Following these meetings and discussions with the NAPD offi cers<br />
the reality of an increase in the P-T-R at second level was discussed.<br />
The impact of salary reduction for teachers was considered. Other<br />
options were considered, including:<br />
• The impact of increments on salary cost;<br />
• Cuts to allocations;<br />
• Supervision for exam conferences;<br />
• The possibility of each post-primary teacher agreeing to work an<br />
additional 1 hour for the duration of the Recovery Plan;<br />
• Initiatives to achieve savings in the areas of Supervision &<br />
Substitution;<br />
• Scaling back the number of ex-quota posts;<br />
• Scaling back Transition Year and other Programmes;<br />
• Schools operating for less than 28 hours per week;<br />
• Deferring Curriculum reform;<br />
• Reviewing In-service provision;<br />
• Amending existing class sizes;<br />
• Understandings to make timetabling of practical classes easier;<br />
• Examining the Section 29 process;<br />
• Reducing the number of Special Centres used during the State<br />
Examinations;<br />
• Incentivising early retirement<br />
It is the Association’s fi rm belief that there is little room to manoeuvre<br />
at second level and that a deterioration of the P-T-R at second level<br />
will have catastrophic repercussions for the service provided to the<br />
children in our schools. There is an imperative to protect teacher<br />
numbers in our schools and NAPD recommends that a process of<br />
internship as an imaginative component of initial teacher training<br />
be considered by the Teaching Council as part of on-going reform.<br />
