From the Editor<br />

Thank goodness for Autumn! After weeks of ‘hit and miss’<br />

weather with temperature swings in double figures, a<br />

month or so of anticipated chilly breezes, cool evenings and<br />

damp misty mornings will be quite a relief. The chances of<br />

choosing the right clothes (and footwear!) at the start of<br />

the day increase enormously.<br />

As we edge closer to a winter which is forecast to be ‘hard’<br />

our local businesses will become more important, more<br />

valuable for being close. Chippy is ahead of the pack here<br />

with a good range of retailers for everything from apples to<br />

autobiographies, shoes to shampoo.<br />

Local businesses – local traders – keep money moving<br />

within the communities, which keeps our towns and<br />

villages vibrant and interesting places to live. With a tough<br />

winter ahead we need to use our local businesses and talk<br />

to them about how they can encourage us to visit more<br />

often. It may be the range of goods and services – it can be<br />

difficult for a smaller business to compete with a large<br />

multinational on an out-of-town business park somewhere<br />

– except that they have access to us on a regular basis and<br />

could be clever at finding out how to provide what we<br />

need, what ‘service’ may be expected – and how<br />

customers would like to see things presented. A boring<br />

shop or tired office, one that tries to tell us what we need,<br />

or appears to be closed too frequently, doesn’t invite<br />

people to ‘come again’!<br />

Prices are frequently put forward as a barrier to shopping<br />

locally, but I wonder if it’s easy to ignore the cost of travel in<br />

a quick reckoning of cost? It is worth having another look at<br />

how much of our shopping is available within say 5 or 10<br />

miles.<br />

This autumn we could try keeping more of our money<br />

within our community – why pay it away in high motoring<br />

costs when local business can help to keep our town vibrant<br />

and alive?<br />

This month there is a special Thank You to all our deliverers for their resilience<br />

and persistence. The weather for delivering the August editions was<br />

horrendous – thunder, lightning, gales and downpours. The magazines don’t<br />

cope well with rain, so if the one you received through your letterbox a month<br />

ago was either late or wet with its pages sticking together, or both, we are<br />

really sorry - but we tried! (To those unhappy readers – I do understand your<br />

frustration.) With luck we will have better weather this month – and I hope<br />

you will enjoy reading this edition.<br />

task. What would make a huge difference is more help, so that we could get<br />

A beautiful lawn is no accident...<br />

- it’s the result of a programme of care over a<br />

sustained period. In this monthly column, local lawn<br />

expert Alan Mann of Beautiful Lawn, talks how to<br />

restore your own lawn to vibrant good health.<br />

Following one of the wettest and coolest<br />

summers ever recorded, your lawn may<br />

look green and healthy but a host of<br />

problems have been created by these<br />

unprecedented conditions. Now that we are<br />

moving into autumn, it’s<br />

time to deal with them<br />

before they really take<br />

hold.<br />

We all know that grass<br />

needs water. We may not<br />

know that it doesn’t like<br />

being permanently wet, particularly not<br />

when combined with warm temperatures.<br />

This creates a damp, airless environment<br />

that encourages the development of two of<br />

the biggest threats to the health of your<br />

lawn - moss and disease.<br />

Moss loves the conditions that grass<br />

hates - so, if you have moss in your lawn,<br />

it’s likely that your grass is already<br />

struggling. Moss is particularly invasive<br />

because it breeds twice a year - in the early<br />

spring and autumn. If it is allowed to breed<br />

unchecked it spreads exponentially and can<br />

take over a lawn very quickly. To stop the<br />

problem getting any worse in the<br />

immediate future<br />

your moss should be<br />

treated with a ferrous<br />

sulphate spray in<br />

early autumn to stop<br />

it sporing this season.<br />

The resulting black<br />

moss debris will need to be removed with a<br />

hard scarification.<br />

However, that won’t stop moss breeding<br />

again in early Spring. To completely<br />

eradicate moss from your lawn, you need<br />

to address the conditions it enjoys - in<br />

particular, shade and damp. Start by<br />

removing the lower limbs from trees and<br />

cutting back shrubs that cast permanent<br />

shadow over your grass. This allows air and<br />

warmth to circulate through the grass. The<br />

biggest difference you can make is to<br />

improve the drainage in the soil underneath<br />

the lawn and this should be done using a<br />

hollow-tine aerator to remove plugs of soil<br />

from the lawn. Then apply a top dressing of<br />

sand and loam and brush it into the lawn.<br />

This will fill the holes left by the aerator and<br />

introduce looser material into the sub soil,<br />

improving drainage and easing soil<br />

compaction.<br />

Fungal infections which are normally only<br />

seen in the autumn have thrived during this<br />

wettest of summers. Many of them enjoy<br />

the same conditions as moss so they can be<br />

addressed in the same way, although a<br />

chemical control will require the application<br />

of a fungicide and this is best carried out be<br />

a professional.<br />

Finally, don’t forget to raise the height of<br />

your mower blades as the rate of growth<br />

slows during <strong>September</strong>. Keep mowing the<br />

lawn for as long as it keeps growing, but<br />

this should be at less frequent intervals as<br />

we move later into the year.<br />

underpin her confidence and enthusiasm. Lindy regularly<br />

books herself into classes, workshops<br />

and tutorials, studying in Florence and<br />

more recently in America. “Art is<br />

continuous training. It’s a life’s work -<br />

there is no limit. It’s exciting.”<br />

“Once you have the tools, and know<br />

how to use them you don’t have to<br />

think about it…..and then you can<br />

express yourself.”<br />

The result is a growing number of<br />

awards, among them ‘The People’s<br />

Favourite Painting Prize’ at the 125th<br />

Anniversary Exhibition ‘John Singer<br />

Sargent’ in Broadway in 2010. The<br />

winning portrait was “The Lady in Red”<br />

and it can be seen at Lindy’s studio at<br />

Walton House in Stow on the Wold.<br />

Our most magnificent, most spectacular, most graceful, most majestic and<br />

mostdistinctiveraptorisback.ThesebirdsattractsuperlativeslikeTom<br />

Jones once attracted knickers. And I, for one, don’t mind hurling a few<br />

superlatives onto this bird’s reclaimed stage, although I’ll keep my knickers<br />

to myself if you don’t mind.<br />

Therearemyriadaspectsofthenaturalworldthatshouldmoveusto<br />

wonder. There’s nothing like it to promote such wonder, in fact, from the<br />

tiniest beetle to the glory of a natural landscape. Where red kites are<br />

concerned, we don’t need to search within ourselves to access this faculty.<br />

