1. Motivati<strong>on</strong><br />
The wording “c<strong>on</strong>trols” describes the entire system c<strong>on</strong>trolling a machine, respectively in this c<strong>on</strong>text<br />
a wind turbine. This includes the plc and software applicati<strong>on</strong>s as well as other related electrical<br />
equipment as relays, cables, switches and more. Some of the hardware and software parts of the<br />
c<strong>on</strong>trol system (shorten c<strong>on</strong>trols) provide safety functi<strong>on</strong>s. The motivati<strong>on</strong> is to assure that the<br />
implementati<strong>on</strong> of these safety functi<strong>on</strong>s is executed in accordance with categories set out in<br />
EN 954-1.<br />
2. Standard EN 954-1<br />
The standard EN 954-1 “Safety of Machinery - Safety-related Parts of C<strong>on</strong>trol Systems - Part 1:<br />
General Principles for Design” provides a set of categories for c<strong>on</strong>trol systems of all kinds of<br />
machinery. The category selected depends <strong>on</strong> the c<strong>on</strong>tributi<strong>on</strong> made by the safety-related parts of<br />
the c<strong>on</strong>trols to the reducti<strong>on</strong> of risk.<br />
The greater the reducti<strong>on</strong> of risk <strong>on</strong> the safety-related parts of the c<strong>on</strong>trols, the higher is the ability of<br />
those parts to resist faults. This ability can be partly quantified by reliability values and by a fault<br />
resistance structure. Both, reliability and structure c<strong>on</strong>tribute to this ability of safety-related parts to<br />
resist faults. It also varies with technology used. For example, it is possible for a single channel of<br />
safety-related parts of high reliability in <strong>on</strong>e technology to provide the same or higher resistance to<br />
faults as a fault tolerant structure of lower reliability in a different technology. The higher the<br />
resistance to faults, the lower is the probability that the safety-related parts will fail to carry out the<br />
required safety functi<strong>on</strong>.<br />
The designer decides the c<strong>on</strong>tributi<strong>on</strong> to the risk reducti<strong>on</strong> which needs to be provided by each<br />
safety-related part of the c<strong>on</strong>trols. He must ensure that the safety-related parts of the c<strong>on</strong>trols<br />
produce outputs which achieve the risk reducti<strong>on</strong> objectives of the risk assessment. This is not<br />
always achievable and in such cases the designer must provide other safety measures.<br />
Place of performance and jurisdicti<strong>on</strong> is Hamburg. The latest editi<strong>on</strong> of the General Terms and C<strong>on</strong>diti<strong>on</strong>s of Germanischer Lloyd Industrial Services GmbH is<br />
applicable. German law applies.
EN 954-1 provides a clear basis up<strong>on</strong> which the design and performance of any applicati<strong>on</strong> of the<br />
safety-related parts of the c<strong>on</strong>trols can be assessed. When selecting a category and designing the<br />
safety-related part of the c<strong>on</strong>trols, the designer will need to declare at least the following informati<strong>on</strong>:<br />
• category selected<br />
• the functi<strong>on</strong>al characteristics<br />
• the precise role it plays in the machinery protective measures<br />
• the exact limits<br />
• all safety-relevant faults c<strong>on</strong>sidered<br />
• those safety-relevant faults not c<strong>on</strong>sidered by fault exclusi<strong>on</strong> and the measures employed<br />
to allow their exclusi<strong>on</strong><br />
• the parameters relevant to the reliability such as envir<strong>on</strong>mental c<strong>on</strong>diti<strong>on</strong>s<br />
• the technologies used<br />

The standard EN 954-1 defines five categories for safety-related parts of c<strong>on</strong>trols. The categories<br />
state the required behaviour of the c<strong>on</strong>trols in respect of resistance to faults.<br />
3. Assessment and Scope of assessment<br />
Based <strong>on</strong> this informati<strong>on</strong> <strong>GL</strong> checks the plausibility of the assigned categories and their<br />
implementati<strong>on</strong> in the electrical installati<strong>on</strong>s. The standard EN 954-1 will be superseded by the<br />
standard EN ISO 13849-1 with the transiti<strong>on</strong> period ending 2011-12-31. In case EN ISO 13849-1 is<br />
applied instead and respective documentati<strong>on</strong> is presented during the certificati<strong>on</strong> according to the<br />
“Guideline for the Certificati<strong>on</strong> of Wind Turbines”, Editi<strong>on</strong> 2003 with Supplement 2004 <strong>GL</strong> checks the<br />
plausibility of the determined required Performance Level PLr for each safety functi<strong>on</strong>. Additi<strong>on</strong>ally, the<br />
plausibility and the implementati<strong>on</strong> of the associated categories of the safety related parts in the<br />
electrical installati<strong>on</strong>s will be verified.<br />
<strong>GL</strong> accepts the documentati<strong>on</strong> <strong>on</strong> basis of each of the standards as l<strong>on</strong>g as the “Guideline for the<br />
Certificati<strong>on</strong> of Wind Turbines”, Editi<strong>on</strong> 2003 with Supplement 2004 is used.<br />
