esults and outcomes. The OPEN‘s M&E
approach was intended to monitor and evaluate:
The resources allocated to the
DRGs‘ projects implementing
agents (MDAs, CGS, Quick
Wins, etc) through the
Accounting Transaction
Recording and Reporting
System (ATRRS) – The
Inputs;
The use of the inputs (both
financial and other types of
resources) in terms of actual
work performed, tasks carried
out, actions taken, etc., to
deliver the required services
and/or produce an output –
The Activities;
The putting together of
activities to produce the
expected levels of services or
goods to be created, based on
the inputs used – The
Outputs;
How life is better than it was,
as a result of the introduction
of an output or combination of
outputs originating from the
project – The Outcomes.
There is no doubt that the M&E system has been
able to provide a comprehensive picture of the
results recorded from the appropriations made in
2009 for DRG projects as was the case in the
previous years with regards to things that went
well and the challenges experienced at the
different Implementation Agent levels. However,
the information available from the 2009 M&E
exercise as was the case in past years, relates
mostly to the inputs and, to some extent, the
activities of the DRG investments, i.e.,
measurements from inputs to activities. The fact is
that it is measurements from outputs to outcomes
that are critical in understanding how DRG
financial resources are actually achieving results.
The SSAP-MDGs has stressed on several occasion
that the OPEN M&E should not only focus on the
organizational activities and outputs of DRG
projects but should, more than ever, pay adequate
attention to actual outputs and outcomes so as to
be able to provide a results-based assessment as to
whether or not DRG projects are leading to the
desired results and achieving the right goals.
Success in reaching this goal will require the
following:
A documented results chain
for each DRG project that will
be used to provide M&E
evidence to justify or question
the nature of expenditure
patterns on DRG projects or
project categories;
M&E staff at both the national
and state levels that are
familiar with the results chain
and can use it to guide their
M&E activities;
At least one MDG indicator is
included in the relevant results
chain of each project;
A plan for collecting the
required baseline information
on key indicators is presented
or, if appropriate, the process
and procedures for
constructing the needed
baseline information
