land particulars could not be ascertained properly and hence <strong>the</strong>re<br />

were gaps in <strong>the</strong> data. They also stated that field volunteers had taken<br />

a lot <strong>of</strong> risk <strong>to</strong> visit <strong>the</strong>se villages and talk <strong>to</strong> people.<br />

30. In light <strong>of</strong> <strong>the</strong>se caveats it is very difficult <strong>to</strong> rely on <strong>the</strong> data in<br />

this “socioeconomic study.” The findings are reported here for<br />

appreciation, but it should be noted that <strong>the</strong>y are at variance with data<br />

reported by o<strong>the</strong>rs, including published works on <strong>the</strong> area and <strong>the</strong><br />

submission <strong>of</strong> a group <strong>of</strong> American researchers <strong>to</strong> <strong>the</strong> <strong>Committee</strong>. Some<br />

<strong>of</strong> <strong>the</strong> important findings reported in <strong>the</strong> first phase <strong>of</strong> study are :-<br />

i) The number <strong>of</strong> displaced families is 7 villages are 718 <strong>of</strong> which<br />

466 are original families and 252 are separate families as per <strong>the</strong><br />

definition in <strong>the</strong> Orissa Resettlement and Rehabilitation Policy<br />

(ORRP) . Out <strong>of</strong> 718 displaced families 611 ( 85 % ) are from<br />

Dhinkia, Govindpur and Noliasahi villages. Hence <strong>the</strong> displaced<br />

families are predominantly from <strong>the</strong>se three villages. The term<br />

“displaced” here is used <strong>to</strong> refer <strong>to</strong> those who are losing <strong>the</strong>ir homes<br />

as well as lands; o<strong>the</strong>rs are considered “project affected families.”<br />

ii) The displaced families are generating a net income <strong>of</strong> Rs 7<br />

million per annum. The same caveat regarding <strong>the</strong> concept <strong>of</strong><br />

“displacement” however is noted.<br />

iii) Average income per family /annum has been reported <strong>to</strong> be Rs<br />

14, 100/-. As mentioned earlier, this figure is at sharp variance<br />

with o<strong>the</strong>r reported studies <strong>of</strong> <strong>the</strong> area, including that by <strong>the</strong><br />

American research team which has made a submission <strong>to</strong> <strong>the</strong><br />

<strong>Committee</strong>. It is also at variance with <strong>the</strong> figures reported later in<br />

<strong>the</strong> study for project affected families.<br />

iv) 42% <strong>of</strong> families pursue betel vine cultivation as a major<br />

occupation, 20.5% families pursue fishing and 11.7% families are<br />

wage earners in agriculture sec<strong>to</strong>r. Only 13/ 718 (2 %) families<br />

pursue agriculture. (<strong>Report</strong> on Socio-economic study by XIM part<br />

II, volume 1, page 9, Annexure B11). It is surprising that such a<br />

small percentage <strong>of</strong> people are pursuing agriculture and throws<br />

doubt over this data.<br />

v) The majority <strong>of</strong> <strong>the</strong> displaced families said <strong>the</strong>y were residing and<br />

cultivating <strong>the</strong> lands since <strong>the</strong>ir forefa<strong>the</strong>rs. Only a small number<br />

said that <strong>the</strong>y were <strong>the</strong>re recently.
