EXECUTIVE SUMMARY
The Millennium Declaration provided the
opportunity for Nigeria to re-focus on the MDGs
as important pillars of the country‘s development
agenda, including its Vision 20:2020. But only
until Nigeria got debt relief from the Paris Club in
2005 on condition that it would invest the gains
from the debt relief into MDG sectors did the
government create the cabinet-level the Office of
the Senior Special Assistant to the President on the
Millennium Development Goals (OSSAP-MDGs)
that coordinates expenditures on the Goals. As
part of its efforts at prudent management of the
resources, the OSSAP-MDGs instituted an annual
independent monitoring and evaluation of DRGs
expenditure conducted by professional consultants
and civil society organisations (CSOs) since 2006.
The M&E reports have bolstered the government‘s
resolve, won public confidence in the process, and
helped in mobilisation of more resources into the
national concert to meet the MDGs.
All previous M&E reports have reported
accomplishments based on the sectored pattern in
which appropriations were made to Ministries,
Departments, and Agencies (MDAs). However, in
2009, the format of the M&E report has been
changed to reflect project outputs and potential
outcomes according to the Goals, Targets and
Indicators of the MDGs. This is to ensure
contextualisation of expenditure and activities for
the benefit of incoming government officials,
since the report is being released at the time of
transition in April 2011.
The total funds made available to the OSSAP-
MDGs for expenditure on projects and
programmes in 2009 was N112 billion. Different
programmes and projects targeted at fast-tracking
the achievement of the MDGs in the country were
executed in the year, an overview of which the
report represents.
Most Goal 1 projects were implemented by
NAPEP through its Social Safety Nets
programme. Out of 596 projectsto which
approximately N4.6 billion was committed, 405
(consistingofNAPEP/CCT, skills acquisition, and
earth damprojects) were reported on at the time of
this report with various levels of completion. Most
of the CCT projects not started resulted from nonrelease
of funds.
For the second Goal which intends to achieve
universal primary education, theprojects and
programmes were generally aimed at increasing
enrolment, providing teaching materials, improved
teaching skills and improved schools
infrastructure. The Federal Teachers Scheme
(which was completed in most states of the
Federation) contributed to increase in the Net
enrolment ratio in primary education from about 8
in every 10 eligible children in 2004, to 9 in
2009.The National Teachers Institute (NTI)
conducted capacity building workshops for
165,000 primary school teachers with the
objective of improving the quality of basic
education. Analysing the performance of the
agencies responsible for the implementation of
Goal-2-related projects and programmes for 2009,
NTI was adjudged to have performed best, with
97% of its programmes completed. The National
Mass Literacy Commission was next with 85%,
followed by Universal Basic Education Scheme
with 48.4% of its projects and programmes
completed.
