Generally speaking <strong>the</strong> wages <strong>of</strong> <strong>the</strong> workers are paid on time.<br />

Because <strong>of</strong> <strong>the</strong> superintendence <strong>of</strong> <strong>the</strong> Soviet, very few employers<br />

delay <strong>the</strong>ir wage payments <strong>to</strong> workers. Some stubborn capital<strong>is</strong>ts<br />

did try <strong>to</strong> do so, but were brought under control by <strong>the</strong> Labour Court.<br />

Concerning <strong>the</strong> legal <strong>working</strong> hour, <strong>the</strong> 8-hour system has been<br />

introduced <strong>to</strong> all Soviet cities and <strong>to</strong>wns in <strong>the</strong> past two years, and<br />

in <strong>the</strong> villages <strong>the</strong>re are but rare cases in which employees work<br />

more than eight hours a day. Employees between <strong>the</strong> age <strong>of</strong> 16 and<br />

18 have shorter hours than do adults.<br />

Equal work, equal pay, rest before and after confinement, prohibition<br />

<strong>of</strong> infant workers below fourteen years and so on, are in general<br />

practice.<br />

As <strong>to</strong> apprentices, <strong>the</strong> apprenticeship period <strong>is</strong> shortened, treatment<br />

improved and feudal oppression abol<strong>is</strong>hed. The living conditions<br />

<strong>of</strong> apprentices have been made considerably better. The wages<br />

<strong>of</strong> apprentices are increased. For instance, in Kiangsi apprentices<br />

receive an allowance in <strong>the</strong> amount <strong>of</strong> from fifteen <strong>to</strong> thirty-six dol-<br />

lars annually.<br />

Sanitary conditions and food supplies for <strong>the</strong> workers in general,<br />

and for <strong>the</strong> employees <strong>of</strong> <strong>the</strong> state enterpr<strong>is</strong>es in particular, have<br />

been greatly improved. In <strong>the</strong> cities, <strong>the</strong> workers’ food <strong>is</strong> rated at<br />

least six dollars a month. In <strong>the</strong> villages, <strong>the</strong> farming employees<br />

eat <strong>the</strong> same food as served <strong>to</strong> <strong>the</strong>ir employers.<br />

The Soviet workers are organized in <strong>the</strong>ir strong class trade union<br />

which <strong>is</strong> <strong>the</strong> pillar <strong>of</strong> <strong>the</strong> Soviet power, burg for <strong>the</strong> workers <strong>the</strong>m-<br />

selves and school in which <strong>the</strong> broad <strong>working</strong> masses learn commun<strong>is</strong>m.<br />

With its interests protected by <strong>the</strong> Soviets, <strong>the</strong> membership<br />

<strong>of</strong> <strong>the</strong> trade union <strong>is</strong> ever on <strong>the</strong> increase. According <strong>to</strong> <strong>the</strong> stat<strong>is</strong>tics<br />

<strong>of</strong> <strong>the</strong> All China Trade Union Federation, <strong>the</strong> trade union<br />

membership in Central Soviet D<strong>is</strong>trict, <strong>to</strong>ge<strong>the</strong>r with its neighbouring<br />

Soviet zones, amount <strong>to</strong> 229,000. The d<strong>is</strong>tribution <strong>is</strong> as follows: Central<br />

Soviet D<strong>is</strong>trict 110,000 persons; Hsiang-Kan (Hunan-Kiangsi)<br />

23,000 ; Hsiang-O-Kan (Hunan-Hupeh-Kiangsi) 40,000; Min-Che-Kan<br />

(Fukien-Chekiang-Kiangsi) 25,000; Min-Kan (Fukien-Kiangsi ) 6,000;<br />
