The DRGs funding for MDGs projects and programmes represents only a small fraction of
funds committed to poverty-reduction in the country. Almost every budgetary expenditure of
the three tiers of government, in principle, contributes to poverty reduction. However, the
DRGs fund and activities hinged on it have become major advocacy and sensitisation efforts
for the feasibility of poverty eradication in Nigeria with all the human and natural resources
at the country‘s disposal.
The OSSAP-MDGs, as a coordinating office for the national response to the Goals, has
demonstrated the importance of planning, monitoring and creative policymaking to public
administration, which have been the lost ingredients in governance. The monitoring and
evaluation exercise of the DRGs spend carried out in accordance with its OPEN framework,
provides an incomplete picture of the status of Nigeria‘s progress towards achieving the
MDGs. The complementary part of that picture, if at all possible, should be made up of an
evaluation of expenditures from the DRGs at the level of state governments, and of the
annual budgets of all the three tiers of government. Other picture elements of the MDG
progress would include expenditures by international NGOs, private sector CSR initiatives,
developmental assistance by foreign governments, and community self-help projects. This
M&E report, focusing as it does only on the DRGs spend, gives an opinion only on the
potential contribution of the DRGs to the specific items of the MDGs.
