FROM THE BISHOP’S PEN
ICAF Founder and Visionary, Bishop Dr. William L. Harris, IV, is
passionately leading the charge for Apostolic Reformation
through the ICAF.
I am excited to present the first
publication of CONNECT, the official
magazine publication of the
International Christian Apostolic
Fellowship.
As our marketing team presented the
pages and design elements for
approval, I began to reflect over the
history of the ICAF movement and
the excitement and momentum that I
feel today. Many years ago, God
gave me this vision of bringing the
body of Christ together through first
building bridges and then educating
and equipping the body of Christ to
make Kingdom impact.
As I entered into this ministry season,
the Lord has impressed upon me the
need for Pastors and leaders to have
the ability to access the spiritual and
natural resources available through
the ICAF movement.
In response to this call, I have
dedicated myself full time to the ICAF
movement traveling the country and
Taking Charge of Change through
Apostolic Reformation, domestic and
globally.
This vision of change and reformation
is a movement for those Pastors &
Ministry Leaders who are looking for
kingdom order and leadership change
that will immediately impact their lives
personally and their ministries locally.
The success of the movement is evident
by the growth and support that we have
received. Our membership has grown
exponentially and to date we have over
200 global and 100 domestic churches.
This is just the beginning and I am excited
and in expectation of the continued
growth of the movement.
I am excited to present this first issue of
CONNECT, the official magazine
publication of the ICAF. As you read
through the pages of CONNECT, you will
be able to understand the vision, mission
and purpose of the ICAF.
Read more about the HOW, WHAT &

the RIGHT Leaders for our era.
Taking
Charge of Change
M
any of us are aware of the contemporary
world and how God speaks to us now,
through our experiences and through the
communities where we live, as God spoke to
our ancestors in the past.
Many of us are also open to all that the contemporary
world offers. So as we can see that the old and the
new are not exclusive of each other. They are both
important and necessary for the health and life of the
Kingdom. If we are only living in the past and old and
ignore the modern and new and the contemporary,
then that is gross mismanagement of the Kingdom. On
the other hand if we are only concerned about the
new, modern, and contemporary, to the exclusion of
the old and traditional then we are doing gross
disservice to the Kingdom. Then we are not good
scribes. The good scribe is the one who carefully
preserves in his treasures both the old and the new.
The International Christian Apostolic Fellowship has a
mandate to bridge the divide and maintain that
balance.
If Christianity is to survive in viable denominations;
churches, or their offshoots, must do whatever is
necessary to become more actively relevant to global
and local urgencies. "Churches," "fellowships," or
whatever, have to be agents of Godly transformation
to the contemporary world or they will be a big part of
the world's problems. As in the beginning of
Christianity, those who want a “Jesus” life have to be
open to the Spirit of God in all areas of their being and
must be willing to jump in and "make this old world a
new world" (Martin Luther King, Jr.).
A Synergy of Generations
Synergy is defined as the condition where distinct
groups work together in a cooperative arrangement in
such a way that the total effect is greater than the sum
of individual effects. In other words, the group
accomplishes more working together than individual
members could achieve working independently.
The past and the old are our foundation but at
the same time the future is our hope and
destiny.
One of the things that the ICAF represents is God’s
desire to link multiple generations into a synergistic
relationship once again. The Church has long
suffered from a “generational gap” where there is little
genuine appreciation, understanding, or cooperation
between the older, middle, and younger generations
of believers.
God wants to bring these generations back together
to infuse them with a common vision, a unified sense
of purpose, and recognition of their mutual
interdependence.
Three generations moving together toward a shared
goal can accomplish more than the sum of what each
generation could achieve separately. This synergy of
the generations is something that God promised He
would bring about in the last days.
The challenge is clear, to effectively engage our
culture while maintaining our Biblical identity as the
people of God. Our failure to do this and to explore
new ways of faithfully expressing the Biblical call to
discipleship will result in our becoming increasingly
marginalized and irrelevant.
A Wake up Call to the Church
We must not withdraw into the safe and secure world
that is familiar and precious to us within the history
and traditions of our church. We should not close our
eyes to its accelerating decline, but to face honestly,
open-eyed, the challenge today’s church faces.
Thereby communicating with and winning for God a
world that, no longer believes that God really matters!
That’s why the ICAF is presenting Pastors with the
opportunity to take charge of change by helping
Pastors take their ministries to the next level. The
ICAF is bringing international change to their cities
and churches, training them to be the finishing
generation!