Wonder seizes us by the lapels and gives us a vigorous shake. To see them<br />

wheeling in the skies above us, on long pointed wings, deftly turning their<br />

forked tails to perform their aerial displays, is a privilege we should not<br />

takeforgranted.MikeBoyes’fantasticphotoscapturethishandsomest<br />

(I still have a few superlatives to fling, it seems) of birds to perfection – their<br />

russet plumage, bright yellow feet and beaks, sharp grey heads and general<br />

swaggering sexiness. Their aerial prowess is also evident in the photos, and,<br />

furthermore, it seems that Mike is able to control celestial bodies in order to<br />

get a good shot, which is a neat skill to have.<br />

WeareseeingthesebirdsmoreandmoreintheCotswoldsnow,and<br />

they are evidence of a very successful conservation and reintroduction<br />

programme that has brought them back from the very threshold of<br />

extinction in the UK. Once perhaps our most common and widespread<br />

bird of prey (in medieval times they used to be lauded for feeding in and<br />

cleaning up the streets of our cities), the red kite was exterminated in Wales<br />

and Scotland by the end of the last century. Only a few pairs survived in<br />

mid-Wales, and in 1977 the whole population stemmed from just one female<br />

bird. The dedication of local individuals, landowners and conservation<br />

organisations paid off despite the nefarious attentions of egg-collectors<br />

and poisoned baits left out for other predators. And now the Welsh<br />

population is steadily increasing, aided by the reintroduction of birds in<br />

nineotherlocations.Tous,themostfamiliaroftheselocationsisprobably<br />

the Chilterns, from where birds introduced from northern Spain have<br />

successfully radiated. I don’t know whether the Welsh and Chiltern<br />

populations have yet met each other, but if not it will not be long until<br />

they do. This is especially gratifying when you consider that the species<br />

is confined to Europe (plus a few in Morocco), where they are rare and<br />

declining – the UK is fast becoming the stronghold of this exquisite creature.<br />

The return of the red kite is not completely without<br />

controversy, but this is not surprising when you see<br />

special interest groups publishing lists of ‘pests’ that<br />

include the likes of red kites, otters and even golden<br />

eagles. Public over-reaction has even manifested itself<br />

in a well known (and not exactly cerebral) talk show<br />

debate about whether or not kites carry away small<br />

dogs!I’mwaitingforthe‘mychildwassavagedbya<br />

newt’ headline before I write in to complain, however.<br />

It is sad to see so much venom directed towards species<br />

that are doing well, and it often seems that we are, as a<br />

nation, still quite intolerant of wildlife, particularly<br />

where species get in the way of our sport. Having said<br />

this,apragmaticattitudetowildlifeandecological<br />

conservation is important, and sometimes we do need to make hard<br />

decisions. It’s just that these decisions need to be backed up by rigorous<br />

scientific research, and at the moment it seems, despite the claims of some,<br />

that research is exonerating raptors like the red kite, corvids (crows and<br />

magpies, for example) and grey squirrels from the large-scale declines in<br />

songbirds (never mind dogs and small children) that we have seen in recent<br />

decades. Our most destructive predator by far is the domestic cat, and the<br />

biggest drains on our birds’ numbers generally are cold, hunger and<br />

disease. I would argue that the most obvious downside to the return of the<br />

red kite is their potential to cause serious accidents on the M40 because they<br />

are so good at drawing our gaze away from the road!<br />

My sister in law is one of the many who are in awe of the beauty of red<br />

kites. At least she was until she discovered that they were carrion feeders,<br />

which seemed to tarnish their nobility in her eyes. I think this is harsh.<br />

Ihaveatendencytopolishoffmychildren’sleftoversatmealtimes,but<br />

don’t consider this overly damaging to my reputation – we all have our<br />

proclivities. Although they are renowned scavengers, kites will take live<br />

prey, from bird nestlings to small mammals like voles, rats and young<br />

rabbits. An important part of their diet, though, is earthworms, as it is<br />

for buzzards.<br />

The red kites’ return to our landscapes coincides with the expansion of the<br />

ranges of buzzards and ravens, birds which should have a considerable<br />

overlap in terms of their feeding ecology. This suggests that food is not, at<br />

this stage, a limiting resource. All are carrion specialists, particularly kites<br />

and ravens, which is one reason (but there are more fundamental ones) why<br />

they should not be vilified and victimised just because they are doing well<br />

at the moment. They are, in truth, rather poor hunters, and their predation<br />

levels on farmed pheasants are likely to be very low indeed. In the UK we<br />

host several wildlife conservation organisations that try hard to persuade<br />

people in other countries to protect and live alongside their wildlife (take<br />

tigers in India – which can actually kill people – or crop-raiding elephants<br />

in Africa and Asia) and yet we seem to be unable to live alongside creatures<br />

like otters, kites and buzzards in our own backyard.<br />

Let’s learn to practice what we preach. I hope that we will be able to<br />

appreciate this bird for what it is – a spectacular and natural part of our<br />

