reports on DRG funded projects and the reasons behind these shortcomings while Section 3
lays out the groundwork for preparing a useful results-based M&E report. Section 4 presents
the conclusion and recommendations of the exercise and Section 5 presents the lessons
learnt. The Terms of Reference of the consultancy are presented in Appendix 1. Appendix 2-4
inclusive contains the training modules used during the training workshops that were
conducted. Appendix 5 provides a complete list of all those involved in the 2009 DRG M&E
report preparation exercise. Appendix6 is the draft 2009 M&E Report that emerged from the
consultancy activity.