Our churches and organizations have become trapped in
a kind of cultural captivity, in which our churches have
increasingly become cultural islands – cut off from the
mainland of life by an ever flowing and widening river of
change.

The (ICAF)
International
Network & Infrastructure
T
his coalition is made up of churches across different
geographical locations, varying in church size,
organizational affiliation, and structure.
However, they are unified to work together to organize an efficient
and relevant fellowship for the enhancement of Apostolic
Churches Worldwide, to educate and inspire Pastors, ministers,
leaders, and laity to achieve ministerial and evangelistic
excellence, and to focus on the training of church leaders and the
expansion of church vision and membership.
The ICAF is an “apostolic network” and that term signifies a
different level of operation and identity from that of simply a
network of ministers and ministries.
An apostolic network is characterized by a significant inflow of
valid apostolic grace into the lives of the members.
Key Identifiers:
One unified purpose plus individual specific visions and
purposes in the Lord.
Voluntary accountability to apostolic oversight but essential
autonomy in local community.
Guarantee of personal identity and allowance of diversity.
Upholding of the premium values of covenant, integrity,
transparency, loyalty and faithfulness.
Flexible, mutating structures not defensive walls.
Strategic and relevant church growth and Pastoral
mentorship and networking.
Constant movement forward and growth into the next
expression and dimension of Apostolic Reformation.
To provide a place of restoration, activation and commission
for local and trans-local ministers through accountable
relationships, protection, support, counseling and
impartation.
To ordain, recognize, validate and send forth those called by
God to stand in positions of ministry to the Body of Christ.
To extend and develop strong relationships with other
networks across the nations, in order to facilitate the
strengthening and spiritual expansion of the ICAF.
Through true Connections, Covenant Relationships,
the ICAF is building Right Leaders for this era.
ICAF ORGANIZATIONAL STRUCTURE
The ICAF is organized domestically and globally into 6 domestic regions
and 3 global regions. Through the ICAF unique leadership structure, each
region is governed by an Overseer, Regional Bishop and State
Superintendent that work together to provide leadership and support to
Pastors & Leaders in those areas.
Each region holds an annual regional conference, as well as, each
November all regions, global and domestically, convenes in the first
weekend of November for our Holy Convocation.
During the regional and National conferences, through the unique
combination of leadership training, impartation and ministry fellowship,
Pastors, leaders and ministries are refreshed, renewed, and inspired.

Missions
W
e are fully involved in sharing our mission to extend the Kingdom
of God globally through the recovery of New Testament church life,
making disciples, training leaders and planting churches by all means,
including wholehearted financial commitment, welcoming trans-local
ministries, and coordinating worldwide crusades. We have 250 ICAF
churches connected to our organization in Africa, Philippines, India, Haiti
and Pakistan.
“Reaching the Nations” is more than our slogan. It is the ICAF heart's cry that God will
use all of us to “Reach the Nations” and to show his love to the hurting world around us –
starting with those closest to us (family, friends, co-workers, and neighbors) then into our
community, and eventually on a plane reaching people in another country.
With a heart to "Reach the Nations", we are journeying to the nations. This is what we
call “Global Missions.” God's global plan includes reaching people from every nation with
the good news of Jesus.
We are fully involved in sharing our mission to extend the Kingdom of God globally

The ICAF has a God-ordained mandate to impact the world. We are called to present
the Gospel to the lost, disciple nations, feed the hungry, clothe the poor, minister to the
elderly, widows and orphans, visit prisoners and reach out to people of all ages and in
all walks of life. God requires that we teach people how to apply biblical truth in every
facet of their lives and encourage Christians to influence every aspect of the world
around them.
With the prayers and support of our friends and partners around the world, we present
a creative and relevant message of Christ and His love for people worldwide using the
most powerful forms of media and communications available, as well as the
development and distribution of practical teaching resources.
We provide global humanitarian aid to hurting people and teach Christians and non-
Christians alike how to enjoy everyday life by applying biblical principles in all they do.

