>s projects usually<br />
included:<br />
• building creative and <strong>art</strong>istic skills<br />
• developing imagination and imaginative ways of tackling issues<br />
• using creative methods <strong>to</strong> understand, and recognise a shared experience or<br />
culture<br />
• enhancing commun<strong>it</strong>y development and anti-poverty work<br />
People that <strong>to</strong>ok p<strong>art</strong> in the pilot programme found the following benef<strong>it</strong>s:<br />
• greater personal skills, imagination and talent<br />
• building of group trust, self-confidence and self esteem<br />
• increased abil<strong>it</strong>y <strong>to</strong> identify and communicate needs <strong>to</strong> explore ways <strong>to</strong> change<br />
their s<strong>it</strong>uations and <strong>to</strong> organise<br />
• increased organisation skills<br />
• increased group work skills<br />
• increased support and understanding skills<br />
• better mutual support systems<br />
• better understanding of social exclusion<br />
• development of <strong>art</strong> expertise<br />
• better opportun<strong>it</strong>ies for employment and training<br />