landscape and ecology, and a symbol of successful conservation measures<br />

of which we should be very proud.<br />

WAITING FOR SIX<br />

Women with pushchairs, dangling toddlers; old people<br />

wandering the aisles. I hate shopping. I mean it, I really<br />

hate shopping. And she knows it, lets me off gently,<br />

though I don't deserve it.<br />

"Why don't you just go and get a coffee? Meet<br />

you in the café, just give me twenty minutes, okay?"<br />

I mumble agreement. I can never find what I'm<br />

looking for anyway, even if I actually want anything. The<br />

escalator pitches me into the lingerie department, acres<br />

of nylon bras and huge posters of uplifts and frilly<br />

if you want a pair of elasticated trousers, you're in the<br />

right place. It occurs to me I need a new pair of slippers.<br />

"You could make more of an effort, couldn't you?<br />

You could just try and pretend to enjoy it at least. Treat it<br />

like a day out - "<br />

"What, like Alton Towers or the zoo?" I snap<br />

back. Unreasonable or unresponsive - which is it to be?<br />

"I'm having fun - no, honest, I am!" Spiteful and brittle.<br />

I'm an unbeliever in the temple of the godless.<br />

And I'm going to pick away at the pieces. Bit by bit, like a<br />

kid worrying at a scabbed knee. We both know that I'm<br />

not going to let it go, not till I've done some real damage.<br />

My father's son.<br />

"I sometimes think you do this on purpose," she<br />

says quietly while I stir my coffee, knowing it will never,<br />

ever taste any better.<br />

"Think what you like," I say, but she already has,<br />

probably in a previous lifetime. Her mother's daughter.<br />

In the precinct, the polished shine of marble<br />

floor leads to the Exit, where the High Street clings to the<br />

grey of the late afternoon. I see our reflections in shop<br />

front windows, but it's another, uncertain couple who<br />

stare back, adrift in an unknown world of their own<br />

making. The traffic's at a standstill and I'm two yards<br />

behind her, trying to avoid the cracks in the pavement.<br />

A red car has stopped in the entrance to the car<br />

park, just yards from the barrier, a woman sitting in the<br />

driver's seat. The woman's reading a book, but it's none<br />

of our business. I carry the bags toward the car: push<br />

change at the ticket machine, load the backseat, try to<br />

leave the sinking feeling behind, but it's lodged tight<br />

inside, immoveable.<br />

"What's she doing?"<br />

I turn around, half in, half out of the car.<br />

"Nothing, just sitting there."<br />

Two more vehicles have pulled up behind the red car, but<br />

it still doesn't move forward.<br />

"Do you think she's<br />

alright?"<br />

"Looked okay to me. She was<br />

reading."<br />

A lady gets out of the car behind. It's blocking the<br />

yellow, criss-crossed grid and she can't move forward or<br />

back. I momentarily lose sight of her behind the ticket<br />

machine as a first, few, small drops of rain begin, almost<br />

delicately, to fall.<br />

"What's going on now?"<br />

I don't reply, but I'm curious, a bystander. I can<br />

hear the shouting, see the arms waving, but I feel<br />

curiously detached, distanced, like I'm watching a play at<br />

the theatre. A comedy of errors. The red car finally<br />

lurches through the barrier.<br />

The second lady's furious: sees us watching.<br />

"She was waiting for six. Can you believe it? Six<br />

o'clock. Trying to save money, waiting for the evening<br />

rate." Shakes her head, gets back in her car. We look at<br />

each other and I look at my watch.<br />

"5.58."We both laugh and the tension releases<br />

like air from a valve and we grasp at this unexpected<br />

reprise. But it's short-lived.<br />

"You do that, you know," she says as she pulls out<br />

on to the main road.<br />

"Do what?" I know what's coming.<br />

"You know, find some stupid, forgotten principal<br />

and hang on for grim death."<br />

I glance sideways; she's smiling, but it's loaded. I<br />

don’t want to answer, because there's no point really.<br />

She's right after all. She always is. Here we go.<br />

" I can't help myself."<br />

"Try occasionally. You might feel better."<br />

"Don't bank on it - "<br />

She can read me like a book. And she reaches down<br />

inside and tears the page a little more.<br />

"You do it over and over, don't you? You're not<br />

content to let anything lie, are you?"<br />

"Not really, no - "<br />

"It's a game to you isn't it? And I can't play it any<br />

more. You just keep on pulling everything apart. Again<br />

and again, three, four, five times." She looks at me,<br />

hands gripping the wheel, joints whitening. "What are<br />

you doing now?"<br />

I'm staring straight ahead. The windscreen wipers<br />

click and scrape at the drizzle. We've reached some kind<br />

of crossroads.<br />

"Waiting for six." I say and close my eyes.<br />

The Cutting Season by Attica Locke<br />

Paperback at £12.99<br />

The setting is a show-piece plantation, a museum of slaves<br />

and their owners, an unusual and surprisingly claustrophobic<br />

environment. When a young woman is murdered, there are old<br />

crimes to uncover as well as the new one to solve but the<br />

protagonist, Caren Grey, initially seeks to hide her young<br />

daughter’s connection to the murder, placing herself outside the<br />

law. The careful way the author leeks the truth, of both the new<br />

crime and Caren’s family history, makes this a page turner, yet<br />

one in which all her characters have time to come to life. I was<br />

looking forward to this book, having read Attica Locke’s ‘Black<br />

Water Rising’ and I was not disappointed. If anything, this is even<br />

better.<br />

The Hydrogen Sonata by Iain M. Banks<br />

Two things you should know about Iain M. Banks’ ‘Culture’<br />

novels (and this is one). 1. They deal with huge themes in vast<br />

settings. 2. You will feel, if this is your first visit, that the deep end<br />

of this particular pool is very deep indeed. These books are a<br />

glorious challenge of intellect and staying power and this must<br />

be one of the best. Why does everyone take an interest in a<br />

young instrumentalist whose civilisation is soon to opt out of the<br />

universe and why do some people want her dead? Anything to<br />

do with her short contact with someone who seems to have<br />

outlived everyone by thousands of years? Despite the vast<br />

backdrop and mind numbing technology the sense of humour of<br />

the Culture ships is there As usual, a top class Sci-Fi read.<br />

There has been much in the news about tax avoidance, particularly with reference to limited<br />

companies specifically set-up to avoid paying tax & national insurance. Whilst I don’t condone<br />

anyone deliberately trying not to pay there fair share I do feel that Parliament has made a rod<br />

for its own back. It is up to Parliament to legislate & up to government agencies to police that<br />

legislation. In the case of personal service companies not only is the legislation unclear but<br />

some individuals working for government, even some working for Her Majesty’s Revenue &<br />