The Man Behind
the Vision
f Bishop William L. Harris IV had not chosen a life as a
minister, he might have made a great chief executive
officer or a bi-partisan politician. He is a master of vision
and has a unique ability to bring people together.
Open his book Thy Kingdom Come to almost any page and
you can feel the passion and urgency for change and a call
for a prophetic shift in God’s kingdom. Read further and you
will see that Dr. Harris sees the body of Christ reformed and
revived and doesn’t buy into the gloom and doom
perspectives that are being perpetrated throughout the world.
He firmly believes that God has allowed the church to go
through these stages and seasons to cause us to hunger for
him in a greater way and to revive a sleeping giant. His
radical vision of the Body of Christ seems to disturb many
that are intent on maintaining old paradigms and religious
institutionalism, as well as, many who are afraid of what this
new vision of reform represents.
However, the anointing and his vision of reform has opened
doors all around the world. Bishop Harris has been traveling
extensively casting this vision of reform. One pastor stated
that everyone must hear this message of reform and goes on
to state that Bishop Harris has a unique ability to motivate
and strategically give direction to those who have been
waiting for this defining moment of change. Consciously or
unconsciously, Dr. Harris has been honing this technique for
the last few years. Through the International Christian
Apostolic Fellowship, he has created a platform of unity that
has brought people together that have not fellowship or
dialogued in years.
Not only pastors and their congregations, but at his prophetic
beckoning, he has also brought historians, theologians and
presiding Bishops together from every major Apostolic
organization. Those that have attended these think tanks and
conferences have left with renewed hope, faith and belief that
change is coming to the Body of Christ.
To many Dr. Harris has been called a new generational
leader, or you might say he is a mirror — what you see
depends on who you are and where you stand. Bishop Harris
puts it this way: "I serve as an instrument of change, many of
the strategies and vision that God has given to me is not
limited to me. Many had these same inspirations before me,
so many say that they see much of them in me" Both his
rhetorical style and his ingrained disposition tend to obscure
rather than reveal. This is how Dr. Harris remains enigmatic
no matter how much we see of him.
As this vision of the ICAF is about to be revealed to the world
Bishop Dr. William L. Harris, IV and his national staff is
preparing to take charge of change and bring reformation to
the Body of Christ worldwide.
Reformation
The theme too many of his speeches and sermons are
about healing the Body of Christ and faith in Gods people
becomes his home. He preaches: the seemingly
unlimited power of people who are willing to trust,
cooperate and compromise. Bringing people together for
action, what he calls "organizing," holds "the promise of
redemption." "Vision in the face of difficulty, vision in the
face of uncertainty, a strategy for success. In the end, that
is God's greatest gift to us, the bedrock of the Body of
Christ, a belief in things not seen, and a belief that there
are better days ahead."
If you delve into Dr. Harris’ book, you can find his positions
and strategy to get the Body of Christ back on track. He
stated that he believes that God is calling us to die to
ourselves, to our own interest and preferences and
prejudices, so that we may begin to live for others.
Our dependence upon our history and traditions, which
may be good in itself, can yet become a barrier between
us and God, and certainly come between the unchurched
and God. He believes that the church needs more than
changes, it needs to be reformed. What we need is more
than tinkering with our worship; it is more than turning
structures upside down. The change the church needs is
more than human effort of its membership redirected. It is
more than a change of mindset, it is an openness of spirit,
a readiness to listen – “to hear what the spirit is saying” to
the church. And a readiness not simply to change but to be
changes by God Himself.
It is not be listening to a committee or responding to our
organizations. It is by the kind grace of God alone and with
the generous help of the Spirit alone that we can be RE-
FORMED, and RE-NEWED. He also has a specific strategy
to refocus the core of the churches leaders. He articulates
a strategy to get the ministry back into the hands of the
saints. He envisions a third day church arising with a new
order of believers. He also outlines an economic strategy
that will allow the church to be economically independent.
And most of all he is pushing for a total reformation of our
organizational structures. "If we are serious and want to

