However, it was clear that the development of a close
working alliance between agencies took time and
effort to achieve. In some districts, relationships were
diffi cult to develop and a lot of effort was required to
establish these:
We’ve tried to work really hard with the mental
health unit to develop relationships so there is more
trust between Disability Services and Queensland
Health, and I have to say I think it has improved
over the last three years or so, but that would be our
biggest challenge and we’ve got some processes
now in place that certainly help.

The challenge for any program requiring interagency
collaboration is to determine which agency is
responsible for specifi c components of the program.
Failure to do this can lead to misunderstandings and
disputes between agency staff:
We’ve sort of sat down and nutted out who’s
responsible for what step in the whole process and
who takes the lead in certain parts, because in the
early days it was a turf war… probably too strong
a term, but there were some misunderstandings
in terms of whose responsibility was which, so we
really had to do almost a formal process here…
to determine joint understanding of what the
process would involve and who takes responsibility
and who does the communicating and all that sort
of stuff, it just didn’t fl ow easily at all, for the fi rst
couple of years…