Customs, are paid through this type of company. In a lot of cases this not only reduces the<br />

amount of tax & NI payable to HMRC, from both the employee & employer, it also takes the<br />

employee off the books thereby reducing running costs, a wheeze that is often seen when<br />

companies are looking for a buyer. Fundamentally, most of these companies are working<br />

within the law yet there has been outcry from newspapers & politicians condoning such a<br />

practice. Rather than setting their sights on these arrangements perhaps Parliament should be<br />

looking at why so many of these companies exist & seek a way of harnessing the skills,<br />

expertise & the potential revenue that these companies bring through these fluid<br />

arrangements. The crux of the matter is that most of us are paying too much tax & this has<br />

become a burden for individuals, families & business alike. As I have so often said in my<br />

articles in the past, it is time that tax is not only made simpler, it has got to become fairer and<br />

set at a level where everyone is happy to contribute.<br />

Many readers will be aware that many tax codes issued by HMRC are wrong & therefore it is<br />

wise to check these and query them as soon as possible. If you pay too little tax, because a<br />

tax code issued by HMRC is incorrect, you are no longer able to argue that it is their mistake &<br />

you may be required to pay any underpayment, interest or penalties immediately. If in doubt<br />

seek advice from your accountant or give me a ring for free, impartial advice. I will be happy<br />

to help in any way that I can.<br />

NCCR MOVES TO 87.7FM<br />

FOR MORETON SHOW<br />

For the third year running North Cotswold Community Radio (NCCR)<br />

will be broadcasting for a limited period only on 87.7 FM in the run<br />

up to the Moreton Show. Transmissions kick off at 8am on<br />

Wednesday 29th August & will continue through to 6pm on Saturday<br />

1st <strong>September</strong>.<br />

NCCR, which continues to gain new listeners to its internet based<br />

service, has been granted a short four-day restricted service licence<br />

(RSL). Listeners in Moreton-in-Marsh and surrounding districts will be<br />

able to listen live between 8am and 12 midnight each weekday.<br />

Listeners will hear the latest news about the people and businesses<br />

taking part in the Show and, on Show day, NCCR presenters will be<br />

talking to show-goers and exhibitors ‘on-air’. The latest local traffic<br />

news will also be available so set the car radio to 87.7FM. If you’re<br />

visiting the show come and see us on our ‘battle bus’, kindly donated<br />

by Johnsons Coaches of Henley-in-Arden.<br />

NCCR volunteers will be out in force so please come along and meet<br />

the team and enjoy a day out at our own local one-day show. If you<br />

Oxfordshire councils are asking residents for their views on a new scheme to help<br />

low income households with their council tax bill which would come into force<br />

during 2013.<br />

As part of the Government's welfare reforms the current council tax benefit<br />

scheme will no longer exist in its present form but will be replaced by a locallyrun<br />

scheme, called the Council Tax Reduction scheme. From 2013 funds from<br />

central government will reduce by around 10% - but all the Oxfordshire district<br />

councils, Oxfordshire County Council and the Police Authority are working<br />

together to ensure that support will continue to protect all claimants in 2013/14.<br />

There will therefore be no impact for claimants, in 2013/14.<br />

However from April 2014, Oxfordshire councils may need to make changes to the<br />

local scheme in order to meet the 10% grant reduction. Consultation on how this<br />

might be achieved is now underway.<br />

Cllr Simon Hoare, Cabinet Member for Resources at West Oxfordshire District<br />

Council, said "Across the county there is a deficit of £3m to fund Council Tax<br />

Benefit and in West Oxfordshire alone we have 5,200 residents currently<br />

receiving the benefit, which means that an additional £484,000 per year needs<br />

to be found to maintain this current level of support.<br />

"We are currently exploring a number of options that could help protect those<br />

most vulnerable and are interested in hearing residents' views on how to achieve<br />

this. The District Council is also working together with all the local councils to<br />

take the same approach in setting up their own new schemes, which will help<br />