The Radical (A quote from his book.) This growing
disconnection between the true needs of the people and the
priorities of the leadership holds just as true for the churches
today as it does for nations. So many anxious clergy seem to
be unwilling to radically address the mounting crisis in the
denominations they represent. Many church leaders are
trying just to maintain rather than trying to build a better
church or organization. This preoccupation of non-spiritual
and religious ideas with lesser agendas, and the smugness
of those "in charge," have created a growing burden that
many of us Christians can no longer support intellectually or
by faith.
When I criticize "old agendas" in institutional Christianity, I
am thinking especially about the many denominations and
organizations that had valid reasons for their origins. Today,
the diminishing influence of churches, coupled with most
members' lack of concern for many old denominational
priorities and prejudices, have rendered much of these old
causal factors for the development of denominations and
organizations obsolete.
To put it another way, the postmodern "Christian" wants to be
part of an organism of faith, not an organization dedicated to
religion. What is crucial, if Christianity is to survive in viable
denominations, is that churches, or their offshoots, do
whatever is necessary to become more actively relevant to
global and local urgencies. "Churches," "fellowships," or
whatever, have to be agents of Godly transformation to the
contemporary world or they will be a big part of the world's
problems. Due to his radial yet sound message of
reformation, and his unique perspective on the past and the
future, a lot of traditional thinkers don’t know how to take him.
He was raised in a very traditional environment and
understands the history on how we got here. However, he
stands now with the new generation of believers and is yet
willing to lead them through these difficult transitions. He is
also misunderstood because of statements like these that are
frequently stated in his kingdom addresses and posted in his
writings: We I asked him what he thought about what others
label as radical, he simply answered: ‘Truth that is
confrontational always is labeled in misunderstanding or fear,
because people are not yet willing to accept change...until
they are forced to. However, truth opens the door for dialog
and change. If no one ever confronted issues that were
confrontational, we would be still the same.
The Church
Dr. Harris not only leads the country internationally through
the ICAF platform, but he also serves in the capacity of
Pastor & Founder of Praise Covenant Church. His vision for
the church is as relevant and impactful as the national
movement. He works untiringly with his cabinet of leaders to
reach out to the community to change the world, one family
at a time. Dr. Harris frequently hosts events within the
community to ensure that the community and the entire city
of Louisville know that God is real and is ever saving souls
and performing miracles.
In 2009, the church purchased an entire square block of land
within the community to expand their current church
structure. One member remarked, “I am so proud to be a
part of Praise Covenant because I know that we are more
than just a normal church. I have seen the Lord bless us in
so many ways, with the purchase of our building and the land
and much more. I know through the leading of God and the
vision of our Pastor that there are many more things in store
for us as we strive to impact the world’.
Another new member remarked, “Our Pastor is different, he has
a vision to change the world and I know that he can get the job
done that God has called him to do. I am excited to be a part of
not just the church but the ICAF movement as well’.
The Future
The many aspects of Bishop Harris — the promise to "break
out of some of those old arguments" — speaks powerfully to
many younger Christians, who have turned out in record
numbers to attend their conferences, as well as, have moved
and positioned themselves to work with him and the ICAF
vision. Dr. Harris is a visionary that is not afraid to reflect
their widespread feeling that time is marching forward but the
Apostolic church is not, that the traditional preachers in the
church and the stagnant leaders are indeed trapped in a time
warp, replaying their stalemated arguments year after year.
The theme recurs in conversations with Harris supporters:
He just feels like something new. Bishop Harris is constantly
underlining this idea as he travels across the country. His
favorite statement is "We can't keep doing the things we've
been doing and expect a different result." It is a message his
national staff has taken to heart. Harris's is the first truly
wired campaign, seamlessly integrating the networking
power of technology with the flesh-and-blood passion of the
Apostolic movement.

