5. The reports provide an important overview of what happened with debt relief gains. They report on
the completion level of many of the projects funded by debt relief and in some cases give broader
assessments of the outputs and outcomes associated with DRG investments.
6. However, the reports currently fall short of providing a coherent assessment of the inputs, outputs,
and intermediate outcomes of debt-relief funded projects and programs. The reports provide little in
the way of narrative detailing what the challenges of implementation were, and if they were
overcome, how. They give little assessment of why some projects were a success or descriptions of
best practice. Finally, the reports do not provide sufficient detail on how the interventions have
affected people‘s lives – how are the interventions being utilised? What is the effect on the lives of
those in the communities? What is the sustainability of the project?
7. As the coordinator of the DRG M&E, OSSAP-MDGs is keen to contract a content editor capable of
confronting these gaps and resolving them in the 2009 Debt Relief Gains Monitoring & Evaluation
Report. These terms of reference outline the scope and condition of work for this editor.
8. It is envisaged that the editor will provide editorial support, and training to the M&E teams to
counter some of these challenges. This will include assistance to identify and capture detailed
narratives as to what was achieved with each of the projects and programmes the M&E teams visit.
The work will also include assistance with editing those narratives to meet the aims of the DRG M&E
process. Finally, the content editor will advise and manage the compilation of pictures that are
required to illustrate a strong final report.
6. Activities
The anticipated activities needed to deliver the outputs, consistent with overarching TOR:
1. The content editor will report to and work under the guidance and supervision of the National M&E
coordinator of OSSAP-MDGs, Mr LawalAboki and the SSAP.
2. The number consultants will be ( ). The content editor will provide services for the period of (
) weeks. The place of work will be in Abuja, Nigeria.
3. The basis of the work will be content-editing the 2009 M&E report. The content editor is expected
to work closely and advise and guide the national consultants and the CSOs on the overall
structure of the report.
4. The content editor may occasionally have to research and gather information from state teams
personally. However, mainly he/she should expect to rely on a regular flow of content from the
state and national teams. To safeguard this process, the content editor should provide feedback to
the OSSAP-MDGs regularly so that the OSSAP-MDGs can use it to guide the national consultants
and CSOs on how to gather the most informative data for the 2009 M&E report.
5. Reporting lines are the following: the content editor is expected to work closely with the
representative of national consultants Engineer NurudeenRafindadi and the representative of CSOs
Dr. Jibrin Ibrahim from the Centre of Democracy and Development (CDD). He/she should report
the progress of their work to them as well as to the OSSAP-MDGs.