save time and money."<br />

A NEW website has been launched to help thousands of<br />

people in Oxfordshire take control of their care.<br />

Support Finder has been developed as a quick, easy and<br />

comprehensive “one-stop-shop” for people with personal<br />

care budgets. Personal budgets are an allocation of<br />

funding given to service users after an assessment to<br />

meet their needs and provide them with more choice and<br />

control over their care and support.<br />

It will also be useful for anyone looking for care providers,<br />

help with living at home, staying healthy and safe,<br />

transport services or leisure activities.<br />

The site is provided by Oxfordshire County Council and<br />

has been developed with the help of local people and<br />

organisations that represent older people, carers and<br />

people with disabilities. Local businesses and<br />

organisations that provide an adult social care service are<br />

able to submit their details online for a free listing on the<br />

website.<br />

Around 650 organisations and services are listed so far.<br />

Users of the site can find what they need quickly thanks<br />

to the simple design and useful features such as the<br />

ability to make and store lists<br />

The environment benefits too. Every time a tanker comes out to<br />

make a delivery, it is using a lot of diesel – a full tanker can get as<br />

little as a horrifying 8 miles per gallon. If deliveries are organised<br />

so that one tanker delivers to several customers in a village<br />

instead of making lots of individual deliveries, the fuel<br />

consumption is reduced and so is traffic in the village.<br />

Carers UK working with and for carers<br />

Carers UK are aware that, despite changes in support and legislation, many<br />

of the issues raised in 2011 as being key problems for carers are still<br />

paramount today -<br />

• caring taking over wellbeing— isolation, exhaustion,<br />

and it impacts on your own health<br />

• impact on working and finances (lower income)<br />

• wanting the best for the person you love – a key driver.<br />

• Determination to get things done—feisty: ‘I can’t give up at the first<br />

hurdle’<br />

• Being recognised as a carer and getting support<br />

• People going the extra mile – ‘I don’t want other people to go through<br />

what I did; I want a better deal for them.’<br />

Carers UK are keen to work with local organisations and are<br />

pioneering this with Social Services, Age UK Oxfordshire, NHS and carers—<br />

to ’refresh’ the Carers Strategy and support carers in employment. The<br />

Carers UK Employers for Carers scheme involves blue chip companies such as<br />

Sainsbury’s, British Gas, and BT and are working to join up the national<br />

scheme with local initiatives.<br />

Carers UK campaigns on a very wide range of issues important to carers and<br />

small but important steps forward have been achieved - the right to<br />

assessment, carers allowance, pension rights, flexible working rights and the<br />

Equality Act. Sharon Coleman and her son went to the European Court to<br />

bring about this latter change.<br />

There are some newer issues to address:<br />

• the growing demand for social care<br />

• increasing numbers of older people and carers (the number of carers is<br />

predicted to increase to 9m by 2037) is a huge issue affecting us all - as big<br />

an issue as climate change, though it attracts much less high profile<br />

interest<br />

• ‘sandwich carers’ - parents of a disabled child who also care for a parent<br />

• distance carers<br />

• changes to Care and Welfare Reform creating a ‘perfect storm’ for some<br />

families.<br />

Carers UK are pressing the Government on all these issues.<br />

The Carers Grant is designed to support the health and<br />

wellbeing of carers, helping them have a 'life outside<br />

caring’. The one-off direct payment of up to £350 can<br />

be used for activities or equipment not available from<br />

Oxfordshire County Council or the NHS, such as:-<br />

childcare or extra help at home;<br />

driving lessons;<br />

counselling;<br />

massage and wellbeing services;<br />

gym membership;<br />

IT equipment;<br />

training and recreational classes;<br />

help with transport costs;<br />

a short break ….amongst other things.<br />

To be eligible, the carer and cared for person must be<br />

aged 18 or over, and the carer must be providing<br />

unpaid and substantial care for 10 hours or over a<br />

week on a regular basis. The carer must not have had a<br />

grant in the previous 12 months (Life of Your Own, GP<br />

Carers Breaks or Leisure and Learning).<br />

West Oxfordshire District Council has become a shareholder in a<br />

new Community Interest Company that allows homeowners and<br />

businesses to cut energy bills and reduce their carbon footprint.<br />

WODC has agreed to become a founding member of a new social<br />

enterprise that will see it become a Green Deal provider - the<br />

Government's new flagship scheme set to revolutionise the energy<br />

efficiency of the nation's housing stock.<br />

Householders will be able to install energy saving measures such<br />

as insulation and new boilers with no upfront costs because the<br />

resulting savings on their monthly energy bills will finance a loan<br />

to pay for the measures.<br />

The initiative replaces all current national energy efficiency<br />

schemes and will be rolled out this October.<br />

Signing up to this new venture follows the Council's recent<br />

achievements to become an environmental leader by reducing its<br />

carbon footprint by over 15 per cent in the past three years.<br />

Under the Green Deal homeowners can have an assessment of their<br />

property which identifies measures that will help reduce energy<br />

waste. The homeowner can then take this to a provider who will<br />

supply them with a comprehensive quote, including how much<br />

improvements will cost to install, how much the bill payer will be<br />

expected to save and how long the repayment will take. The<br />

assessment will also make sure that the savings are equal or<br />

superior to the cost of installing the measures.<br />

Free electric blanket testing to help you stay safe<br />

With Autumn on our doorsteps residents in West Oxfordshire are<br />

being encouraged to plan ahead and think about safety by signing<br />

up to get their electric blankets tested for free.<br />

Residents need to book in advance to attend testing sessions being<br />

held by WODC in conjunction with the County Council's Trading<br />

Standards and Fire and Rescue Service.<br />

The sessions will take place on:<br />

• Friday 12 October in Witney<br />

• Friday 26 October in <strong>Chipping</strong> <strong>Norton</strong><br />

Last year, 204 electric blankets were tested at sessions in West<br />

Oxfordshire and nearly a third (62 blankets, 30%) were found to be<br />

unsafe. Faulty blankets are a common cause of fires and the best<br />

advice for anyone with a blanket that is more than 10 years old, or<br />

showing signs of wear, is to get a new one.<br />

There are many wonderful things to see at Moreton Show<br />

and always a lot to raise a smile. None better than the<br />

scarecrow competition and exhibition outside one of the<br />

main tents. Why are they there? How did scarecrows arrive<br />

at a county show?<br />

Scarecrows are not new of course – their name gives away their<br />

purpose and they have probably been around in different guises<br />

for hundreds of years – ever since man became a farmer!<br />

Historians can date them back more than 3000 years. Scarecrows<br />

were used by Ancient Greeks for protecting their crops from birds<br />

and the Egyptians of the Old Testament made scarecrows,<br />

although they were often made of different materials, according<br />

to what was available. It was many centuries later that the<br />

English started making figures of straw with turnip heads.<br />

Over many generations and right across Europe and the Americas,<br />

scarecrows have become an art form with each country developing new<br />

ideas. The basic crow-scaring function hasn’t been lost, but the ways in which<br />