The Family
Bishop Harris says his family is going the extra mile to
“maintain this little island of normalcy in the midst of all this
swirl of activity and his recent wave of national popularity.”
But family snapshots of this sort are rare, as are moments
when the Harris’ can just chill. “First Lady Regena Harris has
done a heroic job of managing the house, the family and still
finding time to travel and be out on the road,” “I’m always
marveling at everything that she can do.”
The point is for the Harris’ to be together—and have the world
watch them doing it. The frenzy of attention— much of it
glaring, some of it negative—never lets up. But for those who
are close to them, reading or hearing tough talk about
someone you love can take an adjustment. One of his
associates stated that: "It bothers everyone in that is close to
them except First Lady Harris and Bishop Harris. "The last
time Bishop Harris heard us talk about what we heard from so
gainsayers, you know what he said? 'Why don't you all stop
listening to that?' That is his attitude. When he first
announced that he was going to begin this movement of
reform, he said everyone should develop a thick skin, because
this is what will happen, and exactly what he said would
happen, happened."
Bishop Harris always teaches that when you know who you
are it does not matter what people think about you. It is
irrelevant to the day-to-day issues that have to be a focus of
this reformation. "If I wilted every time somebody in my life
mischaracterized me or called me a bad name, I would have
never finished college, would have never founded Praise
Covenant Church, I would have never organized the ICAF and
wouldn't be sitting here with my wife and children.
So these are the lessons we want to teach our kids. You
know who you are, so whatever anybody else says is just
interesting fodder."
Bringing it Home My husband is a great parent," says First
Lady Harris. First Lady Harris says their home turf keeps
them grounded in other ways as well. Despite all that has
changed for them publicly, the Harris insist that little has
changed in their private lives. Their friends are the same.
Moreover, the family treats them the same. First Lady
Harris talks about the balance Bishop Harris has as a
family man and visionary. She states ‘I know the great
vision God has given my husband and the passion and
drive he has to make that happen. I believe that God has
given our family the strength and patience to rise to the
occasion of having this great visionary as a husband and
father. He is able to impact many people through his
vision and yet come home to be the dad and husband that
we need him to be.
This is only the beginning for Bishop Dr. William L. Harris,
IV. As he takes on the Apostolic movement bringing
reformation and change, God is using him to build bridges
and unite the Apostolic body of Christ. Expect more and
the best that is yet to come as he moves into the vision
God has called him to accomplish.

Why? What? & How?

Why are we launching the movement?
On several occasions, history has provided the needed critical
mass and need to thrust the church into breaking out of its box and
becoming the force in the culture and society that God intended it to be

oday, the church in the 21st century, has once again reached
this critical mass. It is something so big and so obvious that the
winds of change demand that we look hard at our models and
face the reality that a different church must provide a different
response to a postmodern age.
Our churches and organizations have become trapped in a kind of
cultural captivity, in which our churches have increasingly become
cultural islands – cut off from the mainland of life by an ever flowing
and widening river of change. This is not a matter of blame or fault.
We must face a completely new situation. We can close our eyes,
live in denial and be content with the current plight of the church.
We can also stand fast in our pride of history and love tradition and
traditionalism, pretending all is well. Or we can face the challenges
with courage, meet each opportunity with vision and faith and hear
what the Spirit is saying to the church.
Changing and Being Changed
The church needs more than changes, it needs to be reformed.
What we need involves more than tinkering with our worship. It is
more than turning structures upside down. The change the church
needs is more than human effort of its membership redirected. It is
more than a change of mindset, it is an openness of spirit, a
readiness to listen – “to hear what the spirit is saying” to the church,
and a readiness not simply to change but to be changed by God
Himself.
The current structure of the church will not accommodate what God
is about to do. I’ve come to recognize that much of what we
Christians had for all our lives called “church” had very little to do
with the concept of “church” Jesus had in mind when He promised,
“I will build My church…” (Mt. 16:18).
WHY NOW?
The time and season is right.

The preoccupation of non-spiritual and religious ideas with lesser
agendas, and the smugness of those “in charge,” have created a
growing burden that many Christians can no longer support either
intellectually or by faith. If Christianity is to survive in viable
denominations; we must do whatever is necessary to become more
actively relevant to global and local urgencies. "Churches,"
"fellowships," or whatever, have to be agents of Godly
transformation to the contemporary world or they will be a big part
of the world's problems.
How will it benefit the Body of Christ?
We are coming to the close of another season. The church in
America and the world is in transition. The entire Body of Christ is
in the midst of a changing over, an alteration. There is a
"metamorphous" coming forth. We have no control over this
conversion process. Just as the widow woman mourned the death of
her husband, the Body of Christ is in a state of mourning the death
of the old move.
That was good for that time of revival, but now we are moving into
an apostolic age where God wants to build foundations. He wants
to establish us and put His people on a straight path, put a vision
within us, and give us a hope and purpose.
There is a dynamic prophetic coming in the church. In this new
move, God is raising up a remnant out of the forerunners. He is
raising an Elisha out of the Elijah. Not everybody is going to be a
carrier of this anointing. It's going to be a powerful ministry that is
based upon principles of the Kingdom. It will change cities, regions,
and nations.

