agrarian re<strong>vol</strong>ution <strong>of</strong> <strong>the</strong> peasants; <strong>to</strong> mobilize <strong>the</strong> broad masses <strong>to</strong><br />

fight for <strong>the</strong> acqu<strong>is</strong>ition and protection <strong>of</strong> land; <strong>to</strong> call all <strong>working</strong><br />

and peasant masses <strong>of</strong> <strong>the</strong> Soviet D<strong>is</strong>tricts and throughout China <strong>to</strong><br />

fight with all efforts and at all cost in <strong>the</strong> re<strong>vol</strong>utionary war. <strong>Th<strong>is</strong></strong> <strong>is</strong><br />

<strong>the</strong> way <strong>to</strong> smash <strong>the</strong> fifth <strong>of</strong>fensive <strong>of</strong> imperial<strong>is</strong>ts and <strong>the</strong> Kuomintang,<br />

<strong>to</strong> save China from being colonized and <strong>to</strong> attain <strong>the</strong> soviet<br />

vic<strong>to</strong>ry in one or several provinces and in <strong>the</strong> whole terri<strong>to</strong>ry <strong>of</strong> China!<br />

2. THE ANTI-IMPERIALIST MOVEMENT<br />

The greatest events in <strong>the</strong> past two years in China since <strong>the</strong> in-<br />

auguration <strong>of</strong> <strong>the</strong> Prov<strong>is</strong>ional soviet Central Government were im-<br />

perial<strong>is</strong>t attacks and <strong>the</strong> fourth and fifth <strong>of</strong>fensives waged upon re<strong>vol</strong>ution<br />

by counter-re<strong>vol</strong>ution. The occupation <strong>of</strong> Manchuria, Mongolia<br />

and North China by Japanese robbers and <strong>the</strong> intensified control<br />

<strong>of</strong> Tibet, Sikong, Yunnan, <strong>the</strong> Yangtze Valley by Brit<strong>is</strong>h, French<br />

and American imperial<strong>is</strong>ts, are all directed by <strong>the</strong> imperial<strong>is</strong>ts <strong>to</strong><br />

wreck <strong>the</strong> Chinese Soviet power and <strong>to</strong> completely enslave <strong>the</strong> Chinese<br />

nation as a preliminary step <strong>to</strong>wards <strong>the</strong> war against <strong>the</strong> USSR.<br />

The Kuomintang <strong>of</strong> landlords and bourgeo<strong>is</strong>ie <strong>still</strong> sticks <strong>to</strong> its long<br />

followed policy <strong>of</strong> capitulation while, on <strong>the</strong> contrary, <strong>the</strong> anti-imperial<strong>is</strong>t<br />

movement <strong>of</strong> NOT <strong>the</strong> country-wide FOR re<strong>vol</strong>utionary masses, with<br />

<strong>the</strong> unprecedented national cr<strong>is</strong><strong>is</strong> before <strong>the</strong>m, has developed with<br />

extreme violence.<br />

At <strong>the</strong> present COMMERCIAL<br />

movement two powers <strong>of</strong> opposite directions are<br />

laid before <strong>the</strong> country-wide re<strong>vol</strong>utionary masses: <strong>the</strong> Kuomintang<br />

which surrenders completely <strong>to</strong> imperial<strong>is</strong>m with all means suppresses<br />

<strong>the</strong> anti-imperial<strong>is</strong>tic masses; <strong>the</strong> Soviet which <strong>is</strong> determinably<br />

anti-imperial<strong>is</strong>tic DISTRIBUTION<br />

and does its best <strong>to</strong> support and lead <strong>the</strong> antiimperial<strong>is</strong>t<br />

movement.<br />

In <strong>the</strong> past two years <strong>the</strong> Prov<strong>is</strong>ional Soviet Central Government<br />

has repeatedly circulated statements denouncing <strong>the</strong> preda<strong>to</strong>ry wars<br />

waged by <strong>the</strong> Japanese imperial<strong>is</strong>ts and <strong>the</strong> trai<strong>to</strong>rous capitulation<br />

<strong>of</strong> Kuomintang. On April 14, 1932, <strong>the</strong> Prov<strong>is</strong>ional Central Government<br />

formally declared war on Japan and <strong>is</strong>sued mobilization orders<br />

for war against her. The Prov<strong>is</strong>ional Central Government and<br />

<strong>the</strong> Re<strong>vol</strong>utionary Military Council have more than once announced<br />

<strong>the</strong>ir readiness <strong>to</strong> conclude agreement with any armed unit <strong>of</strong> <strong>the</strong><br />

Kuomintang for joint anti-Japanese and anti-imperial<strong>is</strong>t military<br />