scarecrows are being presented are becoming more ingenious and inventive,<br />

using a wider range of materials. And the modern scarecrow may need to<br />

perform more than one function – the multi-tasking scarecrow will need to<br />

combine field duties with competition, enjoyment and fund raising. And<br />

he/she may even walk!<br />

In different areas and different countries scarecrows can be<br />

known by different names:-<br />

In Scotland - Tattibogle (meaning to frighten birds<br />

away from potato fields)<br />

Somerset - Mommet<br />

Berkshire - Hodmedod<br />

Elsewhere - Jack of Straw, Scarebirds.<br />

Germany - Bootzamon(male), Bootzafrau<br />

(female)<br />

Japan - Kyebiko/Kakashi<br />

Scarecrow Festivals are held throughout the world and<br />

attract huge crowds and are certainly a tourist attraction.<br />

Usually a theme is chosen, and they can be combined with<br />

other events such as Antique Fairs , Arts and Craft sales –<br />

and of course, big events such as Moreton Show.<br />

There have been many successful scarecrow events held in<br />

the Shires - North Nibley Gloucestershire, Thornbury<br />

Gloucestershire, Urchfont Wiltshire, Powick & Callow<br />

Worcestershire, Belbroughton Worcestershire, Feckenham<br />

Worcestershire and Bromyard in Hereford.<br />

Tips for making scarecrows –<br />

Scarecrow making can involve the whole family. You don't<br />

need to be a good artist or a good carpenter to make a<br />

wonderful scarecrow. You just need some imagination and be<br />

willing to have a go!<br />

Increasing fuel prices<br />

push volunteer drivers<br />

to the limit<br />

Volunteer drivers have contended with high fuel costs for a<br />

number of years, but the recent increase in fuel duty has led<br />

to some volunteer drivers re-evaluating whether they can<br />

afford to continue.<br />

Oxfordshire has over 60 community transport schemes,<br />

entirely managed by volunteers – over 1000 volunteers.<br />

The volunteer drivers provide an invaluable service which is<br />

appreciated by thousands of people in Oxfordshire who have<br />

no means to access to basic services, such as doctors<br />

surgeries, hospital appointments and grocery shopping. But<br />

hikes in fuel prices are preventing some volunteers from<br />

continuing and others from signing up.<br />

The current approved mileage allowance payment (AMAP) of<br />

40p per mile was set in April 2002 when the average fuel price<br />

was approximately 77p per litre of unleaded petrol. This has<br />

risen to an average 130p per litre in Oxfordshire - a 69%<br />

increase. Because they can’t recoup the actual costs they bear<br />

for their work in the community (without extensive accounting<br />

to prove payments are not for profit) volunteer drivers are out<br />

of pocket. Combined with dearer car insurance, increased<br />

costs are acting as a major barrier to community transport<br />

schemes.<br />

In 2008 an e-petition was set up to campaign towards<br />

increasing the 40ppm limit (before being taxed), but the AMAP<br />

limit has remained at 40p – despite the continuing pressure of<br />

rising petrol costs. Voluntary organisations are increasingly<br />

concerned about the issue.<br />

Emily Lewis, Community Transport Adviser at (ORCC) said,<br />

“it’s very worrying to see that volunteer drivers, who provide a<br />

vital transport service to some of the most vulnerable people<br />

in the community, are being forced to stop volunteering<br />

because they can’t afford to continue.”<br />

ORCC is working with national organisations including<br />

Volunteering England and CTA UK on the fuel prices and<br />

insurance costs. The power of persuasion commences!<br />

Home-Start Needs Your Help<br />

Being a parent can be one of the toughest jobs in the world.<br />

Life can throw up unexpected difficulties, making it hard to<br />

cope.<br />

Home-Start volunteers help parents who are struggling and<br />

experiencing issues such as post natal illness, disability,<br />

bereavement, separation, isolation or multiple births. If you are<br />

a parent and you care about others, and can spare 3 hours a<br />

week, you could become a Home-Start Volunteer.<br />

Home-Start Cotswolds is a voluntary organisation which<br />

provides weekly support in the home for families (with at least<br />

one child under five) throughout the Cotswolds. Trained<br />

volunteers, who all have parenting experience, work alongside<br />

a parent, listening, sharing, encouraging and supporting them<br />

until they feel more confident and better able to manage<br />

independently.<br />

“As always we are looking for new volunteers to help us<br />

support families” says co-ordinator Lesley Thorn, “our next<br />

volunteer preparation course starts on Thursday 27th<br />

<strong>September</strong> in Stow Youth Club and runs for 10 weeks, term<br />

time only.”<br />

particularly if our backs are held in unsound positions for long<br />

Bend Your Knees to lift with ease<br />

Here are some tried and tested rules for lifting with care,<br />

without hurting your back:<br />

• Get close to the load - stand with your feet shoulder width<br />

apart, head up, feet and body pointing in the same direction.<br />

Knees Bent, Back Straight – and check the weight of what you<br />

are lifting. Then use your leg and arm muscles to smoothly<br />

and slowly lift.<br />

• Pivot with your feet, don't twist your body whilst carrying the<br />

load.<br />

• Easy down - bend your knees and slowly lower the load.<br />

• Do not lift heavy objects above your waist.<br />

• Avoid heavy lifting immediately after prolonged bending and<br />

kneeling.<br />

The Right Moves<br />

Positioning your body correctly reduces strain on muscles and<br />

• Alternate - heavy, light, heavy, light - this is the correct way to<br />

handle these jobs<br />

• Change hands – relieve the strain by changing the position of<br />

• Check your position and change it often - kneel then stand - or<br />

Victory<br />

in the South Africa Cup<br />

The final of the South Africa Cup was contested by Burfod<br />

B.C. and Moreton-in-Marsh B.C. on Chadlington`s green<br />

towards the end of July.<br />

In a very exciting finish to the game Moreton gradually<br />

reduced a 9 shot deficit to snatch victory on the last end<br />

of the match.<br />

The final score was 36 shots to 33 shots.<br />

£<strong>2012</strong> Raised !<br />

Just a few weeks later , at the beginning of August , the<br />

Bowls Club held its annual fund-raising event in and<br />

around The Victoria Hall in Bourton-on-the-Water. The<br />

hot , sunny weather had attracted large numbers of<br />

people to the area and , amazingly , a total of £<strong>2012</strong> was<br />

raised for the Club!<br />

This included a very generous and unexpected<br />

donation made by a visitor from Thailand who , for one<br />

particular race , bought 70 ducks , won the cash prize and<br />

then immediately returned it to Club funds !<br />

Thanks to everyone who contributed to this very happy<br />

and successful day.<br />

Points. Both Emily and Harry reduced their Handicaps in the<br />

process. Brian Kay presented the Trophy & prizes at the<br />

As we all bask in the sporting glow of the Olympics and the promises of the great and the good to improve the<br />

provision of school sport football is taking a bit of bashing. The snarling, swearing image of pampered professional<br />

footballers is in stark contrast to the hard working, smiling athletes of team GB.<br />