ICAF Central
Regional Conference
The ICAF Central Regional Conference was a dynamic and powerful
conference for each participant that attended. There were leadership
training sessions and an evening service fellowship that ministered to the
hearts of all who participated. One special highlight of the conference
occurred during the ICAF Leadership Training Session where
TRANSFORMATION, REFORMATION, RESTORATION took place serving as a
pivotal point in the lives of many that attended.

As a first hand attendee of the ICAF Central
Regional Conference, all I can say is WOW! The
ICAF Central Regional conference was the first
official conference of 2013 and it proved EPIC!.
The conference began with ICAF Founder &
Visionary, Bishop Dr. William L. Harris, IV
teaching an explosive leadership training session
for Pastors and Leaders that caused an
immediate paradigm shift.
Relevant church growth and leadership strategies,
along with, kingdom leadership principles were
present through a dynamic and interactive
ministry training platform that allowed attendees
to receive the information in a way that they
could relate it to their specific ministries.
Throughout the leadership training session,
attendees were able to ask questions and
participate in a ministry dialogue that allowed
for ministry introspection, as well as, an
opportunity for personal reflection with regards to
their present leadership style and the leadership
styles necessary for leadership and kingdom
growth.
As Bishop Harris continued in his leadership
presentation, the atmosphere in the room began to
shift. To the amazement of many first time
attendees, the spirit of God began roaming
throughout the conference training room and not
only was a natural Leadershift occurring but a
spiritual transition and shifting began taking
place.
Sensitive to the spirit, Bishop Harris began
imparting and sharing from his heart, divine words
of wisdom and knowledge that was life changing for
participants in the room.
No longer just leadership training, the Power of
God flowed fleely as attendees, Pastors and leaders,
alike flooded the conference platform for healing,
deliverance and prayer for a spiritual shifting.

As participants converged on the platform, Bishop began
praying and speaking directly into the lives of the participants.
It was unbelievable to witness the reformation and
transformation that had occurred during the impartation
portion of the training session. As the training session came to
a close, the crowd slowly dispersed. In quiet fellowship,
participants greeted one another sharing their thoughts on the
electrifying session and the spiritual transfer of information
that was shared during the session.
After such a dynamic session, participants were in high
expectation of what the Lord would do during the evening
service that followed the leadership training session.
A HIGH TIME
As the ICAF praise and worship team opened the service with
anointed praise and worship, it was clear that God was still
moving among the ICAF delegates. The high level of praise
and spirit of gratitude for God’s presence was felt as the praise
went higher and higher throughout the service.
The ICAF evening service is a focused time of anointed praise
and worship, dynamic fellowship and impactful spoken word
ministry.
To say the least, the expectation of all of these items to occur
was evident in the way that Pastors, leaders, and their
ministers came into the service and immediately began to
praise and worship God.
The spirit was high and as Executive Chairman, Bishop Dr.
William L. Harris, IV took the floor, he continued in the
momentum of high praise. Doing his best to settle things down
and move on with the service, Bishop Harris gave way to
sharing the vision of the ICAF and sharing the testimony of
the powerful leadership training session that took place earlier
in the day.
As the service flowed throughout the evening, the crowd
packed out the sanctuary and prepared to receive a word from
our special guests Pastors and our keynote speaker.
The spoken word was ministered and souls were blessed. The
service ended on a high note with saints praising and
fellowshipping through the dismissal.

As the conference came to a close, many delegates
commented to the ICAF staff of what a relevant
and impactful weekend they had experienced.
The ICAF Central Regional was the first of many
regionals that are taking place this year. The
experience of the regional conferences is a MUST
ATTEND event for all who want to be changed,
healed, delivered and transformed into the
effective leader God is calling us to be.

We have designed our courses to
benefit people who share our spiritual

You will learn sound and balanced
doctrine, how to handle biblical

ONSITE & DISTANCE LEARNING
We recognize that good stewardship of
one's abilities and the call of God requires
some people to attend a full-time formal
institution; but for many people a full-time
institute is not the best alternative for
ministry preparation. For these, the
equipping and education offered through
ICBC is most effective.
Facilitating learning in the evenings, or
through weekend seminars, enables our
students to continue in their regular
employment while they study. This makes
our learning experience available to many
people for whom a full-time school would
not be possible.