The most impressive outcome of the London Olympics was the number of volunteers who helped make the event such<br />

a success. This is where Moreton Rangers as a community football club can claim some affiliation to the games. All our<br />

managers, coaches and committee are volunteers who give their time willingly to ensure our two senior and six junior<br />

teams provide opportunity for all to play the beautiful game.<br />

We are always looking to support new coaches to become part of our team, paying for their courses and our vice<br />

chairman Paul Luker helping them with coaching sessions as our Youth Development Officer.<br />

If you are thinking of volunteering then we have plenty of roles that you could get involved with on the pitch or off.<br />

Please feel free to contact a member of the committee on the heading above if you want to give some time to help<br />

your local football team.<br />

The weather has taken a turn for the better recently<br />

and we have managed to play more games with both<br />

teams picking up positive results. The league ends at<br />

the beginning of <strong>September</strong>... it has flown by!<br />

Hopefully both teams will finish the season well and<br />

stay in their current divisions.<br />

Our Friendly XI have had a positive season and will<br />

look to build on this next season.<br />

Cricket aside, our second car boot will be held at our<br />

ground in Batsford Road on<br />

Stow on the Wold Cricket Club<br />

Saturday 21st July vs Williamstrip –<br />

LOST<br />

After a month without playing the team<br />

travelled to Williamstrip and were asked<br />

to bat first. Things didn’t get off to the<br />

best start as Stow lost two early wickets<br />

but a solid partnership of 56 from Chris<br />

Heaps, who scored <strong>24</strong>, and Ashley<br />

Andrews, 37, got Stow back on track - but<br />

both were dismissed cheaply after doing<br />

the hard work. Stow never really got the<br />

run rate going and, apart from a knock of<br />

19 from Craig Chapman, Stow’s middle<br />

order struggled against some good tight<br />

bowling and ended the innings scoring<br />

133.<br />

With not much to chase the Williamstrip<br />

opening batsman made it look easy! He<br />

dispatched anything that was put in front<br />

of him and hit a brutal 98 not out. With<br />

most balls being hit to the boundary it<br />

took Willaimstrip only 23 overs to knock<br />

the score off and earn themselves a<br />

comfortable win - which puts them top of<br />

the table.<br />

Sunday 22nd July vs Harvington -<br />

LOST<br />

Stow travelled to Harvington to play this<br />

Sunday friendly and came up against some<br />

stiff opposition. Harvington won the toss,<br />

chose to bat, and looked a class outfit<br />

from the start. However, but some good<br />

bowling from Louis Millar, who took 2-27,<br />

kept them on their toes. Lewis Chapman<br />

was another stand out bowler taking 2-<br />

36, but Stow’s bowlers could only keep<br />

Harvington to a score of <strong>24</strong>0 off their 40<br />

overs and, for the second game in a row,<br />

an opposition batsman hit a score in the<br />

90’s.<br />

With a changed batting line up Stow didn’t<br />

get off to the best of starts, losing a lot of<br />

early wickets. Lewis Chapman and Ashley<br />

Andrews put on a partnership of over 50<br />

to get some runs on the board for the<br />

away team. Lewis was first to lose his<br />

wicket for 16 but Ashley went on to score<br />

70 before being well bowled. Max Fisher<br />

came in and did some late hitting to score<br />

23 but with a huge total to chase it was<br />

going to be hard and Stow were<br />

eventually bowled out for 142.<br />

Saturday 28th July vs Chedworth –<br />

LOST<br />

This home match saw Stow welcome last<br />

year’s runners up Chedworth, in a middle of<br />

the table clash. Stow won the toss and chose<br />

to bowl, taking a wicket with the second ball<br />

of the innings. Chedworth’s batsmen worked<br />

a good partnership and at the midway point<br />

in the match they were 85-3. A few middle<br />

order partnerships from Chedworth upped<br />

their run rate, with Stow taking regular<br />

wickets. Chedworth ended their 40 overs<br />

with a competitive score of 197.<br />

With Stow needing to start well both<br />

openers got stuck in and Stow were up on<br />

the run rate. Ashley Andrews was quickly<br />

dismissed for <strong>24</strong>, followed by opening<br />

partner Chris Heaps, who hit a good 34.<br />

Chedworth picked up some crucial wickets in<br />

Stow’s middle order and took control of the<br />

game. Craig Chapman and Hayden Elsdale<br />

showed some resistance but Stow’s lower<br />

order couldn’t keep up with the run rate and<br />

Stow were finally bowled out for 122.<br />

Saturday 11th August vs Oaksey –<br />

WON<br />

Stow hosted last season’s promoted team<br />

Oaksey and having won the toss, got off to a<br />

positive start. Hayden Elsdale bowled<br />

extremely tight and dismissed both openers<br />

for only 15 runs off of his 10 overs. Oaksey’s<br />

batsmen were under some pressure but<br />

formed a few good partnerships in the<br />

middle order. Ashley Andrews and Dan<br />

Smith came on as the bowling changes and<br />

picked up regular wickets throughout their<br />

spells. Ashley took 2/25 but the stand out<br />

bowler was Dan who took 3-20 off his 10<br />

overs. Oaksey never got out of 2nd gear and<br />

ended their 40 overs scoring only 110 -<br />

mainly thanks to a great bowling display.<br />

Stow’s confidence was high, but managed<br />

to lose a wicket in the first over. With that<br />

Oaksey thought they were in the game, until<br />

a partnership of 50 between Dan Smith and<br />

Ashley Andrews put Stow right back on<br />

course.<br />

When Dan was dismissed for 27 Ashley<br />

stuck in and guided Stow to victory, scoring<br />

60 not out. A bowling and batting<br />

partnership between the two players saw<br />

Stow to victory and keeps them fourth in the<br />

league table.<br />

Friday 17th August vs Dowdeswell -<br />

LOST<br />

On a fairly damp evening Stow took a trip<br />

to Dowdeswell in this t20 match.<br />

Dowdeswell won the toss and elected to<br />

bat and got off to a good start with both<br />

openers quickly hitting scores in the 20's.<br />

Sam Webley and Craig Hughes picked up<br />

a wicket each to slow the run rate down<br />

but Dowdeswell’s middle order managed<br />

to hit some good shots and achieved a<br />

score of 150 off their 20 overs.<br />

In reply Stow lost their top 3 batsmen in<br />

the first 5 overs but some good hitting<br />

from Seb Bevan, 30, Ashley Andrews, 28,<br />

and Chris Heaps, 25, put Stow back in<br />

with a chance. Hayden Elsdale hit a quick<br />

18 and put Stow within touching distance<br />

- but with not much sunlight left and time<br />

running out Stow fell 6 runs short ending<br />

on 144 off their 20 overs.<br />

Saturday 18th August vs Windrush -<br />

LOST<br />

This weeks league match saw the team<br />

travel to Windrush and take on last<br />

seasons promoted team and a team Stow<br />

beat earlier in the season. Stow won the<br />

toss and chose to bowl and started very<br />

well with both openers restricting<br />

Windrush to not many runs. The bowling<br />

change then worked and the wickets<br />

started falling. Dan Smith bowled a mean<br />

spell of 10 overs and took 4 wickets for<br />

23 runs. At the other end Hayden Elsdale<br />

also took 4 wickets for 45 and helped<br />

keep Windrush down to a score of 123<br />

with one Windrush batsman score 59 of<br />

these runs.<br />

Stows chase didn't start off well with a<br />

wicket falling in the 3rd over but a<br />

partnership of 30 between Ashley<br />

Andrews, who was dismissed for 16, and<br />

Dan Smith, who was out on 15, put Stow<br />

back in with a chance. But once both fell<br />

cheaply Windrush took full advantage and<br />

bowled well to rip through Stows middle<br />

and lower order. A disappointing batting<br />

display saw Stow dismissed for a poor 74<br />

after doing so well in the field. Although<br />

the team lost they remain 4th in the<br />

division with some tough games coming<br />

up.

Come Along on the 30th <strong>September</strong>. There will be jazz, swing and<br />

associated music in free gigs at pubs and restaurants around<br />

<strong>Chipping</strong> <strong>Norton</strong> from 11.30 am until 11.00pm. Programmes will<br />

cost £2 and will be available by post in advance - check out<br />

The afternoon Youth Jazz Band Concert will feature the winner of<br />

the Jazz Band Challenge from the CN Music Festival and 3 other<br />

youth bands. From 2pm – 5pm, entry fee of £2.<br />

The evening concert stars Tony Jacobs and Company In Concert,<br />

featuring the very best of Jazz, Swing and Big Band Music - and<br />

joined by the inimitable Tom “Spats” Langham as a guest star.<br />

The July meeting.<br />

We heard from John Horsman, Stakeholder Liaison Manager for<br />

Chiltern Railways. John gave us a brief history of the company,<br />

Marylebone station and the routes operated from there to<br />

Aylesbury, Stratford upon Avon and Birmingham. He explained<br />

how securing the 20 year franchise for the Chilton Line had made<br />

investments possible. These have included many capacity<br />

enhancements with faster trains, doubling and straightening out<br />

stretches of the of track, and a 50% increase in the number of<br />

platforms at Marylebone.<br />

A current major project is to join the route to the Oxford line at<br />

Bicester, re-establishing links severed some 40 years ago, such as<br />

from High Wycombe to Oxford. Hopefully, government approval<br />

for this will be received this Autumn for services to commence in<br />

2015. Increasing passenger numbers will be accommodated by<br />

procuring additional carriages to make longer trains.<br />

John answered a range of detailed and challenging questions,<br />

from explaining delays and pricing policies, to future challenges<br />

and how to trace items lost on a train. Altogether a<br />

comprehensive review.<br />

David Mainwearing is a Consultant with companies operating in<br />

the Middle East. His talk included a comprehensive overview of<br />

the history of the area, explaining some of the background, inter<br />

action and problems associated with operating in The Middle East.<br />

In certain countries the conflict between Shari Haw, Napoleonic<br />

Law and British law can create a nightmare of rules, regulations<br />

and rights for both residents and businesses. David also<br />

highlighted the challenges of current conflicts where both sides<br />

believe right is on their side.<br />

‘Drug and alcohol addiction are all around us!’<br />

The club will be hosting on Wednesday 12th <strong>September</strong> Wendy<br />

Dawson the inspirational Chief Executive of the Ley Community<br />

Centre which for 40 years has been providing drug and alcohol<br />

rehabilitation for the local area. Drugs are unfortunately all around<br />

us and the speaker will throw light on their excellent work that<br />

many of us choose to shut out of our minds?<br />

Founded with the assistance of the Rotary Club of Oxford the<br />

centre now employs 22 staff working with a community of up to<br />

58 residents. Half the staff have themselves been through drug<br />

rehabilitation. Their personal experience and ability to have been<br />

able to overcome their addiction has a powerful impact on the<br />

current residents<br />

The club is opening the evening to the public and a complimentary<br />

light buffet will be available from 6.30 to 8pm at The Mill House<br />
